What's New

Ensuring a More Accurate Rural Count for the 2020 Census.  As the effort to count every resident in the United States begins, the Urban Institute provides data on rural populations living in hard-to-count areas and steps for achieving a more accurate count.  Population counts from the U.S. Census are used to allocate federal funding, provide data for research and policy-making, and plan economic development, among countless other needs for quality of life.  In addition to traditional challenges to counting in rural areas – remote homes, migrant workers, literacy – the 2020 Census will add a digital response option and many rural areas have low rates of internet access at home.

HHS Report on Substance Use Disorder and Child Welfare in Rural Areas. According to a new report from the U.S. Department of Health & Human Services, parental drug use was a factor in 36 percent of cases where a child was removed from the home.  The brief examines the challenges specific to rural areas and recommends strategies to increase workforce capacity, improve access to services, and coordinate efforts of child welfare agencies and treatment providers.


Funding and Opportunities

CDC Public Health Associate Program – January 28.  The Centers for Disease Control and Prevention (CDC) Public Health Associate Program is a training program for early-career public health professionals who have a recent college degree and an interest in public service and public health. Throughout the two-year program, associates complete a comprehensive training curriculum and work at host sites located throughout the United States and US territories.  Rural providers interested in becoming a host site should review the requirements ahead of the application window, April 1-14, 2020.

SAMSHA Disaster Response Services for Adults – February 12.  The Substance Abuse and Mental Health Services Administration (SAMHSA) will make an estimated 30 awards of up to $1 million each to provide mental health and substance use disorder treatment, crisis counseling, and related supports to adults affected by natural disaster in 2018 and 2019.  In separate but related program, SAMSHA School-Based Services for Disaster Response – February 12, approximately 70 awards of up to $1 million each will support youth in grades K-12 in disaster-affected areas.

Nurse Anesthetist Traineeship Program – March 6.  The Health Resources and Services Administration (HRSA) will use total funding of $2.25 million for 80 awards to schools of nursing, nursing centers, academic health centers, and state and local governments, among other eligible applicants, to provide registered nurses with full-time anesthetist education.  Nurse Anesthetists are on the front lines of the opioid epidemic, especially in rural areas, where they are often the sole provider of anesthesia services.  As part of their training, these individuals learn about multi-modal pain management and opioid addiction and treatment, which are a key part of helping communities address the opioid crisis. 

SAMSHA Expansion of Certified Community Behavioral Health Clinics – March 10.  The Substance Abuse and Mental Health Services Administration (SAMHSA) will make 98 grants of up to $2 million/year for a two-year program that increases access to community mental and substance-use disorder treatment services.  Eligible applicants are clinics that may not yet be certified but meet the certification criteria and can be certified within 4 months of award. 

CDC Partnerships to Increase Colorectal Cancer Screening – March 17.  The Centers for Disease Control and Prevention (CDC) will make 35 awards from a total investment of $110 million to increase colorectal cancer screening among populations aged 50-75 with low screening rates.  Eligible applicants include state and local governments, public and private institutions of higher education, nonprofit organizations and Native American tribal organizations.  A 2017 report from the CDC indicated higher rates of mortality among rural regions for certain preventable cancers, including colorectal.

Strategic Choice in Developing Telemedicine – Observations from Three Organizations.  This project from the RUPRI Center for Rural Health Policy Analysis included a non-exhaustive review of recent literature and interviews with three large health systems to explore their organizations' strategies, and their approach, for engaging in telemedicine to support rural healthcare.

Comments Requested: Coordinating Out-of-State Care for Chronically Ill Children – March 23.  CMS requests input from rural and urban advocates, caregivers, providers, and States on best practices for using out-of-state providers to care for Medicaid-eligible children with medically complex conditions. Input may address how to coordinate care when providers are out-of-state; how to reduce barriers from receiving out-of-state care in a timely fashion; and best practices for screening and enrolling out-of-state providers in Medicaid.


