New Medicaid/CHIP Financial System

The Centers for Medicare & Medicaid Services (CMS) is working towards building a more modernized, efficient and effective financial reporting system for Medicaid and the Children's Health Insurance Program (CHIP).  Once completed, the new Medicaid and CHIP Financial (MACFin) system will replace the existing Medicaid Budget and Expenditure System/CHIP Budget and Expenditure System (MBES/CBES) and IBNRS reporting processes and will integrate and automate other financial management processes to provide a more consolidated solution.  MACFin will be an intuitive, rules-based system that will include new features to make your staff's jobs easier while also helping to ensure that the data submissions are accurate.  The accuracy and integrity of information about the Medicaid and CHIP programs has far-reaching importance, both to states individually and at the federal level. 

To achieve these goals, we want to make sure the perspective of the users of the system, as well as the consumers of the information that it produces, are taken into account as we design the new system.  Toward that end, CMS will be convening a series of User Focus Groups across the country in late 2018 and early 2019.  A major goal of the focus groups will be to get state financial management staff and supervisor feedback on the strengths and limitations of the current MBES/CBES system and to obtain input on the design principles for the new MACFin system. 

Please let us know if your financial management staff are interested in participating in one of the focus groups, either in person or virtually.  Please send an email to MACFin@dcca.com indicating your designated staff's contact information no later than November 30, 2018.  We will follow up with additional details about the location, dates, times, and agenda for the sessions.

 

 Medicaid and CHIP Managed Care Notice of Proposed Rulemaking (NPRM) Webinar

On November 8, 2018, CMS put on display at the Federal Register a Notice of Proposed Rulemaking  (NPRM) for Medicaid and CHIP managed care. This proposed rule advances CMS' efforts to streamline the Medicaid and CHIP managed care regulatory framework and reflects a broader strategy to relieve regulatory burdens; support state flexibility and local leadership; and promote transparency, flexibility, and innovation in the delivery of care. These proposed revisions of the Medicaid and CHIP managed care regulations are intended to ensure that the regulatory framework is efficient and feasible for states to implement in a cost-effective manner and ensure that states can implement and operate Medicaid and CHIP managed care programs without undue administrative burdens. This webinar will provide an overview of the regulatory revisions in the proposed rule. Public comments are due January 14, 2019.

2019 CMS Quality Conference Medicaid/CHIP Track

The Centers for Medicare & Medicaid Services (CMS) is pleased to announce that the 2019 CMS Quality Conference: Innovating for Value and Results will be held January 29-31 in Baltimore, Maryland, at the Hilton Baltimore on 401 West Pratt Street. Click here to register for the conference. In recent years, conference registration has filled up quickly – we encourage you to register and reserve your accommodations as soon as possible.

The conference brings together CMS quality partners, including states, experts, and other stakeholders from various current and past CMS programs, including the Medicaid and Children's Health Insurance (CHIP) grant programs, Medicaid managed care plans and External Quality Review Organizations, and the Center for Medicaid and CHIP Services (CMCS). The conference will include a track related to quality in Medicaid and CHIP programs, which will focus on innovative health care delivery approaches that demonstrate improved outcomes. Topics will include:

  • CMS's maternal and infant health and oral health initiatives
  • Opioid reduction and patient safety
  • Managing complex chronic conditions for Medicaid and CHIP populations
