In response to the pandemic, the U.S. Department of Health & Human Services (HHS) announced a special period for enrollment of qualified individuals and families, February 15 through May 15, in those states served by the HealthCare.gov platform. Some states run their own websites for enrollment and may or may not make a similar offer. Enter your zip code to find local help. GAO on Federal Response to the Pandemic. The January report from the U.S. Government Accountability Office (GAO) provides an overview of actions taken and offers 13 additional recommendations that include improving the medical supply chain through the Strategic National Stockpile, and better service to older adults in rural areas through the Older Americans Act. NIH: Methamphetamine Overdose Deaths Rise Sharply Nationwide. The National Institutes of Health (NIH) report that, from 2011-2018, deaths more than quadrupled among non-Hispanic American Indians and Alaska Natives from 4.5 to 20.9 per 100,000 people. ATTC Network COVID-19 Resources for Addictions Treatment. The Addiction Technology Transfer Center (ATTC) Network was established in 1993 by the Substance Abuse and Mental Health Services Administration. The online catalog of COVID-related resources includes regularly-updated guidance and trainings for professionals in the field. GHPC's Collection of Rural Health Strategies for COVID-19. The FORHP-supported Georgia Health Policy Center (GHPC) provides reports, guidance, and innovative strategies gleaned from their technical assistance and peer learning sessions with FORHP grantees. The RUPRI Center for Rural Health Policy Analysis provides up-to-date data on rural and urban confirmed cases throughout the United States. The Rural Health Information Hub has a compendium of rural-specific activities and guidelines, including Rural Healthcare Surge Readiness, a tool with resources for responding to a local surge in cases. The Substance Abuse and Mental Health Services Administration (SAMHSA) created this list of resources, tools, and trainings for behavioral health and recovery providers. Mobilizing Health Care Workforce via Telehealth. ProviderBridge.org was created by the Federation of State Medical Boards through the CARES Act and the FORHP-supported Licensure Portability Program. The site provides up-to-date information on emergency regulation and licensing by state as well as a provider portal to connect volunteer health care professionals to state agencies and health care entities. Online Resource for Licensure of Health Professionals. Created by the Association of State and Provincial Psychology Boards, the site provides up-to-date information on emergency regulation and licensing in each state for psychologists, occupational therapists, physical therapists assistants, and social workers. Funding and Opportunities Host Site Application for CDC's Public Health Associate Program – February 16. The Center for Disease Control and Prevention (CDC) seeks state, local, and tribal public health organizations to host individuals in its Public Health Associate Program. Nongovernmental organizations, public health associations, and academic institutions are also eligible to apply if they can provide robust on-the-job experiences suitable for recent college graduates. USDA Rural Community Development Initiative – March 22. The U.S. Department of Agriculture (USDA) will award grants of up to $250,000 each for projects related to housing, community, and economic development. Points will be awarded to applications proposing efforts at prevention, treatment, and recovery for substance use disorder. Eligible applicants include public and nonprofit community-based housing and development organizations and federally-recognized tribal governments. DOJ Rural Program for Violence Against Women – March 12. The U.S. Department of Justice (DOJ) will make 55 awards with total funding of $32 million to address and prevent crimes of domestic and dating violence, sexual assault, and stalking in rural communities. Eligible applicants are states and territories, Indian tribes, local governments, and nonprofit (public or private) entities, including tribal nonprofit organizations. DOJ Special Domestic Violence Criminal Jurisdiction for Tribal Governments – March 26. The U.S. Department of Justice (DOJ) will make 10 awards with total funding of $3.4 million to assist Tribal governments with justice proceedings for criminal defendants and services for victims of domestic violence. PCORI Advisory Panel Nominations – March 31. The Patient Centered Outcomes Research Institute (PCORI) seeks nominations for its panels that include practicing and research clinicians, patients, and experts in health services research, delivery, and medicine. Panels do not serve in an official decision-making capacity, but their recommendations and advice will be taken into consideration by PCORI staff, Board, and Methodology Committee. The U.S. Department of Labor (DOL) will provide grants to state, local, and tribal entities that provide employment-related services for dislocated workers. Two types of Dislocated Worker Grants are funded: 1) Disaster Recovery Grants create temporary employment opportunities to assist with clean-up and recovery efforts when an area impacted by an emergency or major disaster is declared eligible for public assistance; and 2) Employment Recovery Grants temporarily expand capacity to service dislocated workers following a qualifying event such as plant closures and mass layoffs. USDA Economic Impact Initiative Grants – Ongoing. The U.S. Department of Agriculture (USDA) provides funding to assist in the development of essential community facilities in rural communities that have extreme unemployment and severe economic depression. An essential community facility is one that provides an essential service to the local community, serves a primarily rural area, and does not include private, commercial, or business undertakings. MATRC: Answering Questions About Telehealth and Telemental Health – Friday, February 5 at 12:00 pm ET. The Mid-Atlantic Telehealth Resource Center (MATRC) holds a live, one-hour event to answer questions about the basics. The MATRC is one of 14 FORHP-Supported Telehealth Resource Centers. Webinar Series: Medicaid Telehealth Policy and COVID-19 – Friday, February 5 at 2:00 pm ET. The Center for Connected Health Policy will organize and host a telehealth webinar series targeted at Medicaid agencies. This series is designed to tackle pressing telehealth policy challenges faced by Medicaid programs and offer medical directors, administrators, and program staff a chance to share lessons learned. The Indian Health Service (IHS) and the Smithsonian National Museum of the American Indian will hold a one-hour session on the disproportionate impact of the pandemic on Native communities. NAM on Serious Illness Care in the Home – Tuesday, February 16 at 12:00 pm ET. In this 90-minute session, the National Academy of Medicine (NAM) will hold a roundtable discussion on a range of issues, including providing palliative care, strategies to reach people with serious illness living in rural communities, and the opportunities for telehealth. NCTRC Telehealth Policy Update – Thursday, February 18 at 2:00 pm ET.
