The U.S. Department of Health & Human Services (HHS) commissioned an in-depth look at the challenges and opportunities for this segment of the health care workforce that includes community health workers, behavioral health peer support, and home health aides. Forecasting a shortage across professions, the report identifies entry-level positions as one option for expanding community-level capacity while also increasing employment opportunities. CMS: Rural-Urban Disparities in Health Care in Medicare. The Centers for Medicare & Medicaid Services (CMS) uses two sources of information in this summary of the quality of care received by Medicare beneficiaries. The first source is the Consumer Assessment of Healthcare Providers and Systems (CAHPS) and its survey on health care experiences (e.g., ease of getting needed care, how well providers communicate, etc.). The second is the Healthcare Effectiveness Data and Information Set (HEDIS) with information collected from medical records and administrative data on the technical quality of care for a variety of medical issues, including diabetes, cardiovascular disease, and chronic lung disease. CDC COVID-19 Updates. The Centers for Disease Control and Prevention (CDC) provides daily updates and guidance, including a section specific to rural health care, a Toolkit for Tribal Communities, and a tracker of cases, deaths, and tests by county. Also, the Morbidity and Mortality Weekly Report released last week gives new information on COVID-19 Mortality Among American Indian and Alaska Native Persons. CMS Coronavirus Stakeholder Calls. The Centers for Medicare & Medicaid Services (CMS) hosts recurring online sessions to provide updates, share best practices among peers, and offer attendees an opportunity to ask questions of CMS. HHS Coronavirus Data Hub. The U.S. Department of Health & Human Services (HHS) website includes estimated and reported hospital capacity by state, with numbers updated daily. COVID-19 Data from the U.S. Census Bureau. The site provides access to demographic and economic data, including state and local data on at-risk populations, poverty, health insurance coverage, and employment. ATTC Network COVID-19 Resources for Addictions Treatment. The Addiction Technology Transfer Center (ATTC) Network was established in 1993 by the Substance Abuse and Mental Health Services Administration. The online catalog of COVID-related resources includes regularly-updated guidance and trainings for professionals in the field. GHPC's Collection of Rural Health Strategies for COVID-19. The FORHP-supported Georgia Health Policy Center (GHPC) provides reports, guidance, and innovative strategies gleaned from their technical assistance and peer learning sessions with FORHP grantees. Confirmed COVID-19 Cases, Metropolitan and Nonmetropolitan Counties. The RUPRI Center for Rural Health Policy Analysis provides up-to-date data on rural and urban confirmed cases throughout the United States. An animated map shows the progression of cases beginning January 21 to the present. Rural Response to Coronavirus Disease 2019. The Rural Health Information Hub has a compendium of rural-specific activities and guidelines, including Rural Healthcare Surge Readiness, a tool with resources for responding to a local surge in cases. SAMHSA Training and Technical Assistance Related to COVID-19. The Substance Abuse and Mental Health Services Administration (SAMHSA) created this list of resources, tools, and trainings. Mobilizing Health Care Workforce via Telehealth. Up-to-date information on emergency regulation and licensing by state as well as a provider portal to connect volunteer health care professionals to state agencies and health care entities. Online Resource for Licensure of Health Professionals. Created by the Association of State and Provincial Psychology Boards, the site provides up-to-date information on emergency regulation and licensing in each state for psychologists, occupational therapists, physical therapists assistants, and social workers. Funding and Opportunities SAMHSA Mental Health Awareness Training Grants – February 5. The Substance Abuse and Mental Health Services Administration (SAMHSA) will make 134 awards from an investment of $16.8 million. State and local governments, federally recognized Tribes and tribal consortia, public and private colleges and universities, and community- and faith-based organizations will provide training for individuals and first responders on the signs and symptoms of mental disorders. HRSA Nurse Faculty Loan Program – February 8. The Health Resources and Services Administration (HRSA) will make 90 awards with a total investment of $28.5 million to increase the number of qualified nursing faculty nationwide. Grantees of the program will be accredited advanced education nursing programs that will establish and operate a loan fund for students who are committed to becoming nurse faculty. SAMSHA Expanding Treatment/Recovery Services for Youth – February 8. The Substance Abuse and Mental Health Services Administration (SAMHSA) will make 17 awards with total investment of $9.5 million for comprehensive treatment and recovery support services for adolescents (ages 12-18), transitional youth (ages 16-25), and their families experiencing substance use disorder. At least three of the grants will be awarded to federally recognized American Indian/Alaska Native tribes or tribal organizations. SAMHSA Tribal Behavioral Health Grant Program – February 8. The Substance Abuse and Mental Health Services Administration (SAMHSA) will make 29 awards from a total investment of $7.3 million. Federally recognized Tribes, as well as consortia of tribes or tribal organizations will get funding for preventing suicidal behavior and substance misuse, and to create culturally appropriate models that promote mental health for young people up to age 24. DOL YouthBuild Training Opportunity Zones – February 9. The Department of Labor (DOL) will invest $89 million in 75 grants for education, occupational skills training, and employment services for at-risk youth ages 16 to 