What's New

HHS Awards over $35 Million to Rural Health Programs.  Today, the U.S. Department of Health and Human Services (HHS), through the Health Resources and Services Administration (HRSA), awarded over $35 million to more than 50 rural organizations across 33 states as part of a sustained federal effort to increase access to high quality care in rural communities.

Federal Resources to Improve Living at Home in Rural AreasOn Wednesday, three federal departments – the Departments of Health & Human Services, Agriculture, and Housing and Urban Development –released a joint informational bulletin summarizing the federal resources available to improve home safety for older adults and people with disabilities in rural areas.  It describes how states can improve accessibility of home environments through Medicaid, programs that can facilitate home repair and modification, initiatives to reduce and prevent falls, resources to support aging in place, and loan opportunities for mortgages and housing repair.

Catch-Up to Get Ahead on Childhood Immunizations.  In support of National Immunization Awareness Month, the U.S. Department of Health & Human Services recently launched Catch-Up to Get Ahead: A National Immunization Initiative for Children. This campaign aims to increase childhood immunization rates in the wake of significant declines due to the COVID-19 pandemic.  Use messages and graphics in the Catch-Up to Get Ahead Toolkit to help spread awareness to parents and caregivers.

HHS Coronavirus Data Hub.  The U.S. Department of Health & Human Services (HHS) launched a website in July with data on the COVID-19 response at federal, state, and local levels.  The hub includes estimated and reported hospital capacity by state, with numbers updated daily.

Federal Office of Rural Health Policy FAQs for COVID-19.  A set of Frequently Asked Questions (FAQs) from our grantees and stakeholders, updated regularly.

CDC COVID-19 Updates.  The Centers for Disease Control and Prevention (CDC) provides daily updates and guidance, including a section specific to rural health care, and a Toolkit for Tribal CommunitiesNew this week: report on higher rates of mental health issues, substance abuse, and suicidal ideation during the pandemic

GHPC's Collection of Rural Health Strategies for COVID-19.  With support from the Federal Office of Rural Health Policy (FORHP), the Georgia Health Policy Center (GHPC) provides reports, guidance, and innovative strategies gleaned from their technical assistance and peer learning sessions with FORHP grantees.

Confirmed COVID-19 Cases, Metropolitan and Nonmetropolitan Counties.  The RUPRI Center for Rural Health Policy Analysis provides up-to-date data and maps on rural and urban confirmed cases throughout the United States.  An animated map shows the progression of cases beginning January 21.

Rural Response to Coronavirus Disease 2019.  The Rural Health Information Hub posted a guide to help you learn about activities underway to address COVID-19. Now including Rural Healthcare Surge Readiness, a tool with resources for healthcare systems preparing for and responding to a COVID-19 surge in their communities.

NEW: SAMHSA Training and Technical Assistance Related to COVID-19.  The Substance Abuse and Mental Health Services Administration (SAMHSA) created this list of resources, tools, and trainings. 


Funding and Opportunities

HHS Initiative to Document Disparity Interventions – August 26.  The U.S. Department of Health & Human Services (HHS) will make 26 awards of up to $300,000 each through its Office of Minority Health to identify policies that will help eliminate health disparities.  Along with state, local, and tribal governments, eligible applicants include public housing authorities, nonprofit organizations, and public or private institutions of higher education.

EPA Grants for Lead Testing/Drinking Water in Tribal Schools – August 31.  The U.S. Environmental Protection Agency (EPA) will invest $4.3 million for Tribes to test lead in drinking water in schools and child care programs.   Eligible applicants are consortia of federally-recognized Tribes.

RWJF Healthy Eating Research Grants – September 16.  The Robert Wood Johnson Foundation (RWJF) is offering grants for research to identify policy and strategies to improve healthy eating among low-income children who are at greatest risk for poor nutrition and obesity. 

IHS Tribal Self-Governance Program Negotiation – October 28.  The  Indian Health Service (IHS) will make five awards of up to $48,000 each to help prepare for negotiation in the Tribal Self-Governance Program (TSGP).  The TSGP gives Tribes the authority to manage and tailor health care programs in a manner that best fits the needs of their communities. 

HRSA Rural Health Network Development Planning Program – November 16.  The Health Resources and Services Administration (HRSA) will make 20 awards of up to $100,000 each to plan the development of networks among at least three separately-owned local health care providers.  Eligible applicants include public, private,  and nonprofit entities with the capacity to serve rural populations.

IHS/DOD Medical Supplies and Equipment for Tribes (Project TRANSAM) – Ongoing.  Project TRANSAM is a cooperative action program between the Indian Health Service (HIS) and the U.S. Department of Defense (DOD) that allows for redistribution of surplus medical equipment and supplies for federally-recognized Tribes. 

