What's New

HRSA Telehealth Network Grant Program – April 13.  The Health Resources and Services Administration (HRSA) will make 29 awards with total funding of $8.7 million to support 24-hour Emergency Department consultation services via telehealth to rural providers without emergency care specialists.  Eligible applicants are rural or urban nonprofit entities that will provide direct clinical services through a telehealth network. 

Latest Federal Information on the Coronavirus.  The Centers for Disease Control and Prevention (CDC) frequently update this dedicated site with information for healthcare professionals, public health officials, and businesses in the United States.  The Occupational Safety and Health Administration reviews other industries that may have affected workers, including laboratories, airline operations, border protection, and solid waste and water management.  Watch a press briefing of the President's Coronavirus Task Force that took place last Friday.

CDC: Flu is Still More Deadly.  While public health officials stay alert to the Coronavirus, the Centers for Disease Control and Prevention (CDC) Director Dr. Robert Redfield has emphasized that the "real threat to the American public is flu."  According to CDC estimates, this year's flu season has caused up to 30,000 deaths.  Follow @CDCDirector for the most current information.

Latest Data on Rural Economy and Population from the USDA.  The Economic Research Service at the U.S. Department of Agriculture provides an annual report on rural population, income, poverty, food security, education, employment, farm characteristics, farm financial indicators, top commodities, and agricultural exports.  An interactive map provides county-level data for all states, as well as metro/nonmetro breakouts within states. 

Tribal Approaches to Health Professions Training.  Within the Administration for Children and Families, the Health Profession Opportunity Grants (HPOG) Program supports demonstration projects providing training in healthcare professions for low-income individuals.  In this practice brief, the Tribal HPOG evaluation team describes lessons learned from five grantees:  Cankdeska Cikana Community College, Great Plains Tribal Chairmen's Health Board, Turtle Mountain Community College, Ute Mountain Ute Tribe, and Cook Inlet Tribal Council, Inc.


Funding and Opportunities

NIMHD Health Disparities Research Institute – March 9.  The National Institute on Minority Health and Health Disparities (NIMHD) will provide an intensive training experience to support the career development of promising minority health/health disparities research scientists early in their careers.  Applicants must have a Ph.D., M.D./D.O., Sc.D., Dr.P.H., Pharm.D., Psy.D., or equivalent doctoral degree from an accredited domestic or foreign institution.  The training will take place August 3-7, 2020.

Native Hawaiian Health Scholarship Program – March 15.  The program awards full scholarships, including allotments for educational expenses and living stipends, to Native Hawaiian students in eligible health professions training programs.  Applicants must be enrolled full-time in a fully accredited program and willing to practice for a two-year period in Hawaii.

DOJ Alaska Native Youth Training and Technical Assistance Project – March 30.  The U.S. Department of Justice (DOJ) will enter into one cooperative agreement to provide culturally relevant programs for Alaska native youth designed to reduce delinquency, incarceration, substance abuse, suicide, and school dropout.  Eligible applicants include nonprofit organizations, for-profit organizations, and institutions of higher education.

DOJ Juvenile Drug Treatment Court Program – March 30.  The U.S. Department of Justice (DOJ) will make 13 awards from a total investment of $7.2 million for state, local, and tribal governments acting on behalf of a single jurisdiction drug court.  The program builds capacity for drug treatment courts for youth up to the age of 18.

SAMSHA Residential Treatment for Pregnant and Postpartum Women – March 30.  The Substance Abuse and Mental Health Services Administration (SAMHSA) will invest $1.8 million to expand comprehensive treatment, prevention, and recovery support services for low-income women and children.  Three awards will go to eligible public and nonprofit entities for a five-year project. 

SAMHSA Grants to Implement Zero Suicide Model – March 30.  The Substance Abuse and Mental Health Services Administration (SAMSHA) will make 17 awards with a total investment of more than $7 million to implement suicide prevention and intervention programs for adults aged 25 years and older.  Eligible applicants are state and local health agencies, emergency departments, and tribal organizations that can raise awareness, establish a referral process, and improve outcomes.

USDA Grants for Food Distribution/Education on Indian Reservations – March 30.  The U.S. Department of Agriculture (USDA) provides funding for nutrition education projects for Indian tribal organizations and state agencies currently participating in the USDA's Food Distribution Program on Indian Reservations.

ACL Programs for Older Indians, Alaska Natives and Native Hawaiians – April 3.  The Administration for Community Living (ACL) will make three awards with total funding of $646,000 to improve the delivery of services to elder Native Americans.  Eligible applicants are public and private institutions of higher education with the ability to research and assess the needs of older individuals and develop best practices for tribal communities.

USDA Distance Learning and Telemedicine Grants – April 10.  The U.S. Department of Agriculture (USDA) will make about 200 awards with a total investment of $71.2 million to support the use of telecommunications-enabled information, audio and video equipment, and related advanced technologies by students, teachers, medical professionals, and rural residents.

Application Filing Window for FCC Rural Telecommunications and Healthcare Connect Programs – April 30.  The Universal Service Rural Health Care Program funds telecommunications or broadband services used by eligible entities, which include rural public or nonprofit health care providers, local health departments, skilled nursing facilities, and teaching hospitals or medical schools.  The non-profit Universal Service Administrative Company (USAC) manages the program for the FCC.  Application to the program includes multiple steps such as USAC review and certification of eligibility followed by a public 28 day competitive process for services.  All steps must be completed by April 30, so the application process must be started now for timely completion. 

