April 28, 2022 What's New SAMHSA Certified Behavioral Health Clinics – Planning, Development, and Implementation Grants – May 17. The Substance Abuse and Mental Health Services Administration (SAMHSA) will make 156 grants, each for $1 million to establish new Certified Behavioral Health Clinic programs. Eligible applicants are community-based nonprofit organizations; local governments; and facilities operated by a tribe, tribal organization, or under the authority of the Indian Health Service. A separate program, SAMHSA Certified Behavioral Health Clinics – Improvement and Advancement – May 17, for existing CCBHC that meet certification criteria. SAMHSA expects that applicants will include a focus on groups facing health disparities. In rural areas, these disparities are driven by accessibility, availability, affordability, and acceptability. CMS Focus on Health Equity. The Centers for Medicare & Medicaid Services, CMS, has a new, proactive plan to bring more equitable health outcomes to people in underserved and disadvantaged communities. The CMS Framework for Health Equity calls for improved data collection, more culturally appropriate services, and broader access to health-related social services for those who receive care paid for by the nation's largest health insurer. This public health insurance covers nearly 64 million enrolled in Medicare and more than 83 million beneficiaries of Medicaid and the Children's Health Insurance Plan. Health equity goals for the 2022 Strategic Plan include incentivizing other insurers to enter single-issuer rural counties in the individual market. CMS will host a Health Equity Symposium today at 1:00 pm to provide more details on the health equity plan. Comments Requested: New Questions for Census Survey – May 18. In April 2020, the U.S. Census Bureau launched a new project to inform on a range of topics experienced by households during the COVID-19 pandemic. New questions for the Household Pulse Survey are being formulated, for example, changing the focus of one vaccination question from reasons for not receiving the vaccine to reasons for not receiving a vaccine booster dose. The Department of Commerce invites the general public and other Federal agencies to comment on proposed and continuing information collections. Ongoing: HRSA Payment Program for RHC Buprenorphine-Trained Providers. In June 2021, HRSA launched an effort to improve access to substance use disorder treatment by paying for providers who are waivered to prescribe buprenorphine, a medication used to treat opioid use disorder. Rural Health Clinics (RHCs) still have the opportunity to apply for a $3,000 payment on behalf of each provider who trained to obtain the waiver necessary to prescribe buprenorphine after January 1, 2019. Approximately $1.2 million in program funding remains available for RHCs and will be paid on a first-come, first-served basis until funds are exhausted. There is ongoing availability of a free online course for waiver eligibility training from the American Osteopathic Academy of Addiction Medicine and the Providers Clinical Support System. COVID-19 Resources Provider Relief Fund. HRSA supports health care providers facing solvency challenges that affect their ability to respond to emerging health crises in an equitable manner. One Stop Online for COVID Prevention and Treatment in Every County. Visitors to the site can enter their county and map nearby locations for masks, respirators, vaccines, boosters, and all testing and treatment options. Spread the Word About Vaccine Boosters. The U.S. Department of Health & Human Services (HHS) provides resources – posters, flyers, videos, and talking points – to help promote the extra protection from COVID-19 boosters. HHS/DoD National Emergency Tele-Critical Care Network. A joint program of the U.S. Department of Health & Human Services (HHS) and the U.S. Department of Defense (DoD) is available at no cost to hospitals caring for COVID-19 patients. Teams of critical care clinicians - critical care physicians, nurses, respiratory therapists, and other specialized clinical experts – are available to deliver virtual care through telemedicine platforms, such as an app on a mobile device. Hear from participating clinicians, and email to learn more and sign up. Mobilizing Health Care Workforce via Telehealth. ProviderBridge.org was created by the Federation of State Medical Boards through the CARES Act and the FORHP-supported Licensure Portability Grant Program. The site provides up-to-date information on emergency regulation and licensing by state as well as a provider portal to connect volunteer health care professionals to state agencies and health care entities. Online Resource for Licensure of Occupational Therapists, Physical Therapists, Psychologists and Social Workers. The site provides up-to-date information on emergency regulation and licensing in each state. Rural Health Clinic Vaccine Distribution (RHCVD) Program. Under the program, Medicare-certified RHCs will receive direct COVID-19 vaccines in addition to their normal jurisdictions' weekly allocation. The AgriSafe Network is a nonprofit organization that provides information and training on injury and disease related to agriculture. Their health professionals and educators created a social media toolkit that aims to provide clear messages about COVID-19 vaccination for agriculture, forestry, and fishing workers. Funding and Opportunities DOJ Tribal Victims Set-Aside Formula Program – May 11. The U.S. Department of Justice (DOJ) provides grants to improve services for victims of crime. Total funding of $110 million will go federally recognized tribal governments, Alaska Native villages, tribal designees, and consortia consisting of two or more federally recognized tribes. ACL Native American Justice Initiative – May 13. The Administration for Community Living (ACL) will fund a national center that addresses the need for culturally appropriate information and education materials on elder abuse, neglect, and exploitation in Native American/Alaska Native communities. Eligible applicants include state, local, and tribal governments, Native American tribal organizations, public and private institutions of higher education, and nonprofit organizations. USDA Higher Education Challenge Grants – June 6. The U.S. Department of Agriculture (USDA) offers grants to colleges and universities to produce baccalaureate or higher degree level graduates to strengthen the