What's New

Care Coordination Between Rural Primary Care and Telemedicine for OUDThe study tested a care coordination model in six rural primary care sites during the peak of the COVID-19 pandemic, July 2020 to January 2021.  Each clinic tracked patients with opioid use disorder (OUD) as they received medication treatment delivered by an external telemedicine provider. 

TANF in a Rural ContextIn a project supported by the federal Administration for Children and Families, researchers gathered administrative data and conducted interviews with human services providers at 11 rural sites in Alabama, Alaska, Colorado, Iowa, Kansas, Kentucky, New York, Ohio, Pennsylvania, and South Carolina.  The resulting brief provides a series of lessons learned and practitioners' recommendations for the use of federal funding through the Temporary Assistance for Needy Families Program, also known as TANF.  For almost 30 years, TANF has provided an annual block grant to states that gives them flexibility to design state-based programs for low-income families with children.  In interviews, TANF program staff and members of community partner organizations described various caseload management approaches, service delivery models, and adaptations for their rural contexts.

New Report on Use of Electronic Health Information ExchangeThe Government Accountability Office (GAO) interviewed federal and state officials and reviewed survey data from providers to learn how use of electronic health information exchange changed since enactment of the Health Information Technology for Economic and Clinical Health (HITECH) Act in 2009.  GAO found that use of electronic exchange among hospitals and physicians increased in recent years but use among small and rural hospitals was lower than that of other hospitals. This finding may be because small and rural providers are less likely to have the financial and technical resources to participate in electronic exchange—such as adequate IT staff and sufficient access to broadband internet. 

Ongoing: HRSA Payment Program for RHC Buprenorphine-Trained Providers.  As announced by the Substance Abuse and Mental Health Services Administration in January 2023, clinicians no longer need DATA 2000 Waiver training to prescribe buprenorphine; however, the payment program to defray earlier training costs is still active.  Launched in June 2021, the initiative pays for providers who previously received a waiver to prescribe buprenorphine, a medication used to treat opioid use disorder.  Rural Health Clinics (RHCs) still have the opportunity to apply for a $3,000 payment on behalf of each provider who previously trained to obtain the waiver necessary to prescribe buprenorphine after January 1, 2019.  Approximately $900,000 in program funding remains available for RHCs and will be paid on a first-come, first-served basis until funds are exhausted.  Send questions to DATA2000WaiverPayments@hrsa.gov.

Ongoing:  The University of Vermont Center on Rural Addiction, a HRSA Rural Center of Excellence on Substance Use Disorders, offers an incentive to help defray previous training costs of $750 to each qualifying provider who obtained a DATA-Waiver. To qualify, providers must be practicing in a HRSA-designated rural county in Vermont, Maine, New Hampshire, or Northern New York. To apply for the $750 payment, providers should contact cora@uvm.edu.


COVID-19 Resources

Rural Health Clinic COVID-19 Distribution Programs - Vaccines, Testing Supplies, Therapeutics. As a reminder, CMS-certified Rural Health Clinics (RHCs) can receive COVID-19 vaccines, testing supplies, and COVID-19 antivirals directly from HRSA. Please reference the linked websites for additional information and enrollment instructions. Technical assistance resources for these programs are available through the National Association of Rural Health Clinics. Note: The Pfizer-BioNTech COVID-19 bivalent vaccine for people 12 years of age and older is available to order through RHC Vaccine Distribution Program in both single and multi-dose vials. The single-dose option responds to widespread requests to allow greater flexibility for RHCs that may not have the demand or capacity to store multi-dose vials. Contact RHCVaxDistribution@hrsa.gov for more information.    

HHS/DoD National Emergency Tele-Critical Care Network.  A joint program of the U.S. Department of Health & Human Services (HHS) and the U.S. Department of Defense (DoD) is available at no cost to hospitals caring for COVID-19 patients. Teams of critical care clinicians - critical care physicians, nurses, respiratory therapists, and other specialized clinical experts – are available to deliver virtual care through telemedicine platforms, such as an app on a mobile device. Hear from participating clinicians, and email to learn more and sign up.

Mobilizing Health Care Workforce via Telehealth.  ProviderBridge.org was created by the Federation of State Medical Boards through the CARES Act and the FORHP-supported Licensure Portability Grant Program. The site provides up-to-date information on emergency regulation and licensing by state as well as a provider portal to connect volunteer health care professionals to state agencies and health care entities.

Funding and Opportunities

HRSA Needs Rural Reviewers for Grant Applications

SAMHSA American Indian and Alaska Native Behavioral Health Center of Excellence – May 26.  The Substance Abuse and Mental Health Services Administration (SAMHSA) will award $1.5 million per year to a single entity.  The Center of Excellence will develop and disseminate culturally informed, evidence-based behavioral health information and provide technical assistance on issues addressing behavioral health disparities. 

DOJ Tribal Victim Services Set-Aside Formula Program – June 1.  The U.S. Department of Justice (DOJ) will make 263 awards, each ranging from $250,000 to $1 million.  Among many approved activities, the funding may be used for direct services for crime victims and community outreach and education.

HRSA Screening and Treatment for Maternal Mental Health and SUD – June 2.  HRSA will make 14 awards, each up to $750,000, to expand health care providers' capacity to screen, assess, treat, and refer pregnant and postpartum people for maternal mental health and substance use disorders.  Eligible applicants are States, Indian Tribes, and Tribal organizations. 

