What's New

Funding Now Available for the Rural Maternity and Obstetrics Management Strategies Program. On Tuesday, HRSA announced that the Rural Maternity and Obstetrics Management Strategies Program (RMOMS) is accepting applications through Friday, July 7. Approximately $2 million is available to fund up to two health networks to preserve access to and continuity of maternal and obstetrics care in rural communities. Stigma and Opioid Use Disorder.  More than 450 clinicians and counselors in rural New England were surveyed about stigma as a barrier to treating patients for opioid used disorder (OUD) as well as practitioners' beliefs about medications for OUD.  Over half (55 percent) ranked stigma as the highest barrier among other factors such as time and staffing, medication diversion, and organizational/clinic barriers. Many clinicians (60 percent) and counselors (51 percent) disagreed that medications for opioid use disorder "replace addiction to one kind of drug with another."  But among clinicians with the ability to prescribe, there was significant difference in this belief depending on whether they were currently treating with medications for OUD (MOUD).  More than 80 percent of those currently treating with MOUD believed it is not an addiction replacement; among those not currently treating with OUD, fewer than half felt that way.  The study was conducted by the FORHP-supported Center on Rural Addiction at the University of Vermont. 

Register for Rural Suicide Prevention Workshops – May 23, and July 25.  This comprehensive training for service providers in rural communities includes special focus on youth, substance use, and Indigenous communities. The interactive workshop features video demonstrations, active discussion groups, and access to the latest research on best practices. Attendees will get free, ongoing support – including online discussion forums and monthly Q&A video calls – for one year after the workshop.  This opportunity is provided by the FORHP-supported University of Rochester Recovery Center of Excellence.

An Important Notice for HRSA GranteesOn May 26, HRSA will follow a federal upgrade to security measures for online systems requiring a login for external users.  The new multi-factor login procedure will affect those who access HRSA's Electronic Handbook (EHB) system, including grantees, grant applicants, service providers, and consultants. To avoid issues with upcoming application and reporting deadlines, it is important to set up the new login procedure ahead of the change on May 26. 

Ongoing: Updates to Requirements for Buprenorphine PrescribingAs announced by the Substance Abuse and Mental Health Services Administration in January 2023, clinicians no longer need a federal waiver to prescribe buprenorphine for treatment of opioid use disorder.  Clinicians will still be required to register with the federal Drug Enforcement Agency (DEA) to prescribe controlled medications.  Beginning on June 27, the DEA registration will require applicants – both new and renewing – to affirm they have completed a new, one-time, eight-hour training.  Exceptions for the new training requirement are practitioners who are board certified in addiction medicine or addiction psychiatry, and those who graduated from a medical, dental, physician assistant, or advanced practice nursing school in the U.S. within five years of June 27, 2023.  Rural Health Clinics (RHCs) still have the opportunity to apply for a $3,000 payment on behalf of each provider who trained between January 1, 2019 and January 25, 2023 (when Congress eliminated the waiver requirement).  Approximately $900,000 in program funding remains available for RHCs and will be paid on a first-come, first-served basis until funds are exhausted.  Send questions to DATA2000WaiverPayments@hrsa.gov.


COVID-19 Resources

**New: FDA Simplifies COVID-19 Vaccination.  The Food and Drug Administration (FDA) announced in April that monovalent vaccines are no longer authorized for use.  Bivalent vaccines – those that combine the original and Omicron BA.4 and BA.5 strains – will now be used for all COVID-19 vaccinations of eligible people aged 6 months or older.  Most individuals, depending on age, previously vaccinated with a monovalent vaccine who have not yet received a dose of a bivalent vaccine may receive a single dose of a bivalent vaccine.  Most unvaccinated individuals may receive a single dose of a bivalent vaccine.  While reports have shown that rural adults were least likely to vaccinate against COVID-19, a recent study examining perceptions in one rural community found that, among vaccine-willing and vaccine-hesitant participants, almost all had greater trust in local authorities and sources of information. 

Updates to Coverage for COVID-19 Tests. The ending of the PHE on May 11, 2023 may impact an individual's coverage of COVID-19 tests. To help providers and the public understand these changes, the Centers for Medicare & Medicaid Services has developed a new Consumer Fact Sheet on COVID-19 tests in both English and Spanish. If you have any type of health insurance, you can get up to eight over-the-counter tests per month with no out-of-pocket costs through May 11, 2023. After that date, laboratory tests for COVID-19 ordered by providers will still be covered with no out-of-pocket costs for people with Medicare. Over-the-counter tests will still be available, but there may be out-of-pocket costs. Rural Health Clinics can continue to access free testing supplies directly from HRSA. Rural Health Clinic COVID-19 Distribution Programs - Vaccines, Testing Supplies, Therapeutics. As a reminder, CMS-certified Rural Health Clinics (RHCs) can receive COVID-19 vaccines, testing supplies, and COVID-19 antivirals directly from HRSA. Please reference the linked websites for additional information and enrollment instructions. Technical assistance resources for these programs are available through the National Association of Rural Health Clinics. Note: The Pfizer-BioNTech COVID-19 bivalent vaccine for people 12 years of age and older is available to order through RHC Vaccine Distribution Program in both single and multi-dose vials. The single-dose option responds to widespread requests to allow greater flexibility for RHCs that may not have the demand or capacity to store multi-dose vials. Contact RHCVaxDistribution@hrsa.gov for more information.    

