What's New

TODAY at 2:00 pm ET: White House and HRSA on Test-to-Treat for COVID-19HRSA invites you to join a webinar to share the White House's call to action around Test-to-Treat as a strategy to mitigate the impact of COVID-19. Clarifying Information: HRSA Community Health Worker Training ProgramHRSA's Bureau of Health Workforce (BHW) issued new information for applicants to this funding opportunity. Through the Community Health Worker Training Program, HRSA will provide funding to health professions schools, Federally Qualified Health Centers, and community-based organizations to train 13,000 community health workers for underserved communities.  See BHW's website for more help with applications due on June 14

Rural America Placemaking Toolkit.  A collaborative community process to define a town by what it offers the people who live there is the short way to describe the work of placemaking.  This digital toolkit from the U.S. Department of Agriculture and the University of Kentucky's Community and Economic Development Initiative includes examples of rural placemaking projects along with technical assistance providers, funders, and guides to resources. 

2020 Census: Growing Racial Diversity in Rural America.  The most recent Census count revealed that, between 2010 and 2020, rural population declined to just 14 percent of the U.S. total, the smallest percentage of the population to reside in rural areas in U.S. history.  At the same time, racial diversity increased with Hispanics representing 9 percent of the rural population, followed by non-Hispanic Black people, representing 7.7 percent.  Nearly one-third of all rural children (32.5 percent) come from racial or ethnic minority populations, compared to 28.1 percent in 2010.  More about these changes can be found in the report from the University of New Hampshire Carsey School of Public Policy. 

New HHS Office of Environmental Justice (OEJ) – Comment by June 18. On Tuesday, the U.S. Department of Health & Human Services (HHS) announced a new office created to  address environmental injustices and health inequities for people of color and disadvantaged, vulnerable, low-income, marginalized, and indigenous populations.  The OEJ is seeking public comment on a draft outline for strategy and implementation.

Sign the Health Care Sector Climate Pledge by Friday, June 3.  The initiative, launched in April, asks hospitals, health systems, and other industry stakeholders to make efforts to reduce greenhouse gas emissions and increase their communities' climate resilience.  The pledge is one part of a larger HHS effort to consider the impact that climate change has on the entire country and take steps toward sustainability. A recent article in The Appalachian Voice describes the impact of climate change in rural mountain communities.  Watch a video that explains what the health care sector can do and sign the pledge by Friday, June 3.

HRSA News Round-Up for MayLast week, HRSA and leaders across the U.S. Department of Health & Human Services issued a joint letter to states, tribes, and jurisdictions encouraging them to maximize their efforts to strengthen children's mental health and well-being. Earlier in the month, our Maternal and Child Health Bureau launched a new, toll-free hotline for expecting and new moms experiencing mental health challenges.  The Office for the Advancement of Telehealth convened its first National Telehealth Conference.  See all News & Announcements on HRSA.gov

Ongoing: HRSA Payment Program for RHC Buprenorphine-Trained Providers.  In June 2021, HRSA launched an effort to improve access to substance use disorder treatment by paying for providers who are waivered to prescribe buprenorphine, a medication used to treat opioid use disorder.  Rural Health Clinics (RHCs) still have the opportunity to apply for a $3,000 payment on behalf of each provider who trained to obtain the waiver necessary to prescribe buprenorphine after January 1, 2019.  Approximately $1.2 million in program funding remains available for RHCs and will be paid on a first-come, first-served basis until funds are exhausted.  Send questions to DATA2000WaiverPayments@hrsa.gov. There is ongoing availability of a free online course for waiver eligibility training from the American Osteopathic Academy of Addiction Medicine and the Providers Clinical Support System.


COVID-19 Resources

New: Updated Guidance on COVID-19 Booster Shots. On May 19, the Centers for Disease Control & Prevention (CDC) recommended a booster shot of the Pfizer-BioNTech COVID-19 vaccine for children ages 5-11 who completed their primary vaccination more than five months ago. The CDC also strengthened its recommendation that those 12 and older who are immunocompromised and those 50 and older should receive a second booster dose at least four months after their first.  Visit COVID.gov to find nearby locations for masks, testing, vaccines, and treatment. 

Provider Relief Fund.  HRSA supports health care providers facing solvency challenges that affect their ability to respond to emerging health crises in an equitable manner.  

