NIH Community-Led, Health Equity Structural Intervention Initiative Funding Opportunity – Letters of Intent Due November 18. The National Institutes of Health (NIH) Community Partnerships to Advance Science for Society (ComPASS) Program will make up to 25 awards for a total funding amount of $153 million to community organizations to develop, implement, assess, and disseminate community-led, health equity structural interventions in partnership with a research organization. Applicants are expected to focus on interventions that address fundamental, structural causes of health disparities to advance health equity and improve health outcomes, such as expanding high-speed broadband internet to improve telehealth access in rural communities. Eligible applicants are required to submit a letter of intent (LOI) to CFComPASS@od.nih.gov no later than November 18, 2022 by 11:59 pm/ET. Applicants selected from the LOIs will be invited to submit full applications, which will be due on January 23, 2023. To help prepare a LOI, applicants are encouraged to watch a pre-recorded technical assistance presentation and view slides. Spread the Word About Health Insurance: Rural Week of Action. The Centers for Medicare & Medicaid Services has a collection of tools for helping individuals and families get health insurance during the Marketplace Open Enrollment period, November 1, 2022 through January 15, 2023. Graphics, social media messages, and customizable posters and fact sheets, are available in English, Spanish, Chinese, Korean, and Vietnamese. There are toolkits for specific audiences – e.g., Latino, Black, Asian, and Indigenous – that will be promoted each week until December 3. Next week is the Rural Week of Action. CDC Updates Guidelines for Prescribing Opioids. In their new 2022 Clinical Practice Guideline, the Centers for Disease Control and Prevention (CDC) provides updated evidence and research on the risks and benefits of prescription opioids for acute, subacute, and chronic pain. These include dosing strategies, tapering and discontinuation, comparisons with nonopioid pain treatments, and risk mitigation strategies. At 100 pages long, the guideline goes into some detail about the social, economic, and policy factors contributing to high rates of overdose death in rural areas, indicating that an integral part of effective pain treatment is understanding how social determinants of health influence the care provided to patients and the outcomes they experience. Video, Telephone, and In-Person Buprenorphine Treatment for OUD During the Pandemic. A study of 17,182 patients from the Veterans Health Administration sought to determine if patient characteristics – age, race/ethnicity, comorbidities, housing status – made a difference in the effectiveness of telehealth-delivered buprenorphine for opioid use disorder (OUD). Effectiveness was determined by 90-day retention; three different telehealth modalities were examined, with each patient receiving at least one video visit, at least one telephone visit but no video, or only in-person. The study was conducted from March 23, 2020 to March 22, 2021 when policy shifted to allow greater use of telehealth to deliver a potentially lifesaving medication for OUD. Results showed significantly higher retention for patients using telehealth versus in-person visits, with higher retention observed in those with video visits. But patient characteristics made a difference in the type of telehealth used, and subsequently their retention in treatment. Among patients who received telehealth, those who were older, male, Black, non–service connected, or experiencing homelessness and/or housing instability were less likely to have video visits. Racial Disparities in Maternal and Infant Health: Current Status and Efforts to Address Them. A new paper from the Kaiser Family Foundation reports on data showing large disparities in maternal and infant health, the factors contributing to these disparities, and recent efforts to reduce them. Despite continued advancements in medical care, maternal and infant mortality rates in the U.S. are far higher than those in similarly large and wealthy countries, and disparities for people of color have only widened over time. The brief identifies women who are Black, American Indian/Alaska Native, and Native Hawaiian and Other Pacific Islander as those suffering consistently high rates of mortality with outcomes that worsened during the pandemic. Differences in health insurance coverage and access to care are known factors driving disparities. Less understood, but getting increased attention are significantly higher rates of mistreatment, such as shouting and scolding, and ignoring or refusing requests for help. Current federal efforts include expanded access to Medicaid coverage during the postpartum period, and a $350 million investment through HRSA's Maternal and Child Health Bureau. Ongoing: HRSA Payment Program for RHC Buprenorphine-Trained Providers. In June 2021, HRSA launched an effort to improve access to substance use disorder treatment by paying for providers who are waivered to prescribe buprenorphine, a medication used to treat opioid use disorder. Rural Health Clinics (RHCs) still have the opportunity to apply for a $3,000 payment on behalf of each provider who trained to obtain the waiver necessary to prescribe buprenorphine after January 1, 2019. Approximately $1.2 million in program funding remains available for RHCs and will be paid on a first-come, first-served basis until funds are