The U.S. Department of Health & Human Services (HHS) released a report with existing data on rates for infection, hospitalization, death, and vaccination by race and ethnicity. The brief discusses the drivers of these disparities, and offers policy recommendations for achieving health equity. New: Coverage to Care Telehealth Resources. The Centers for Medicare & Medicaid Services (CMS) released two new resources to support the use of telehealth. The first educates patients on what to expect during a telehealth visit, and the second supports providers in how to conduct a successful telehealth visit and how to keep up to date on Medicare and Medicaid telehealth payments. Social media graphics are also available. CDC: Urban-Rural Differences in Drug Overdose Death Rates, 1999-2019. A new brief from the Centers for Disease Control and Prevention (CDC) reports on a higher rate of overdose deaths due to heroin and cocaine in urban areas. In rural areas, however, overdose rates were higher for natural and semisynthetic opioids, synthetic opioids (excluding methadone), and psychostimulants with abuse potential. NIHB Legislative and Policy Agenda for Indian Health. The National Indian Health Board (NIHB) is a non-profit organization focusing on health care priorities for American Indian and Alaska Native Tribes. This annual report lists issue areas ranging from COVID-19 response to telehealth capacity to water and sanitation infrastructure. The Centers for Disease Control and Prevention (CDC) provides daily updates and guidance, including a section specific to rural health care, a Toolkit for Tribal Communities, and a vaccine locator by state. CMS Coronavirus Partner Resources. The Centers for Medicare & Medicaid Services (CMS) provides information for providers, health plans, state Medicaid programs, and Children's Health Insurance Programs and hosts recurring online sessions to provide updates. New: CMS COVID-19 Vaccine Policies and Guidance and Updated Guidance for Visiting Nursing Homes. HHS Coronavirus Data Hub. The U.S. Department of Health & Human Services (HHS) website includes estimated and reported hospital capacity by state, with numbers updated daily. COVID-19 Data from the U.S. Census Bureau. The site provides access to demographic and economic data, including state and local data on at-risk populations, poverty, health insurance coverage, and employment. ATTC Network COVID-19 Resources for Addictions Treatment. The Addiction Technology Transfer Center (ATTC) Network was established in 1993 by the Substance Abuse and Mental Health Services Administration. The online catalog of COVID-related resources includes regularly-updated guidance and trainings for professionals in the field. GHPC's Collection of Rural Health Strategies for COVID-19. The FORHP-supported Georgia Health Policy Center (GHPC) provides reports, guidance, and innovative strategies gleaned from their technical assistance and peer learning sessions with FORHP grantees. Confirmed COVID-19 Cases, Metropolitan and Nonmetropolitan Counties. The RUPRI Center for Rural Health Policy Analysis provides up-to-date data on rural and urban confirmed cases throughout the United States. An animated map shows the progression of cases beginning March 26, 2020 to the present. Rural Response to Coronavirus Disease 2019. The Rural Health Information Hub has a compendium of rural-specific activities and guidelines, including Rural Healthcare Surge Readiness, a tool with resources for responding to a local surge in cases. SAMHSA Training and Technical Assistance Related to COVID-19. The Substance Abuse and Mental Health Services Administration (SAMHSA) created this list of resources, tools, and trainings for behavioral health and recovery providers. Mobilizing Health Care Workforce via Telehealth. ProviderBridge.org was created by the Federation of State Medical Boards through the CARES Act and the FORHP-supported Licensure Portability Program. The site provides up-to-date information on emergency regulation and licensing by state as well as a provider portal to connect volunteer health care professionals to state agencies and health care entities. Online Resource for Licensure of Health Professionals. Created by the Association of State and Provincial Psychology Boards, the site provides up-to-date information on emergency regulation and licensing in each state for psychologists, occupational therapists, physical therapists assistants, and social workers. Funding and Opportunities NIH Community COPD Awareness – Letters of Intent March 31. The National Heart, Lung, and Blood Institute (NHLBI), part of the National Institutes of Health (NIH), seeks proposals from organizations around the country to increase community-level awareness and understanding of chronic obstructive pulmonary disease (COPD). Each project will be awarded up to $50,000 for a one-year period of performance beginning in May 2021. NHLBI requests a non-binding letter of intent by 3:00 pm ET on Wednesday, March 31. Proposals are due on April 14. DOL Grants for State Apprenticeship Programs – April 26. The U.S. Department of Labor (DOL) will make 30 awards with total funding of $87.5 million for new or expanded Registered Apprenticeship Programs that