Medicaid section 1915(c) waiver programs continue to be a critical funding source for home and community-based alternatives to institutional services, comprising more than half of Medicaid home and community-based services expenditures. More than 1.62 million people received section 1915(c) waiver program services in 2015, about one in every 200 U.S. residents and an increase of only one percent from 1.60 million in 2014. The number of participants has increased by an average of three percent per year since 2010. After adjusting for overall U.S. population growth, the number of participants increased an average of three percent per year, from 4.4 participants per 1,000 U.S. residents in 2010 to 5.1 participants per 1,000 in 2015. In 2015, as in previous years, participants received an average of 10 months of section 1915(c) waiver program services. With this 1115 demonstration opportunity, CMS hopes to enhance our work with states to improve care for Medicaid beneficiaries with serious mental health conditions. Serious mental health conditions can have detrimental impacts on the lives of individuals with SMI or SED and their families and caregivers.
