January 7, 2021 What's New COVID-19 Taking Heavy Toll on Farmers' Mental Health. On Wednesday, the American Farm Bureau released a report showing that two in three farmers surveyed say that the pandemic has impacted their mental health. Farmers and farmworkers were 10 percent more likely than rural adults as a whole to have experienced feeling nervous, anxious or on edge during the pandemic (65% vs. 55%). Two-thirds of rural adults ages 18-44 say they are personally experiencing more mental health challenges than they were a year ago. CDC Recommended Strategies for Initial COVID-19 Vaccination. The Centers for Disease Control and Prevention (CDC) produced a guide intended to assist state, tribal, local, or territorial immunization programs with planning for the first three phases of vaccination: Phase 1a, which includes healthcare personnel and residents of long-term care facilities; Phase 1b, frontline essential workers and individuals aged 75 years and older; and Phase 1c, other essential workers, persons 65-74 years of age, and individuals 16-64 years of age with underlying medical conditions. Share Your Thoughts and Opinions on Health – Respond by January 11. The Health Resources and Services Administration (HRSA) is seeking English-speaking individuals to participate in upcoming virtual discussions about health from any of the following groups: 1) parents or guardians of children ages 6 months to 3½ years; 2) people with HIV; 3) people living in rural areas; 4) HRSA health center patients; 5) adults ages 45 years and older. The Agency for Healthcare Research and Quality (AHRQ) provides a series of data files on monthly hospital utilization. COVID-19 Data from the U.S. Census Bureau. The site provides access to demographic and economic data, including state and local data on at-risk populations, poverty, health insurance coverage, and employment. ATTC Network COVID-19 Resources for Addictions Treatment. The Addiction Technology Transfer Center (ATTC) Network was established in 1993 by the Substance Abuse and Mental Health Services Administration. The online catalog of COVID-related resources includes regularly-updated guidance and trainings for professionals in the field. GHPC's Collection of Rural Health Strategies for COVID-19. The FORHP-supported Georgia Health Policy Center (GHPC) provides reports, guidance, and innovative strategies gleaned from their technical assistance and peer learning sessions with FORHP grantees. Confirmed COVID-19 Cases, Metropolitan and Nonmetropolitan Counties. The RUPRI Center for Rural Health Policy Analysis provides up-to-date data on rural and urban confirmed cases throughout the United States. An animated map shows the progression of cases beginning January 21 to the present. Rural Response to Coronavirus Disease 2019. The Rural Health Information Hub has a compendium of rural-specific activities and guidelines, including Rural Healthcare Surge Readiness, a tool with resources for responding to a local surge in cases. SAMHSA Training and Technical Assistance Related to COVID-19. The Substance Abuse and Mental Health Services Administration (SAMHSA) created this list of resources, tools, and trainings. Mobilizing Health Care Workforce via Telehealth. Up-to-date information on emergency regulation and licensing by state as well as a provider portal to connect volunteer health care professionals to state agencies and health care entities. Online Resource for Licensure of Health Professionals. Created by the Association of State and Provincial Psychology Boards, the site provides up-to-date information on emergency regulation and licensing in each state for psychologists, occupational therapists, physical therapists assistants, and social workers. Funding and Opportunities NIH Research to Address Vaccine Hesitancy Among Disparity Populations – February 5. The National Institutes of Health (NIH) seeks applications for research highlighting the important need for community-engaged research to address vaccine hesitancy, uptake, and implementation among populations who experience health disparities. NIH-designated U.S. health disparity populations include Blacks/African Americans, Hispanics/Latinos, American Indians/Alaska Natives, Asian Americans, Native Hawaiians and other Pacific Islanders, socioeconomically disadvantaged populations, underserved rural populations, and sexual and gender minorities. USDA Higher Education Multicultural Scholars Program – February 8. The U.S. Department of Agriculture (USDA) will provide grants of up to $200,000 each for scholarship programs educating students in agricultural sciences and in rural economic, community, and business development. Eligible applicants include Land-Grant Institutions, and colleges and universities with significant minority enrollments. SAMHSA Rural Emergency Medical Services Training – February 16. The Substance Abuse and Mental Health Services Administration (SAMHSA) will make 27 awards of up to $200,000 each to recruit and train