December 8, 2022 What's New New Funding Opportunity: Rural Communities Opioid Response Program-Neonatal Abstinence Syndrome – Applications Due March 8. HRSA's Federal Office of Rural Health Policy will be making a $20 million investment for approximately 40 grants to reduce the incidence and impact of neonatal abstinence syndrome (NAS) in rural communities. Over the course of a three-year period of performance, RCORP-NAS recipients will collaborate with local, state, and regional stakeholders to provide coordinated, trauma-informed, and family-centered behavioral and maternal health care services, including medication-assisted treatment, to rural pregnant and postpartum persons and their families. Applicant organizations may be located in an urban or rural area; however, all activities supported by the program must exclusively occur in HRSA-designated rural areas. (No registration required.) 2023 Physician Fee Schedule Update Webinar – Wednesday, December 14 at 2:00 pm ET. The Centers for Medicare & Medicaid Services (CMS) recently released the Calendar Year 2023 Physician Fee Schedule Final Rule. This rule makes policy updates developed to increase accessibility of behavioral health services and telehealth services in rural areas. In this 45-minute webinar, CMS subject matter experts from the Hospital and Ambulatory Policy Group (HAPG) will present on the behavioral health and telehealth updates in the rule. USDA Funding Remote Education in Rural and Tribal Communities – Deadline January 30. The U.S. Department of Agriculture will make $64 million in awards for real-time, interactive distance learning and telemedicine services. The USDA Distance Learning and Telemedicine Grants allow students to participate in class remotely and also connect rural residents to medical professionals without leaving home. One month left to apply for Public Health AmeriCorps. Public Health AmeriCorps will invest $400 million, over five years, to support COVID-19 recovery, health equity, local public health, and the development of a pipeline of public health leaders. A webinar recording that provides an overview of the service program and how to apply for funding is available on the Rural Health Information Hub. The deadline for applications to the 2023 AmeriCorps State and National Public Health AmeriCorps Notice of Funding Opportunity is Wednesday, January 4, 2023, by 5:00 pm ET. Understanding Barriers to COVID-19 Testing. Researchers used funding from the NIH-supported RADx-UP program to better understand barriers in underserved communities – rural and urban, as well as racial and ethnic minority populations – in Kansas. The most commonly reported barrier was fear of lost income or employment resulting from quarantine. Common barriers reported in both rural and urban communities were access issues, such as lack of transportation and lack of support for languages other than English. Three subthemes appeared to be dominant in rural counties. Under the theme of "political beliefs," the subtheme "politicization of COVID-19 mitigation and response efforts" was an identified barrier for most rural counties. The Centers for Medicare & Medicaid Services has a collection of tools for helping individuals and families get health insurance during the Marketplace Open Enrollment period, November 1, 2022 through January 15, 2023. Graphics, social media messages, and customizable posters and fact sheets, are available in English, Spanish, Chinese, Korean, and Vietnamese. Marketplace plans are an important source of coverage for people in rural areas, who represent approximately 15 percent of Marketplace enrollees in states using HealthCare.gov. Ongoing: HRSA Payment Program for RHC Buprenorphine-Trained Providers. In June 2021, HRSA launched an effort to improve access to substance use disorder treatment by paying for providers who are waivered to prescribe buprenorphine, a medication used to treat opioid use disorder. Rural Health Clinics (RHCs) still have the opportunity to apply for a $3,000 payment on behalf of each provider who trained to obtain the waiver necessary to prescribe buprenorphine after January 1, 2019. Approximately $1.2 million in program funding remains available for RHCs and will be paid on a first-come, first-served basis until funds are exhausted. COVID-19 Resources Updated Guidance on COVID-19 Vaccines. The CDC recommends that people ages 5 years and older receive one updated (bivalent) dose if it has been at least 2 months since their last COVID-19 vaccine dose, whether that was: - Their final primary series dose, or
- An original monovalent dose
People who have gotten more than one original (monovalent) dose are also recommended to get an updated (bivalent) dose. In September, the U.S. Department of Health & Human Services announced that people with public, private, or no insurance coverage can get COVID-19 vaccines at no cost, for as long as the federal government continues purchasing and distributing them. To find nearby locations for vaccines, masks, testing, and treatment, visit COVID.gov. HHS/DoD National Emergency Tele-Critical Care Network. A joint program of the U.S. Department of Health & Human Services (HHS) and the U.S. Department of Defense (DoD) is available at no cost to hospitals caring for COVID-19 patients. Teams of critical care clinicians - critical care physicians, nurses, respiratory therapists, and other specialized clinical experts – are available to deliver virtual care through telemedicine platforms, such as an app on a mobile device. Hear from participating clinicians, and email to learn more and sign up. Mobilizing Health Care Workforce via Telehealth. ProviderBridge.org was created by the Federation of State Medical Boards through the CARES Act and the FORHP-supported Licensure Portability Grant Program. The site provides up-to-date information on emergency regulation and licensing by state as