September 10, 2020 What's New HHS Rural Action Plan to Improve Care. Last week, the U.S. Department of Health and Human Services (HHS) released the Rural Action Plan, outlining existing and upcoming Federal activities to improve care in rural communities. It examines the key challenges facing rural communities and lays out a four-point strategy to transform rural health and human services: 1) build a sustainable health and human services model for rural communities; 2) leverage technology and innovation; 3) focus on preventing disease and mortality; and 4) increase rural access to care. AJPH: A Public Health Lens on Rural Health. The September issue of the American Journal of Public Health devotes a special section to rural health with free access to articles on challenges and emerging opportunities. NCSL on State Strategies to Reverse Suicide Trends. The National Conference of State Legislators (NCSL) cites higher rates of suicide in rural areas in its guide covering statistics, risk factors, and effect on specific populations. The report examines state-level initiatives including Mental Health First Aid Training, Applied Suicide Intervention Skills Training, and the Zero Suicide framework. HHS Coronavirus Data Hub. The U.S. Department of Health & Human Services (HHS) launched a website in July with data on the COVID-19 response at federal, state, and local levels. The hub includes estimated and reported hospital capacity by state, with numbers updated daily. CMS Coronavirus Stakeholder Calls. The Centers for Medicare & Medicaid Services (CMS) hosts recurring online sessions to share information related to COVID-19. These sessions are open to members of the healthcare community and are intended to provide updates, share best practices among peers, and offer attendees an opportunity to ask questions of CMS and other subject matter experts. The Centers for Disease Control and Prevention (CDC) provides daily updates and guidance, including a section specific to rural health care, and a Toolkit for Tribal Communities. New this week: MMWR Weekly COVID-19 Briefing is now a podcast series with the latest scientific information published in the CDC's Morbidity and Mortality Weekly Report. GHPC's Collection of Rural Health Strategies for COVID-19. With support from the Federal Office of Rural Health Policy (FORHP), the Georgia Health Policy Center (GHPC) provides reports, guidance, and innovative strategies gleaned from their technical assistance and peer learning sessions with FORHP grantees. Confirmed COVID-19 Cases, Metropolitan and Nonmetropolitan Counties. The RUPRI Center for Rural Health Policy Analysis provides up-to-date data and maps on rural and urban confirmed cases throughout the United States. An animated map shows the progression of cases beginning January 21. Rural Response to Coronavirus Disease 2019. The Rural Health Information Hub posted a guide to help you learn about activities underway to address COVID-19. Now including Rural Healthcare Surge Readiness, a tool with resources for healthcare systems preparing for and responding to a COVID-19 surge in their communities. SAMHSA Training and Technical Assistance Related to COVID-19. The Substance Abuse and Mental Health Services Administration (SAMHSA) created this list of resources, tools, and trainings. Funding and Opportunities Nominations: HRSA Tribal Advisory Council – September 30. The Health Resources and Services Administration (HRSA) is accepting nominations of tribal officials for consideration as voluntary delegates. Members of the council will consult with HRSA regularly on policies affecting Indian tribes. Nominations from the following geographic areas are specifically sought: Alaska; Albuquerque; Billings; Navajo; Phoenix; and Tucson. NIH Extramural Loan Repayment Program – November 20. The National Institutes of Health (NIH) will provide loan repayment for researchers not employed by the NIH. Eligible applicants are health professionals with doctoral degrees with potential to build and sustain a research career. USDA Rural Business Investment Program – Ongoing. The U.S. Department of Agriculture (USDA) will provide a license to for-profit entities newly-formed to operate as a Rural Business Investment Company (RBIC). The RBICs will then make venture capital investments in smaller enterprises located in rural areas. Eligible applicants must have relevant experience in venture capital or community development financing, and must raise a minimum of $10 million in private equity capital. HUD Indian Housing Block Grant Program – December 10. The U.S. Department of Housing and Urban Development (HUD) will invest more than $91 million in grants to develop, maintain, and operate affordable housing on American Indian reservations and in other American Indian areas. Eligible applicants include Indian Tribes and Tribally-designated housing entities. Rural Versus Urban Prevalence of Intimate Partner Violence-Related Emergency Department Visits, 2009-2014. In this study from the Southwest Rural Health Research Center, key findings indicate that emergency department visits for intimate partner violence incidents were higher in rural areas for women aged 15-64. Rural-Urban Differences Among Older Adults. Researchers at the University of Minnesota Rural Health Research Center created a chartbook with characteristics of older adults in rural counties, as well as rural-urban differences across four domains: demographics, socioeconomic characteristics, healthcare access and use, and health characteristics. Last week, the Centers for Medicare & Medicaid Services (CMS) released an informational bulletin outlining the various service and financing options that state Medicaid and CHIP programs can use to improve care for infants with neonatal abstinence syndrome (NAS) and their families. It also highlights Federal resources, tools, and models of care available to assist states, such as the HRSA Rural Health Integration Models for Parents and Children to Thrive (IMPACT) program. Learning Events and Technical Assistance MHTTC: Suicide Prevention in Rural Primary Care, Part 2 – Thursday, September 10 at 1:00 pm ET. In the second of two sessions, the Mental Health Technology Transfer Center (MHTTC) will cover follow-up care – including documentation, safety planning, and medication – for patients expressing suicidal ideation. Unconscious Bias in Behavioral Health Care – Thursday, September 10 at 1:00 pm ET. The Addiction Technology Transfer Center will discuss the impact of unconscious bias and offer practical tools and strategies to use in provider practice. Public Health Ethics Forum: Ethical Dilemmas in Rural Health – Friday, September 11 at 1:00 pm ET. Hosted by the Centers for Disease Control and Prevention and Tuskeegee University, the forum will focus on ethical issues for improving health in rural populations. Sessions will cover the impact of COVID-19, barriers to accessing health care services, and physical determinants of health in rural areas. Experts at the Center for Optimizing Rural Health share strategies for building a health care workforce in underserved communities. How CMS is Modernizing Clinical Quality Measures – Tuesday, September 15 at 2:00 pm ET. The Centers for Medicare & Medicaid Services (CMS) requires certain professionals and hospitals to measure and track the quality of health care services through electronic clinical quality measures, or eCQMs. This webinar will be offered twice in September (the second date is Thursday, September 17) to provide an overview of quality measurement, the unique features of eCQMs, and CMS' plans for digitization. CDC Clinician Outreach: Telehealth Addressing Health Disparities – Tuesday, September 15 at 2:00 pm ET. Experts from the Centers for Disease Control and Prevention (CDC) will discuss health and social inequities that contribute to COVID-19 health disparities, with a highlight on telehealth as a solution. VA COVID-19 Training – Wednesday, September 16 at 2:00 pm ET. The U.S. Department of Veterans Affairs (VA) will hold a session on caring for patients who do not have COVID-19 during the pandemic.
