View this newsletter online. June 1, 2023 What's New New Funding Opportunity: Substance Use Disorder Treatment and Recovery Loan Repayment Program – Apply by July 13. HRSA's Bureau of Health Workforce will hold an online information session for applicants today at 1:00 pm ET. Eligible substance use disorder (SUD) treatment clinicians and community health workers can apply to receive up to $250,000 in educational loan repayment in exchange for working full-time for six years at an approved facility. Recent research shows that nearly one fifth (18.4 percent) of rural counties did not have a behavioral health or social service counselor compared to 4.6 percent of urban counties. NIH Notice of Special Interest: Provider-to-Provider Telehealth Grant. The National Institutes of Health recently announced a funding opportunity to support the use of telehealth interventions and tools aimed at the prevention, management and treatment of heart, lung, blood, sleep conditions, and of cancer in rural communities. More specifically, the opportunity is geared towards research that generates evidence on the real-world effectiveness of telehealth collaboration among healthcare providers, also known as provider-to-provider telehealth (PPT). Rural Telementoring Training Center (RTTC) Mobile App Launch Event – through Friday, June 2. The RTTC is hosting a series of events to share digital solutions for rural health. The week features a stellar lineup of speakers who will speak on podcasting, policy updates, digital equity, and rural telementoring to improve community health. Providers' Perspective on Barriers to Rural Health Care. Researchers interviewed primary care physicians in rural Pennsylvania to get their views on barriers to care, including cost and insurance, geographic dispersion, and provider shortages/burnout. Understanding the Behavioral Health Workforce Shortage. The nonprofit Commonwealth Fund includes considerations for rural areas in this report that breaks down factors affecting licensed providers, clinical supporters, community care workers, and frontline workers. No Kid Hungry 2023 Summer Meals Outreach Toolkit. Press releases, social media posts, yard signs, and fliers are available to get the word out about the USDA Summer Food Service Program for children and teens. Supported by the U.S. Department of Agriculture, the nonprofit No Kid Hungry also provides an interactive map of county-level data showing under-resourced areas with children in need. *New in 2023: guidance for implementing summer meals in rural areas. Medicaid Coverage in Metro and Small Town/Rural Counties, 2020-2021. The Georgetown University Health Policy Institute shows county-level coverage for children and for non-elderly adults in each state and the District of Columbia. Ongoing: Updates to Requirements for Buprenorphine Prescribing. As announced by the Substance Abuse and Mental Health Services Administration in January 2023, clinicians no longer need a federal waiver to prescribe buprenorphine for treatment of opioid use disorder. Clinicians will still be required to register with the federal Drug Enforcement Agency (DEA) to prescribe controlled medications. Beginning on June 27, the DEA registration will require applicants – both new and renewing – to affirm they have completed a new, one-time, eight-hour training. Exceptions for the new training requirement are practitioners who are board certified in addiction medicine or addiction psychiatry, and those who graduated from a medical, dental, physician assistant, or advanced practice nursing school in the U.S. within five years of June 27, 2023. Rural Health Clinics (RHCs) still have the opportunity to apply for a $3,000 payment on behalf of each provider who trained between January 1, 2019 and January 25, 2023 (when Congress eliminated the waiver requirement). Approximately $900,000 in program funding remains available for RHCs and will be paid on a first-come, first-served basis until funds are exhausted. Send questions to DATA2000WaiverPayments@hrsa.gov. COVID-19 Resources **New: FDA Simplifies COVID-19 Vaccination. The Food and Drug Administration (FDA) announced in April that monovalent vaccines are no longer authorized for use. Bivalent vaccines – those that combine the original and Omicron BA.4 and BA.5 strains – will now be used for all COVID-19 vaccinations of eligible people aged 6 months or older. Most individuals, depending on age, previously vaccinated with a monovalent vaccine who have not yet received a dose of a bivalent vaccine may receive a single dose of a bivalent vaccine. Most unvaccinated individuals may receive a single dose of a bivalent vaccine. While reports have shown that rural adults were least likely to vaccinate against COVID-19, a recent study examining perceptions in one rural community found that, among vaccine-willing and vaccine-hesitant participants, almost all had greater trust in local authorities and sources of information. Updates to Coverage for COVID-19 Tests. The ending of the PHE on May 11, 2023 may have an impact on individual's coverage of COVID-19 tests. To help providers and the