October 6, 2022 What's New Funding Opportunity: Rural Health Network Development Planning Program – Applications Due January 6. Today, the Federal Office of Rural Health Policy (FORHP) announced a new funding opportunity that supports organizations in their efforts to develop integrated health networks. Through the Rural Health Network Development Planning Program (2023), FORHP will make approximately 20 awards of up to $100,000 each. This funding will allow networks to conduct planning activities over the course of one year, with the goal of expanding access and improving quality of care in the rural communities they serve. FORHP is also hosting a technical assistance webinar via Zoom for applicants on Wednesday, October 26, 2022 from 3-4 p.m. ET. HRSA Funding Development of New Rural Residency Programs – Applications Due January 27. The Health Resources and Services Administration will make 15 awards of up $750,000 each for organizations developing new, sustainable rural residency programs that are accredited by the Accreditation Council for Graduate Medical Education. The Rural Residency Planning and Development Program provides start-up funding to support the creation of new rural residency programs or rural track programs in family medicine, internal medicine, psychiatry, general surgery, preventive medicine, or obstetrics and gynecology. Eligible applicants include rural hospitals, graduate medical education consortiums, and tribal organizations. FORHP will hold a technical assistance webinar via Zoom for applicants on Thursday, November 3 at 1:00 p.m. ET. The Meaning of a Public Health Emergency. Last week, the Secretary of the U.S. Department of Health & Human Services (HHS) made this declaration for Florida, South Carolina, and Puerto Rico after determining that the devastation of Hurricane Iain required urgent response from the federal government. Recent public health emergencies include COVID-19, Monkeypox, and the opioid epidemic; naming an event as such allows agencies within HHS to bypass the typically lengthy process to make grants, enter into contracts, and rapidly investigate the cause, treatment, or prevention of a disease or disorder. For natural disasters, this means putting personnel from the National Disaster Medical System on the ground in affected areas and collaboration with the Federal Emergency Management Agency and regional coordinators of HHS's Administration for Strategic Preparedness and Response, also known as ASPR. The Rural Health Information Hub has a wealth of information on the challenges specific to rural areas, along with links to resources for disaster preparedness and response. Health Workforce Implications for the Rural Emergency Hospital Model. This Health Affairs article from the FORHP-funded Rural Residency Planning and Development (RRPD) Technical Assistance Program discusses approaches rural hospitals may take to address health workforce challenges as they consider converting to the new Rural Emergency Hospital designation. The RRPD-TA program supports graduate medical education (GME) in rural areas and provides resources to RRPD award recipients and other organizations interested in learning more about rural residency program development and GME. Does Training Physicians in Rural Areas Lead to Rural Practice? Researchers analyzed data on training and placement of 12,162 clinically active physicians who completed an accredited family medicine residency between 2008 and 2012. They found that more than 90 percent of residents had no rural training during that time and only 14 percent practiced in a rural location by 2018. But the data showed that rural exposure during family medicine residency training is associated with a 5- to 6-fold increase in subsequent rural practice. First Report from Advisory Commission on Asian Americans, Native Hawaiians, and Pacific Islanders. On Friday, the White House announced the inaugural report from the group of 25 leaders appointed represent and provide recommendations for the well-being of approximately 30 million Americans that self-identify with these groups. Health equity is one of six priorities of the Commission, each with a subcommittee formed for focused efforts. Asian Americans, Native Hawaiians, and Pacific Islanders are not monolithic, but research has shown that they do share a number of health-related disparities with other rural residents. Understanding More About the Health Needs of Children. Monday, October 3rd was Child Health Day 2022, an observance and recommitment to the health and well-being of children and their families. HRSA's Maternal and Child Health Bureau (MCHB) released the annual National Survey of Children's Health, the largest national- and state-level dataset on children's health, producing key measures meant to inform research, policymaking, and public health efforts at every level of government. MCHB funds and directs the survey, conducted by the U.S. Census Bureau, to learn more about child well-being on a range of topics including physical & mental health, special health care needs, and adverse childhood experiences. There's also a wide range of information on socio-demographics such as race/ethnicity, poverty, insurance status, and geographic location. Recently, we reported on new research that used earlier NSCH data to discover that, though rural children face higher rates of adverse childhood experiences, they're also more likely to report positive childhood experiences. New information in the 2021 dataset includes various effects of COVID-19, nutrition habits for preschoolers, and a look at whether or not children face discrimination based a disability or health condition. MCHB also provides a 2021 NSCH data brief: Impacts of the COVID-19 Pandemic New Awards for Pediatric Mental Health. On Monday, the U.S. Department of Health & Human Services announced nearly $27 million to expand mental health care for children through training and expert support via tele-consultation for pediatricians and primary care providers. Phone lines for provider consultation are already available in 31 states and the District of Columbia. Administered through HRSA's Maternal and Child Health Bureau, the new program was moved into action by a national strategy to address the mental health crisis announced earlier this year. Ongoing: HRSA Payment Program for RHC Buprenorphine-Trained Providers. In June 2021, HRSA launched an effort to improve access to substance use disorder treatment by paying for providers who are waivered to prescribe buprenorphine, a medication