exhausted. COVID-19 Resources *New: Updated Guidance on COVID-19 Booster Shots. On October 12, the Centers for Disease Control and Prevention (CDC) recommended the following bivalent booster shots for children: Pfizer-BioNTech booster for patients ages 5-11; Moderna booster for patients ages 6-17. This recommendation follows FDA's authorization of these products on the same day. This announcement rescinded FDA's authorization of the monovalent Pfizer-BioNTech COVID-19 as a booster dose for ages 5-11; however, the monovalent vaccines will continue to be used for primary vaccination in patients that have never been vaccinated against COVID-19. In September, the U.S. Department of Health & Human Services announced that people with public, private, or no insurance coverage can get COVID-19 vaccines at no cost, for as long as the federal government continues purchasing and distributing them. To find nearby locations for vaccines, masks, testing, and treatment, visit COVID.gov. HHS/DoD National Emergency Tele-Critical Care Network. A joint program of the U.S. Department of Health & Human Services (HHS) and the U.S. Department of Defense (DoD) is available at no cost to hospitals caring for COVID-19 patients. Teams of critical care clinicians - critical care physicians, nurses, respiratory therapists, and other specialized clinical experts – are available to deliver virtual care through telemedicine platforms, such as an app on a mobile device. Hear from participating clinicians, and email to learn more and sign up. Mobilizing Health Care Workforce via Telehealth. ProviderBridge.org was created by the Federation of State Medical Boards through the CARES Act and the FORHP-supported Licensure Portability Grant Program. The site provides up-to-date information on emergency regulation and licensing by state as well as a provider portal to connect volunteer health care professionals to state agencies and health care entities. Online Resource for Licensure of Occupational Therapists, Physical Therapists, Psychologists, and Social Workers. The site provides up-to-date information on emergency regulation and licensing in each state. Rural Health Clinic Vaccine Distribution (RHCVD) Program. Under the program, Medicare-certified RHCs will receive direct COVID-19 vaccines in addition to their normal jurisdictions' weekly allocation. Federal Office of Rural Health Policy Resources for COVID-19. A set of Frequently Asked Questions (FAQs) from our grantees and stakeholders. Reaching Farm Communities for Vaccine Confidence. The AgriSafe Network is a nonprofit organization that provides information and training on injury and disease related to agriculture. Their health professionals and educators created a social media toolkit that aims to provide clear messages about COVID-19 vaccination for agriculture, forestry, and fishing workers. Funding and Opportunities NACCHO Reducing Overdose through Community Approaches (ROCA) Mentorship Program – December 5. The National Association of County and City Health Officials (NACCHO) seeks to make mentorship pairings between local health departments (LHDs) with experience in overdose prevention and LHDs looking to build capacity. The ultimate goal is to establish a network of LHDs across the country serving as a resource for continuous learning and connection. Funding will be up to $150,000 for mentees and up to $125,000 for mentors for a project period that runs from February through July of 2023. SAMHSA Cooperative Agreements for Certified Community Behavioral Health Clinic Planning Grants – December 19. The Substance Abuse and Mental Health Services Administration (SAMHSA) plans 15 awards with total funding of $15 million to help states meet the requirements for SAMHSA's Certified Community Behavioral Health Clinic (CCBHC) program. The planning grants are meant to support states as they develop and implement certification systems for CCBHCs, and establish Prospective Payment Systems for Medicaid reimbursable services. Eligible applicants are State Mental Health Authorities, Single State Agencies, or State Medicaid Agencies. NBCC Minority Fellowship Program for Mental Health Counselors (Masters and Doctoral) – December 31. The National Board for Certified Counselors (NBCC) Foundation provides fellowships for master's and doctoral degree-level counseling students from minority backgrounds. Applicants must commit to teach, administer, research, and/or provide direct mental health services to minority and underserved populations within one year of graduation and for the duration of two years post-graduation. Applicants must demonstrate knowledge of and experience in providing services to one or more of the following: underserved minority communities in rural and urban areas, children and adolescents, geriatric groups, veterans and military families, gender and sexual orientation minorities. The NBCC Foundation also offers a Rural Scholarship, providing financial support for students in an accredited counseling master's program, living in a rural area, and committed to serving rural populations post-graduation. The application deadline for the Rural Scholarship is December 31. Rural Telementoring Training Center Cooperative Agreement – January 9. HRSA is investing $750,000 to assist academic medical centers and other centers of excellence to create or expand technology-enabled collaborative learning and capacity building (telementoring) models to support health care providers in rural areas. The award recipient will provide technical assistance resources