October 27, 2022 What's New Two New Funding Opportunities for the RCORP Initiative. This week, HRSA's Federal Office of Rural Health Policy announced additional investments into the Rural Community Opioid Response Program, also known as RCORP. New to seven existing grant programs in the multi-year effort is $12 million for RCORP - Overdose Response – Deadline January 19. Approximately 40 grants, each $300,000, will go toward immediate community-level needs related to the drug overdose crisis. Applicants may choose to implement services from a list of allowable prevention, treatment, and recovery activities, but must clearly justify and support the need for the selected activity/activities, as well as their ability to implement the activity/activities within a one-year period of performance. Applicant organizations may be located in an urban or rural area; however, all activities supported by the program must occur exclusively in HRSA-designated rural areas. There on page (iii), you'll find details for a Technical Assistance webinar for RCORP – Overdose Response applicants on Thursday, November 10 at 1:00 pm ET. No registration is required. Also new to the initiative is RCORP – Evaluation – Deadline January 27. This is one cooperative agreement of $5 million per year for a four-year period of performance to evaluate the impact of behavioral health strategies and methods employed in the RCORP family of programs. The awarded organization will develop evaluation tools and resources for use in rural communities and for informing future health initiatives at the community level. There will be a Technical Assistance Webinar for RCORP – Evaluation applicants on Tuesday, November 8 at 1:00 pm ET. No registration is required. New Funding: Department of Labor Nursing Expansion Grants – Deadline January 6. The U.S. Department of Labor will invest $80 million to expand and diversify the pipeline of qualified nursing professionals on two tracks: 1) increasing the number of nursing educators, and 2) training frontline professionals and paraprofessionals to attain postsecondary credentials needed for middle- to high-skilled nursing jobs. The funding is meant to address a combination of forces – the pandemic, an aging workforce, and retirements – that have challenged the supply of a skilled nursing workforce, and places emphasis on training those who are underemployed and/or from underrepresented populations to improve workforce diversity. A recent brief from the Rural Health Research Gateway showed that, due to a relatively high proportion of registered nurses with an associate degree in rural areas, programs that bridge RN experience to Bachelor of Science in Nursing degrees are well-positioned to develop the rural nursing workforce. See Resources of the Week for a new tool with nursing data from HRSA's Bureau of Health Workforce. How Postpartum Care Differs Across Health Insurance, Geography, and Race. Researchers used data reported by 138,073 patients to learn more about factors that may contribute to differences in the care they received two to six months after childbirth. Specifically, they looked at two standard components recommended by national quality standards – depression screening and contraceptive counseling. The highest receipt of these two components was among privately insured White urban individuals; they were both significantly lower for Medicaid-insured patients, rural residents, and people of racially minoritized groups. But for individuals in these last three groups, receipt of other postpartum components – e.g., screening for smoking or abuse, birth space counseling, and discussions about eating and exercise – was significantly higher. Published in the JAMA Health Forum, the study is the work of the HRSA/FORHP-supported University of Minnesota Rural Health Research Center. SPACECAT: Addressing the Intersection of Suicide, Overdose, and ACEs. Last year, the National Association of County and City Health Officials (NACCHO) launched a resource meant to help local health departments (LHD) prevent or mitigate potentially traumatic events, known as adverse childhood experiences (ACEs). The Suicide, Overdose, and Adverse Childhood Experiences Prevention Capacity Assessment Tool (SPACECAT) allows LHDs to make an internal assessment of their capacity to address and prevent a still-growing public health issue. After assessment, the SPACECAT Toolkit provides online information and guidance for strengthening local efforts. Since its launch in October 2021, NACCHO has collected data from more than 100 LHDs who completed the assessment tool. This week, the organization released a report on what they learned from small (serving 50,000 people or less), medium (serving 50,000-499,999 people), and large (serving 500,000 or more people) local health departments. Surveying the Experiences of Transgender People – Deadline November 21. In 2015, the National Center for Transgender Equality conducted the largest survey examining the lives of transgender people. More than 27,000 respondents from all 50 states, the District of Columbia, American Samoa, Guam, Puerto Rico, and overseas military bases answered questions about their experiences with social determinants of health such as education, employment, family life, health care, housing, and interactions with the criminal justice system. Information from the survey fills in some of the large gaps in research and provides critical tools for researchers, policymakers, and advocates seeking to eliminate disparities. Though it's estimated that at least three million LGBT people live in rural America, there remains a need for data from rural areas. To that end, the National Center for Transgender Equality asks for volunteers living in rural areas to take the 2022 US Transgender Survey. Ongoing: HRSA Payment Program for RHC Buprenorphine-Trained Providers. In June 2021, HRSA launched an effort to improve access to substance use disorder treatment by paying for providers who are waivered to prescribe buprenorphine, a medication used to treat opioid use disorder. Rural Health Clinics (RHCs) still have the opportunity to apply for a $3,000 payment on behalf of each provider who trained to obtain the waiver necessary to prescribe buprenorphine after January 1, 2019. Approximately $1.2 million in program funding remains available for RHCs and will be paid on a first-come, first-served basis until