What's New

CDC National Forum on COVID-19 Vaccine – February 22-24. Beginning Monday, the Centers of Disease Control and Prevention (CDC) will hold a virtual event over three days to promote the most effective strategies for building confidence and increasing access to the vaccine nationwide.  Community health stakeholders including pharmacies, labor associations, faith-based organizations, and academic institutions are encouraged to attend and hear from leaders at every level of government and across sectors.

Extended Public Comment Period for FCC's COVID-19 Telehealth ProgramThe Federal Communications Commission (FCC) continues to seek public comment on the metrics that should be used to evaluate applications for Round 2 of the COVID-19 Telehealth Program and how the FCC should treat applications filed during initial funding rounds.  In January, the FCC announced an additional $250 million for the program that was established in April 2020 and set a deadline of January 19 for comments.  That deadline has been lifted and the FCC will continue to accept comments at any time. 

CDC: Racial and Ethnic Disparities in Pandemic-Related Stress.  The Centers for Disease Control and Prevention (CDC) report that Hispanic adults reported a higher prevalence of symptoms of depression during the COVID-19 pandemic.  Estimates of self-reported suicidal thoughts/ideation among Hispanic persons (22.9%) were four times those among non-Hispanic Black (Black) persons (5.2%) and White persons (5.3%) and approximately twice those of multiracial and non-Hispanic persons of other races/ethnicities (8.9%).

CDC: Trends in Drug and Synthetic Opioid Overdose Deaths.  In the February 12 issue of its Morbidity and Mortality Weekly Report, the Centers for Disease Control and Prevention (CDC) report an increase in overdose deaths involving synthetic opioids other than methadone, cocaine, and psychostimulants.  During the period studied, 2013 – 2019, synthetic opioid deaths largely consisted of illicitly manufactured fentanyl.  In 2019, a total of 70,630 drug overdose deaths occurred, an increase of 4.3 percent over deaths in 2018.

Report: Emergency Medical Services Personnel (EMS) as Vaccinators.  The National Association of State EMS Officials reports on state-level policy that allows paramedics and other first-responders to administer vaccines.

NGA: Supporting a Trained Direct Care Workforce During and After the Pandemic.  The National Governor's Association (NGA) reports on waivers issued by states and by the Centers for Medicare & Medicaid Services to address staffing challenges during the public health emergency. The NGA explains these, including temporary adjustments to training requirements, and presents strategies for retaining this workforce when the waivers expire.

MACPAC: Medicaid's Role in Health Care for AI/AN.  The Medicaid and CHIP Payment and Access Commission (MACPAC) is a nonpartisan agency in the legislative branch that analyzes policy and makes recommendations to federal and state-level policymakers.  In this report, MACPAC provides an overview of the federal government's role in providing health care to American Indians and Alaska Natives (AI/AN), including the structure of the Indian Health Service and the special Medicaid rules and protections that apply to AI/AN beneficiaries and Indian health providers.

COVID-19 FAQs and Funding for HRSA Programs. Find all funding and frequently asked questions for programs administered by the Health Resources and Services Administration (HRSA).

CARES Act Provider Relief Fund Frequently Asked Questions.  Includes information on terms and conditions, attestation, reporting and auditing requirements, general and targeted distributions, and how to report capital equipment purchases. 

CDC COVID-19 Updates.  The Centers for Disease Control and Prevention (CDC) provides daily updates and guidance, including a section specific to rural health care, a Toolkit for Tribal Communities, and a vaccine locator by state.  New: Perceptions and Reasons for Not Vaccinating Among Groups.

CMS Coronavirus Stakeholder Calls.  The Centers for Medicare & Medicaid Services (CMS) hosts recurring online sessions to provide updates, share best practices among peers, and offer attendees an opportunity to ask questions of CMS.

HHS Coronavirus Data Hub.  The U.S. Department of Health & Human Services (HHS) website includes estimated and reported hospital capacity by state, with numbers updated daily. 

COVID-19 Data from the U.S. Census Bureau. The site provides access to demographic and economic data, including state and local data on at-risk populations, poverty, health insurance coverage, and employment.

ATTC Network COVID-19 Resources for Addictions Treatment. The Addiction Technology Transfer Center (ATTC) Network was established in 1993 by the Substance Abuse and Mental Health Services Administration.  The online catalog of COVID-related resources includes regularly-updated guidance and trainings for professionals in the field.

GHPC's Collection of Rural Health Strategies for COVID-19.  The FORHP-supported Georgia Health Policy Center (GHPC) provides reports, guidance, and innovative strategies gleaned from their technical assistance and peer learning sessions with FORHP grantees.

Confirmed COVID-19 Cases, Metropolitan and Nonmetropolitan Counties.  The RUPRI Center for Rural Health Policy Analysis provides up-to-date data on rural and urban confirmed cases throughout the United States.  An animated map shows the progression of cases beginning March 26, 2020 to the present.

Rural Response to Coronavirus Disease 2019.  The Rural Health Information Hub has a compendium of rural-specific activities and guidelines, including Rural Healthcare Surge Readiness, a tool with resources for responding to a local surge in cases. 

SAMHSA Training and Technical Assistance Related to COVID-19.  The Substance Abuse and Mental Health Services Administration (SAMHSA) created this list of resources, tools, and trainings for behavioral health and recovery providers.

Mobilizing Health Care Workforce via Telehealth.  ProviderBridge.org was created by the Federation of State Medical Boards through the CARES Act and the FORHP-supported Licensure Portability Program. The site provides up-to-date information on emergency regulation and licensing by state as well as a provider portal to connect volunteer health care professionals to state agencies and health care entities. 

