Join HRSA as we celebrate National Rural Health Day. HRSA Administrator Tom Engels and Jeff Colyer, Chair of the National Advisory Committee on Rural Health and Human Services, kick off the annual observance at 10 a.m. ET with online activities taking place throughout the day, and all week.

What's New

New Information on RMOMS Program.  A pilot federal grant program introduced in the 2019, Rural Maternal and Obstetric Management Strategies (RMOMS) will run until August 2023 to improve maternal care in rural communities. New information added to the website lists the three rural networks funded last year and provides more detailed information about the grantees and their activities.

CARES Act Supports Online Resource for Professional Licensure.  The website for the Multi-Discipline Licensure Resource Project was created to support pandemic response through the Coronavirus Aid, Relief, and Economic Security (CARES) Act and the FORHP-supported Licensure Portability Program.  Created by the Association of State and Provincial Psychology Boards, the site provides up-to-date information on emergency regulation and licensing in each state for psychologists, occupational therapists, physical assistants, and social workers. 

Emergency Call for Volunteer Health Care Professionals. The Massachusetts General Hospital (MGH) Rural Medicine Program seeks emergency volunteers for Indian Health Service sites within the Great Plains Area. According to the Centers for Disease Control and Prevention, American Indian and Alaska Native persons appear to be disproportionately affected by the COVID-19 pandemic, and insufficient public health resources may contribute to the disparity. Qualifying volunteers are physicians, nurse practitioners, physician assistants, nurses, and respiratory therapists who are currently licensed in any of the 50 US states. MGH anticipates that travel expenses will be eligible for reimbursement. Please direct questions to rosebuddoctors@gmail.com.


COVID-19 Resources

Federal Office of Rural Health Policy FAQs for COVID-19.  A set of Frequently Asked Questions (FAQs) from our grantees and stakeholders, including Updated FAQ for Rural Health Clinics (RHC) Testing Program, with a link to the RHC COVID-19 Reporting Portal, where tests and spending categories must be reported monthly.

COVID-19 FAQs and Funding for HRSA Programs. Find all funding and frequently asked questions for programs administered by the Health Resources and Services Administration (HRSA).

CDC COVID-19 Updates.  The Centers for Disease Control and Prevention (CDC) provides daily updates and guidance, including a section specific to rural health care, a daily tracker of new cases by urban/rural county classification, and a Toolkit for Tribal CommunitiesNew: Multiple COVID-19 Outbreaks Linked to a Wedding Reception in Rural Maine describes 177 cases resulting from a single event, and COVID-19 Outbreak in an Amish Community investigates what happened in rural Ohio. 

CMS Coronavirus Stakeholder Calls.  The Centers for Medicare & Medicaid Services (CMS) hosts recurring online sessions to share information related to COVID-19. These sessions are open to members of the health care community and are intended to provide updates, share best practices among peers, and offer attendees an opportunity to ask questions of CMS and other subject matter experts.

HHS Coronavirus Data Hub.  The U.S. Department of Health & Human Services (HHS) launched a website in July with data on the COVID-19 response at federal, state, and local levels.  The hub includes estimated and reported hospital capacity by state, with numbers updated daily.  It also links to the weekly list of hospitals completing their daily COVID-19 data reporting.

COVID-19 Data from the U.S. Census Bureau. Updated regularly, the site provides access to demographic and economic data that may be useful in decision-making, including state and local data on at-risk populations, poverty, health insurance coverage, and employment.

ATTC Network COVID-19 Resources for Addictions Treatment. The Addiction Technology Transfer Center (ATTC) Network was established in 1993 by the Substance Abuse and Mental Health Services Administration.  The online catalog of COVID-related resources includes regularly-updated guidance and trainings for professionals in the field.

GHPC's Collection of Rural Health Strategies for COVID-19.  With support from the Federal Office of Rural Health Policy (FORHP), the Georgia Health Policy Center (GHPC) provides reports, guidance, and innovative strategies gleaned from their technical assistance and peer learning sessions with FORHP grantees.

Confirmed COVID-19 Cases, Metropolitan and Nonmetropolitan Counties.  The RUPRI Center for Rural Health Policy Analysis provides up-to-date data on rural and urban confirmed cases throughout the United States.  An animated map shows the progression of cases beginning January 21 to the present.

Rural Response to Coronavirus Disease 2019.  The Rural Health Information Hub posted a guide to help you learn about activities to address COVID-19. The online resource now includes Rural Healthcare Surge Readiness, a tool with resources for healthcare systems preparing for and responding to a COVID-19 surge in their communities.

SAMHSA Training and Technical Assistance Related to COVID-19.  The Substance Abuse and Mental Health Services Administration (SAMHSA) created this list of resources, tools, and trainings. 

Mobilizing Health Care Workforce via Telehealth.  ProviderBridge.org was created by the Federation of State Medical Boards through the CARES Act and the FORHP-supported Licensure Portability Program. The site provides up-to-date information on emergency regulation and licensing by state as well as a provider portal to connect volunteer health care professionals to state agencies and health care entities. 


Funding and Opportunities

HHS/ASN KidneyX COVID-19 Kidney Care Challenge – December 4.  The U.S. Department of Health & Human Services (HHS) and the American Society of Nephrology (ASN) seek solutions that reduce the transmission of coronavirus among people living with kidney disease.  Winners will receive $20,000 each from a total prize pool of $300,000. Winners selected from this first round ending December 4 will go on to Round 2, running through January 20.

APA Minority Externship in Addiction Psychiatry – January 31.  The American Psychiatric Association (APA) offers a one-month clinical shadowing program to minority medical students who have an interest in substance abuse treatment and prevention services. Up to five awards of up to $2000 each will be made for living expenses. 