Southeast Rural Community Assistance Loans – Ongoing.  The nonprofit Southeast Rural Community Assistance project makes loans of up to $250,000 to local governments and other community-level organizations for the development and/or construction of large-scale community projects.  Eligible applicants are rural communities in Delaware, Maryland, Virginia, North Carolina, South Carolina, Georgia, and Florida.

USDOT Rural Opportunities to Use Transportation for Economic Success (R.O.U.T.E.S) – Ongoing.  The U.S. Department of Transportation (USDOT) has a number of ongoing opportunities for funding and assistance to address disparities in rural transportation infrastructure

Learning Events and Technical Assistance

National CMS/CDC Nursing Home COVID-19 Training – Thursdays at 4:00 pm ET. Through the Quality Improvement Organization Program, the Centers for Medicare & Medicaid Services (CMS) and the Center for Disease Control and Prevention (CDC) host a weekly webinar series (every Thursday, 4-5 pm ET) to provide training for infection control processes in nursing homes. Trainings are scheduled every week until January 7.

HHS Telemedicine Hack – Wednesdays at 12:00 pm ET through September 23.  The U.S. Department of Health & Human Services (HHS) is partnering with the ECHO Institute at the University of Mexico, and the Public Health Foundation's TRAIN Learning Network to deliver a 10-week peer-to-peer learning community called Telemedicine Hack to provide knowledge and skills for video-based telemedicine.  All ambulatory providers (e.g., primary care, surgical, rural/urban, dental, mental health, solo practitioners) are invited to participate.

HHS: Data to Build Social Connections for Youth – Thursday, August 20 at 2:30 pm ET.  Social science experts at the U.S. Department of Health & Human Services (HHS) will share strategies for using data to build social capital for vulnerable youth. 

CMS COVID-19 Lessons from the Front Lines – Friday, August 21 at 12:30 pm ET.  The Centers for Medicare & Medicaid Services (CMS) holds this 90-minute call twice a month.  Find a schedule for all stakeholder calls, including those for home health and hospice facilities, nursing homes, and others – online at the CMS Coronavirus Partner Toolkit.

SBIRT for Unhealthy Alcohol Use: What Is It and Why Use It? – Wednesday, August 26, 2020, 12:00 pm ET.  The University of Vermont Center on Rural Addiction (UVM CORA) will discuss the process of Screening, Brief Intervention, and Referral to Treatment (SBIRT) for alcohol use in rural populations.  UVM CORA is supported by HRSA's Rural Communities Opioid Response Program – Rural Centers of Excellence on Substance Use Disorders.

MHTTC:  Suicide Prevention in Rural Primary Care – Wednesday, August 26 at 1:00 pm ET.  In the first of two sessions, the Mental Health Technology Transfer Center (MHTTC) will hold a 90-minute training to cover factors contributing to rural suicide rates and protocols for primary care providers. 

Rural Advisory Committee on Maternal/Obstetric Challenges – Wednesday, August 26 at 3:00 pm ET.  The National Advisory Committee on Rural Health and Human Services will discuss their recent findings and recommendations on the barriers to maternal health care. 

SAMHSA: Racial Equity in Recovery Support Communities – Thursday, August 27 at 2:00 pm ET.  The Substance Abuse and Mental Health Services Administration (SAMHSA) will describe best practices for advancing racial equity in recovery support settings. 

HRSA: National Minority Donor Awareness Month – Monday, August 24 at 3:00 pm ET.  Two regional offices – Chicago and Kansas City – of the Health Resources and Services Administration (HRSA) will host a 90-minute webinar on organ donation for minority populations, with a focus this year on the Latinx community.  A second session, in Spanish, will be held on Friday, August 28 at 2:00 pm ET.  

Save the Date: OMH on COVID-19 Response in Minority Communities – Thursday, September 17.  The HHS Office of Minority Health (OMH) will host a virtual symposium to highlight state, Tribal, territorial, and community-based efforts to address COVID-19 among racial and ethnic minority populations. 


Resources of the Week

NIHB: Resources for Adverse Childhood Experiences in Indian Country.  The National Indian Health Board (NIHB) provides information, tools, and resources to help tribal communities learn about and respond to these ordeals.  The resource hub was created in collaboration with the Centers for Disease Control and Prevention. 

NACCHO National Profile of Local Health Departments.  The National Association of County & City Health Officials (NACCHO) received funding support from the Centers for Disease Control and Prevention and the Robert Wood Johnson Foundation to profile approximately 2,800 local health departments (LHDs) across the country.  Each LHD is coded as urban or rural based on the population it serves.