funds are exhausted. COVID-19 Resources *New: Updated Guidance on COVID-19 Booster Shots. On October 12, the Centers for Disease Control and Prevention (CDC) recommended the following bivalent booster shots for children: Pfizer-BioNTech booster for patients ages 5-11; Moderna booster for patients ages 6-17. This recommendation follows FDA's authorization of these products on the same day. This announcement rescinded FDA's authorization of the monovalent Pfizer-BioNTech COVID-19 as a booster dose for ages 5-11; however, the monovalent vaccines will continue to be used for primary vaccination in patients that have never been vaccinated against COVID-19. In September, the U.S. Department of Health & Human Services announced that people with public, private, or no insurance coverage can get COVID-19 vaccines at no cost, for as long as the federal government continues purchasing and distributing them. To find nearby locations for vaccines, masks, testing, and treatment, visit COVID.gov. HHS/DoD National Emergency Tele-Critical Care Network. A joint program of the U.S. Department of Health & Human Services (HHS) and the U.S. Department of Defense (DoD) is available at no cost to hospitals caring for COVID-19 patients. Teams of critical care clinicians - critical care physicians, nurses, respiratory therapists, and other specialized clinical experts – are available to deliver virtual care through telemedicine platforms, such as an app on a mobile device. Hear from participating clinicians, and email to learn more and sign up. Mobilizing Health Care Workforce via Telehealth. ProviderBridge.org was created by the Federation of State Medical Boards through the CARES Act and the FORHP-supported Licensure Portability Grant Program. The site provides up-to-date information on emergency regulation and licensing by state as well as a provider portal to connect volunteer health care professionals to state agencies and health care entities. The site provides up-to-date information on emergency regulation and licensing in each state. Rural Health Clinic Vaccine Distribution (RHCVD) Program. Under the program, Medicare-certified RHCs will receive direct COVID-19 vaccines in addition to their normal jurisdictions' weekly allocation. The AgriSafe Network is a nonprofit organization that provides information and training on injury and disease related to agriculture. Their health professionals and educators created a social media toolkit that aims to provide clear messages about COVID-19 vaccination for agriculture, forestry, and fishing workers. Funding and Opportunities Commonwealth Fund Fellowship in Minority Health Policy – December 1. The one-year fellowship at the Harvard T.H. Chan School of Public Health is for physicians from historically-marginalized groups who have completed residency in the U.S. Beginning July 1, fellows in the program will receive leadership training, mentoring from Harvard senior faculty, access to Harvard resources, and networking/career development. Great Plains Center for Agricultural Health Pilot/Feasibility Projects Academic Track – December 1. The Great Plains Center for Agricultural Health seeks new investigators for a project lasting up to 18 months. Researchers and students interested in in agricultural safety and health research within the Great Plains coverage area - Indiana, Iowa, Illinois, Kansas, Minnesota, Missouri, Nebraska, Ohio, and Wisconsin – may receive up to $30,000. Priority will be given to projects addressing work-related stress and mental health; the prevention of slips, trips, and falls; machine safety; and chemical safety. DOT Assistance for Transportation Projects /Underserved Communities – December 6. The U.S. Department of Transportation (DOT) will provide technical assistance, planning, and capacity building support to help underserved communities compete for federal aid. The Thriving Communities Program will select 30 participants – state, local, and tribal governments; U.S. territories, transit agencies, and planning organizations – to receive assistance for up to two years and be part of a Community of Practice advancing policies, practices, and projects. ACL Small Business Innovation Research Program – December 16. The Administration for Community Living (ACL) estimates 10 awards of up to $100,000 each to fund research/development into efforts that help individuals with disabilities live fuller lives within their communities. The program puts emphasis on helping women, socially/economically disadvantaged individuals, and underrepresented or rural areas. CMS Kids Coverage Outreach to American Indian/Alaska Native Children – December 20. The Centers for Medicare & Medicaid Services (CMS) will make seven awards of up to $1 million each to increase the enrollment of eligible American Indian and Alaska Native children, parents, and pregnant individuals in Medicaid and the Children's Health Insurance Program (CHIP). Eligible applicants are Indian Health Service providers and Tribes/ tribal consortia that can tailor activities to communities, enlisting the support of community leaders and programs. The Involvement of Rural Health Clinic Practitioners in Cancer Treatment Decisions and Survivorship Care. The Rural and Minority Health Research Center surveyed Rural Health Clinics (RHC) to examine how practitioners are involved in their patients' cancer treatment and survivorship decisions. Among the findings: more than a third of RHC practitioners were involved in primary decision-making about treatment; and more than 90 percent were involved in ongoing care for survivors, such as smoking cessation and treatment for depression/anxiety. In final changes to its payment program for acute care and critical access hospitals in 2023, the Centers for Medicare & Medicaid Services (CMS) included policies to advance nationwide health information exchange, also known as interoperability of electronic health records. Reporting measures included in the 2023 Medicare Promoting Interoperability Program require hospitals to use certified health IT to capture and share public data – e.g., immunization reporting, syndromic surveillance, reportable lab tests and results, case reporting – that support nationwide early warning of emerging outbreaks and threats, faster public health response, and greater visibility into immunization uptake which, in turn, can inform tailored vaccine distribution strategies.
