November 14, 2019 What's New Events All Next Week for National Rural Health Day, November 21. Each year on the third Thursday of November, the Federal Office of Rural Health Policy celebrates National Rural Health Day to give a closer look at the federal effort to assist communities. The event was created in 2010 by the National Organization of State Offices of Rural Health (NOSORH) to recognize the ongoing efforts, contributions, and collaborations occurring in rural communities to address the unique challenges in accessing and delivering health care services. Each operating division of the U.S. Department of Health & Human Services (HHS) has a stake in rural health, and many will be participating in the weeks' events. The HHS Deputy Secretary will deliver a keynote address on the importance of rural health collaboration. Comments Requested: Development and Reevaluation of Outpatient Outcome Measures for the Merit-based Incentive Payment System – November 27. The Centers for Medicare & Medicaid Services (CMS) is developing outcome measures under ambulatory care for the Merit-based Incentive Payment System (MIPS). In 2017, over 155,000 rural clinicians participated in MIPS. As part of this project, Yale New Haven Health Services Corporation/Center for Outcomes Research and Evaluation (CORE) is developing a measure of acute cardiovascular-related admissions for patients with heart failure. According to the CDC, rural Americans are at greater risk of death from heart disease than those in urban areas. CORE is inviting stakeholders and other interested members of the public to review and comment on the measure. The purpose of the public comment period is to gain input from the widest possible array of interested parties. The Hospital Value-Based Purchasing (VBP) Program adjusts what Medicare pays hospitals under the Inpatient Prospective Payment System (IPPS) based on the quality and cost of inpatient care the hospitals provide to patients. For FY 2020, the average total performance score (TPS) across all rural hospitals is 42.8, which is greater than the national average TPS. On average, rural hospitals performed better than urban hospitals in the Safety, Person and Community Engagement, and Efficiency and Cost Reduction domains. Learning Events and Technical Assistance CMS Rural Health Open Door Forum – Thursday, November 14 at 2:00 pm ET. The Rural Health Open Door Forum (ODF) addresses Rural Health Clinic (RHC), Critical Access Hospital (CAH), and Federally Qualified Health Center (FQHC) issues, as well as other questions and concerns about Centers for Medicare & Medicaid Services (CMS) payment systems that extend into these settings. NRHD: Inaugural NIH Rural Health Day Seminar – Monday, November 18 at 9:30 am ET. The National Institutes of Health (NIH) recently launched its Rural Health Interest Group to allow scientists from diverse disciplines to network, learn, and share information about rural health challenges. This three-hour event, accessible online, will feature speakers from the National Institute of Minority Health and Health Disparities (NIMHD), the National Institute on Drug Abuse (NIDA), the National Center for Advancing Translational Sciences (NCATS), the National Institute of Mental Health (NIMH),and the National Heart, Lung, and Blood Institute (NHLBI). Tom Morris, HRSA's Associate Administrator for the Federal Office of Rural Health Policy will also address the gathering. NRHD: Addressing Opioid Crisis Through Support for Maternal/Child Health – Tuesday, November 19 at 12:00 pm ET. During this one-hour webinar, learn best practices for treating pregnant and parenting women with Opioid Use Disorder as well as an innovative mobile application for diagnosis and treatment of Neonatal Opioid Withdrawal Syndrome. NRHD: Agriculture Workers Mental Health Twitter Chat – Tuesday, November 19 at 2:00 pm ET. For this hour-long event, use the hashtag #AgMentalHealth! to join a discussion with the Health Resources and Services Administration (@HRSAgov) about the mental health challenges workers in agriculture and related jobs are experiencing. NRHD: Rural Suicide Prevention in Farm and Ranch Communities – Tuesday, November 19 at 3:30 pm ET. This hour-long webinar will enhance knowledge of stress and suicide in farm and ranch communities, with examples of community-level suicide prevention programs. The webinar is hosted by the Health Resources and Services Administration's Office of Regional Operations in Denver. No registration is required. NEMSMA