March 4, 2021 What's New Resources from CDC National Forum on COVID-19 Vaccine. Last week, the Centers for Disease Control and Prevention (CDC) held a three-day event to promote the most effective strategies for building confidence and increasing access to the vaccine nationwide. Resources, including recordings of the forum's sessions and a toolkit for community outreach, are now available. Learn more about the role of the Health Resources and Services Administration in the effort, including distribution of vaccines to 250 health centers nationwide. New Telebehavioral Health Care Best Practice Guide. Telehealth.HHS.gov has added a new best practice guide to help mental health providers navigate changes to telehealth policy due to the COVID-19 public health emergency. This official website from the U.S. Department of Health & Human Services includes resources for getting started, developing a strategy, billing, preparing patients, and more. ERS on Disparities in Educational Attainment in Rural America. The Economic Research Service (ERS) at the U.S. Department of Agriculture reports that, among all rural residents aged 25 years or older, the percentage who had completed a bachelor's degree or higher rose from 15 percent in 2000 to 21 percent in 2019. Ethnic disparities persist in what is considered a leading social determinant of health, with Whites completing high school and bachelor's degrees at much higher rates than those who are Black, American Indian, or Hispanic. CDC on Changes in Suicide Rates. In its latest Morbidity and Mortality Weekly Report, the Centers for Disease Control (CDC) and Prevention report that more than 47,000 deaths were attributed to suicide in 2019. For the first time in a decade, the overall suicide rate from 2018 to 2019 declined. The lowest rate was found in large central metropolitan areas, and the highest in nonmetropolitan areas. Firearms were the most common mechanism of suicide in all county urbanization levels. Share Your Thoughts and Opinions on Health – Respond by March 15. The Health Resources and Services Administration (HRSA) is seeking English-speaking people living in rural areas to participate in virtual discussions about health. The purpose of these discussions is to obtain consumer feedback on newly developed health materials. HRSA is open to speaking with individuals from diverse backgrounds. Sessions will be held in March and May via Zoom and will last approximately 90 minutes. All who participate will receive monetary token of appreciation. HHS Coronavirus Data Hub. The U.S. Department of Health & Human Services (HHS) website includes estimated and reported hospital capacity by state, with numbers updated daily. COVID-19 Data from the U.S. Census Bureau. The site provides access to demographic and economic data, including state and local data on at-risk populations, poverty, health insurance coverage, and employment. ATTC Network COVID-19 Resources for Addictions Treatment. The Addiction Technology Transfer Center (ATTC) Network was established in 1993 by the Substance Abuse and Mental Health Services Administration. The online catalog of COVID-related resources includes regularly-updated guidance and trainings for professionals in the field. GHPC's Collection of Rural Health Strategies for COVID-19. The FORHP-supported Georgia Health Policy Center (GHPC) provides reports, guidance, and innovative strategies gleaned from their technical assistance and peer learning sessions with FORHP grantees. Confirmed COVID-19 Cases, Metropolitan and Nonmetropolitan Counties. The RUPRI Center for Rural Health Policy Analysis provides up-to-date data on rural and urban confirmed cases throughout the United States. An animated map shows the progression of cases beginning March 26, 2020 to the present. Rural Response to Coronavirus Disease 2019. The Rural Health Information Hub has a compendium of rural-specific activities and guidelines, including Rural Healthcare Surge Readiness, a tool with resources for responding to a local surge in cases. SAMHSA Training and Technical Assistance Related to COVID-19. The Substance Abuse and Mental Health Services Administration (SAMHSA) created this list of resources, tools, and trainings for behavioral health and recovery providers. Mobilizing Health Care Workforce via Telehealth. ProviderBridge.org was created by the Federation of State Medical Boards through the CARES Act and the FORHP-supported Licensure Portability Program. The site provides up-to-date information on emergency regulation and licensing by state as well as a provider portal to connect volunteer health care professionals to state agencies and health care entities. Online Resource for Licensure of Health Professionals. Created by the Association of State and Provincial Psychology Boards, the site provides up-to-date information on emergency regulation and licensing in each state for psychologists, occupational therapists, physical therapists assistants, and social workers. Funding and Opportunities CDC Childhood Lead Poisoning Prevention and Surveillance – April 25. The Centers for Disease Control and Prevention (CDC) will make 61 awards, each up to $850,000, for testing and reporting and improving linkages to services. Eligible applicants are state and local governments, and federally recognized Native American tribal governments. ACL Alzheimer's Disease Program Grants to States and Communities – April 26. The Administration for Community Living (ACL) will make 14 awards with a total investment of $11 million to develop and expand dementia-capable home- and community-based service systems. Eligible applicants include state and local governments, Tribal organizations and governments, nonprofits, small businesses, and public institutions of higher education. Capacity of Rural Counties to Address an HIV or Hepatitis C Outbreak. This study from the Maine Rural Health Research Center identifies states potentially at risk for an HIV outbreak among persons who inject drugs in order to examine rural-urban differences in surveillance, prevention, and response to outbreak. Related to this project, Maine researchers also created a chartbook of rural HIV prevalence and service availability, and a report on rural-urban differences in rates of maternal infection with hepatitis C virus. The U.S. Department of Health & Human Services, Department of Labor, and Treasury Department issued joint guidance clarifying that private group health insurance plans and issuers generally must cover COVID-19 diagnostic testing without cost sharing, prior authorization, or other medical management requirements. This guidance also includes information for providers on how to get reimbursed for COVID-19 diagnostic testing or for administering the COVID-19 vaccine to those who are uninsured. Learning Events and Technical Assistance National Shortage Designation 2.0: Update Preview Auto-HPSA Portal Training – Thursday, March 4 at 2:00 pm ET. HRSA is updating all automatically designated Health Professional Shortage Areas (Auto-HPSA) scores as part of the Shortage Designation Modernization Project (SDMP), also called the 2021 National Shortage Designation 2.0, tentatively planned for summer of 2021.