HHS/DoD National Emergency Tele-Critical Care Network.  A joint program of the U.S. Department of Health & Human Services (HHS) and the U.S. Department of Defense (DoD) is available at no cost to hospitals caring for COVID-19 patients. Teams of critical care clinicians - critical care physicians, nurses, respiratory therapists, and other specialized clinical experts – are available to deliver virtual care through telemedicine platforms, such as an app on a mobile device. Hear from participating clinicians, and email to learn more and sign up.

Mobilizing Health Care Workforce via Telehealth.  ProviderBridge.org was created by the Federation of State Medical Boards through the CARES Act and the FORHP-supported Licensure Portability Grant Program. The site provides up-to-date information on emergency regulation and licensing by state as well as a provider portal to connect volunteer health care professionals to state agencies and health care entities.

Funding and Opportunities

U.S. Conference of Mayors Infrastructure Grant Application Bootcamp – May 31.  Co-sponsored by the national nonprofit Local Infrastructure Hub, the virtual bootcamp is designed for mayors and municipal staff from small and mid-sized cities, towns, and villages.  At no cost, bootcamps will last 3-4 months each and require monthly participation. Topics through summer of 2023 include: Railroad Crossing Elimination Grant Program and Consolidated Rail Infrastructure and Safety Improvements Program; Drinking Water State Revolving Fund; broadband opportunities; Neighborhood Access and Equity Grant Program; and the Bridge Investment Program.

SAMHSA Behavioral Health Equity Challenge: Outreach/Engagement for Racial/Ethnic Communities – June 8.  The Substance Abuse and Mental Health Services Administration (SAMHSA) is offering a challenge to identify and highlight community-based organization (CBO) outreach and engagement strategies that increase access to behavioral health services for racial and ethnic underserved communities.

USDA Revolving Funds for Financing Water and Wastewater Projects – June 10.  The U.S. Department of Agriculture (USDA) provides grants to help nonprofit organizations establish revolving loan funds that will finance water and wastewater projects in rural communities.

National Center American Indian Health Professions Pre-Admission Workshops – June 12. The national, nonprofit education organization offers pre-admissions workshops to help American Indian and Alaska Native (AI/AN) students navigate medical or other professional school application process, strengthen their applications, and expand their professional networks. The overall goal of the program is to promote health by increasing the number of AI/AN health care employees.

Alaska Community Foundation Suicide Prevention Grant – June 14. The state-based nonprofit provides funding for projects and organizations with the goal of reducing the rates of suicide in Alaska and promoting mental wellness through strengthened community and personal connections. Preference will be given to projects that are located in rural Alaska or programs that reach rural communities in Alaska.

HRSA Faculty Loan Repayment Program – June 29. With up to $40,000 in loan repayment, the Faculty Loan Repayment Program supports the recruitment and retention of health professions faculty from disadvantaged backgrounds. As a faculty member, you train the next generation of providers and reduce your financial burden while doing so.

Factors Associated With Lengths-of-Stay for Inpatients With Substance Use DisorderThe NORC Walsh Center for Rural Health Analysis finds that lengths-of-stay for rural inpatients in areas with no access to buprenorphine-waivered physicians was more than nine times higher than for urban patients. 

Distribution of Direct Care Workforce COVID-19 Funding Between Rural and Urban Counties in Minnesota and Illinois. Researchers from the University of Minnesota Rural Health Research Center examine the differences in the distribution of federal funding between rural and urban counties in Minnesota and Illinois.

HRSA's Maternal Health Webinar Series – Thursday, May 18 at 12:00 pm ET. RHC Billing 101 – Monday, May 22 at 2:00 pm ET. During this free webinar, the National Association of Rural Health Clinics (NARHC) will discuss the basics of Rural Health Clinic (RHC) Medicare billing and provide time for Q&A. This webinar will be applicable to both independent and provider-based RHCs, covering the core nuances of RHC billing, including a review of common scenarios and Medicare telehealth billing rules currently in effect. Advance registration is required. 

Telehealth Everywhere! 2023 Conference – May 23-24.  Hosted by the HRSA-supported Great Plains  and Heartland Telehealth Resource Centers, this conference provides the opportunity to hear and learn from national speakers as well as regional telehealth peers.

2023 Virtual Biennial Workforce Summit – May 23-24 at 12-5pm ET. The Association of Clinicians for the Underserved (ACU) STAR2 Center, the Community Health Center, Inc. (CHC) and the National Association of Community Health Centers (NACHC) will be hosting a free virtual workforce summit on May 23rd and May 24th, 2023, from 12-5pm ET on each day.  Attendees will learn about promising practices that health centers and their partners may apply to overcome and meet local and regional workforce challenges.

This report from the Administration for Children and Families examines the Tribal Home Visiting workforce and the various programs that impact the well-being of American Indian/Alaska Native (AI/AN) populations.