HRSA State Maternal Health Innovation Program – June 2.  Through its Maternal and Child Health Bureau, HRSA will make 23 awards with total funding of $23 million.  The grants will support state-led demonstrations focused on improving maternal health and addressing disparities through quality services, a skilled workforce, enhanced data quality and capacity and innovative programming. 

SAMHSA Partnerships for Success for Communities, Local Governments, University, Colleges, and Tribes/Tribal Organizations – June 5.  The Substance Abuse and Mental Health Services Administration (SAMHSA) plans 44 awards, each up to $375,000 per year for up to five years.  The funding is intended to community-based substance misuse prevention and promote mental health services.  Eligibility includes public and private, nonprofit entities, Tribal organizations, and institutions of higher education.  A separate but related opportunity from SAMHSA, Partnerships for Success for States – June 5, will make 14 awards, each up to $1.25 million per year. 

USDA Rural Housing Preservation Grants – June 5.  The U.S. Department of Agriculture (USDA) will make 160 awards with total investment of $18.5 million to help low-income, rural homeowners repair and rehabilitate their homes.  Eligibility is NOT individual homeowners, but rather state and local governments, nonprofit organizations, and federally recognized Tribes. 

CDC Strengthening Public Health Systems and Services in Indian Country – June 6. The Centers for Disease Control and Prevention (CDC) will make 25 awards with total funding of $75 million.  The five-year project aims to strengthen the quality, performance, and infrastructure of tribal public health systems, including workforce, data and information systems, and programs and services. 

HRSA Maternal Health Research Collaborative for Minority-Serving Institutions – June 12.  HRSA's Maternal and Child Health Bureau (MCHB) announced 16 grants with total funding of $7.4 million for minority-serving institutions of higher education and/or research.  The program intends to establish a network researching disparities in maternal mortality to find community-based solutions.  MCHB will also make an award of $2.3 million to one minority-serving institution that will support the network with technical assistance.

DOL Workforce Opportunities for Rural Communities (WORC) for Appalachian, Delta, and Northern Border Regions – June 13.  The U.S. Department of Labor (DOL) will make 35 awards with total funding of $44.2 million.  This is the fifth round of WORC Initiative grants for community partnerships to promote new, sustainable job opportunities in these three regions.

IHS Tribal Self-Governance Program Planning – June 20.  The Indian Health Service (IHS) provides planning resources to tribes interested in participating in the Tribal Self-Governance Program (TSGP), which gives tribes the authority to manage and tailor healthcare programs in a manner that best fits the needs of their communities.

USDA Rural Utilities Service Broadband Technical Assistance – June 20.  The U.S. Department of Agriculture (USDA) will make 25 awards, each between $50,000 and $1 million to expand broadband into rural areas.  Examples of broadband technical assistance projects may include conducting feasibility studies, completing network designs, and developing broadband financial assistance applications.

Learning Events and Technical Assistance

CMS Rural Health Open Door Forum – Thursday, April 27 at 2:00pm ET. The Centers for Medicare & Medicaid Services (CMS) addresses issues for Rural Health Clinics, Critical Access Hospitals, and Federally Qualified Health Centers, as well other topics relevant to rural providers. The next Rural Health ODF will focus on CMS Waivers, Flexibilities, the Transition Forward from the COVID-19 Public Health Emergency, and recently published Medicare proposed payment rules. HRSA on Emerging Threat of Congenital Syphilis – Friday, April 28 at 12:00 pm ET.  HRSA's Bureau of Primary Health Care and Maternal and Child Health Bureau will explore treatment and care models in response to a dramatic rise in the rate of congenital syphilis – reported to be an increase of 291 percent between 2015 and 2019, and related to illicit drug use

Technical Assistance for Rural Emergency Hospital Conversion – Monday, May 1 at 11:00 am ET.  The Rural Health Redesign Center and Mathematica will host a 60-minute webinar to provide an overview of the REH program. Participants will learn about the REH provider type, conversion and participation requirements, and no-cost technical assistance available through the Rural Emergency Hospital Technical Assistance Center for hospitals considering a conversion.

Preparing for and Delivering Value-Based Care in Rural Communities Tuesday, May 2 at 10:30 am ET. This four-part series will provide an in-depth overview of the required competencies necessary for achieving success in a value-based environment. The FORHP-funded series is primarily intended for healthcare organizations located in Maine, New Hampshire, New York, and Vermont, but is open to all healthcare organizations interested in learning more about value-based care. 

Learn About HRSA Funding Opportunities for Nursing Students and Nurses – Wednesday, May 10 at 2:30 pm ET.  HRSA's Bureau of Health Workforce holds a two-hour session to discuss opportunities for students, graduates, and nursing programs. 

Save the Date: AHA Rural Health Summit for Southwest Region – Friday, May 12, Dallas, TX.  The American Heart Association (AHA) may provide scholarship for those who need financial assistance to attend this conference of rural health leaders from Arkansas, Colorado, New Mexico, Oklahoma, Texas, and Wyoming. 

Register for Rural Suicide Prevention Workshops – May 23, and July 25.  This comprehensive training for service providers in rural communities includes special focus on youth, substance use, and Indigenous communities. The interactive workshop features video demonstrations, active discussion groups, and access to the latest research on best practices. Attendees will get free, ongoing support – including online discussion forums and monthly Q&A video calls – for one year after the workshop.  This opportunity is provided by the University of Rochester Recovery Center of Excellence (COE), one of three COEs in FORHP's rural opioid programming