public understand these changes, the Centers for Medicare & Medicaid Services has developed a new Consumer Fact Sheet on COVID-19 tests in both English and Spanish. If you have any type of health insurance, you can get up to eight over-the-counter tests per month with no out-of-pocket costs through May 11, 2023. After that date, laboratory tests for COVID-19 ordered by providers will still be covered with no out-of-pocket costs for people with Medicare. Over-the-counter tests will still be available, but there may be out-of-pocket costs. Rural Health Clinics can continue to access free testing supplies directly from HRSA. (See more information below.) Rural Health Clinic COVID-19 Distribution Programs - Vaccines, Testing Supplies, Therapeutics. As a reminder, CMS-certified Rural Health Clinics (RHCs) can receive COVID-19 vaccines, testing supplies, and COVID-19 antivirals directly from HRSA. Please reference the linked websites for additional information and enrollment instructions. Technical assistance resources for these programs are available through the National Association of Rural Health Clinics. Note: The Pfizer-BioNTech COVID-19 bivalent vaccine for people 12 years of age and older is available to order through RHC Vaccine Distribution Program in both single and multi-dose vials. The single-dose option responds to widespread requests to allow greater flexibility for RHCs that may not have the demand or capacity to store multi-dose vials. A joint program of the U.S. Department of Health & Human Services (HHS) and the U.S. Department of Defense (DoD) is available at no cost to hospitals caring for COVID-19 patients. Teams of critical care clinicians - critical care physicians, nurses, respiratory therapists, and other specialized clinical experts – are available to deliver virtual care through telemedicine platforms, such as an app on a mobile device. Hear from participating clinicians, and email to learn more and sign up. Mobilizing Health Care Workforce via Telehealth. ProviderBridge.org was created by the Federation of State Medical Boards through the CARES Act and the FORHP-supported Licensure Portability Grant Program. The site provides up-to-date information on emergency regulation and licensing by state as well as a provider portal to connect volunteer health care professionals to state agencies and health care entities. Online Resource for Licensure of Occupational Therapists, Physical Therapists, Psychologists, and Social Workers. The site provides up-to-date information on emergency regulation and licensing in each state. Funding and Opportunities USDA Tribal Colleges Extension Program: Special Emphasis – June 30. The U.S. Department of Agriculture (USDA) provides funding for pilot extension projects at 1994 Land-Grant Institutions. Pilot projects allow extension offices to be responsive to community needs through projects that address youth, agriculture, economic development, or other issues important to stakeholders. SAMHSA Family Counseling/Support for LGBTQ+ Youth – July 3. The Substance Abuse and Mental Health Services Administration (SAMHSA) aims to prevent physical and behavioral health risks – e.g., suicide, depression, homelessness, drug use, HIV – through family counseling and support interventions. In the last year, the Rural Health Research Gateway issued a series of policy briefs on rural/urban differences in health care access for LGBTQ+ individuals, including the effects of social and family support. NIH Emergency Award: RADx-UP Research on COVID-19 Interventions – July 10. The National Institutes of Health (NIH) will provide funding to support dissemination and implementation research focused on increasing access to and uptake of COVID-19 testing interventions with the goal of reducing disparities among underserved and vulnerable populations. ACF Community Economic Development Planning Grants – July 12. The Administration for Children and Families (ACF) encourages rural applicants for this funding to help plan sustainable business projects. Grantees are expected to apply for an ACF Community Economic Development grant within the 12 months of the end of the project period. EPA Brownfields Job Training Grants – August 2. The U.S. Environmental Protection Agency (EPA) will provide support for nonprofits, local governments, and other organizations to recruit, train, and place unemployed and under-employed residents of areas affected by the presence of brownfield sites. RTT Collaborative Rural Program Directors University – Ongoing. The RTT Collaborative (formerly known as Rural Training Track) is offering a no-cost training and peer learning community for program and site directors of rural residency programs. The program consists of 12 one-hour monthly meetings held online. SAMHSA Crisis Counseling Assistance and Training Program for Communities Post-Disaster – Ongoing. The Substance Abuse and Mental Health Services Administration (SAMHSA) provides grants and technical assistance to help individuals and communities recover from natural and human-caused disasters through community outreach and access to mental health services.
