What's New

Funding Opportunity: Delta Health Systems Implementation Program – Applications due May 18, 2023. HRSA's Federal Office of Rural Health Policy has announced a new funding opportunity that supports hospitals in the Mississippi Delta region in implementing projects that will improve their financial sustainability and allow for increased access to care in rural communities. Through the Delta Health Systems Implementation Program, FORHP will award approximately $2,020,000 across 5 awards. Hospitals will implement projects focused on financial and operational improvement, quality improvement, telehealth, and workforce development. Interested applicants may attend live webinars on Wednesday, April 5 2023, from 2 p.m. – 3 p.m. ET or Thursday, April 13, 2023 from 1 p.m. – 2 p.m. ET.

Overdose Treatment Now Available Without a Prescription.  Yesterday, the U.S. Food and Drug Administration (FDA) announced that the makers of Narcan, an opioid overdose treatment, have the agency's approval to make the drug widely available over the counter (OTC).  Narcan is the brand name of the drug naloxone, a fast-acting overdose reversal. Until now, availability varied by state – typically restricted to licensed health care providers, approved opioid overdose programs, and first responders. This is an important consideration for rural counties given that research shows that these areas are nearly three times more likely than metropolitan counties to be a low-dispensing county for naloxone. The FDA will provide additional information online via Zoom today at 11:00 am ET. 

Analysis of an Innovative Approach to Target Rural Communities in Public Health Funding. In 2021, the Centers for Disease Control and Prevention carved out $427 million in state funding to focus on combatting COVID-19 in rural communities as part of a multibillion dollar national initiative to address COVID-19-related health disparities among at-risk and underserved populations. This case study by the FORHP-Supported Southwest Rural Health Research Center explores the circumstances around this emphasis on rural America by interviewing relevant decision-makers and key stakeholders.

The End of the COVID-19 Public Health Emergency – Impacts for RHCs – Wednesday, April 5 at 3:00 pm ET. Based on current COVID-19 trends, the Administration announced the end of the COVID-19 Public Health Emergency (PHE) on May 11, 2023. During this FORHP-supported webinar, the National Association of Rural Health Clinics (NARHC) will provide an overview of the Public Health Emergency (PHE) waivers and flexibilities, including telehealth, and their status once the PHE concludes. Advanced registration is required.

The Challenge to Human Services in Rural Communities. A sweeping report from the Administration of Children and Families (ACF) delivers insight into the rural-specific barriers to the agency's programs – e.g., for housing, early childhood and family development, Healthy Marriage and Responsible Fatherhood.  Some of these barriers are well-known and understood, such as distance to services and negative perceptions of public assistance.  But through qualitative and quantitative data collection, ACF researchers find details of how factors such as race, digital access, and housing are realized in the rural context and hinder the effectiveness of human services. 

Can Community Paramedicine Improve Rural Health Outcomes?  The Commonwealth Fund examines programs that send paramedics and other staff to peoples' homes to stabilize their health and avoid the need for 911 calls down the line.  The report cites 129 programs in the U.S., with more than 40 of these in rural areas. 

New Recommendations for Elder Care.  The National Advisory Committee for Rural Health & Human Services, which advises the HHS Secretary on rural issues, has released a new policy brief and recommendations on how to expand the Programs of All Inclusive Care for the Elderly in rural areas.  

Ongoing: HRSA Payment Program for RHC Buprenorphine-Trained Providers.  As announced by the Substance Abuse and Mental Health Services Administration in January 2023, clinicians no longer need DATA 2000 Waiver training to prescribe buprenorphine; however, the payment program to defray earlier training costs is still active.  Launched in June 2021, the initiative pays for providers who previously received a waiver to prescribe buprenorphine, a medication used to treat opioid use disorder.  Rural Health Clinics (RHCs) still have the opportunity to apply for a $3,000 payment on behalf of each provider who previously trained to obtain the waiver necessary to prescribe buprenorphine after January 1, 2019.  Approximately $900,000 in program funding remains available for RHCs and will be paid on a first-come, first-served basis until funds are exhausted.  Send questions to DATA2000WaiverPayments@hrsa.gov.

