Division of Long Term Services & Services Training Series: Settings Considerations for Waivers and State Plan Amendments (SPAs)

The Home and Community-Based Services (HCBS) Settings rule was effective on March 17, 2014. In order to ensure that their programs are in compliance with the settings criteria by March 17, 2023, states are required to submit a Statewide Transition Plan (STP) to CMS for review. This training will provide states with an opportunity to consider a variety of monitoring strategies to ensure ongoing compliance with the home and community-based (HCB) settings criteria.

This training will:

  • Review the states' responsibilities for monitoring for compliance with the HCB settings rule;
  • Discuss the headway states have made in systemic remediation changes to assess implementation in 1915(c) waiver submissions and/or 1915(i) SPAs;
  • Review the data report on the various monitoring strategies used by states to achieve and maintain compliance with the HCB settings criteria;
  • Consider an additional strategy for monitoring ongoing compliance with the settings rule by incorporating performance measures into the waiver assurances/quality improvement section of a state's 1915(c) waiver submissions and, if applicable, into the state's 1915(i) benefit quality improvement strategy.
  • We will also review some current state examples of both.

Information session: "Advancing Prevention and Reducing Childhood Caries in Medicaid and CHIP Affinity Group Q&A"

The Center for Medicaid & CHIP Services (CMCS) has launched the "Advancing Prevention and Reducing Childhood Caries in Medicaid and CHIP Learning Collaborative" to support state Medicaid and Children's Health Insurance Program (CHIP) agencies improve children's oral health. The Learning Collaborative consists of two parts: a webinar series that began in spring 2020, and an affinity group that will launch in early 2021.

CMCS invites you to attend the "Advancing Prevention and Reducing Childhood Caries in Medicaid and CHIP Affinity Group Q&A" information session on Thursday, October 15, 2020 from 3:00 – 4:00 p.m. ET. Natalia Chalmers DDS, MHSc, PhD, Dental Officer, CMCS, will provide an overview of national Medicaid trends in childhood caries, access to dental services, and the use of fluoride varnish. Mathematica, CMCS's technical assistance provider, will then outline the structure for the affinity group, which will include small group workshops and individualized technical assistance, discuss the Expression of Interest (EOI) requirements, and the expected commitment from each participating state team. During this session, states will have the opportunity to discuss questions and answers about the affinity group. An affinity group fact sheet and the EOI form are posted on Medicaid.gov here.
