May 21, 2020 What's New Allocation to Rural Health Clinics for COVID-19 Testing. On Wednesday, the Health Resources and Services Administration allocated $225 million to more than 4,500 Rural Health Clinics (RHCs). Recipients of the distribution include each RHC with a unique, active CMS Certification Number (CCN) listed in either the CMS Provider of Service file (March 2020) or the CMS Survey & Certification's Quality, Certification and Oversight Reports (QCOR) before May 7, 2020. Each of these RHCs received a flat amount of just under $50,000. This state-by-state breakdown is an estimate, pending final validation. Costs of Emergency Department Visits for Mental and Substance Use Disorders in the United States, 2017. In this brief, the Agency for Healthcare Research and Quality (AHRQ) examines the costs of emergency department (ED) visits with diagnoses of mental and substance use disorders compared to total ED visits. The findings include information by hospital location for large metropolitan, small metropolitan, micropolitan, and rural areas. The report is part of AHRQs Healthcare Cost and Utilization Project, a collection of data and analyzation tools to enable research on a broad range of health policy issues. AARP Reports on Caregiving in the United States. The Association for the Advancement of Retired Persons (AARP) reports that more than one in five Americans (21.3 percent) are caregivers, having provided care to an adult or child with special needs at some time in the past 12 months. HRSA Rural Communities Opioid Response Program-Implementation – Extended to May 29. A reminder that the Health Resources and Services Administration (HRSA) has extended the application deadline for its three-year program to implement a set of core opioid use disorder prevention, treatment, and recovery activities in rural communities. Applicants can also view an archived recording of the technical assistance webinar and send questions to ruralopioidresponse@hrsa.gov. AHRQ Evaluating Health System Response to COVID-19 – June 15. The Agency for Healthcare Research and Quality will fund research focused on evaluating topics such as the role of primary care practices and professionals, treatment for socially- and medically-vulnerable populations, and innovations in digital health care in response to COVID-19. CDC Reducing the Burden of Parasitic Infections in the United States – June 15. The Centers for Disease Control and Prevention will make seven awards with total program funding of $10 million to reduce the burden of selected parasitic infections in the U.S. One component of the award will strengthen existing data and efforts related to Chagas disease. A second component will focus on public health practices for infection from soil transmitted helminths in areas of Alabama and Mississippi. IHS/NIH Native American Research Centers for Health – July 24. The Indian Health Service (IHS) and the National Institutes of Health (NIH) will make awards up to $1 million each for new or continued centers that support research and research training to meet the health needs of American Indian/Alaska Native (AI/AN) communities. Applicant institutions must be a federally-recognized AI/AN Tribe; or a Tribal organization defined under 25 U.S.C. 1603 (25) and (26), including Tribal colleges or health boards meeting this definition; or a consortium of two or more of those Tribes or Tribal organizations. A required Letter of Intent is due on June 24. DHS Rural Emergency Medical Communications Demonstration Project – June 24. The U.S. Department of Homeland Security (DHS) will invest $2 million in demonstration projects addressing rural emergency medical communications. Applicants must be public or state controlled institutions of higher education that operate or have access to an existing statewide emergency communications system that is leveraged to address rural health disparities. HRSA Faculty Loan Repayment Program – June 25. The Health Resources and Services Administration (HRSA) will repay loans for health professions training up to $40,000 for individuals from disadvantaged backgrounds who agree to serve as faculty at an approved health professions institution for a minimum of two years. AHRQ Innovation Challenge for Rural Postpartum Mental Health – September 15. The Agency for Healthcare Research and Quality (AHRQ) will award a total prize pool of $175,000 to highlight local innovations that improve postpartum mental health care for rural mothers and their families. Applicants may submit proposals in two categories: 1) success stories of a solution created by the community, and 2) program proposals that describe challenges particular to that community with a plan improve postpartum mental health diagnosis and treatment. Rural-Urban Residence and Mortality Among Three Cohorts of U.S. Adults. Researchers at the Maine Rural Health Research Center used data from the National Health Interview Survey and national death certificate data, finding that the risk of death at any point in time was 10% higher for rural residents as compared with urban residents. Estimated Reduction in CAH Profitability from Loss of Cost‐Based Reimbursement for Swing Beds. This brief from the North Carolina Rural Health Research and Policy Analysis Center estimates the impact of potential loss of cost-based reimbursement for swing beds on profitability for Critical Access Hospitals (CAHs) and examines the characteristics of CAHs that would be most affected by such a change in reimbursement. The Bipartisan Policy Center (BPC) is a think tank combining ideas and solutions from both parties. The organization seeks feedback on policy options that address how federal and state policymakers can integrate and streamline Medicare and Medicaid benefits for dual-eligible individuals. They also seek recommendations that address policy and regulatory barriers that limit the ability of states, health plans, and providers to address the unique needs of dual-eligible individuals during the COVID-19 pandemic. About one-quarter of dually-eligible individuals live in rural areas. The comment collection period will be open through June 1, 2020. Early Insights from the Accountable Health Community (AHC) Model. This Issue Brief summarizes the second annual meeting of the CMS Innovation Center AHC Model participants, where they had an opportunity to network and discuss challenges and strategies to address HRSNs. Learning Events and Technical Assistance AgriSafe: COVID-19 Ag Task Force – Thursday, May 21 at 12:00 pm ET. The AgriSafe Network holds a weekly discussion with rural health and safety professionals to identify risks that farmers, farm workers, and ranchers face as it relates to COVID-19. USAC Consumer Advocate Training for Phone/Internet Access – Thursday, May 21 at 3:00 pm ET. The Universal Service Administrative Company (USAC) administers Lifeline, a federal program that offers a monthly benefits to help pay for phone or internet services in low-income areas. Consumer advocate training is an hour-long session that provides a high-level overview of how to navigate the Lifeline application process. A Comprehensive Approach to Preventing Suicide – Tuesday, May 26 at 12:30 pm ET. During this 90-minute webinar, experts in public health will discuss an evidence-based approach to preventing suicide that encompasses the law, policy, and social determinants of health. The project is a collaboration between the HHS Office of Disease Prevention and Health Promotion, the Centers for Disease Control and Prevention (CDC), the CDC Foundation, and the Robert Wood Johnson Foundation.