**New and Ongoing:  The University of Vermont Center on Rural Addiction, a HRSA Rural Center of Excellence on Substance Use Disorders, offers an incentive to help defray previous training costs of $750 to each qualifying provider who obtained a DATA-Waiver. To qualify, providers must be practicing in a HRSA-designated rural county in Vermont, Maine, New Hampshire, or Northern New York. To apply for the $750 payment, providers should contact cora@uvm.edu.


COVID-19 Resources

Provider Relief Fund (PRF) Reporting Portal – Report by March 31 for RP4. The PRF Reporting Portal is open from January 1, 2023 to March 31, 2023 for Reporting Period 4 (RP4). Providers who received one or more PRF (General or Targeted) and/or American Rescue Plan Rural payments exceeding $10,000, in the aggregate, from July 1, 2021 to December 31, 2021, must report on their use of funds during RP4. Rural Health Clinic Vaccine Distribution (RHCVD) ProgramUnder the program, Medicare-certified Rural Health Clinics (RHCs) receive direct COVID-19 vaccines in addition to their normal jurisdictions' weekly allocation.  Webinar recordings explaining RHC vaccine programs are available on the National Association of Rural Health Clinics website.  *New:  As a reminder, the Pfizer-BioNTech COVID-19 bivalent vaccine for people 12 years of age and older is available to order through the RHCVD program in both single and multi-dose vials. The single-dose option responds to widespread requests to allow greater flexibility for RHCs that may not have the demand or capacity to store multi-dose vials. Contact RHCVaxDistribution@hrsa.gov for more information.    

HHS/DoD National Emergency Tele-Critical Care Network.  A joint program of the U.S. Department of Health & Human Services (HHS) and the U.S. Department of Defense (DoD) is available at no cost to hospitals caring for COVID-19 patients. Teams of critical care clinicians - critical care physicians, nurses, respiratory therapists, and other specialized clinical experts – are available to deliver virtual care through telemedicine platforms, such as an app on a mobile device. Hear from participating clinicians, and email to learn more and sign up.

Mobilizing Health Care Workforce via Telehealth.  ProviderBridge.org was created by the Federation of State Medical Boards through the CARES Act and the FORHP-supported Licensure Portability Grant Program. The site provides up-to-date information on emergency regulation and licensing by state as well as a provider portal to connect volunteer health care professionals to state agencies and health care entities.

Funding and Opportunities

DOJ Expanding Access to Sexual Assault Forensic Examinations – April 20.  The U.S. Department of Justice (DOJ) will make four awards, each up to $500,000, to establish or expand sexual assault forensic exams and victim services.  Priority consideration will be given to culturally specific services in communities that have been historically underserved.

Citizen's Institute on Rural Design: Request for Applicants – April 21.  Sponsored by the National Endowment for the Arts and the national nonprofit, Housing Assistance Council, the program will select at least four communities for an onsite design workshop.  With support from a wide range of design, planning, and creative placemaking professionals, the workshops bring together local residents and local leaders from non-profits, community organizations, and government to develop actionable solutions to the community's specific design challenge.

DOJ Mentoring for Youth Affected by Opioid and Other Drug Misuse – May 4. The U.S. Department of Justice (DOJ) will make an estimated 15 awards with total funding of $16.5 million.  Rural communities and federally recognized Tribes are priority for grants in two categories: 1) mentoring strategies at project sites as part of a prevention, treatment, and support approach; and 2) statewide and regional mentoring strategies to build capacity in targeted regions. 

HRSA Rural Health Care Coordination Program – May 15.  HRSA's Federal Office of Rural Health Policy announced a new funding opportunity that supports the development of integrated care coordination networks to improve and expand delivery of health care services through care coordination strategies in rural areas.  Through the Rural Health Care Coordination Program, FORHP will make approximately 10 awards totaling up to $3 million to address gaps in service, enhance systems of care, and expand capacity of the local rural health care system.  Interested applicants may attend a technical assistance webinar  on Thursday, April 6, 2023, from 3:00 – 4:00 p.m. ET.

