January 16, 2020 What's New Comments Requested: Federal Health IT Strategic Plan – March 18. The Department of Health and Human Services, led by the Office of the National Coordinator for Health Information Technology, released the draft 2020-2025 Federal Health IT Strategic Plan for public comment. This plan, which was developed in collaboration with over 25 federal organizations, is intended to guide federal health information technology (IT) activities. January is National Slavery and Human Trafficking Prevention Month. The White House proclamation intends to raise awareness and encourage the public to learn how to identify and respond to human trafficking. According to the National Human Trafficking Resource Center, rural areas have several economic risk factors for human trafficking, including persistent rates of poverty, decreasing workforce participation rates, and high demand for low-skilled manual labor. The Administration for Children and Families created a fact sheet for identifying victims of human trafficking and clears up some common misperceptions. See the Resource of the Week below for more on this topic. HRSA National Sample Survey of Registered Nurses. In collaboration with the U.S Census Bureau, the National Center for Health Workforce Analysis provides a comprehensive view of the nurse workforce with data on demographics, educational attainment, licenses and certifications, and employment characteristics in all U.S. states. The survey is the work of the Bureau of Health Workforce at the Health Resources and Services Administration (HRSA). New Map Shows State-Level Legislation to Address Health Care Workforce Shortages. In 2019, more than 40 states introduced legislation describing the procedures, actions, and processes that a health care practitioner is permitted to undertake in keeping with the terms of their professional licensure. This new interactive map shows recent scope of practice legislation by state. The map was created by the National Conference of State Legislatures, supported by cooperative agreement between the Health Resources and Services Administration and the National Organizations of State and Local Health Officials. Funding Opportunities PCORI Grants for Research Addressing Disparities – Letters of Intent February 4. The Patient-Centered Outcomes Research Institute (PCORI) will make grants of up to $5 million each for research in four priority areas: 1) addressing disparities; 2) assessment of prevention, diagnosis, and treatment options; 3) communication and dissemination research, and 4) improving healthcare systems. Populations of interest include rural areas, racial and ethnic minority groups, low-income groups, and groups with low literacy, numeracy, or limited English proficiency. Letters of Intent are required by February 4; application deadline is May 5. RWJF Rural Leadership Pathways Initiative – EXTENDED to January 21. The Robert Wood Johnson Foundation (RWJF) will select 26 organizations to convene at two Rural Ideas Summits to exchange ideas and educate philanthropists about innovative programs. DOJ: STOP School Violence Prevention and Mental Health Training Program – March 3. The U.S. Department of Justice (DOJ) will make 35 awards of up to $500,000 each for state and local efforts to prevent violence in schools through training, mental health intervention, and development of threat reporting systems. SAMSHA Strategic Prevention Framework for Substance Use – March 6. The Substance Abuse and Mental Health Services Administration (SAMHSA) will support public and private nonprofit entities with grants of up to $ 1 million per year for projects lasting up to five years. The purpose of the program is to strengthen capacity and infrastructure for prevention of substance abuse at the community and state levels. SAMSHA anticipates between 27 and 92 awards, with at least 15 awards made to tribes/tribal organizations. SAMHSA Infrastructure for Family Wellness in AI/AN Communities – March 9. The Substance Abuse and Mental Health Services Administration (SAMHSA) will provide American Indian/Alaska Native (AI/AN) communities with tools and resources to plan a community-based system of care for mental health and wellness. Eligible applicants include Federally-recognized tribes and tribal organizations, Tribal colleges and universities, and consortia of tribes or tribal organizations. HRSA Ryan White HIV/AIDS – Dental Reimbursement Program – April 3. The Health Resources and Services Administration (HRSA) will make 56 awards with a total investment of $8.7 million to improve oral health care services for low-income, uninsured, and underserviced people with HIV. Eligible applicants are accredited dental schools or other accredited dental education programs. Rural-Urban Differences In Severe Maternal Morbidity and Mortality. In the U.S., severe maternal morbidity and mortality (SMMM) is climbing—a reality that is especially challenging for rural communities, which face declining access