Online Resource for Licensure of Health Professionals.  Created by the Association of State and Provincial Psychology Boards, the site provides up-to-date information on emergency regulation and licensing in each state for psychologists, occupational therapists, physical therapists assistants, and social workers. 


Funding and Opportunities

USAC Rural Healthcare Connect Fund – April 1.  The non-profit Universal Service Administrative Company (USAC) administers this program for the Federal Communications Commission to provide a discount for telecommunications or broadband services used by eligible public or private health care providers. 

HRSA Behavioral Workforce Education and Training Program for Paraprofessionals – April 12.  The Health Resources and Services Administration (HRSA) will make 43 awards with total funding of $16.3 million to increase the supply of behavioral health-related paraprofessionals.  Eligible applicants are state-licensed mental health nonprofit and for-profit organizations, including universities, community colleges, and technical schools. 

NIH Intervention Research to Improve Native American Health – Various Dates Until September 2023.  The National Institutes of Health (NIH) will support research into culturally appropriate solutions to the unique sociopolitical, historical, and environmental stressors that may exacerbate health inequities.

CDC Direct Assistance to State, Tribal, Local, and Territorial Health Agencies – Ongoing.  The Centers for Disease Control and Prevention (CDC) offers ongoing funding for CDC staff to be assigned for direct technical assistance tailored to local public health needs. 

Tribal Grant Writing Training – Ongoing.  The Association of American Indian Physicians provides online training modules designed specifically for  tribes and tribal organizations. 

USDA Emergency Community Water Assistance Grants – Ongoing.  The U.S. Department of Agriculture (USDA) provides grants of up to $1 million each to help communities prepare for or recover from an emergency that threatens the availability of safe, reliable drinking water.  Eligible applicants are state, local, and tribal governments as well as nonprofit organizations in areas with a population of 10,000 or less. Eligible areas must also have a median household income that is lower than the state's median household income for non-metropolitan areas.

Learning Events and Technical Assistance

NCTRC Telehealth Policy Update – Thursday, February 18 at 2:00 pm ET.  The FORHP-supported National Consortium of Telehealth Resource Centers (NCTRC) will hold a one-hour webinar to provide an update on federal and state policy and look ahead to what's coming in 2021. 

ACL/CMS Bridging the Digital Divide for HCBS Beneficiaries – Thursday, February 18 at 3:00 pm ET.  During this 90-minute webinar, originally scheduled for February 4, the Administration for Community Living (ACL) and the Centers for Medicare & Medicaid Services (CMS) will discuss what funding, services, and skills are needed to bring internet connection to beneficiaries of home & community based services (HCBS).

MATRC: Answering Questions About Telehealth and Telemental Health – Friday, February 19 at 12:00 pm ET.  The Mid-Atlantic Telehealth Resource Center (MATRC) holds a live, one-hour event to answer questions about the basics.  The MATRC is one of 14 FORHP-Supported Telehealth Resource Centers.  Registration is now open for the MATRC Virtual Summit 2021 – March 28-31

AgriSafe: Tools for Healthcare Professionals in Agricultural Communities – Friday, February 19 at 1:00 pm ET.  AgriSafe hosts a one-hour webinar with an overview of free resources on agricultural health and safety topics, including mental health and suicide prevention. 

CDC National Forum on COVID-19 Vaccine – February 22 – 24.  The Centers for Disease Control and Prevention (CDC) will bring together practitioners from national, state, tribal, local, and territorial levels who are engaged in vaccinating communities across the nation.  The previous registration deadline of February 16 has been extended to the day of the event.

RUPRI: Role of Arts/Cultural Capital in Rural Innovation – February 23 & 25.  This virtual conference held by the Rural Policy Research Institute (RUPRI) aims to set a research agenda around the role of arts and cultural capital in rural innovation and community well-being.  The event is free and open to the public, but registration is required for the two-day event taking place from 12:30 – 5:30 pm ET on Tuesday, February 23rd and Thursday, February 25th

AgriSafe: Anhydrous Ammonia Safety for Farmworkers – Tuesday, February 23 at 1:00 pm ET.  The AgriSafe Network hosts a one-hour webinar with information about the health effects of this widely-used nitrogen crop fertilizer.

AgriSafe: Talking to Farmers About Their Pain – Thursday, February 25 at 1:00 pm ET.  The AgriSafe Network hosts experts in an hour-long webinar about acute and chronic pain experienced by agricultural workers. 

Federal COVID-19 Health Equity Task Force Meeting – Friday, February 26 at 3:00 pm ET.  The U.S. Department of Health & Human Services (HHS) will hold the first meeting of this group formed by Executive Order to provide recommendations on pandemic response in underserved communities.  The public is invited to attend the two-hour meeting and must register by 5:00 pm ET, Wednesday, February 24. 

National Shortage Designation 2.0: Update Preview Auto-HPSA Portal Training – March 4 or March 9. HRSA is updating all automatically designated Health Professional Shortage Areas (Auto-HPSA) scores as part of the Shortage Designation Modernization Project (SDMP), also called the 2021 National Shortage Designation 2.0, tentatively planned for summer of 2021. Register now for a training session on March 4 or March 9 from 2:00 – 3:00 pm. ET to access your facility-specific Update Preview within the Auto-HPSA portal.


Resource of the Week

Midwestern Public Health Rural Health Podcast Series. In more than 40 episodes ranging from 15 minutes to an hour in length, the Midwestern Public Health Training Center looks at challenges and success stories that include mental health, leadership, tackling equity, and the impact of COVID-19. Since last month the series has had a rural health focus, with episodes celebrating arts and culture, rural food systems, and the reality of working in a rural hospital during the pandemic.