Department of Justice Tribal Researcher Capacity Building Grants – May 16.  Up to six awards, each up to $150,000 will Tribal communities to support research on issues of crime and justice.  Health-related research priorities include: the effectiveness of the criminal justice response to the substance use disorder; murdered, missing, and trafficked persons; child and elder abuse; sexual assault; and the provision, role, and impact of forensic science services. 

HRSA Health Careers Opportunity Program – May 24.  Rural communities can develop a homegrown health care workforce through this funding that targets people from economically or educationally disadvantaged backgrounds.  Approximately $13.5 million will fund up to 21 grants for five years.  Eligible applicants include accredited schools of medicine, osteopathic medicine, public health, dentistry, veterinary medicine, optometry, pharmacy, allied health, chiropractic; as well as public or nonprofit private schools that offer graduate programs in behavioral and mental health; and public or private nonprofit health or educational entities such as a community college, technical college, or tribal college.

Indicators of Familial Social Support by Rurality and Gender IdentityAmong the key findings in this brief from the University of Minnesota Rural Health Research Center: rural transgender adults are the least likely of any group to "strongly" or "very strongly" agree that they get the familial support they need (16.3% of rural transgender adults, compared with 30.4% of urban transgender adults, 61.4% of rural cisgender adults, and 59.3% of urban cisgender adults).

COVID-19 Vaccination Rates.  From the RUPRI Center for Rural Health Policy Analysis: In December 2022, the proportion of the population ages 12+ with a completed primary COVID-19 vaccination (i.e., have second dose of a two-dose vaccine or one dose of a single-dose vaccine) was 75.5 percent in metropolitan counties, 60.9 percent in micropolitan counties, and 56.8 percent in noncore counties.

Information for Critical Access Hospitals. The Centers for Medicare & Medicaid Services (CMS) recently published a new fact sheet summarizing the Medicare rules and regulations for Critical Access Hospitals (CAHs).  This latest version includes the revised CAH location requirement relative to other facilities to include areas with only secondary roads available as well as the requirement to inform the patient or their representative of their rights before starting or ending care and establish a grievance process.

Updated Certification Criteria for Certified Community Behavioral Health Clinics. This month, the Substance Abuse and Mental Health Services Administration (SAMHSA) released the updated certification criteria for Certified Community Behavioral Health Clinics (CCBHCs), a model designed to ensure access to coordinated comprehensive behavioral health care. This new document follows from a draft version SAMHSA released in December. SAMHSA also posted a summary of changes between the new criteria and the previous version and deadlines for implementation of the updated criteria. Currently, there are over 500 CCBHCs operating across the country, including some CCBHCs in rural areas.


Learning Events and Technical Assistance

NHSC Loan Repayment Program: Q&A Session #1 – Thursday, March 30 at 10:00 am ET. The first of several sessions to assist applicants to three loan repayment programs for the National Health Service Corps (NHSC). One of these opportunities for practicing clinicians is the NHSC Rural Community Loan Repayment Program that works with FORHP's rural opioid programming to provide substance use disorder treatment.

American Indian/Alaska Native Virtual Healthcare Workforce Development Summit – April 4-5.  Hosted by the Associations of American Indian Physician, the free, two-day summit will feature presentation of novel programs that are successfully contributing to the increase of AI/AN people in the health care workforce. 

Preparing for and Delivering Value-Based Care in Rural Communities Tuesday, April 4 at 10:30 am ET. This four-part series will provide an in-depth overview of the required competencies necessary for achieving success in a value-based environment. This FORHP funded series is primarily intended for health care organizations located in Maine, New Hampshire, New York and Vermont, but is open to all healthcare organizations interested in learning more about value-based care. 

HRSA IEA Learning Series: Advancing Health Equity Among Hispanic/Latino Populations – Tuesday, April 4 at 1:00 pm ET.  HRSA's Office of Intergovernmental and External Affairs (IEA) will focus on focus on the mental health of Hispanic/Latino youth.  This is the second session in the series, presented in Spanish with English interpretation.