train individuals aged 16 years and older. DOL intends to fund up to $40 million to states that will adopt diversity, equity, and inclusion efforts. Eligible applicants are U.S. states and territories. CMS Primary Care First Model Cohort 2 – April 30. The Centers for Medicare & Medicaid Services (CMS) seeks applicants for a voluntary 5-year payment option that shifts payment from fee-for-service to one that focuses on outcomes for primary care beneficiaries. This is the second of two cohorts for primary care practices prepared to accept increased financial risk in exchange for potential rewards based on project performance. CDC National Initiative to Address COVID-19 Health Disparities – May 3. The Centers for Disease Control and Prevention (CDC) expects to make 108 awards with total funding of $2.25 billion to support populations in high-risk and underserved communities, including racial and ethnic minority groups and people living in rural communities. Eligible applicants are state, local, and special district governments. Nurse Corps Scholarship Program – May 6. The Nurse Corps Scholarship Program provides financial support to students enrolled in nursing degree programs in exchange for a commitment to serve in high-need areas across the country. This year, Nurse Corps has additional funding for qualified nursing students that includes tuition, fees, other reasonable educational costs, and a monthly living stipend. CDC Drug Free Communities – May 10. The Centers for Disease Control and Prevention (CDC) will make 100 awards of up to $125,000 each to support efforts to prevent and reduce substance abuse among youth. Eligible applicants are community coalitions that have not previously received a Drug Free Communities grant. EPA Technical Assistance for Wastewater Treatment – May 17. The U.S. Environmental Protection Agency (EPA) will make up to four awards with total funding of $12 million to prevent, reduce, and eliminate pollution in rural wastewater treatment systems. Eligible applicants are public and private nonprofit organizations with experience providing on-site training and technical assistance to small publicly owned treatment works and decentralized wastewater treatment systems. CMS Minority Research Grant Program – June 11. The Centers for Medicare & Medicaid Services (CMS) will make two awards of $250,000 each to minority-serving institutions of higher education. The funding is intended to support researchers focused on Social Determinants of Health and leverage their expertise to identify best practices for reducing health disparities. The Centers for Medicare & Medicaid Services (CMS) issued new guidance on Medicare payment changes for independent and provider-based RHCs, effective April 1, 2021. Learning Events and Technical Assistance HRSA Region 1 Federal Panel Event – Thursday, March 25 at 12:00 pm ET. The Health Resources and Services Administration (HRSA) and the New England Rural Health Association will host a 90-minute panel discussion with representatives from HRSA, the Centers for Disease Control and Prevention, and the Substance Abuse and Mental Health Services Administration among other federal partners to discuss new priorities and initiatives for health care in the New England region. HRSA: Addressing the Unique Needs of Black Women with HIV – Thursday, March 25 at 1:00 pm ET. The Office of Women's Health (OWH) at the Health Resources and Services Administration (HRSA) will hold a one-hour webinar to present data and findings from a HRSA HIV/AIDS Bureau Technical Expert Panel focused on improving prevention and treatment services for black women. The CDC Foundation, an independent nonprofit created by Congress, will hold a one-hour webinar about their work with community-based organizations. NIH Obesity and Cancer Webinar Series – Thursdays at 3:00 pm ET, March 4-25. The National Cancer Institute at the National Institutes of Health (NIH) will hold a series of four webinars to examine the connection between cancer, obesity, and disparities within racially-ethnically diverse populations. MATRC: Answering Questions About Telehealth and Telemental Health – Friday, March 26 at 12:00 pm ET. The Mid-Atlantic Telehealth Resource Center (MATRC) holds a live, one-hour event to answer questions about the basics. The MATRC is one of 14 FORHP-Supported Telehealth Resource Centers. Challenges unique to rural and tribal communities such as provider recruitment, financial sustainability, and integration of culture will be described in this hour-long session by the Mental Health Technology Transfer Network. NASHP: SUD Services During Pandemic and Beyond – Monday, March 29 at 11:00 am ET. The National Academy for State Health Policy (NASHP) will host state-level leaders from Medicaid agencies in Virginia and Illinois to share how they have integrated COVID-19 flexibilities, supported provider capacity, and enacted other policy shifts. CMS Advisory Panel on Outreach and Education – Wednesday, March 31 at 12:00 pm ET. This group of experts makes recommendations to the Centers for Medicare & Medicaid Services on ways to enhance the effectiveness of Medicare, Medicaid, the Children's Health Insurance Program (CHIP), and the Health Insurance Marketplace.
