Review of two SHO letters: "Changes to Modified Adjusted Gross Income (MAGI)-based Income Methodologies" and "Sponsor Deeming and Repayment for Certain Immigrants"

The Centers for Medicare and Medicaid Services (CMS) is facilitating an all-state call on MAGI-Based Income Methodology Changes and Sponsor Deeming and Repayment State Health Official Letters to provide states guidance to explain several legislative changes to the modified adjusted gross (MAGI)-based income methodologies and to provide guidance following issuance of the May 23, 2019 Presidential Memorandum, "Memorandum on Enforcing the Legal Responsibilities of Sponsors of Aliens" on requirements related to determining eligibility for certain sponsored immigrants who seek coverage under Medicaid and CHIP.

CMS eligibility staff will review guidance related to the State Health Official letter, dated August 22, 2019, "Changes to Modified Adjusted Gross Income (MAGI)-based Income Methodologies" on how to implement the legislative changes for individuals whose financial eligibility is determined using MAGI-based income methodologies.  CMS eligibility staff will also review guidance on the sponsor deeming and repayment provisions as specified in the State Health Official letter, dated August 23, 2019, "Sponsor Deeming and Repayment for Certain Immigrants".

To help states prepare to implement the MAGI-based income methodologies changes and sponsor deeming and repayment provisions, CMS eligibility staff convening this meeting will address policy and operational considerations related to the implementation of these two topics.

Supports for Community Participation

The objective of this training is to explore innovations underway in states to support individuals to meaningfully engage in their communities.  The presentation will include emerging practices to support community participation.  New Editions Consulting, Inc. is currently the training lead through the Home and Community Based Services Technical Assistance Contract overseen by the Division of Long Term Services & Supports (DLTSS).  Adam Sass, consultant to New Editions Consulting, Inc. will present the training and Ralph Lollar, DLTSS Division Director, and the DLTSS Team will support the training and lead the Q&A Session.

Introducing a New Database for Users of the CAHPS Home and Community-Based Services (HCBS CAHPS) Survey

Registration is now open for a Webcast about a new database for CAHPS Home and Community Based Services (HCBS CAHPS) Survey users. Speakers will review the HCBS CAHPS Survey and describe the benefits and steps involved in participating. The database will display results by state and HCBS program types and will be free and open to all states on a voluntary basis. Data submission opens in early 2020.

The database is a joint project between the Agency for Healthcare Research and Quality and the Centers for Medicare and Medicaid Services.
