June 25, 2020 What's New HHS Announces Partnership with Morehouse School of Medicine to Fight COVID-19 in Vulnerable Communities. On Monday, the U.S. Department of Health & Human Services (HHS) announced the selection of the Morehouse School of Medicine as the awardee for a new $40 million initiative to fight COVID-19 in racial and ethnic minority, rural, and socially vulnerable communities. The initiative – the National Infrastructure for Mitigating the Impact of COVID-19 within Racial and Ethnic Minority Communities (NIMIC) – is a three-year project designed to work with community-based organizations across the nation to deliver education, information, and resources. HHS Makes Awards to Grow and Train the Health Workforce. Last week, the U.S. Department of Health & Human Services (HHS) announced $107.2 million awarded to 310 recipients to increase the health workforce in rural and underserved communities. Recipients across 45 states and U.S. territories will receive funding to improve the quality, distribution, and diversity of health professionals serving across the country. These grant programs will help create a modern health workforce and place skilled health care professionals in high-need areas nationwide. State Rural Hospital and Community COVID-19 Vulnerability. Researchers at the University of North Carolina Rural Health Research Program created a chart that shows the number of rural hospitals in each state and measures community vulnerability using the CDC's Social Vulnerability Index. NIH National COVID Cohort Collaborative. As part of an effort to help scientists understand COVID and develop treatments, the National Institutes of Health (NIH) has launched a centralized, secure enclave to store and study clinical record data from people who have been diagnosed. The collaborative aims to transform clinical information into knowledge urgently needed to study COVID-19, including health risk factors that indicate better or worse outcomes of the disease, and identify potentially effective treatments. AHRQ: Characteristics and Costs of Potentially Preventable Inpatient Stays. The Agency for Healthcare Research Quality (AHRQ) examines the costs of potentially preventable hospitalizations, with a comparison of metropolitan and rural hospitals. The report is part of AHRQs Healthcare Cost and Utilization Project, a collection of data and analyzation tools to enable research on a broad range of health policy issues. Rural Health Equity Postdoctoral Program – July 20. The University of Minnesota Rural Health Research Center is accepting applications for a fellowship position to study health equity for rural populations and the impact of policies affecting outcomes for communities of color, indigenous people, women and girls, LGBTQ individuals, people with disabilities older adults and people with limited incomes. NIH Community Interventions to Address COVID-19 Pandemic – August 28. Then National Institutes of Health (NIH) will make grants to implement and evaluate community interventions testing the impacts of: 1) strategies to prevent COVID-19 transmission in health disparity populations and other vulnerable groups; and 2) interventions to address the adverse psychosocial, behavioral, and socioeconomic consequences of the pandemic on the health of these groups. BIA Native American Business Development Institute Grant – September 15. The Bureau of Indian Affairs (BIA) will make 20-25 awards of up to $75,000 each to hire consultants for feasibility studies of economic development opportunities located in designated Opportunity Zones. IHS Tribal Injury Prevention Program – October 1. The Indian Health Service will make 24 awards with total funding of $1.9 million for community-based injury prevention programs and projects. These may include strategic changes to the environment (for example, roadways, elder homes for fall hazards, smoke alarms) and strategies to promote behavior change (such as car seat use, float coat use). Eligible applicants include tribal organizations, Federally-recognized tribal governments, and nonprofit organizations. NIH Pilot and Feasibility Studies for Drug/Alcohol Prevention Trials – January 7, 2021. The National Institutes of Health (NIH) will fund pilot and/or feasibility testing of: innovative prevention intervention approaches, strategies to reduce impaired driving deaths, suicide prevention, and drug- or alcohol-related transmission of HIV infection and viral hepatitis. Specific areas of interest include new technologies and modalities for difficult to reach populations and settings (including at-risk and stigmatized populations and rural settings). Dept of Commerce: Economic Development Assistance Programs – Ongoing. The U.S. Department of Commerce will invest $30 million to support economic development in distressed rural and urban communities. Past projects have included funding for water and wastewater projects in hospitals and health care facilities, as well as road infrastructure projects that would support the expansion of health care facilities. Supply and Distribution of the Primary Care Workforce in Rural America: 2019. Researchers at the WWAMI Rural Health Research Center studied county-level data to calculate provider-to-population ratios of primary care physicians, nurse practitioners, and physician assistants and then compared those ratios between metropolitan, micropolitan, and non-core counties. Nationally, the provider-to-population ratio of family physicians is slightly higher in rural than urban areas, but the overall per capita supply of primary care providers remains substantially lower in rural areas than urban areas. On Monday of this week, the Centers for Medicare and Medicaid Services released preliminary data on COVID-19 derived from Medicare claims. Between January 1 and May 16, 2020, over 325,000 Medicare beneficiaries were diagnosed with COVID-19, and nearly 110,000 of those were hospitalized. The snapshot breaks down COVID-19 cases and hospitalizations for Medicare beneficiaries by state; race/ethnicity; dual eligibility for Medicare and Medicaid; age; gender; and urban/rural areas.
