What's New

Congressional Research Service on HRSA Maternal Health Programs. The Congressional Research Service provides objective policy and legal analysis to committees and members of the U.S. House and Senate.  For this report, researchers provide an overview of five maternal health programs administered by the Health Resources and Services Administration (HRSA), including the Rural Maternity and Obstetrics Management Strategies (RMOMS) Program, a pilot program that aims to improve access to services in rural areas. 

Updates on the Coronavirus.  The Centers for Disease Control and Prevention (CDC) provides daily updates on the Coronavirus with guidance for health providers and local public health officials.  Our grantees come from a variety of organizational settings. Some are community based and may represent small hospitals, clinics and non-profit programs.  Others are focused on telehealth and may be part of larger health systems or located in an academic setting with links to small rural hospitals and clinics.  We also fund States as well as rural health research centers, most of which have an academic affiliation. As a result, we recommend grantees follow the guidance of your home institution. Please stay in contact with your FORHP point of contact to keep us informed of changes in operations.  The Health Resources and Services Administration (HRSA) is monitoring and following the recommendations of the CDC, as well as guidance specific to federal agencies.  We are also monitoring the information and guidance provided by the Centers for Medicare and Medicaid Services (CMS), which is releasing information on administrative flexibility and the availability of new billing codes.


Funding and Opportunities

AHRQ Patient-Centered Evidence for Preventing Heart Disease/Stroke – Letters of Intent April 10.  The Agency for Healthcare Research and Quality seeks applications to disseminate and implement patient-centered outcomes research findings on heart health.  Eligible applicants are state and local governments, nonprofit organizations, and public and private institutions of higher education, including Hispanic-serving institutions, Historically Black Colleges and Universities, Tribally Controlled Colleges and Universities, Alaska Native and Native Hawaiian-serving institutions, and Asian American Native American Pacific Islander-serving institutions.  Letters of Intent, due April 10, are optional but allow AHRQ to estimate workload for review.  Applications are due on May 22.

National Health Service Corps (NHSC) Scholarship ProgramApril 23. The NHSC Scholarship Program application cycle is open. The program provides financial support to future primary care medical and dental clinicians for up to four years. Scholars receive one year of financial support (up to four years) for each year of service at an NHSC-approved site in a rural, urban, or tribal community. There is a minimum two-year requirement.

DOJ Reentry, Education and Employment for Incarcerated Adults – April 27.  The U.S. Department of Justice (DOJ) will make eight awards  of up to $900,000 each to establish education, vocation, and job training programs for incarcerated youth and adults re-entering their communities.  Priority consideration will be given to applications that address specific challenges that rural communities face.  Application for a separate but related funding opportunity, Improving Reentry for Adults with Substance Use Disorders, is also due on April 27.

Johns Hopkins Center for American Indian Health Scholarship – May 1.  American Indian and Alaska Native scholars, health leaders, health professionals, and paraprofessionals serving tribal communities are eligible to apply for financial support to attend the Johns Hopkins Center for American Indian Health Summer Institute courses.   

DOJ Support for Children of Addiction-Related Crime – May 4. The U.S. Department of Justice (DOJ) will make 26 awards with a total investment of $19 million to support direct services to children and youth who are crime victims as a result of the nation's addiction crisis.  Eligible applicants are state and local governments, Federally-Recognized Indian Tribes, and nonprofit/nongovernmental victim and social service organizations. 

DOT Helping Obtain Prosperity for Everyone Program – May 4.  The U.S. Department of Transportation (DOT) will make 20 awards with a total investment of $8.5 million to support planning, engineering, and technical studies for transit services in areas of persistent poverty.  Using data from the U.S. Census, the Economic Research Service at the U.S. Department of Agriculture has defined counties as being persistently poor if 20 percent or more of their populations were living in poverty in each of the Census counts from 1980 on. 

USDA Rural Community Development Initiative – May 13.  The  U.S. Department of Agriculture (USDA) will make 25 awards of up to $250,000 each to support projects related to housing, community facilities, or economic development in rural communities.  Applicants must be able to provide matching funds in an amount at least equal to the federal grant received. Competitive points will be awarded to applications that address prevention, treatment, and recovery from Substance Use Disorder.

Healthy People 2020 Progress for Leading Causes of Death in Rural and Urban America: A Chartbook. This study from the Southwest Rural Health Research Center examines rural versus urban differences in how the U.S. is meeting the Healthy People 2020 mortality objectives for many of the leading causes of death. Overall, the findings indicate rural America is lagging behind urban America in achieving these objectives. Furthermore, key findings indicate men have been less likely than women to achieve these objectives, the rural South has seen less progress than other regions, and suicide mortality has increased across all levels of rurality.

HHS Finalizes Rules for Interoperability and Patient Access to Health Data. On March 9, the U.S. Department of Health & Human Services (HHS) released two rules that implement interoperability and patient access provisions to improve patient access and advance electronic data exchange: the Interoperability and Patient Access final rule from the Centers for Medicare & Medicaid Services, and the 21st Century Cures Act final rule from the Office of the National Coordinator for Health Information Technology (ONC).  Provisions that apply specifically to hospitals, including Critical Access Hospitals, include policies on public reporting, prevention of information blocking, and requirements regarding electronic notification when a patient is admitted, discharged, or transferred.


