March 18, 2021 What's New New CDC Funding for COVID-19 Targets Underserved Communities. Yesterday, the Centers for Disease Control and Prevention (CDC) announced a non-competitive grant program, "National Initiative to Address COVID-19 Health Disparities Among Populations at High-Risk and Underserved, Including Racial and Ethnic Minority Populations and Rural Communities." The program provides funding to improve testing capabilities and other COVID-19 response purposes. Grants will go to state, local, US territorial and freely associated state health departments. Information Requested: NIH Improving the Mental Health of Rural People – April 15. The National Institutes of Health (NIH) seeks input on how the National Institute of Mental Health might learn about and remedy research gaps in knowledge to address mental health disparities in rural people and communities. Learn More About Changes to the Federal Definitions of Rural. This recording of a webinar hosted by the National Organization of State Offices of Rural Health explores the recent changes to the rural definition that FORHP uses to determine eligibility for grants. The recording also includes discussion of proposed changes to designations set by the Census Bureau and by the Office of Management and Budget (e.g., Metropolitan Statistical Areas and Urbanized Areas) and how those relate to FORHP's definition. The deadline to submit a comment about these changes is Friday, March 19 (tomorrow). COVID-19 Resources from the Federal Transit Administration (FTA). The agency that assists local transit authorities includes several rural examples in its list of initiatives across the country to get residents to vaccination sites. FTA's National Center for Mobility Management also has a webinar series specific to pandemic efforts (see Events section below) and other resources for planning transit. CRS Report on the Digital Divide in the U.S. The Congressional Research Service (CRS) provides objective policy and legal analysis to committees and members of the U.S. House and Senate. New: CMS COVID-19 Vaccine Policies and Guidance and Updated Guidance for Visiting Nursing Homes. HHS Coronavirus Data Hub. The U.S. Department of Health & Human Services (HHS) website includes estimated and reported hospital capacity by state, with numbers updated daily. COVID-19 Data from the U.S. Census Bureau. The site provides access to demographic and economic data, including state and local data on at-risk populations, poverty, health insurance coverage, and employment. ATTC Network COVID-19 Resources for Addictions Treatment. The Addiction Technology Transfer Center (ATTC) Network was established in 1993 by the Substance Abuse and Mental Health Services Administration. The online catalog of COVID-related resources includes regularly-updated guidance and trainings for professionals in the field. GHPC's Collection of Rural Health Strategies for COVID-19. The FORHP-supported Georgia Health Policy Center (GHPC) provides reports, guidance, and innovative strategies gleaned from their technical assistance and peer learning sessions with FORHP grantees. New: COVID-19 Rollout in Rural Communities: Challenges, Innovations, and Unmet Needs. Confirmed COVID-19 Cases, Metropolitan and Nonmetropolitan Counties. The RUPRI Center for Rural Health Policy Analysis provides up-to-date data on rural and urban confirmed cases throughout the United States. An animated map shows the progression of cases beginning March 26, 2020 to the present. Rural Response to Coronavirus Disease 2019. The Rural Health Information Hub has a compendium of rural-specific activities and guidelines, including Rural Healthcare Surge Readiness, a tool with resources for responding to a local surge in cases. SAMHSA Training and Technical Assistance Related to COVID-19. The Substance Abuse and Mental Health Services Administration (SAMHSA) created this list of resources, tools, and trainings for behavioral health and recovery providers. Mobilizing Health Care Workforce via Telehealth. ProviderBridge.org was created by the Federation of State Medical Boards through the CARES Act and the FORHP-supported Licensure Portability Program. The site provides up-to-date information on emergency regulation and licensing by state as well as a provider portal to connect volunteer health care professionals to state agencies and health care entities. Online Resource for Licensure of Health Professionals. Created by the Association of State and Provincial Psychology Boards, the site provides up-to-date information on emergency regulation and licensing in each state for psychologists, occupational therapists, physical therapists assistants, and social workers. Funding and Opportunities DOJ Second Chance Act Community-Based Reentry Program – April 13. The U.S. Department of Justice (DOJ) will make nine awards of $750,000 each to rural areas for services that help incarcerated individuals transition back into the community. Eligible applicants include Native American tribal governments and nonprofits with a 501(c)(3) status. DOL Young Adult Reentry Partnership – April 26. The U.S. Department of Labor (DOL) will make six awards of up to $4.5 million each to provide education and training for young adults involved in the criminal justice system and/or who left high school before graduation. Eligible applicants include community colleges and employers, unions, or other organizations that have partnering organizations in at least three communities NIH Firearm Injury/Mortality Prevention Research – April 30. The National Institutes of Health (NIH) will make grants for research on the underlying causes and evidence-based methods of prevention of firearm injury, including crime prevention. NIH Small Business Innovations for Improving Minority Health – May 3. The National Institutes of Health (NIH) will support small business concerns conducting research to develop a product, tool, technology, process, or service for commercialization with the aim of eliminating disparities in socioeconomically disadvantaged populations, underserved rural populations, and sexual and gender minority populations or improving health in racial/ethnic minority populations. Enhancement Grants for Native American Library Services – May 11. The Institute of Museum and Library Services will make 20 awards of up to $150,000 each to improve digital services, educational programs, and to preserve and revitalize Native American culture and language. Eligible applicants are Federally recognized Tribes. USDA Summer Food Service Program – June 15. The U.S. Department of Agriculture (USDA) has an ongoing application window for its program that provides meals to children during long school vacations. To become a site for the summer of 2021, organizations with capable staff, managerial skills, and food service capabilities must apply through their state agency by June 15th. The National Cancer Institute at the National Institutes of Health (NIH) will hold a series of four webinars to examine the connection between cancer, obesity, and disparities within racially-ethnically diverse populations. MATRC: Answering Questions About Telehealth and Telemental Health – Friday, March 19 at 12:00 pm ET. The Mid-Atlantic Telehealth Resource Center (MATRC) holds a live, one-hour event to answer questions about the basics. The MATRC is one of 14 FORHP-Supported Telehealth Resource Centers. Registration is now open for the MATRC Virtual Summit 2021 – March 28-31. National Drug and Alcohol Facts Week – March 22-28. This annual event from the National Institute on Drug Abuse (NIDA) is aimed at raising teenagers' awareness and knowledge of facts about drug and alcohol. NIDA provides an online guide for planning and promoting events, as well as free booklets and other resources for teens. Research from 2016 showed that roughly 10% of rural teens meet criteria for alcohol use disorder. Mobilizing Transit for COVID-19 Vaccinations – Wednesday, March 24 at 12:00 pm ET. In this 45-minute session, the National Center for Mobility Management will present examples from two states, North Carolina and Vermont, that have developed statewide strategies for vaccinations. HRSA Virtual Job Fair for Primary Care Clinicians and Sites – Wednesday, March 24 at 5:45 pm ET.