HRSA Telehealth-Focused Rural Health Research Center Program – May 1.  The Health Resources and Services Administration (HRSA) will make two awards from total funding of $1.9 million.  The purpose of the program is to conduct and maintain a comprehensive evaluation of nationwide telehealth investments in rural areas and populations. Eligible applicants are domestic public or private, non-profit entities, including faith-based and tribal organizations.

Healthcare Use and Access Among Rural and Urban Nonelderly Adult Medicare Beneficiaries.  Using the Medicare Current Beneficiary Survey (2009-2013), researchers at the Maine Rural Health Research Center compared access to and use of health services among rural and urban nonelderly beneficiaries with a disability.  Although self-reported access to care appeared comparable among rural and urban nonelderly Medicare beneficiaries, rural Medicare beneficiaries with a disability reported generally poorer health status and greater impairment compared to their urban counterparts, and certain subgroups of rural nonelderly Medicare beneficiaries with a disability reported greater challenges accessing care.

Comments Requested: HRSA Telehealth Resource Center Program – March 6. The Health Resources and Services Administration (HRSA) is requesting feedback from the public about a future funding opportunity for Telehealth Resource Center (TRC) Program. Specific questions pertain to use of TRC services and their effectiveness.  HRSA may use the responses collected to inform policy development and program decision making, among other purposes. The responses and/or a summary of the responses will be shared with the Office for the Advancement of Telehealth in HRSA's Federal Office of Rural Health Policy.

Comments Requested: Proposed Updates to Medicare Advantage and Part D Plan PaymentsMarch 6.    Through this CY 2021 Advance Notice Part II, CMS is proposing updates and changes to the methodologies used to pay Medicare Advantage plans, PACE organizations, and Part D sponsors. They are soliciting input on Quality Star measures for End-Stage Renal Disease, prior authorizations, physical functioning activities of daily living, and initial opioid prescribing.  About one-quarter of rural Medicare beneficiaries are enrolled in a Medicare Advantage plan.

Comments Requested: Changes to Medicare Advantage (MA) Network Adequacy – April 6.  CMS seeks comments on proposed changes to the standards used to determine if an MA plan has an adequate network of providers within a specified time and distance to ensure beneficiaries are able to access care.  CMS proposes to codify the current specialty areas as well as the time and distance standards by geographic area.  To encourage more MA offerings in rural areas, they also propose to reduce the percentage of beneficiaries that must reside within the time and distance standards in non-urban counties and to modify these standards for plans that contract with certain specialty telehealth providers.

Strategies for Combating Racism in Health Systems – Thursday, February 13 at 3:00 pm ET.  The National Institute for Children's Health Quality will hold a one-hour webinar to provide guidance for identifying and addressing racism and racial bias. 

How Small and Rural Libraries Support Health Information Needs – Friday, February 14 at 2:00 pm ET.  The National Network of Libraries of Medicine hosts this one-hour webinar to describe its partnership with the Association for Rural & Small Libraries to support health information needs. 

Learn About HRSA Grants – Tuesday, February 18 at 3:00 pm ET.  The Health Resources and Services Administration (HRSA)'s Office of Regional Operations, will host three Grants 101 webinars for health and human services organizations, training programs, and educational organizations interested in learning about HRSA grants. Webinars will highlight how to find HRSA funding opportunities, the HRSA grant application process, resources to assist with putting together your application, and much more. Webinar #2: Creating a Competitive Grant Proposal – Wednesday, Feb. 19 at 11:00 am ET. Webinar #3: HRSA Grants 101 – Thurs. February 27 at 2:00 pm ET. NCTRC: Opioid Use and Augmented Reality – Thursday, February 20 at 2:00 pm ET.  The HRSA/FORHP-supported National Consortium of Telehealth Resource Centers hosts this webinar.  Learn how the Alaska Native Tribal Health Consortium is developing immersive holograms to promote substance use dialogue in Alaska Native communities.

Telehealth in the Northeast – Wednesday, February 26 at 10:00 am ET.  Region 1 of the Health Resources and Services Administration's Office of Regional Operations (ORO) will hold a one-hour webinar to share trends in telehealth and telehealth reimbursement across the northeast states, and identify regional resources, including the Northeast Telehealth Resource Center.  For more information, contact Veronica Roa at vroa@hrsa.gov.

AgriSafe: Preventing Back Injury in Agricultural Settings – Thursday, February 27 at 1:00 pm ET.  The AgriSafe Network hosts a one-hour webinar on the effects of whole body vibration and other causes of back injuries and provide safety precautions for prevention.

Indian Health Service Access2Success Small Business Conference – March 18-19 in Phoenix, AZ.  The Indian Health Service and the HHS Office of Small Disadvantaged Business Utilization invite Native-owned companies eligible for federal contracts under the Buy Indian Act and companies who are seeking to partner with firms eligible under the Indian Small Business Economic Enterprise set aside or Indian Economic Enterprise set aside programs. Businesses can attend matchmaking sessions with tribal and federal representatives. Companies offering products and services in information technology, medical supplies and equipment, construction, architectural and engineering services, and health care staffing services are encouraged to attend. Registration is now open, but space is limited.

Register for National Drug and Alcohol Facts Week, March 30 - April 5. This week-long event is aimed at raising teenagers' awareness and knowledge of facts about drug and alcohol. Launched in 2010 by scientists at the National Institute on Drug Abuse (NIDA), the annual observance relies on locally-planned school and community events that present scientific facts about drug and alcohol use, what causes addiction, and evidence-based strategies for helping friends or family.  NIDA provides an online guide for planning and promoting events, as well as free booklets and other resources for teens.  Research from 2016 showed that roughly 10% of rural teens meet criteria for alcohol use disorder.