24. Eligible applicants are public or private non-profit organizations. To help YouthBuild connect to existing occupational skills training (OST) programs, the DOL Workforce Pathways for Youth Program – February 4, will make three grants of up to $5 million each to OST organizations with affiliates operating in at least five states. EPA Student Design Competition for Environmental Health – February 9. The Environmental Protection Agency (EPA) will award 25 grants for technology-based projects that address environmental issues affecting health. Eligible applicants are public and private institutions of higher learning forming teams of undergraduate and/or graduate students. EPA Training/Technical Assistance for Small Public Water Systems – February 12. The Environmental Protection Agency will make nine awards of up to $15 million each to nonprofit organizations that can provide training and technical assistance to improve local water quality. Eligibility does not include states, municipalities, tribal governments, individuals, or for-profit organizations. Grantees of the program must contribute ten percent non-federal cash and/or in-kind matching funds. HRSA Advanced Nursing Education – Sexual Assault Nurse Examiners Program – February 17. The Health Resources and Services Administration (HRSA) will make 16 awards from total funding of $8 million to train and certify Registered Nurses, Advanced Practice Registered Nurses, and Forensic Nurses to practice as sexual assault nurse examiners. Eligible applicants include accredited schools of nursing, nurse-managed health clinics, Rural Health Clinics, and other providers of emergency health care. HRSA Training for Primary Care and Maternal Health – February 22. The Health Resources and Services Administration (HRSA) will invest more than $15 million for 26 awards to accredited hospitals, schools of medicine, and affiliated physician assistant training programs to train primary care physicians in maternal health. Faith- and community-based organizations, as well as Tribes and tribal organizations may be eligible to apply. The program has two tracks: one to increase the number of primary care physicians trained in public health and general preventive medicine, and the other to increase maternal health care in rural and/or underserved areas. The provisions of this final rule include a process to resolve (1) claims by covered entities that they have been overcharged for covered outpatient drugs by manufacturers and (2) claims by manufacturers, after the manufacturer has conducted an audit of a covered entity as authorized by section 340B(a)(5)(C) of the Public Health Service Act, that a covered entity has violated the prohibition on diversion or duplicate discounts. HRSA will post the final rule on the 340B Drug Pricing Program website. Comments Requested: Proposed Changes to HIPAA Privacy Rule – 60 days from publication in the Federal Register. The Office for Civil Rights (OCR) at the Department of Health and Human Services (HHS) seeks comment on proposed changes to the use and disclosure of protected health information (PHI) in the Health Insurance Portability and Accountability Act (HIPAA) Privacy Rule, which protects the privacy and security of individuals' medical records and other PHI. Learning Events and Technical Assistance FCC Broadband Deployment Advisory Committee Meeting – Thursday, December 17 at 11:00 am ET. The Federal Communications Commission (FCC) will make this meeting open to the public as they consider recommendations from the Increasing Broadband Investment in the Low Income Communities working group. Rural PREP: Data and Local Advocacy for Rural Medical Pipelines – Thursday, December 17 at 1:00 pm ET. The Collaborative for Rural Primary care, Research, Education, and Practice (Rural PREP) is a nonprofit promoting health professions training and research in rural communities. During this hour-long webinar, experts will discuss the role of "growing our own" health professionals, and evaluation studies that support strategies for rural medical education. Application Assistance for Rural Healthcare Provider Transition Project – Thursday, December 17 at 4:00 pm ET. The National Rural Health Resource Center will provide details for a successful application to the Rural Healthcare Provider Transition Project ahead of its January 16th deadline. HRSA Webinar: Using Medical Scribes to Reduce Clinician Burnout – Friday, December 18 at 2:00 pm. As part of its Clinical Leaders Forum, the Bureau of Health Workforce at the Health Resources and Services Administration (HRSA) invites clinical leaders in tribal, rural and underserved communities to a one-hour webinar about the use of medical scribes in community health care settings. NCSL Strategies to Reduce Maternal Mortality – Friday, December 18 at 2:00 pm ET. During this hour-long event, the National Conference of State Legislatures (NCSL) will explore the current state of maternal mortality in the United States, and review examples of state-level actions to reduce rates. CDC: COVID-19 Vaccine Update – Monday, December 21 at 3:00 pm ET. The Centers for Disease Control and Prevention (CDC) will hold an hour-long call to provide updates on the status of vaccines. HRSA on Staying Healthy While in Social Isolation – Thursday, January 7 at 12:00 pm ET. Captain Christopher Bersani is a Clinical Health Psychologist and Neuropsychologist by training and currently serves as Deputy Regional Administrator and the National Lead for Behavioral Health for the Office of Regional Operations of the Health Resources Services Administration. The interactive mapping system is a collaboration between the Centers for Disease Control & Prevention (CDC), the CDC Foundation, and the Robert Wood Johnson Foundation. It provides data related to chronic disease and unhealthy behaviors at the county, place, census tract, and ZIP code levels. Webinar Series: HRSA on Federal Funding Opportunities for Rural Communities. Earlier this year, the Health Resources and Services Administration (HRSA) hosted two webinars about rural-specific programs.