emergency medical services personnel in rural areas. Eligible applicants are rural emergency medical service agencies operated by a local or tribal government, or nonprofit agency. SAMHSA Certified Community Behavioral Health Clinic Expansion Grants – March 1. The Substance Abuse and Mental Health Services Administration (SAMHSA) will make 74 awards from total funding of $149 million to increase access to and improve the quality of community behavioral health services. Eligible applicants are Certified Community Behavioral Health Clinics or community-based behavioral health clinics who may not yet be certified but meet the certification criteria and can be certified within 4 months of award. HRSA Rural Communities Opioid Response Program (RCORP) -Implementation – March 12. The Health Resources and Services Administration (HRSA) will make 78 awards of up to $1 million each as part of a multi-year initiative to reduce the morbidity and mortality of substance use disorder in high-risk rural communities. Eligible applicants include public and private non-profit or for-profit entities, including faith-based and community-based organizations and tribal organizations. CDC Research Grants to Prevent Violence/ACEs – March 22. The Centers for Disease Control and Prevention (CDC) will make three awards with total funding of $3.1 million for research into what prevents violence that impacts children and youth, also known as Adverse Childhood Experiences. Eligible applicants include state and local governments, Native American tribal organizations, and institutions of higher education. A separate but related program, CDC Grants for New Investigators Researching Violence Impacting Children – March 10, will make two awards to applicants proposing a research project on this subject. CMS Community Health Access and Rural Transformation Model (CHART) – Extended to March 16. The CMS Center for Medicare & Medicaid Innovation has extended the application due date for its Community Health Access and Rural Transformation Model (CHART), which aims to change the way the federal government pays for health care in rural areas, to March 16. Letters of Intent are due February 17, 2021. DOJ Tribal-Researcher Capacity Building Grants – March 29. The U.S. Department of Justice (DOJ) will make awards of up to $150,000 each to support criminal research. Heath-related research priorities include sexual assault; murdered, missing, and trafficked persons; child and elder abuse; and combating abuse of drugs and alcohol. American Indian Public Health Resource Center Technical Assistance – Ongoing. The American Indian Public Health Resource Center provides no-cost technical assistance for tribes to improve health systems, access to services, and health outcomes in rural, impoverished communities. The Office for Civil Rights (OCR) at the U.S. Department of Health and Human Services (HHS) seeks comment on proposed changes to the use and disclosure of protected health information (PHI) in the Health Insurance Portability and Accountability Act (HIPAA) Privacy Rule, which protects the privacy and security of individuals' medical records and other PHI. Rural Value‐Based Care Models: A Summit Findings Report. This Rural Health Value report summarizes themes and recommendations from a two-day summit on how to design and support value-based care models for rural providers. Price Transparency Compliance. Starting this month, the Centers for Medicare & Medicaid Services (CMS) plans to audit a sample of hospitals for compliance with the new price transparency requirements in addition to monitoring complaints. Hospitals may face civil monetary penalties for noncompliance. Accountable Health Communities Evaluation Report. This first evaluation report of the CMS Center for Medicare & Medicaid Innovation Accountable Health Communities (AHC) Model focuses on the beneficiaries served in the initial year of the model, which is testing whether addressing health-related social needs can improve health and reduce costs for Medicare and Medicaid beneficiaries. Final Report on Local Use of Rural Hospitals. This final report from Centers for Medicare & Medicaid Services (CMS) builds on the September data brief and explores the extent to which rural Medicare beneficiaries bypass their nearest rural hospital and which hospital services rural beneficiaries most often seek locally and at distant hospitals. Medicaid Maternal and Infant Health Initiative. Over the course of 2021, CMS will roll out new technical assistance opportunities for state Medicaid programs and health providers to address maternal and infant health beginning with the Postpartum Care Learning Collaborative webinar series in January. Clinicians are encouraged to go to the Quality Payment Program (QPP) Participation Status Tool to determine if they are required to report into the Merit-based Incentive Program (MIPS) for 2020. Those excluded from MIPS due to low volumes may be eligible to voluntarily report ('opt-in eligible').
