The Center for Medicaid and CHIP Services Foster Care Learning Collaborative: Improving Timely Health Care for Children and Youth in Foster Care The Centers for Medicare & Medicaid Services (CMS) in collaboration with the Children's Bureau within the Administration for Children and Families (ACF) is launching the "Foster Care Learning Collaborative: Improving Timely Health Care for Children and Youth in Foster Care" to support state Medicaid and child welfare agencies' efforts to improve health outcomes for the foster care population. Children and youth in foster care are an especially vulnerable population whose safety and well-being are the legal responsibility of the Medicaid and child welfare agencies. A variety of opportunities exist within Medicaid to address the unique health care needs of youth in foster care, including dedicated managed care plans, care coordination models, and enhanced provider rates. Through the Learning Collaborative, state Medicaid agencies and their partners will have an opportunity to expand their understanding of data-driven interventions to improve timely access to care, while learning about the science of quality improvement (QI). The Learning Collaborative has two components: a two-part webinar series beginning in May 2021 and an affinity group beginning in June 2021. The webinar series will include presentations from states on innovative approaches to cross-agency collaboration and data sharing to ensure that children and youth entering foster care receive appropriate and timely health care. States that wish to conduct QI projects related to key outcomes for the foster care population and learn from their state peers are encouraged to participate in the affinity group. The first webinar, "The Role for Medicaid in Improving Outcomes for Children and Youth in Foster Care" will be on May 10 at 2:30 p.m. (ET) Federal and state presenters will discuss the health care needs of children and youth in foster care, the role that Medicaid plays in meeting those needs, and federal resources that states can use to improve the quality of care. The extension of full Medicaid coverage to COFA migrants is optional for territories. Please join us on May 4th at 3:00pm - 4:00pm ET for a webinar where we will provide technical assistance on implementing the extension of full Medicaid coverage to COFA migrants, including short-term workarounds and implementation strategies as states, the Federally-Facilitated Marketplace, and the Federal Data Services Hub make updates to their eligibility verification and determination systems. We will also be joined by two state partners, Arkansas and Washington, who will share their experiences implementing the extension of full Medicaid benefits to COFA migrants.