One Stop Online for COVID Prevention and Treatment in Every County. Visitors to the site can enter their county and map nearby locations for masks, respirators, vaccines, boosters, and all testing and treatment options.

Spread the Word About Vaccine Boosters. The U.S. Department of Health & Human Services (HHS) provides resources – posters, flyers, videos, and talking points – to help promote the extra protection from COVID-19 boosters. 

HHS/DoD National Emergency Tele-Critical Care Network.  A joint program of the U.S. Department of Health & Human Services (HHS) and the U.S. Department of Defense (DoD) is available at no cost to hospitals caring for COVID-19 patients. Teams of critical care clinicians - critical care physicians, nurses, respiratory therapists, and other specialized clinical experts – are available to deliver virtual care through telemedicine platforms, such as an app on a mobile device. Hear from participating clinicians, and email to learn more and sign up.

Mobilizing Health Care Workforce via Telehealth.  ProviderBridge.org was created by the Federation of State Medical Boards through the CARES Act and the FORHP-supported Licensure Portability Grant Program. The site provides up-to-date information on emergency regulation and licensing by state as well as a provider portal to connect volunteer health care professionals to state agencies and health care entities. 

Online Resource for Licensure of Occupational Therapists, Physical Therapists, Psychologists and Social Workers.  The site provides up-to-date information on emergency regulation and licensing in each state.

Rural Health Clinic Vaccine Distribution (RHCVD) ProgramUnder the program, Medicare-certified RHCs will receive direct COVID-19 vaccines in addition to their normal jurisdictions' weekly allocation.  Contact RHCVaxDistribution@hrsa.gov for more information.  Webinar recordings explaining RHC vaccine programs are available on the National Association of Rural Health Clinics website. 

Federal Office of Rural Health Policy Resources for COVID-19.  A set of Frequently Asked Questions (FAQs) from our grantees and stakeholders. 

Reaching Farm Communities for Vaccine Confidence.  The AgriSafe Network is a nonprofit organization that provides information and training on injury and disease related to agriculture.  Their health professionals and educators created a social media toolkit that aims to provide clear messages about COVID-19 vaccination for agriculture, forestry, and fishing workers.


Funding and Opportunities

HRSA Substance Use Disorder Treatment and Recovery Loan Repayment Program – July 7. HRSA's Bureau of Health Workforce (BHW) provides up to $250,000 to eligible health professionals in exchange for a six-year, full-time service commitment at an approved facility for substance use disorder treatment.

ACF Community Economic Development Projects – July 11.  The Administration for Children and Families (ACF) will invest $12.3 million in business development and employment opportunities in high-need areas.  Priority points will be awarded to rural communities with high rates of poverty, unemployment, and/or substance abuse.  Eligible applicants are private, non-profit Community Development Corporations with representation from each of the following: community residents, business leaders, and civic leaders.

HHS Reducing Maternal Deaths Due to Substance Use Disorder – July 11. The U.S. Department of Health & Human Services (HHS) will make five awards of $300,000 per year for projects that improve outcomes and reduce deaths among perinatal and postpartum patients with substance use disorder.

USDA Rural Housing Preservation Grants – July 11. The U.S. Department of Agriculture (USDA) provides funds for grants or low-interest loan programs that allow low-income homeowners to rehabilitate houses and rental properties in rural areas.  Organizations eligible to establish grant and loan programs with these funds are state and local governments, federally recognized tribes, and nonprofit corporations. 

USDA Delta Health Care Services Grant Program – July 12.  The U.S. Department of Agriculture (USDA) estimates 10 awards of up to $1 million each for unmet health needs in the Delta Region.  Eligible applicants are consortia formed by healthcare professionals, institutions of higher education, research institutions, and other stakeholders in the following states:  Alabama, Arkansas, Illinois, Kentucky, Louisiana, Mississippi, Missouri, and Tennessee.

USDA Tribal Colleges Research Grants – July 13.  The U.S. Department of Agriculture (USDA) offers grants to tribal colleges and universities for research projects that focus on health, environment, and agricultural production needs of remote reservation communities.  Eligible applicants are the 35 tribal colleges and universities designated under the Equity in Educational Land-Grant Status Act of 1994.

SAMHSA Partnerships for Innovative Community Crisis Response – July 25.  The Substance Abuse and Mental Health Services Administration (SAMHSA) will make 12 awards, each up to $750,000 per year for mobile crisis response teams in high-need communities.  A high-need community is one where mobile crisis services are absent or inconsistent, where most mental health crises are responded to by first responders, and/or where first responders are not adequately trained or equipped to diffuse mental health crises.

