July 30, 2020 What's New National Advisory Group on Rural Health Meets Virtually Today. The public is invited to join the National Advisory Committee on Rural Health and Human Services online from noon until 5:00 pm ET today. The committee of more than 20 rural health experts from across the country convenes twice each year to examine rural health issues and make recommendations to the U.S. Department of Health & Human Services. Past meetings have covered topics such as Adverse Childhood Experiences, the impact of suicide, and challenges to maternal and obstetric care. HHS Coronavirus Data Hub. Last week, the U.S. Department of Health & Human Services (HHS) launched a website with data on the COVID-19 response at federal, state, and local levels. The hub includes estimated and reported hospital capacity by state, with numbers updated daily. Federal Office of Rural Health Policy FAQs for COVID-19. A set of Frequently Asked Questions (FAQs) from our grantees and stakeholders, updated regularly. COVID-19 FAQs and Funding for HRSA Programs. Find all funding and frequently asked questions for programs administered by the Health Resources and Services Administration (HRSA). CDC COVID-19 Updates. The Centers for Disease Control and Prevention (CDC) provides daily updates and guidance, including a section specific to rural health care providers, patients, and community-based organizations. New this week: COVID-19 Toolkit for Tribal Communities. And, in its latest Morbidity and Mortality Weekly Report, the CDC estimates that more rural counties have a higher prevalence of five underlying medical conditions - chronic obstructive pulmonary disease, cardiovascular disease, diabetes, chronic kidney disease, and obesity – associated with increased risk of severe COVID-19-associated illness. GHPC's Collection of Rural Health Strategies for COVID-19. With support from the Federal Office of Rural Health Policy (FORHP), the Georgia Health Policy Center (GHPC) provides reports, guidance, and innovative strategies gleaned from their technical assistance and peer learning sessions with FORHP grantees. Confirmed COVID-19 Cases, Metropolitan and Nonmetropolitan Counties. The RUPRI Center for Rural Health Policy Analysis provides up-to-date data and maps on rural and urban confirmed cases throughout the United States. An animated map shows the progression of cases beginning January 21. Rural Response to Coronavirus Disease 2019. The Rural Health Information Hub posted a guide to help you learn about activities underway to address COVID-19. New this week: Rural Healthcare Surge Readiness a tool developed by the COVID-19 Healthcare Resilience Working Group that helps rural healthcare facilities prepare for and respond to a COVID-19 surge. The tool provides the most up-to-date resources for rural healthcare systems preparing for and responding to a COVID-19 surge in a range of healthcare settings (EMS, inpatient and hospital care, ambulatory care, and long-term care) and covers a range of topics including behavioral health, healthcare operations to telehealth, and more. Funding and Opportunities SBA COVID-19 Payment Protection Program – August 8. The U.S. Small Business Administration (SBA) has set a deadline for the loans designed to provide a direct incentive for small businesses to keep their workers on the payroll during pandemic quarantine. The SBA will forgive loans if all employee retention criteria are met and the funds are used for eligible expenses. HUD Rehabilitation and Modification of Veteran's Homes – August 18. The U.S. Department of Housing and Urban Development will invest more than $9.4 million to rehabilitate and modify the primary residence of disabled veterans who are low-income. Eligible applicants are nonprofit organizations that primarily serve veterans and/or low-income households, with preference points for Historically Black Colleges and Universities or Opportunity Zones. CDC Stakeholder Engagement on Chronic Pain Management – August 21. The Centers for Disease Control and Prevention (CDC) will be holding approximately 100 individual conversations with stakeholders over the phone or through an online platform to hear their perspectives on pain management, including but not limited to the benefits and harms of opioid use. These stakeholders include patients with acute or chronic pain, patients' family members and/or caregivers, and healthcare providers who care for patients with pain or conditions that can complicate pain management (e.g., opioid use disorder or overdose). USDA Assistance for Persistent Poverty Agriculture Producers and Communities – August 24. The U.S. Department of Agriculture (USDA) will make 50 awards of up to $450,000 each to organizations that