Learning Events and Technical Assistance

Rural Health Disparities by Race and Ethnicity – Thursday, January 23 at 1:00 pm ET.  Dr. Carrie Henning-Smith and Ashley Hernandez, MPH, of the University of Minnesota Rural Health Research Center will present new research on racial and ethnic disparities in health and healthcare among rural residents. Results will include differences in county-level premature death by county racial and ethnic composition; individual-level differences in health status by race and ethnicity; and differences in healthcare access and use by race and ethnicity.

AgriSafe: Eliminating Workplace Violence in the Field – Thursday, January 23 at 1:00 pm ET.  The AgriSafe Network presents this one-hour webinar for health and safety professionals to learn about workplace violence experienced by agricultural workers and resources and strategies for intervention.

Rural PREP: A Day in the Life of a Rural Family Physician – Thursday, January 23 at 1:00 pm ET.  Rural Primary care, Research, Education, and Practice (Rural PREP) commits research and scholarship to attracting primary care providers to rural areas and preparing them for better rural practice.  This one-hour session will explore the practice of one family physician from rural Ohio.

Culturally-Appropriate Treatment for Opioid Use Disorder – Tuesday, January 28 at 12:00 pm ET.  This webinar is the third of a three-part webinar series for providers aimed at raising awareness about and addressing opioid-related disparities among racial/ethnic minority populations. This webinar will highlight the use of the National CLAS Standards to improve engagement and care of racial/ethnic minority patients with an opioid use disorder.

Addressing Mental Health and Suicide Prevention in Rural America – Tuesday, January 28 at 3:00 pm ET.  The Northwest Center for Public Health Practice at the University of Washington hosts this one-hour webinar on the role of public health agencies in rural mental health. 

Cost-Allocation for a Value-Based Payment System – Tuesday, January 28 at 3:00 pm ET.  This one-hour webinar, meant for finance and accounting staff, will provide a detailed review of the methodology for allocating costs in a fee-for-service accounting environment (direct, indirect, and overhead), and an introduction to how "costing" will differ in a value-based system.  It is the first in a series of webinar trainings on Understanding Your Costs in an Evolving Payment Environment, specifically created for small Federally Qualified Health Centers and those in rural areas. 

Application Assistance for Rural Health Care Coordination Funding – Wednesday, January 29 at 2:00 pm ET.  The Federal Office of Rural Health Policy will hold a one-hour webinar to assist applicants to the Rural Health Care Coordination Program.  The program will invest approximately $7.5 million over three years to support up to 10 applicant organizations.   Call-In Number:  1-888-989-6418; Participant Code:  1367949

Ready, Set, PrEP for HIV Prevention – Wednesday, January 29 at 2:00 pm ET.  Ready, Set, PrEP is a nationwide program that expands access to a daily pill that reduces the risk of getting HIV. This 90-minute webinar will explain qualifications and enrollment in the program, review different models for implementation, and highlight online resources. 

Regulatory Updates for Rural Health Clinics – Wednesday, January 29 at 2:00 pm ET.  This one-hour webinar will cover rural health clinic regulatory updates presented by the Director of Government Relations at the National Association of Rural Health Clinics (RHCs), Nathan Baugh.  At the conclusion of the formal presentation, there will be time for questions and answers. Included will be information on the Medicare Appropriate Use Criteria Program and its applicability to RHCs and the new Principal Care Management program update and Revisions to Chapter 13 (Medicare Benefit Policy Manual). No advance registration is required.

Learning About the HIV Care Continuum – Thursday, January 30 at 3:00 pm ET.  The HIV Care Continuum was developed in to describe the spectrum of care from initial infection to achievement of viral suppression.  In this 90-minute webinar, experts will explain the Continuum of Care, the importance of data, and how to identify gaps in the process.  TargetHIV is a resource for tools, training, and guidelines for the Health Resources and Services' HIV/AIDS Bureau, and extends its support for those working at all levels of the U.S. public health system. 

NNLM: Access to Food in Rural Communities – Thursday, February 6 at 2:00 pm ET.  The National Network of Libraries of Medicine (NNLM) will host a one-hour webinar on an innovative approach to food scarcity in rural areas.  Learn about the Fresh Food Collective and the role libraries can play in addressing rural food deserts.
