Technical assistance is available in three areas: - HCBS TA: Technical assistance to state agencies pursuing new or modifications to existing 1915(c), 1915(i), 1915(j) and 1915(k) Home and Community Based Services waivers and state plan amendments across a wide range of topic areas.
- PASRR TA: Technical assistance to state agencies and their contracted partners in the implementation of Preadmission Screening and Resident Review (PASRR) regulations found at 42 CFR section 483.100-138.
- HCBS Settings Rule TA: Technical assistance to state agencies in the design and implementation of Statewide Transition Plans to achieve compliance with the Home and Community Based Services final regulations CMS-2249-F/CMS-2296-F.
This training will provide examples of past technical assistance engagements to illustrate the breadth of available support. It will include information on how to request technical assistance. The Centers for Medicare & Medicaid Services (CMS) invites you to attend an upcoming webinar to advance learning and recommendations from the August 2021 Supporting Youth with Disabilities Transitioning Out of Foster Care Summit. This free webinar is open to the public and will focus on strategies for state Medicaid agencies and their partner agencies in supporting youth with disabilities transitioning out of foster care. Previous participation in the August 2021 summit is not required. State Medicaid agencies play an integral role in supporting youth with disabilities transitioning out of foster care given that Medicaid is a primary source of health coverage for youth in, and transitioning out of, foster care. At the same time, there are broad health care and social challenges when assisting youth transitioning out of the foster care system and navigating the wide range of cross-system programs and regulations. Successful transition out of foster care may work best when systems act together to support youth long before they transition out. During this webinar, participants will: - Learn about state Medicaid and partner agencies' promising practices and challenges related to supporting youth with disabilities transitioning out of foster care;
- Share and discuss actionable strategies and ideas raised during the summit; and
- Learn more about an upcoming learning collaborative and future learning opportunities for state Medicaid agencies and partner agencies regarding supporting youth with disabilities transitioning out of foster care.
_______________________________________________________________________________ Supporting Youth with Disabilities Transitioning Out of Foster Care: State Medicaid Learning Collaborative Session One Date: January 27, 2022 Subsequent sessions will be held on the fourth Thursday of each month February – June 2022 Time: 1:00 – 2:30 PM EST Please complete the Learning Collaborative Registration form by January 14, 2022. The Centers for Medicare & Medicaid Services (CMS) invites states to participate in a Medicaid learning collaborative. The learning collaborative is an opportunity for states to develop new solutions and identify innovative strategies to support and address the specific needs of youth with disabilities transitioning out of foster care. CMS has long supported initiatives to expand access to home and community-based services for individuals with disabilities. State Medicaid and partner agencies can leverage these initiatives to ensure youth with disabilities transitioning out of foster care have access to the services and supports they need as they transition to adulthood. The learning collaborative will consist of six-monthly virtual learning sessions between January and June 2022. Each event will have a pre-identified topic and the duration is not expected to exceed 90 minutes. Participants will actively engage and share among their peers, identify best practices, and support the implementation of promising practices in their state. State Participation All interested state Medicaid agencies and partner agencies involved in the delivery of services and supports for youth with disabilities transitioning out of foster care are welcome to participate in the learning collaborative by designating up to three people to register per state. CMS encourages states that meet the following characteristics to participate: - Commitment to supporting youth with disabilities transitioning out of foster care under the Medicaid program;
- Interest in actively participating in the learning collaborative by sharing experiences and learning from other states engaged in similar efforts;
- Initiatives already underway or in the planning stages focused on supporting youth with disabilities transitioning out of foster care; and
- Support of the State Medicaid Director with specific staff designated for participation.
States participating in Improving Timely Health Care for Children and Youth in Foster Care may also be interested in joining the learning collaborative, as it focuses on a subset of youth with disabilities transitioning from foster care. Next Steps The first Supporting Youth with Disabilities Transitioning Out of Foster Care Learning Collaborative session will take place on January 27, 2022, from 1:00 – 2:30 PM EST.
