September 22, 2022 What's New FORHP Introduces New Center to Assist Rural Emergency Hospitals. The nonprofit Rural Health Redesign Center has been tapped to provide technical assistance to hospitals through the process of becoming newly designated Rural Emergency Hospitals (REH). The REH is a federal policy response to the growing number of rural hospital closures and it allows Critical Access Hospitals and certain hospitals of no more than 50 beds to convert to a facility with essential services – emergency department, observation care, and additional outpatient services. The REH Technical Assistance Center announced today will help these transitioning hospitals through the conversion process. More resources and information will be available in the coming weeks and months but the Center is ready to answer questions today. On Wednesday, October 12 at 3:00 pm ET FORHP will host a webinar to explain the Rural Emergency Hospital, the new Technical Assistance Center, and other FORHP-funded activities to support hospitals exploring the REH option. NIH has released a new Funding Opportunity for research into implementation of effective non-opioid interventions for chronic pain management in rural and remote populations. The NIH's Helping to End Addiction Long-term (HEAL) initiative to speed scientific solutions to the national opioid public health crisis, is intending to commit $5.7M in FY2023 to this effort, which will result in five to six awards. The FOA requires partnerships with health care systems or organizations and community partners, and encourages links to key rural partners such as State Offices of Rural Health, State Rural Health Associations and Area Health Education Centers. HHS Introduces Roadmap for Behavioral Health. Last week, the U.S. Department of Health & Human Services (HHS) introduced the Roadmap for Behavioral Health Integration, to advance the White House Strategy to Address our National Mental Health Crisis announced earlier this year. The HHS paper explains policy and programs that will build three pillars of the national strategy: 1) Strengthen System Capacity by developing a diverse workforce; 2) Connect Americans to Care through health financing; and 3) Support Americans by Creating Healthy Environments with investments in behavioral health, upstream prevention, and recovery. The Roadmap includes rural communities as part of its cross-cutting equity priority, but does not cover all of the behavioral health initiatives across the Department; important efforts already underway include the HHS Overdose Prevention Strategy and the new three-digit 988 Suicide and Crisis Lifeline. Studying the Role of Telehealth in Cancer Care – Friday, September 23 at 12:00 pm ET. In 2021, the National Cancer Institute (NCI) launched a national telehealth research agenda focused on improving cancer-related care and outcomes. In this hour-long webinar, investigative teams working in four NCI Telehealth Research Centers of Excellence will provide an overview and research goals for each center. Recently, the Centers for Disease Control and Prevention reported that rural counties had lower cancer incidence rates, but higher rates of cancer-related deaths. For the last five years, NCI has partnered with the Federal Office of Rural Health Policy and other federal agencies to accelerate rural cancer control. Ongoing: HRSA Payment Program for RHC Buprenorphine-Trained Providers. In June 2021, HRSA launched an effort to improve access to substance use disorder treatment by paying for providers who are waivered to prescribe buprenorphine, a medication used to treat opioid use disorder. Rural Health Clinics (RHCs) still have the opportunity to apply for a $3,000 payment on behalf of each provider who trained to obtain the waiver necessary to prescribe buprenorphine after January 1, 2019. Approximately $1.2 million in program funding remains available for RHCs and will be paid on a first-come, first-served basis until funds are exhausted. COVID-19 Resources *New: Updated Guidance on COVID-19 Booster Shots. The Centers for Disease Control and Prevention (CDC) anticipates continued circulation of the virus, with potential for surges over the next several months. To reduce the risk of severe disease, hospitalization, and death, CDC has a new online tool to help individuals and families find out when to get a booster. *On September 12, the U.S. Department of Health & Human Services announced that people with public, private, or no insurance coverage can get COVID-19 vaccines at no cost, for as long as the federal government continues purchasing and distributing them. To find nearby locations for vaccines, masks, testing, and treatment, visit COVID.gov. Provider Relief Fund. The Provider Relief Fund (PRF) Reporting Portal closes for Reporting Period 3 on September 30, 2022. Providers who received one or more PRF payments exceeding $10,000, in the aggregate, during the third Payment Received Period must report on their use of funds to comply with PRF Reporting Requirements. The U.S. Department of Health & Human Services (HHS) provides resources – posters, flyers, videos, and talking points – to help promote the extra protection from COVID-19 boosters. HHS/DoD National Emergency Tele-Critical Care Network. A joint program of the U.S. Department of Health & Human Services (HHS) and the U.S. Department of Defense (DoD) is available at no cost to hospitals caring for COVID-19 patients. Teams of critical care clinicians - critical care physicians, nurses, respiratory therapists, and other specialized clinical experts – are available to deliver virtual care through telemedicine platforms, such as an app on a mobile device. Hear from participating clinicians, and email to learn more and sign up. Mobilizing Health Care Workforce via Telehealth. ProviderBridge.org was created by the Federation of State Medical Boards through the CARES Act and the FORHP-supported Licensure Portability Grant Program. The site provides up-to-date information on emergency regulation and licensing by state as well as a provider portal to connect volunteer health care professionals to state agencies and health care entities. The site provides up-to-date information on emergency regulation and licensing in each state. Rural Health Clinic Vaccine Distribution (RHCVD) Program. Under the program, Medicare-certified RHCs will receive direct COVID-19 vaccines in addition to their normal jurisdictions' weekly allocation. The AgriSafe Network is a nonprofit organization that provides information and training on injury and disease related to agriculture. Their health professionals and educators created a social media toolkit that aims to provide clear messages about COVID-19 vaccination for agriculture, forestry, and fishing workers. CDC National Leadership Academy for the Public's Health - October 3. The Centers for Disease Control and Prevention (CDC) funds this program that places four-person teams made of leaders from multiple sectors – health, housing, education, transportation, and law enforcement – across the country to address complex issues at the local level. Fellows in the year-long program will take on a wide range of public health challenges from chronic disease prevention and disaster preparedness to safe streets and food security. NIH Common Fund: Community-Led Health Equity Structural Intervention Initiative – Letters of Intent November 18. The NIH Common Fund – a funding entity within the National Institutes of Health (NIH) supporting innovative, collaborative research – is soliciting applications from community organizations for a research opportunity under the Community Partnerships to Advance Science for Society (ComPASS) Program. The initiative will support the development, implementation, assessment, and dissemination of community-led, health equity structural interventions, co-created in partnership with research organizations, that intervene upon factors that create health disparities. Applicants must be community organizations (non-profits with and without 501(C)(3) IRS Status) defined as a non-Federal, non-academic or non-research organization that provides goods, services, support, resources, or advocacy to members of a defined community. Additionally, applicants must propose at least one potential research organization/research investigator, who has agreed to support and participate in the community organization's full application. The research organization(s)/research investigator(s) can be academic or non-academic institutions. A letter of intent is required and due by November 18, 2022, 11:59 pm ET. EPA Brownfield Assessment Grants – November 22. The U.S. Environmental Protection Agency (EPA) provides funding to assist in planning the cleanup, development and reuse of property complicated by a hazardous substance, pollutant, or contaminant. Properties can then be redeveloped for housing, industry, or public green spaces. The Brownfield program is meant to ensure that communities historically affected by economic disinvestment, health disparities, and environmental contamination are able to benefit from redevelopment. Three additional funding opportunities also have a November 22 application deadline: Brownfield Cleanup Grants, Brownfield Multipurpose Grants, and Brownfield Revolving Loan Fund Grants.