that are national in scope, freely accessible, and meet the needs of rural communities and health care providers. ACL Empowering Communities to Address Behavioral Health and Chronic Pain through Chronic Disease Self-Management Education Programs – January 11. The Administration for Community Living (ACL) will make an estimated 10 awards with total funding of $5.9 million for a four-year project. Successful applicants will work to increase the number of older adults participating in chronic disease self-management programs. Applicants must propose programs that engage underserved populations, such as Black, Latino, Indigenous, Native American, Asian American, Pacific Islander, persons of color, religious minorities, LGBTQ+, persons with disabilities, or people living in rural areas. Letters of Intent, encouraged but not required, are due on December 6. HUD Distressed Cities and Persistent Poverty Technical Assistance Program – Ongoing. The U.S. Department of Housing and Urban Development (HUD) puts a focus on local governments in smaller communities with populations under 50,000 residents for assistance with efforts to alleviate poverty. Support may include, but is not limited to: help with remedying adverse financial audit findings, training in grant management, drafting competitive application for funding opportunities, and development of local programs to support small business owners. This new report from the CMS Innovation Center provides an update on the Innovation Center's progress in the implementation of its new strategy, describes areas of focus for the coming year, and begins the process of measuring progress against the strategy's five objectives. This update includes a discussion of the Community Health Access and Rural Transformation (CHART Model). A companion supplemental document describes the rationale, methods, and limitations for each of the metrics, baselines, and targets described in this report. The supplemental document includes information on rural innovation models and the inclusion of safety-net providers like Rural Health Clinics (RHCs). HHS Announces National Alliance for Patient/Healthcare Worker Safety – Monday, November 14 at 1:00 pm ET. The U.S. Department of Health & Human Services (HHS) begins a new federal initiative, in partnership with healthcare systems, to improve patient safety. HHS Secretary Xavier Becerra will convene a livestreamed listening session including chief executive officers of the country's largest healthcare systems, board members, organizational patient safety leaders, and patient and family safety advocates. The HRSA/FORHP-supported Rural Health Research Gateway hosts a one-hour session with recent research on the availability of pharmacy services, payment models, the impact of pharmacy closures, and the creating of new pharmacy deserts. *CMS: Resources for Rural Health – Tuesday, November 15 at 12:00 pm ET. The Centers for Medicare & Medicaid Services (CMS) gives an overview of available rural health resources in this hour-long presentation. County Health Rankings & Roadmaps: Creating Prosperous Rural Communities – Tuesday, November 15 at 3:00 pm ET. The creators of the annual County Health Rankings join with the Aspen Institutes to introduce a new tool to advance rural prosperity. ERS: Rural America at a Glance, 2022 Edition – Wednesday, November 16 at 1:00 pm ET. The Economic Research Service (ERS) at the U.S. Department of Agriculture present the latest findings from its annual report summarizing population trends, employment, poverty, and income in rural areas. *HRSA: Virtual Job Fair for Rural Health Care Facilities – Wednesday, November 16 at 6:00 pm ET. This event hosted by HRSA's Bureau of Health Workforce takes place over 3.5 hours on Wednesday evening and connects health care professionals with representatives from rural health care facilities across the country. *NIH: Improving Rural Health Through Research Dissemination and Implementation – Thursday, November 17 at 12:00 pm ET. The National Institutes of Health (NIH) holds a 90-minute seminar on the intersection of rurality and other factors that impact how research is implemented with rural populations. *NOSORH Collaboration Carpool: Conversations with Mission-Minded Rural Stakeholders – Thursday, November 17 at 2:00 pm ET. The National Organization of State Offices of Rural Health (NOSORH) hosts an hour-long discussion with national regional, and state leaders in broadband, philanthropy, and public health. Resources of the Week The Rural Health Clinic Program at 45 Years. An article in The Rural Monitor looks at the history of this program that now has more than 5,000 clinics across the country. For a more brief overview, the Rural Health Information Hub provides a short video about the challenges and victories of RHCs, from their origins in the Rural Health Clinic Services Act of 1977, and into the present, as they continue to provide an array of vital services to rural communities. The Rural Emergency Preparedness and Response Toolkit. On November 14, the Rural Health Information Hub launches a new resource developed in collaboration with the NORC Walsh Center for Rural Health Analysis with support from HRSA and the CDC. The evidence-based toolkit provides practical guidance for planning for, responding to, and recovering from disasters and emergencies. It also includes guidance and resources for different types of emergencies and considerations for special populations. Federal Policy & Telehealth: What to be Aware of Going Forward.