can leverage state, local, and private sector resources to assist socially-disadvantaged and/or veteran farmers, ranchers, and agriculture producers in persistent poverty communities (as defined by the USDA's Economic Research Service). A separate funding opportunity, USDA Outreach and Assistance for Socially-Disadvantaged Farmers and Ranchers – August 26 will provide education and training in agriculture, agribusiness, forestry, and agriculturally-related services. OMH Reducing Disparities in Racial/Ethnic Minority Populations – August 26. The Office of Minority Health (OMH) at the U.S. Department of Health & Human Services will invest $6.5 million to help build the capacity of state, tribal, and territorial health agencies to reduce health disparities in tribal communities. Eligible applicants include state, local, and tribal governments; U.S. territories; nonprofit organizations; and public and private non-profit institutions of higher education. HUD Rural Capacity Building for Affordable Housing – September 28. The U.S. Department of Housing and Urban Development (HUD) will invest $10 million in five awards to support local organizations, governments, and tribes with community development and affordable housing. Only national organizations that are 501(c)(3) nonprofits, other than institutions of higher education, may apply. USDA Intermediary Relending Program – Ongoing. The U.S. Department of Agriculture (USDA) provides low interest loans to intermediary lenders to establish revolving loan funds for economic development at the local level. Eligible intermediary lenders include nonprofits and cooperatives, federally-recognized tribes, and public agencies. Changes in Care-Seeking after Rural Hospitals Merge. Researchers at the North Carolina Rural Health Research and Policy Analysis Center examined 15 rural hospitals to estimate the change in use of inpatient services delivered by acquired rural hospitals following a merger. ASPE Issue Brief: Medicare Beneficiary Use of Telehealth Visits: Early Data From The Start Of The Covid-19 Pandemic. On July 28, the HHS Office of the Assistance Secretary for Planning and Evaluation (ASPE) released an issue brief examining changes in Medicare fee-for-service primary care visits and use of telehealth at the start of the COVID-19 public health emergency (PHE). This brief seeks to address the issue of how and whether the Medicare telehealth flexibilities introduced to address the COVID-19 pandemic may have helped maintain access to primary health care during the PHE. The analysis found Medicare primary care visits dropped precipitously from mid-March at the start of the pandemic, at the same telehealth visits increased for primary care. However, telehealth use was lower in rural areas. HHS Study: Strategies Rural Communities Use to Address Substance Misuse Among Families In The Child Welfare System. The Office for Planning and Evaluation at the U.S. Department of Health & Human Services (HHS) describes nine programs serving child welfare-involved parents with substance use issues, with a particular focus on their applicability to rural communities. These programs offered various types of services, including parent mentoring, case management, home visiting, and treatment for opioid use disorders. Learning Events and Technical Assistance NIHB: Health Insurance Enrollment for AI/ANs During COVID-19 – Thursday, July 30 at 2:00 pm ET. The National Indian Health Board (NIHB) will hold a 90-minute webinar to educate health insurance enrollment assisters about coverage options, benefits, and special federal protections exclusively for American Indians and Alaska Natives (AI/ANs). National CMS/CDC Nursing Home COVID-19 Training – Thursdays at 4:00 pm ET. Through the Quality Improvement Organization Program, the Centers for Medicare & Medicaid Services (CMS) and the Center for Disease Control and Prevention (CDC) host a weekly webinar series (every Thursday, 4-5 pm ET) to provide training for infection control processes in nursing homes. Trainings are scheduled every week until January 7. NCSL: How COVID-19 Further Complicates Behavioral Health – Friday, July 31 at 2:00 pm ET. The National Conference of State Legislatures (NCSL) will hold an online meeting to discuss how state policymakers have adjusted to telehealth and other changes to behavioral health care during the pandemic. Join the U.S. Department of Veterans Affairs (VA) for a webinar featuring Rosemary Adamson, MB BS, a Pulmonary Critical Care Physician at the VA Puget Sound Health Care System. Dr. Adamson will provide current guidance on caring for adults with COVID-19. The first of three sessions focused on COVID-19, the training is open to both VA and non-VA clinicians.