used to treat opioid use disorder. Rural Health Clinics (RHCs) still have the opportunity to apply for a $3,000 payment on behalf of each provider who trained to obtain the waiver necessary to prescribe buprenorphine after January 1, 2019. Approximately $1.2 million in program funding remains available for RHCs and will be paid on a first-come, first-served basis until funds are exhausted. COVID-19 Resources Updated Guidance on COVID-19 Booster Shots. The Centers for Disease Control and Prevention (CDC) anticipates continued circulation of the virus, with potential for surges over the next several months. To reduce the risk of severe disease, hospitalization, and death, CDC has a new online tool to help individuals and families find out when to get a booster. On September 12, the U.S. Department of Health & Human Services announced that people with public, private, or no insurance coverage can get COVID-19 vaccines at no cost, for as long as the federal government continues purchasing and distributing them. To find nearby locations for vaccines, masks, testing, and treatment, visit COVID.gov. Spread the Word About Vaccine Boosters. The U.S. Department of Health & Human Services (HHS) provides resources – posters, flyers, videos, and talking points – to help promote the extra protection from COVID-19 boosters. HHS/DoD National Emergency Tele-Critical Care Network. A joint program of the U.S. Department of Health & Human Services (HHS) and the U.S. Department of Defense (DoD) is available at no cost to hospitals caring for COVID-19 patients. Teams of critical care clinicians - critical care physicians, nurses, respiratory therapists, and other specialized clinical experts – are available to deliver virtual care through telemedicine platforms, such as an app on a mobile device. ProviderBridge.org was created by the Federation of State Medical Boards through the CARES Act and the FORHP-supported Licensure Portability Grant Program. The site provides up-to-date information on emergency regulation and licensing by state as well as a provider portal to connect volunteer health care professionals to state agencies and health care entities. Under the program, Medicare-certified RHCs will receive direct COVID-19 vaccines in addition to their normal jurisdictions' weekly allocation. The AgriSafe Network is a nonprofit organization that provides information and training on injury and disease related to agriculture. Their health professionals and educators created a social media toolkit that aims to provide clear messages about COVID-19 vaccination for agriculture, forestry, and fishing workers. Funding and Opportunities Save the Children: Rural Child Hunger Innovation Lab – Letters of Intent October 14. The national nonprofit Save the Children will provide technical assistance and up to 100,000 in flexible funding for rural communities that can plan, design, and implement innovative approaches to child hunger. Projects should serve a rural community in one of the priority states (Arkansas, California, Kentucky, Louisiana, Mississippi, North Carolina, New Mexico, Oklahoma, South Carolina, Tennessee, Texas, Washington, and West Virginia); priority will be given to projects in historically marginalized communities. Applicants must be associated with a nonprofit, government entity, or business that serves low-income families. Letters of Intent are required by October 14. American Academy of Family Physicians Health Equity Fellowship – October 30. The goal of the one year fellowship is to create leaders who can address health inequities at the system and community levels. Tracks have included rural health, academic medicine, and traditional family medicine. Eligible applicants must have AAFP membership and be currently in practice or on a teaching faculty; preference is given to those from a population group underrepresented in medicine and/or those practicing in a rural community. American Academy of Pediatrics Immunization Grants – November 1. The AAP offers several grants, including one that is specific to rural areas, for local health organizations that can work with pediatricians and community members to improve vaccine uptake. HRSA Preventive Medicine Residency Program – November 21. HRSA's Bureau of Health Workforce provides grants for graduate medical education training to increase the number and quality of preventive medicine residents. Eligible applicants are accredited schools of public health or medicine; accredited public or private nonprofit hospitals; state, local, or tribal health departments; and consortia of two or more eligible entities. Federal Transit Administration Community Mobility Ready-to-Launch Grants – Response to Screening Questions October 30. This agency within the U.S. Department of Transportation provides grants and technical assistance to communities that are ready to take concrete steps toward transportation solutions for underserved communities. Grantees will receive up to $75,000 along with guidance to seek funding for a full-scale roll-out of their solutions. All applications must meet the initial screening criteria listed in the application to be considered. Changes in the Supply and Rural-Urban Distribution of Selected Behavioral Health Providers. This series of data briefs from the WWAMI Rural Health Research Center describes trends in the supply and distribution of selected behavioral health providers in rural and urban areas in the U.S., nationally and within Census Divisions. The study found fewer per capita behavioral health providers in rural vs. urban counties, as well as disparities in the supply of providers across rural categories and Census Divisions. While the per capita supply of psychiatrists declined over the past decade, the supply of psychologists, psychiatric nurse practitioners, social workers, and counselors increased in both rural and urban counties. Learning Events and Technical Assistance CMS Virtual Listening Session for Health Equity – Thursday, October 6 at 2:00 pm ET. The Centers for Medicare & Medicaid Services (CMS) is looking to gather information from patient advocacy groups on advancing health equity. How to increase access to care is one among several other questions. The input and lessons-learned from this session will be used to evaluate CMS regulations regarding health equity for certain health care providers. CMS asks that registrants be limited to each organization's leadership and/or subject matter experts who are knowledgeable and willing to provide feedback on the topics to be discussed.