to obstetric services. Using data for 2007-15 from the National Inpatient Sample, the University of Minnesota Rural Health Research Center analyzed SMMM during childbirth hospitalizations among rural and urban residents. Practice Predictors of Buprenorphine Prescribing by Family Physicians. Physicians may prescribe buprenorphine if they obtain a waiver, but relatively few family physicians do so. This paper from the Rural and Underserved Health Research Center examines the association between practice characteristics and the likelihood that a family physician will prescribe buprenorphine, based on a survey of physicians seeking board certification in family medicine. Early-Career and Graduating Physicians More Likely to Prescribe Buprenorphine. A separate paper from the Rural and Underserved Health Research Center shows differences in rates of prescribing buprenorphine and intentions to prescribe buprenorphine between early- and mid-to-late career family physicians, based on a survey of physicians taking a certification examination. Declining Endoscopic Care by Family Physicians in Both Rural and Urban Areas. Another paper from the Rural and Underserved Health Research Center explores the decline in the percentage of family physicians providing endoscopic services overall and in urban and rural areas. This has implications on the availability of colonoscopies, endoscopies, and flexible sigmoidoscopies in areas that lack specialists who perform such services. Policy Updates Nominations for the U.S. Preventive Services Task Force – March 15. The Agency for Healthcare Research and Quality is seeking nominations to the U.S. Preventive Services Task Force, an independent, volunteer panel of national experts in prevention and evidence-based medicine. Specific areas of expertise being sought include public health, health equity and the reduction of health disparities, application of science to health policy, dissemination and implementation, behavioral medicine, and communication of scientific findings to diverse audiences. Nominations of individuals clinical expertise in family medicine, internal medicine, pediatrics, and obstetrics and gynecology will receive the strongest consideration. Learning Events and Technical Assistance Examining Rural Cancer Prevention and Control Efforts – Tuesday, January 21 at 3:00 pm ET. Various factors contribute to lower rates of cancer in rural areas, but higher rates of mortality among rural regions for certain preventable cancers – specifically, lung, laryngeal, colorectal, and cervical cancer. National experts will present information on innovative and sustainable solutions to close the rural-urban mortality gap and reduce the disease burden nationally. Long-Term Services: Money Follows the Person Tribal Initiative – Wednesday, January 22 at 2:00 pm ET. The Centers for Medicare & Medicaid Services (CMS) will hold a one-hour webinar on successful strategies for long-term care services that are culturally specific. Rural Health Disparities by Race and Ethnicity – Thursday, January 23 at 1:00 pm ET. Dr. Carrie Henning-Smith and Ashley Hernandez, MPH, of the University of Minnesota Rural Health Research Center will present new research on racial and ethnic disparities in health and healthcare among rural residents. Results will include differences in county-level premature death by county racial and ethnic composition; individual-level differences in health status by race and ethnicity; and differences in healthcare access and use by race and ethnicity. AgriSafe: Eliminating Workplace Violence in the Field – Thursday, January 23 at 1:00 pm ET. The AgriSafe Network presents this one-hour webinar for health and safety professionals to learn about workplace violence experienced by agricultural workers and resources and strategies for intervention. Rural PREP: A Day in the Life of a Rural Family Physician – Thursday, January 23 at 1:00 pm ET. Short for Rural Primary care, Research, Education, and Practice, Rural PREP commits research and scholarship to attracting primary care providers to rural areas and preparing them for better rural practice. This one-hour session will explore the practice of one family physician from rural Ohio. Addressing Mental Health and Suicide Prevention in Rural America – Tuesday, January 28 at 3:00 pm ET. The Northwest Center for Public Health Practice at the University of Washington hosts this one-hour webinar on the role of public health agencies in rural mental health. Resource of the Week Training to Identify and Respond to Human Trafficking. The Administration on Children and Families created SOAR to Health and Wellness Training to create a community-level public health approach to individuals who have experienced trafficking. SOAR - an acronym for Stop, Observe, Ask, Respond – provides an online training curriculum in English and Spanish with course credits available. Resources and trainings for indigenous populations are available through SOAR for Native Communities.