NTIA Enabling Middle Mile Broadband Infrastructure –  September 30.  The National Telecommunications and Information Administration (NTIA) will invest $980 million in the construction, improvement, and/or acquisition of middle mile infrastructure to reduce the cost of connecting underserved areas to the internet.  Among the eligible applicants are technology companies, electric utilities, economic development organizations, as well as state, local, and tribal entities. 

VA Rapid Retraining Assistance Program – Ongoing.  The U.S. Department of Veterans Affairs (VA) has $386 million to support 17,250 participants.  The program provides training towards an associate's degree or certificate leading to any of more than 200 jobs defined as in demand by the U.S. Department of Labor.  Eligibility is restricted to veterans who are currently unemployed because of the COVID-19 pandemic and are not eligible for other VA education benefits.  VA will stop accepting enrollments for training that begins on or after Dec. 11, or when either the $386 million funding limit is exhausted or the 17,250-participant limit is met, whichever comes first.

Learning Events and Technical Assistance

White House Conference on Hunger, Nutrition, & Health: Regional Listening Sessions – Various Dates June 1 – 13. Virtual listening sessions will happen by region, allowing the public to share ideas and experiences with hunger-related disease.  The feedback will inform a White House Conference on Hunger to be held in September.

HRSA-NETRC: Enhancing Pediatric Behavioral Health – Tuesday, June 7 at 12:00 pm ET.  HRSA Region 1 and the Northeast Telehealth Resource Center (NETRC) will focus on leading programs in the New England area for advancing mental health of pregnant and postpartum women.

HIV Prevention and Treatment for People Who Use Drugs – Tuesday, June 7 at 2:00 pm ET.  Continuing Medical Education credits are provided for those attending this hour-long webinar on challenges and best practices, including screening, testing, and pre- and post-exposure prophylaxis medications. 

Building Rural Recovery Ecosystems Summit – June 8-10. Registration is now open for the upcoming Summit that will take place over two days in Memphis, TN. The event will bring together rural recovery housing operators, owners, and other rural recovery champions to learn about the latest innovations and best practices that will expand the capacity and effectiveness of recovery housing in rural America. This event is supported by the Fletcher Group, one of three FORHP-funded RCORP-Rural Centers of Excellence on Substance Use Disorders.

The UMMC Project ECHO for DermatologyWednesday, June 8 at 12:45 am ET.  This hour-long session will take place on the second Wednesday of each month by video conference.  Specialists in dermatology will share expertise to help remote providers expand treatment.  Research has shown one in four primary care visits includes some type of skin complaint.

Long COVID ECHO Webinar Series – Thursday, June 9 at 3:00 pm ET. The Health Centers of San Diego, the ECHO Institute, University of Washington, and University of Colorado have collaborated to provide CDC-funded monthly webinar-style ECHO learning sessions to rapidly disseminate findings and best practices related to patients experiencing ongoing health challenges after COVID-19 infection,  a condition generally known as "Long COVID." This is a monthly webinar series with sessions currently scheduled from February through June. Project ECHO began as an effort to support the management of patients with the hepatitis C virus in rural New Mexico, and has since been adapted to a number of other health conditions and settings.

Building a Village: Community Linkages for COVID-19 Vaccines and Beyond – Thursday, June 9 at 3:00 pm ET. Next month, FDA will consider issuing an Emergency Use Authorization for a COVID-19 vaccine for young children. Please join HRSA for a special town hall event to identify partnership opportunities and provide a more comprehensive system of services and care for childhood COVID-19 vaccines and beyond. The event will feature panelists from the CDC and HRSA's Maternal and Child Health Bureau, Bureau of Primary Health Care, and Health Systems Bureau.

Access to Rural Behavioral Health Through Medicaid.  An interactive map from the National Academy for State Health Policy links to available contracts with Medicaid managed care organizations showing how each state determines an adequate network of providers and accessibility of services, including through telemedicine. 

3RNET Annual Report.  The National Rural Recruitment & Retention Network forms 3RNET,  connecting professionals to health care jobs in rural and underserved areas.  For the fiscal year that ended in September 2021, the non-profit reports it added 31,000 jobs for an economic impact of nearly $2 billion.