Rural & Small Provider Committee Meeting – Tuesday, November 19 at 3:30 pm ET. The National Emergency Medical Services Management Association (NEMSMA) announces a new committee focused on small and rural providers. During this 90-minute webinar, NEMSMA will discuss objectives for the committee and ways to support smaller organizations. NRHD: Introducing the Rural COPD Toolkit – Wednesday, November 20 at 12:00 pm ET. In this hour-long presentation, learn about the Rural Chronic Obstructive Pulmonary Disease (COPD) Toolkit, a compilation of resources and practical approaches to treating the respiratory illness in rural communities, where the prevalence rate is higher. The event is hosted by the Rural Health Information Hub (RHIhub), an online resource for expertise. RHIhub partnered with the NORC Walsh Center for Rural Health Analysis to create the toolkit on behalf of the Health Resources and Services Administration's Federal Office of Rural Health Policy. NRHD: Improving Antibiotic Stewardship in Critical Access Hospitals – Wednesday, November 20 at 1:00 pm ET. During this hour-long webinar, the experts from Centers for Disease Control and Prevention (CDC) will discuss evidence-based strategies for improving antibiotic prescribing in rural hospitals and share stewardship success stories in Critical Access Hospitals. The CDC has a set of guidelines specific to small and Critical Access Hospitals for implementing antibiotic stewardship programs. NRHD: Twitter Chat on Rural Substance Use Disorder (SUD) – Wednesday, November 20 at 2:00 pm ET. For this hour-long event, use the hashtag #RuralSUD! to join a discussion with the Health Resources and Services Administration (@HRSAgov) about available resources for rural communities. NRHD: Rural Focused Virtual Job Fair for Primary Care Providers – Wednesday, November 20 at 6:45 pm ET. During this four-hour event, clinicians and trainees in medical, nursing, dental, and mental/behavioral health can interact with sites approved by the National Health Service Corps and NURSE Corps to learn about open positions in rural areas. NRHD: HRSA's Celebration of National Rural Health Day – Thursday, November 21 at 9:45 am ET. Tune in over the course of the day to learn about rural-focused programs being implemented in different bureaus and offices – Maternal and Child Health, Health Workforce, Primary Health Care, and Regional Operations – at the Health Resources and Services Administration (HRSA). The day's events will include a keynote address from the Deputy Secretary of the U.S. Department of Health & Human Services, a roundtable discussion from agency leads on "why rural is important", and a presentation from the Centers for Medicare & Medicaid Services Office of Minority Health. NRHD: Twitter Chat on Access to Funding for Rural Health Projects – Thursday, November 21 at 1:00 pm ET. The Rural Health Information Hub (RHIhub) will host a discussion on funding opportunities available to rural organizations, including how to overcome barriers, where to find funding, and what factors make rural communities successful. We'll be using the hashtags #RuralHealthChat and #PowerofRural to tweet with experts from around the country who are excited to share their knowledge. NRHD: The Art of Telling Your Power of Rural Story Featuring the Award-Winning Documentary Film, The Providers – Thursday, November 21 at 2:00 pm ET. Set against the backdrop of the physician shortage and opioid epidemic in rural America, The Providers follows three health care providers and their patients. Teryl Eisinger, the CEO of the National Organization of State Offices of Rural Health (NOSORH) will lead a discussion with one of the documentary's filmmakers and one of the rural health providers featured in the film. Attendees at this event can download a discussion guide and submit questions in advance of the live session. HRSA Recognizes Diabetes Awareness Month – Thursday, November 21 at 2:30 pm ET. According to the Centers for Disease Control and Prevention, more than 30 million people in the United States have diabetes and 1 in 4 of them don't know they have it. Adults with diabetes are nearly twice as likely to die from heart disease or stroke; for people living in rural areas, the risk factors associated with diabetes are higher. In recognition of National Diabetes Month, HRSA's Office of Regional Operations will share resources and prevention strategies in a 90-minute presentation that includes HRSA's Health Center Diabetes Quality Improvement Initiative.
