January 30, 2020 What's New New Federal Poverty Guidelines. The U.S. Department of Health & Human Services released new guidelines used to determine financial eligibility for certain federal programs. Programs using the guidelines include Head Start, the Supplemental Nutrition Assistance Program (SNAP), the National School Lunch Program, the Low-Income Home Energy Assistance Program, and the Children's Health Insurance Program. National Academy of Medicine: Integrating Social Care into the Delivery of Health Care. The report from the National Academies of Sciences, Engineering, and Medicine examines the potential for integrating social services into health care delivery and assesses current efforts. The Centers for Disease Control and Prevention (CDC) published data finding that suicide among the U.S. working-age population (ages 16-64 years) was increasing during the time period studied. The five major industry groups with suicide rates higher than the study population included 1) Mining, Quarrying, and Oil and Gas Extraction; 2) Construction; 3) Other Services (e.g. automotive repair); 4) Agriculture, Forestry, Fishing, and Hunting; and 5) Transportation and Warehousing. Infant Mortality Rates for Metro and Non-metro Counties, by Race and Hispanic Origin. The Centers for Disease Control and Prevention also released data showing that infant mortality rates for nonmetropolitan counties was lowest for infants of Hispanic mothers, followed by infants of non-Hispanic white mothers. The rate of mortality for infants of non-Hispanic black mothers was more than double the lowest rate in both metropolitan and non-metropolitan counties. Comments Requested: Guidance for Federal Grants and Agreements – March 23. On January 22, the Office of Management and Budget proposed changes to the guidance for grants, cooperative agreements, and other types of Federal financial assistance. The proposed changes are an update to the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance) located in Title 2 of the Code of Federal Regulations (2 CFR 200). Changes include updates to meet statutory requirements, clarifications to terminology, increases to micro-purchase and simplified acquisition thresholds, and new requirements such as public posting of indirect cost rate agreements to increase transparency. This guidance impacts all recipients of Federal awards so rural organizations that currently manage Federal grants or wish to apply for Federal grants should review the proposed changes. Funding and Opportunities RWJF Change Leadership Programs – February 19 and March 11. The Robert Wood Johnson Foundation (RWJF) is accepting applications for four programs designed to extend a network of leaders working to build a Culture of Health. Eligibility varies for each of the programs – Clinical Scholars, Culture of Health Leaders, Health Policy Research Scholars, and Interdisciplinary Research Leaders. Diversity in geography, culture, socioeconomic background, and practice is sought. HRSA Addiction Management Fellowship – February 25. The Health Resources and Services Administration (HRSA) will make up to 33 awards from an investment of $26.7 million. The program will expand the number of fellows trained as addiction medicine specialists who work in underserved communities. Eligible applicants include U.S.-based sponsoring institutions of accredited addiction medicine or accredited addiction psychiatry fellowship programs, or a consortium consisting of at least one domestic teaching health center and one domestic addiction medicine or addiction psychiatry fellowship program. Indian Health Service Health Professions Scholarship Program – February 28. Individuals who are a member of a federally recognized Indian Tribe or Alaska Native are eligible to apply for financial aid covering tuition, required fees, and other educational and living expenses. Applicants must be enrolled in an appropriately accredited school and pursuing a course of study in a health profession. HRSA Nurse Corps Loan Repayment Program – March 12. The Nurse Corps Loan Repayment Program offers funding to registered nurses, advanced practice registered nurses, and nursing faculty for payment of their qualifying educational loans in exchange for a two-year service commitment at a health care facility with a critical shortage of nurses or an eligible school of nursing in the case of nurse faculty. Additional loan repayment is available for a third year of service. NIMHD Research on Biopsychosocial Factors of Social Connectedness and Isolation – March 17. The National Institute on Minority Health Disparities (NIMHD) is supporting two new funding opportunities, Research on Biopsychosocial Factors of Social Connectedness and Isolation on Health, Wellbeing, Illness, and Recovery, (PAR-19-373 and PAR-19-384), to understand the interrelation between social connectedness and social isolation on health disparity populations and health disparities. Nonprofits and faith-based organizations are eligible to apply. SAMSHA Grants to Implement National Strategy for Suicide Prevention – March 23. The Substance Abuse and Mental Health Services Administration (SAMSHA) supports efforts to prevent suicide among adults age 25 and older. SAMSHA expects to make an equitable distribution of awards in terms of geography (urban, rural, and remote settings) and balance among populations of focus and program size. Approximately five awards will be made, up to $400,000 per year for a five year program; at least one of these awards will be made to a Tribe or Tribal organization. CDC Programs to Support Ending the HIV Epidemic – March 25. The Centers for Disease Control and Prevention (CDC) will make 48 awards from an investment of $109 million to develop and implement programs focused on the 50 jurisdictions most affected by HIV, including seven states where 10 percent or more of new diagnoses in 2016 and 2017 were in rural areas. Eligible applicants are city, county and state governments that can propose unique activities unique to their jurisdiction. HRSA Support for Opioid-Impacted Families – April 13. The Health Resources and Services Administration (HRSA) will make 19 awards with a total investment of $11.5 million to support training for peer support and other paraprofessionals in behavioral health who can help children whose parents are impacted by opioid use and other substance use disorders. Eligible applicants are state-licensed mental health nonprofit and for-profit organizations, including accredited academic institutions. Screening, Brief Intervention, and Referral to Treatment (SBIRT) is an evidence-based practice for early intervention and treatment of people with alcohol use disorder or at risk for developing alcohol use disorder. Experts will share the evidence base for alcohol screening in a clinical environment and some of the strategies they have adopted. Learning About the HIV Care Continuum – Thursday, January 30 at 3:00 pm ET. The HIV Care Continuum was developed in to describe the spectrum of care from initial infection to achievement of viral suppression. Resources of the Week Rural Recruitment Reimagined Workshop. Health care partners in southwest Kansas have created a traveling one-day workshop to help hospital administrators understand the factors that motivate clinicians to serve in rural locations. Workshops are tailored to each local audience and a typical session includes tools for attracting providers, a panel discussion of the priorities of millennial providers, an assessment of organizational culture, and a discussion on becoming a part of the community. CLOUD (Curated Library about Opioid Use for Decision-makers). In a partnership that includes the National Governor's Association and the Milbank Memorial Fund, the Center for Evidence-based Policy at Oregon Health & Science University created this searchable library of resources on opioids and the opioid crisis.