Learning Events and Technical Assistance

AgriSafe: Wellness for Veteran Farmers – Thursday, March 12 at 2:00 pm ET.  The AgriSafe Network presents an hour-long talk about the challenges to veterans returning to agricultural work.

HRSA on National Poison Prevention Week – Monday, March 16 at 2:00 pm ET.  Among the leading causes of death for rural Americans identified by the Centers for Disease Control and Prevention, unintentional poisoning is a high risk with a low level of attention and care.  In this 90-minute webinar, the Office of Regional Operations at the Health Resources and Services Administration (HRSA) will share information on the network of local Poison Control Centers and ways to raise awareness of poison prevention efforts

Becoming a Host Site for the CDC Public Health Associate Program – Tuesday, March 17 at 1:00 pm ET.  The Centers for Disease Control and Prevention (CDC) Public Health Associate Program (PHAP) provides training for early-career public health professionals with a recent college degree and an interest in public service and public health. Throughout the two-year program, associates complete a comprehensive training curriculum and work at host sites located throughout the United States and US territories.  CDC is particularly interested in reaching organizations that have not previously been PHAP host sites, including those located in or serving rural communities. In this one-hour webinar, the Rural Health Information Hub will provide an overview of the program's mission and goals and describe how PHAP can benefit rural host sites.   

Presidential Task Force on Missing/Murdered American Indians & Alaska Natives – Tuesday, March 17 at 2:00 pm ET.  The U.S. Department of Justice will hold a series of listening sessions throughout the country, beginning with this three-hour program in Washington, DC.  Subsequent listening sessions will take place in other regions through July 7, 2020.

Prevention Technology Transfer Center on the Opioid Crisis in Rural Areas – Tuesday, March 17 at 2:00 pm ET.  The 90-minute webinar will feature public health experts sharing insight on life events, traumas, and challenges that may contribute to opioid misuse for people living in rural communities. 

Mental Health Courts for Rural Communities – Tuesday, March 17 at 3:00 pm ET.  The Mental Health Technology Transfer Center Network will explore the use of mental health courts as a potential avenue for supporting individuals with serious mental health issues in rural communities. 

Applying for USDA Rural Utilities Facilities Program – Wednesday, March 18 at 2:00 pm ET.  The U.S. Department of Agriculture (USDA) will make grants of up to $150,000 each to help rural communities identify and plan facility needs, with points awarded to applications addressing Substance Use Disorder in high-risk communities.  See the link for Community Facilities Technical Assistance Grants – April 30 in the Approaching Deadlines section below for more details, and join this webinar for applicants to learn about program requirements, scoring criteria, and application deadlines. 

NTIA American Broadband Initiative – Wednesday, March 18 at 2:00 pm ET.  The National Telecommunications & Information Administration (NTIA) will provide an update on its effort to build a National Broadband Availability Map.  Experts from the U.S. Department of Agriculture's Rural Utilities Service will discuss the ReConnect program and some of the agency's regulatory changes that affect broadband permitting. 

Tele-Dentistry in the Northeast – Wednesday, March 25 at 10:00 am ET.  Region 1 of the Health Resources and Services Administration's Office of Regional Operations (ORO) will hold a one-hour webinar to provide an overview of tele-dentistry across the northeast states and identify regional resources, including the Northeast Telehealth Resource Center.  For more information about the webinar, contact Veronica Roa at vroa@hrsa.gov. To learn more about which states across the country allow the practice of tele-dentistry services, the National Conference of State Legislatures created an interactive map. 

Rural PREP Grand Rounds: Why Do I Teach in Rural Practice? – Thursday, March 26 at 1:00 pm ET.  In this one-hour webinar from Rural PREP, the Collaborative for Rural Primary care, Research, Education and Practice, experts will discuss one-on-one teaching and mentorship in rural clinical practice.

SAMHSA Treatment and Recovery for Older Adults – Thursday, March 26 at 2:00 pm ET.  The Substance Abuse and Mental Health Services Administration (SAMHSA)'s Bringing Recovery Supports to Scale Technical Assistance Center Strategy (BRSS TACS) invites you to join national experts in a conversation about treatment and recovery services that can best meet the needs of older adults. 

Register for National Drug and Alcohol Facts Week, March 30 - April 5. This week-long event is aimed at raising teenagers' awareness and knowledge of facts about drug and alcohol. Launched in 2010 by scientists at the National Institute on Drug Abuse (NIDA), the annual observance relies on locally-planned school and community events that present scientific facts about drug and alcohol use, what causes addiction, and evidence-based strategies for helping friends or family.  NIDA provides an online guide for planning and promoting events, as well as free booklets and other resources for teens.  Research from 2016 showed that roughly 10% of rural teens meet criteria for alcohol use disorder.

AgriSafe: What Ag Producers Need to Know About COVID19 – Thursday, April 2 at 1:00 pm ET.  The AgriSafe Network will host a one-hour webinar with experts in public health and infectious disease providing information and resources for agricultural workers and rural health care providers.  At the end of the webinar, participants will better understand the signs and symptoms of the Coronavirus, appropriate strategies for limiting disease transmission, and how to find local resources.


Resource of the Week

National Guidelines for Mental Health Crisis Care: A Best Practices Toolkit.  The Substance Abuse and Mental Health Services Administration created this online toolkit for implementing behavioral health crisis care.  The guidelines are intended to help states and communities develop a no-wrong-door integrated crisis system with a regional crisis call center, crisis mobile response teams, and receiving and stabilization facilities.