CDC National Center for Prevention of Childhood Agricultural Injury – February 9.  The Centers for Disease Control and Prevention (CDC) will enter into a cooperative agreement with one single entity that would work to prevent childhood agricultural injury through research, outreach, and translation to practice.  Total funding is up to $1.5 million per year for a five-year project. 

CDC Research to Inform Pandemic Response for Displaced Persons – February 18.  The Centers for Disease Control and Prevention (CDC) will make five awards with total funding of $75 million to better understand specific health needs of displaced populations affected by humanitarian emergencies.  Eligible applicants include public and private institutions of higher education and nonprofit organizations that can study surveillance systems, disease transmission, mitigation measures, and mental health. NIH Research for AI/AN End-of-Life Care – January 2022.  The National Institutes of Health (NIH) will support research for end-of-life and palliative care strategies in American Indian/Alaska Native (AI/AN) communities.  Applicants should consider cultural adaptations, variables such as gender and LGBTQ, and engaging Tribes in study planning and implementation.

Medicare Extreme and Uncontrollable Exceptions Applications – Due December 31.  The Centers for Medicare & Medicaid Services (CMS) is encouraging clinicians to submit an application now if there are concerns about the effect of COVID-19 on their performance data for the Quality Payment Program.  Learn more details about how the extreme and uncontrollable exception will change data reporting requirements. Clinicians should cite COVID-19 as the reason for the application.

Updated: Rural Crosswalk for COVID-19 Waivers and Flexibilities.  The Centers for Medicare & Medicaid Services (CMS) updated their summary of the COVID-19-related waivers and flexibilities that affect Rural Health Clinics, Federally Qualified Health Centers, Critical Access Hospitals, rural skilled nursing facilities, and rural hospitals to include those from the most recent Interim Final Rule with Comment (IFC)-4.

Updates to Medicare's Online Compare Tool.  Starting December 1, Medicare.gov will compile the eight online tools to compare providers, such as Hospital Compare, Nursing Home Compare, and Physician Compare, into one place called Care Compare.  It provides the same information but with a new, streamlined design.  The Centers for Medicare & Medicaid Services urges providers to update hyperlinks on public-facing websites to the eight original care tools, so patients are directed to the new Care Compare.


Learning Events and Technical Assistance

NRHD: HRSA Introducing Telehealth to Rural and Indigenous Communities – November 18-19.  The Health Resources and Services Administration's (HRSA) Office of Regional Operations will hold a two-day training event, including information about successful programs.  For more information, contact Alisha Acker at AAcker@hrsa.gov

NRHD: NIH Rural Health Seminar – Thursday, November 19 at 1:00 pm ET.  The National Institutes of Health (NIH) will host a four-hour event online with a focus on challenges rural areas are facing during COVID-19.

CMS Rural Health Open Door Forum – Thursday, November 19 at 2:00 pm ET.  The Centers for Medicare & Medicaid Services (CMS) holds regular forums to address issues for Rural Health Clinics, Critical Access Hospitals, and Federally Qualified Health Centers.  This conference call will begin with remarks from CMS Administrator Seema Verma on National Rural Health Day, then provide updates related to rural areas on the Hospital Price Transparency Final Rule, the Interim Final Rule with Comment (IFC)-4 rule, and the COVID-19 Vaccine Provider Toolkit.

New Census Bureau Data Platform – Thursday, November 19 at 2:00 pm ET. The U.S. Census Bureau will hold a 30-minute online session to review the most recent updates made to its data platform, data.census.gov.  Census data are used to allocate federal funding, provide data for policymaking, plan economic development, and provide data for research, among countless other needs for quality of life.

DOJ Expert Q&A: Supporting Indigenous Victims of Violence – Friday, November 20 at 3:30 pm ET.  The Office for Victims of Crime Training and Technical Assistance Center at the U.S. Department of Justice (DOJ) will present data and resources on violent crime in these communities. 

Webinar:  Using the UDS Mapper for Rural Areas – Monday, November 23, at 12:00 pm ET.  Hosted by HRSA, this webinar focuses on how the Uniform Data System (UDS) Mapper can be used to examine rural health and rural hospital closings, and to identify areas of potential need. It is geared toward users who are familiar with the UDS Mapper.  For new users, there is an Introduction to the UDS Mapper webinar on December 7, 2020.

Training for MAT Waiver EligibilityMonday, November 23 at 8:00 pm ET.  The American Osteopathic Academy of Addiction Medicine offers a free online training series for physicians, nurse practitioners, and physician assistants that satisfies some of the requirements to obtain a Medication Assisted Treatment (MAT) waiver for prescribing buprenorphine to treat opioid use disorder.

A Multigenerational Approach to Prevention & Treatment of SUDs—December 2 at 12:00 pm, ET. University of Vermont's Center on Rural Addiction will host an hour-long webinar on how substance use disorders perpetuate from one generation to another within families due to environmental and genetic factors and the importance of treatment and preventive measures for family members who have been directly impacted by, are at risk for or also struggle with a substance use disorder. 

Smartphone-based Financial Incentives to Promote Smoking Cessation Among Pregnant Women – December 9 at 12:00 pm ET. The University of Vermont's Center on Rural Addiction also will host an hour-long webinar reviewing the research, development, and outcomes produced by an innovative, remotely-delivered financial incentives intervention for reducing cigarette smoking during pregnancy.


Resource of the Week

CMS Targeted COVID-19 Training for Frontline Nursing Home Staff.  The Centers for Medicare & Medicaid Services (CMS) consulted with the Centers for Disease Control and Prevention to create training modules for basic infection control and prevention.  The site also includes modules for management that address larger, institution-wide issues such as implementing telehealth, emergency preparedness, and vaccine delivery.
