April 8, 2021 What's New We Can Do This: COVID-19 Public Education Campaign. The U.S. Department of Health & Human Services announced a national effort to help community partners promote COVID-19 vaccine confidence. The campaign includes educational materials targeted to specific audiences and seeks volunteers for the COVID-19 Community Corps. HHS Expands COVID-19 Vaccine to All Community Health Centers. The U.S. Department of Health & Human Services (HHS) announced yesterday that all HRSA-supported health centers are now invited to participate in the Health Center COVID-19 Vaccine Program. The expansion of the program to 1,470 health centers nationwide will increase the number of people vaccinated and help ensure equity in COVID-19 vaccine distribution. GAO Report on Federal Response to the Pandemic. The Government Accountability Office (GAO) researches Federal government operations and reports fact-based, non-partisan information. Over the last year, the GAO made 44 specific recommendations for an effective federal response to COVID-19 and provides and update on progress in this report. Information specific to rural areas, such as distributions from the Provider Relief Fund and special funding for telehealth, is detailed throughout. The Opioid Epidemic: A Geography in Two Phases. The Economic Research Service (ERS) at the U.S. Department of Agriculture details their research into contributing factors for geographic differences, with a focus on the widespread introduction of prescription drugs in rural and urban areas. The U.S. Department of Health & Human Services has expanded its definition of persons authorized to give the vaccine. These include, among others, current and retired traditional and non-traditional health care professionals, and students in health care programs. The Centers for Medicare & Medicaid Services (CMS) provides information for providers, health plans, state Medicaid programs, and Children's Health Insurance Programs and hosts recurring online sessions to provide updates. HHS Coronavirus Data Hub. The U.S. Department of Health & Human Services (HHS) website includes estimated and reported hospital capacity by state, with numbers updated daily. COVID-19 Data from the U.S. Census Bureau. The site provides access to demographic and economic data, including state and local data on at-risk populations, poverty, health insurance coverage, and employment. ATTC Network COVID-19 Resources for Addictions Treatment. The Addiction Technology Transfer Center (ATTC) Network was established in 1993 by the Substance Abuse and Mental Health Services Administration. The online catalog of COVID-related resources includes regularly-updated guidance and trainings for professionals in the field. GHPC's Collection of Rural Health Strategies for COVID-19. The FORHP-supported Georgia Health Policy Center (GHPC) provides reports, guidance, and innovative strategies gleaned from their technical assistance and peer learning sessions with FORHP grantees. Confirmed COVID-19 Cases, Metropolitan and Nonmetropolitan Counties. The RUPRI Center for Rural Health Policy Analysis provides up-to-date data on rural and urban confirmed cases throughout the United States. An animated map shows the progression of cases beginning March 26, 2020 to the present. Rural Response to Coronavirus Disease 2019. The Rural Health Information Hub has a compendium of rural-specific activities and guidelines, including Rural Healthcare Surge Readiness, a tool with resources for responding to a local surge in cases. SAMHSA Training and Technical Assistance Related to COVID-19. The Substance Abuse and Mental Health Services Administration (SAMHSA) created this list of resources, tools, and trainings for behavioral health and recovery providers. Mobilizing Health Care Workforce via Telehealth. ProviderBridge.org was created by the Federation of State Medical Boards through the CARES Act and the FORHP-supported Licensure Portability Program. The site provides up-to-date information on emergency regulation and licensing by state as well as a provider portal to connect volunteer health care professionals to state agencies and health care entities. Online Resource for Licensure of Health Professionals. Created by the Association of State and Provincial Psychology Boards, the site provides up-to-date information on emergency regulation and licensing in each state for psychologists, occupational therapists, physical therapists assistants, and social workers. Funding and Opportunities ARC Investments Supporting Partnerships in Recovery Ecosystems – Letters of Intent May 17. The Appalachian Regional Commission (ARC) will make grants of up to $500,000 for projects within ARC's 13 state region that create or expand upon a recovery ecosystem that will lead to workforce re-entry for individuals experiencing substance use disorder. This is the second of two rounds of funding; the first round awarded more than $9.4 million across the region. Projects are encouraged to support the post-treatment-to-employment continuum, which could include investments in healthcare networks and/or recovery-focused job training. Eligible applicants include state and local governments, local development districts, institutions of higher education, tribes/tribal consortium, and public or private nonprofit organizations. Letters of intent are required by May 17 for a final application deadline of June 18. CDC Community Health Workers for COVID Response – May 24. The Centers for Disease Control and Prevention (CDC) will make 70 awards with total funding of $300 million for the training and deployment of community health workers in geographic areas experiencing health disparities. Priority populations are those with increased prevalence of COVID-19, including rural areas, racial and ethnic minority groups, and those who are economically disadvantaged. See more about rural Community Health Workers below under Events and Resource of the Week. NIH Research at Minority Serving Institutions to Address Disparities – May 28. The National Institutes of Health (NIH) seeks to support collaborative teams and individual scientists proposing research into preventing, reducing, or eliminating health disparities. Projects must include a focus on one or more NIH-designated populations that experience health disparities in the US, which include Blacks or African Americans, Hispanics or Latinos, American Indians and Alaska Natives, Asian-Americans, Native Hawaiians and Other Pacific Islanders, socioeconomically disadvantaged populations, underserved rural populations, and sexual and gender minorities. Eligible applicants are public and private institutions of higher education that received no more than $6 million per year in NIH funding for the preceding two fiscal years. Applications from minority serving institutions are encouraged. USDA Grants for Distance Learning and Telemedicine – June 4. The U.S. Department of Agriculture (USDA) will make 90 awards with total funding of $44.5 million to improve distance learning and telemedicine in rural areas. Eligible applicants include state, local, and tribal governments; nonprofit organizations; school districts and institutions of higher education. Rural Health Clinics (RHCs) and Federally Qualified Health Centers (FQHCs) may contact their Medicare Administrative Contractor to request lump sum payments for administering COVID-19 vaccines in advance of cost report settlement. The Centers for Medicare & Medicaid Services (CMS) will pay RHCs and FQHCs for COVID-19 vaccines and administration at 100% reasonable cost similar to how influenza and pneumonia vaccines are paid. The National Heart, Lung, and Blood Institute (NHLBI) is hosting a two-day virtual workshop to discuss barriers to—and opportunities for—improving heart, lung, blood, and sleep health in underserved communities. Participants will discuss how to tailor health monitoring devices and tools that diagnose patients in underserved, low-resource, and remote communities. HRSA and NETRC: Expanding Rural OUD Treatment via Telehealth – Thursday, April 15 at 12:00 pm ET. During this one-hour session, experts will highlight innovative telehealth for treatment of opioid use disorder (OUD) in rural areas. The event is a collaboration between the Health Resources and Services Administration (HRSA), and the FORHP-supported Northeast Telehealth Resource Center (NETRC). NRHA and FORHP: Rural Community Health Workers for COVID-19 – Thursday, April 15 at 1:00 pm ET. The National Rural Health Association (NRHA), in partnership with the Federal Office of Rural Health Policy (FORHP), will host an hour-long webinar featuring Dr. John Brooks, Medical Epidemiologist from the Centers for Disease Control and Prevention. The Administration for Community Living (ACL) will provide an overview of the Emergency Broadband Benefit, a program from the Federal Communications Commission (FCC) helping households pay for internet service during the pandemic. MATRC: Answering Questions About Telehealth and Telemental Health – Friday, April 16 at 12:00 pm ET.