Annual Rx and Illicit Drug Summit – April 10-13.  Federal policymakers from the Substance Abuse and Mental Health Services Administration and the National Institute on Drug Abuse are among those sharing their expertise at this annual conference on substance use disorder.  The summit takes place over four days in Atlanta, Georgia. 

Webinar on understanding Medicare's new REH designation – Monday, April 10 at 1:00pm ET. States must take certain steps to allow certain hospitals to have the option to convert to Rural Emergency Hospitals (REHs). Several states already have taken action to implement this new REH provider designation. This one-hour HRSA-funded webinar led by the National Academy for State Health Policy (NASHP) will allow participants to learn from the Centers for Medicare & Medicaid Services (CMS) about the new REH designation and hear from two states, Kansas and Michigan, about their experiences implementing this new designation. The webinar will include ample time for questions and answers.

Learning About Long COVID & Fatiguing Illness  – Thursday, April 13 at 3:00 pm ET.  The Centers for Disease Control and Prevention fund this monthly webinar-style ECHO learning session to rapidly disseminate Post-COVID Conditions (PCC) and Myalgic Encephalomyelitis/Chronic Fatigue Syndrome (ME/CFS) findings and emerging best practices. The series offers didactic presentations by subject matter experts, examples of emerging best practices and models of care, and a facilitated Q&A. This program is intended primarily for providers who care for patients with PCC and ME/CFS but is open to all healthcare professionals and all Long COVID and ME/CFS patient-lived experience experts interested in learning more about the treatment of Long COVID and ME/CFS.

HRSA Virtual Job Fair – Wednesday, April 19 at 6:00 pm ET.  HRSA's Bureau Health Workforce hosts this free, online event over 3.5 hours to connect primary care clinicians and trainees with health care facilities that have job openings.  To register, complete a clinician profile on the Health Workforce Connector.

Save the Date: AHA Rural Health Summit for Southwest Region – Friday, May 12, Dallas, TX.  The American Heart Association (AHA) may provide scholarship for those who need financial assistance to attend this conference of rural health leaders from Arkansas, Colorado, New Mexico, Oklahoma, Texas, and Wyoming. 

Register for Rural Suicide Prevention Workshops – May 23, and July 25.  This comprehensive training for service providers in rural communities includes special focus on youth, substance use, and Indigenous communities. The interactive workshop features video demonstrations, active discussion groups, and access to the latest research on best practices. Attendees will get free, ongoing support – including online discussion forums and monthly Q&A video calls – for one year after the workshop.  This opportunity is provided by the University of Rochester Recovery Center of Excellence (COE), one of three COEs in FORHP's rural opioid programming


Resources of the Week

Digital Access: A Super Determinant of Health.  The Substance Abuse and Mental Health Services Administration cite a number of sources showing a growing "broadband health gap" that may be contributing to chronic illness and substance use crises.  The backgrounder describes local, state, and federal examples of efforts to reduce the digital divide and includes a list of funding opportunities and resources for broadband access.  

2023 Alzheimer's Disease Facts and Figures.  The annual report from the Alzheimer's Association describes ongoing and wide-ranging effects of the pandemic on both patients and caregivers. A growing shortage of geriatricians and other specialists – partly due to population aging – is most acute in rural areas. 

New Telementoring Quality Measure Toolkit. The Rural Telementoring Training Center (RTTC) recently released a new Telementoring Quality Toolkit. Telementoring is a valuable workforce development resource and support system that enables providers to learn from experts in a variety of disciplines, regardless of location. This free toolkit is a comprehensive and practical set of tools to assist in the evaluation of telementoring programs.  This aid also provides recommendations related to continuous improvement of telementoring program components such as staffing, content, marketing, and sustainability. The RTTC receives funding through FORHP to provide free training, tools, and technical assistance to support the implementation and evaluation of telementoring programs for rural and remote health care workers.