nation's food and agricultural scientific and professional workforce. Public and private nonprofit colleges and universities, including Land Grant institutions are eligible for up to $750,000 each in funding. HRSA Rural Behavioral Health Workforce Centers – Northern Border Region – June 10. In collaboration with the Northern Border Regional Commission (NBRC), HRSA will make one award to educate and train future and current health professionals to provide treatment and intervention for behavioral health disorders, including substance use disorder. Career and workforce training activities within the four-state NBRC region will focus on building the skills and capacity of rural health care providers, health support workers, non-clinical staff, and community members to care for individuals with behavioral health care needs. Eligible applicants include all domestic public or private, non-profit or for-profit entities. Eligible entities must be physically located in New York. DOJ Comprehensive Opioid, Stimulant, and Substance Abuse Site-Based Program – June 13. The U.S. Department of Justice (DOJ) includes a subcategory for rural and tribal areas with a population of fewer than 100,000. Funding for this category will provide up to $1 million for each grantee to develop and implement programs to address substance abuse. Priority will be given to applications that advance racial equity and to those that work with a culturally specific organization. SAMHSA Rural Opioid Technical Assistance Regional Centers – June 14. The Substance Abuse and Mental Health Services Administration (SAMHSA) will fund each of 10 regional centers of excellence with $650,000 per year. Centers will collaborate with SAMHSA-funded programs such as the Addiction Technology Transfer Centers to provide technical assistance and training in rural areas. HRSA Delta Region Rural Health Workforce Training Program – June 17. HRSA expects to make four awards of up to $550,000 each for training critical administrative support in the rural counties and parishes of the Mississippi Delta Region. These occupations include medical coding and billing, claims processing, information management, and clinical documentation. Join the technical assistance webinar for applicants on Thursday, May 5th at 2:00 p.m. ET. IHS Ending the HIV/HCV Epidemics in Indian Country – June 17. The Indian Health Service (IHS) will make 14 awards of up to $200,000 each to reduce new infections of human immunodeficiency virus (HIV) and hepatitis C (HCV). The program's goals are to reduce new HIV infections in the U.S. to less than 3,000 per year by 2030 and achieve a 90% reduction in new HCV infections and a 65% reduction in mortality, compared to a 2015 baseline. Eligible applicants include federally recognized tribes, tribal organizations, and urban Indian organizations. HUD Youth Homelessness Demonstration Program – June 28. Of 25 communities participating, the U.S. Department of Housing and Urban Development (HUD) will select at least eight rural communities as part of the agency's Continuum of Care program for ending youth homelessness. Eligible applicants for this selection-only part of the process are state, local, and tribal governments; non-profits meeting certain criteria are also eligible to apply. AgriSafe Mental Health Training for Agricultural Producers & Families – Ongoing. FarmResponseSM is a 3.5-hour continuing education course developed by national experts from the AgriStress Response Network. AgriSafe's FarmResponse course provides the full range of competencies necessary to provide appropriate mental healthcare for agricultural producers and their families. This knowledge is critical for a healthcare professional to effectively care for a farmer's total health. Participants living in Connecticut, Georgia, Iowa, Kansas, Nebraska, Pennsylvania, South Dakota, Texas, Virginia, and Wyoming qualify to take this training for free. Policy Updates Send questions to ruralpolicy@hrsa.gov. CMS Proposes to Update Medicare Enrollment and Eligibility Rules – Comment by June 27. On April 22, CMS issued a proposed rule to implement sections of the Consolidated Appropriations Act, 2021 (CAA) that would simplify Medicare enrollment rules and extend coverage of immunosuppressive drugs for certain beneficiaries. Section 120 of the CAA makes changes to Original Medicare by revising the effective dates of coverage and allowing for the establishment of new special enrollment periods (SEPs) for individuals who meet exceptional conditions. Section 402 of the CAA extends immunosuppressive drug coverage under Part B for certain individuals whose Medicare entitlement based on end-stage renal disease (ESRD) would otherwise end. This rule also proposes other non-CAA related changes to improve state payment of Medicare premiums, and a technical change related to how enrollment forms are referenced in regulations. According to MedPAC, about one-fifth of Medicare beneficiaries live in rural areas. There will also be an update on the Rural Infrastructure Tour. AgriSafe: Ag Worker Health and Avian Influenza – Wednesday, May 4 at 2:15 pm ET. Avian Influenza is a disease caused by viruses that can infect birds and people. Avian influenza viruses are routinely present in wild bird species and can be transmitted to backyard and commercial poultry, but very rarely to people. This presentation from the AgriSafe Network will focus on understanding the current state of the avian influenza outbreak, identify human signs and symptoms that may indicate exposure, and provide recommendations for personal protective equipment for people who work with poultry and poultry products. AgriSafe: QPR Mental Health for Farmers and Farm Families – Each Thursday in May. Over the last decade, farmers and farm families have experienced increasing pressures resulting in high levels of stress, mental health, and suicide. QPR training teaches laypeople and professionals to recognize and respond to mental health crises using the approach of Question, Persuade, and Refer. Long COVID ECHO Webinar Series – Thursday, May 12 at 3:00 pm ET. The Health Centers of San Diego, the ECHO Institute, University of Washington, and University of Colorado have collaborated to provide CDC-funded monthly webinar-style ECHO learning sessions to rapidly disseminate findings and best practices related to patients experiencing ongoing health challenges after COVID-19 infection, a condition generally known as "Long COVID."