well as a provider portal to connect volunteer health care professionals to state agencies and health care entities. Online Resource for Licensure of Occupational Therapists, Physical Therapists, Psychologists, and Social Workers. The site provides up-to-date information on emergency regulation and licensing in each state. Rural Health Clinic Vaccine Distribution (RHCVD) Program. Under the program, Medicare-certified RHCs will receive direct COVID-19 vaccines in addition to their normal jurisdictions' weekly allocation. The AgriSafe Network is a nonprofit organization that provides information and training on injury and disease related to agriculture. Their health professionals and educators created a social media toolkit that aims to provide clear messages about COVID-19 vaccination for agriculture, forestry, and fishing workers. Funding and Opportunities USDA Technical Assistance/Training Grants for Rural Water Systems – December 31. The U.S. Department of Agriculture (USDA) will make approximately 30 awards with a total investment of $35 million in grants to private nonprofit organizations with tax exempt status. Funds may be used for technical assistance and/or training to identify and evaluate solutions to water and waste disposal facilities in rural areas. FDA Innovation Award: Researching COVID-19 and Health Equity – January 16. The Food and Drug Administration (FDA) seeks research proposals that will advance understanding of COVID-related outcomes for minority demographic groups that include ethnicity, race, age, disability, and geography. ACL Rural HIV and Aging Challenge, Phase 1 – January 31. The Administration for Community Living (ACL) will award $500,000 in cash prizes for innovative and effective pilot solutions that address the needs of people in rural communities who are aging with HIV or long-term survivors. Solutions may include, but are not limited to pilot solutions that: enhance the capacity of Community Based Organizations (CBOs) who serve people aging with HIV or long-term survivors in rural communities; increase engagement of people aging with HIV or long-term survivors in rural communities, including self-advocates; or increase mobilization of resources needed in the rural community. Up to 10 winners may be selected to each receive a prize of up to $15,000. The participants selected to receive a prize for Phase 1, Design of Concept, may compete for Phase 2, Development of Solution. Department of Labor Youthbuild Grants – February 7. The U.S. Department of Labor will make approximately 75 awards with total funding of $90 million. The grants go to organizations providing pre-apprenticeship services that support education, occupational skills training, and employment opportunity services to youth aged 16 to 24. The program is a community-based alternative education program for youth who left high school before graduation, migrant farmworker youth, youth experiencing housing instability, and other disadvantaged youth populations. Previous projects have enabled program participants to support initiatives in construction, technology, and the care economy. HRSA Funding One Provider for Rural Quality Improvement Technical Assistance – February 17. Through the Federal Office of Rural Health Policy (FORHP) HRSA will enter into a cooperative agreement with one organization to provide technical assistance to federal quality initiatives for Critical Access Hospitals and other small, rural providers. USDA Emergency Food Assistance Program – Reach and Resiliency – March 6. The U.S. Department of Agriculture (USDA) will make approximately 54 awards with total funding of more than $60 million. The funding extends a $1 billion investment in the country's food network made 18 months ago to support community-level food banks during the pandemic. Most of the 38 states that received funds in round one describe distribution to rural areas among their projects. FCC Rural Health Care Telecommunications Program – April 1. The Federal Communications Commission (FCC) provides funding for telecommunications expenses related to health care in rural areas. To be eligible, applicants must be one of the following: post-secondary health professions training institution; community health center; local health department or agency, community mental health center; nonprofit hospital; rural health clinic, including mobile clinics and dedicated emergency departments in rural for-profit hospitals; skilled nursing facilities. The Centers for Medicare & Medicaid Services (CMS) updated Chapter 10 of the Medicare Program Integrity Manual to instruct Medicare Administrative Contractors (MACs) on how to process enrollment applications for rural hospitals and Critical Access Hospitals converting to the Rural Emergency Hospital (REH) designation beginning January 1, 2023. Included are instructions on how the change of enrollment form CMS-855A should be completed and steps the MACs should take to review, approve, or deny the applications. This guidance reflects the enrollment requirements for REHs published in the final 2023 Medicare Hospital Outpatient Prospective Payment Rule. Learning Events and Technical Assistance Public Health Institute: Using Open-Source Data and Mapping to Understand Rural Community Needs – Monday, December 12 at 1:00 pm ET. Experts will share ways to use data to describe health inequities. Substance Misuse Prevention's Role: SAMSHA Addressing Disparities in Rural Communities – Tuesday, December 13 at 11:30 am ET. This 90-minute webinar will review tools to identify and address substance use-related disparities in rural areas. The session is hosted by the Prevention Technology Transfer Center (PTTC) Network, a resource funded by the Substance Abuse and Mental Health Services Administration. There are 10 regional PTTCs, and two national: one each for Hispanic/Latino and American Indian/Alaskan Native populations.
