What's New

FY 2023 Delta States Grants Awarded.  The Federal Office of Rural Health Policy (FORHP) announced $12M in awards to 12 healthcare organizations in rural communities through the Delta States Rural Development Network (Delta States) Program. The Delta States Program supports and encourages innovative strategies to address the delivery of preventative or clinical health services for individuals with, or at risk of, developing chronic diseases that disproportionally affect rural communities in the Mississippi Delta states (Alabama, Arkansas, Illinois, Kentucky, Louisiana, Mississippi, Missouri, and Tennessee). FORHP intends for the Delta Program to foster the development of collaborative efforts for program implementation and to encourage creative and lasting relationships among service providers and health system partners in rural areas.  Previous award recipients have impacted their communities through strengthened healthcare networks that have increased patient referrals, access to care, health insurance enrollment, and improved health outcomes. 

FY2023 Network Development Grants Awarded. The Federal Office of Rural Health Policy (FORHP) awarded approximately $13 million to 44 award recipients in rural communities through the Rural Health Network Development (RHND) Program. The RHND Program supports integrated health care networks who work together to address gaps in service, enhance systems of care, and expand capacity of the local rural health care system. Through the coordination of a broad array of community-based organizations, the incoming cohort of RHND award recipients have projects that focus on behavioral/mental health, chronic care management, quality improvement, telehealth, care coordination and addressing systems of care. Over the course of the four-year program, award recipients and their diverse array of network partners will implement innovative strategies to address structural challenges inherent in rural health care delivery, resulting in reduced burden and costs on the rural health care system.

NIH Assessing Real-World Effectiveness of Telehealth Guided Provider-to-Provider Communication in Rural Communities – Apply by October 5.  The National Institutes of Health (NIH) recently published a Notice of Special Interest for research on the real-world effectiveness of provider-to-provider (P2P) telehealth in rural communities.

Upcoming Webinar: Ambulance Deserts - Geographic Disparities in the Provision of Ambulance Services – Monday, June 26 at 1:00 pm ET.  The Rural Health Information Hub hosts this one-hour session on a new chartbook that identifies places and people that are more than 25 minutes from an ambulance station, also called an ambulance desert.

How MACRA Changed Colorectal Cancer Screening.  With comparisons between rural and urban areas, researchers analyzed the rate of colorectal cancer screening in 139 primary care practices between 2016 and 2020 following the implementation of the Medicare Access and CHIP Reauthorization Act (MACRA), which provides financial incentives for screening.  In 2017, research from the Centers for Disease Control and Prevention found that rural areas have higher incidence and death rates for certain cancers – such as colorectal and cervical cancers – that can be prevented by screening. 

Updates to Federal County-Level Data Sets on Rural Economy and Population.  The Economic Research Service (ERS) at the U.S. Department of Agriculture provides new data on county-level population change, poverty rates, educational attainment, unemployment rates, and median household income. The ERS State Fact Sheets give information on population, income, poverty, food security, education, employment, farm indicators, top commodities, and more.

Ongoing: Updates to Requirements for Buprenorphine PrescribingAs announced by the Substance Abuse and Mental Health Services Administration in January 2023, clinicians no longer need a federal waiver to prescribe buprenorphine for treatment of opioid use disorder.  Clinicians will still be required to register with the federal Drug Enforcement Agency (DEA) to prescribe controlled medications.  Beginning on June 27, the DEA registration will require applicants – both new and renewing – to affirm they have completed a new, one-time, eight-hour training.  Exceptions for the new training requirement are practitioners who are board certified in addiction medicine or addiction psychiatry, and those who graduated from a medical, dental, physician assistant, or advanced practice nursing school in the U.S. within five years of June 27, 2023.  Rural Health Clinics (RHCs) still have the opportunity to apply for a $3,000 payment on behalf of each provider who trained between January 1, 2019 and January 25, 2023 (when Congress eliminated the waiver requirement).  Approximately $900,000 in program funding remains available for RHCs and will be paid on a first-come, first-served basis until funds are exhausted.  Send questions to DATA2000WaiverPayments@hrsa.gov.


COVID-19 Resources

Rural Health Clinic COVID-19 Distribution Programs - Vaccines, Testing Supplies, Therapeutics. As a reminder, CMS-certified Rural Health Clinics (RHCs) can receive COVID-19 vaccines, testing supplies, and COVID-19 antivirals directly from HRSA. Please reference the linked websites for additional information and enrollment instructions. Technical assistance resources for these programs are available through the National Association of Rural Health Clinics. Note: The Pfizer-BioNTech COVID-19 bivalent vaccine for people 12 years of age and older is available to order through RHC Vaccine Distribution Program in both single and multi-dose vials. The single-dose option responds to widespread requests to allow greater flexibility for RHCs that may not have the demand or capacity to store multi-dose vials. Contact RHCVaxDistribution@hrsa.gov for more information.    

HHS/DoD National Emergency Tele-Critical Care Network.  A joint program of the U.S. Department of Health & Human Services (HHS) and the U.S. Department of Defense (DoD) is available at no cost to hospitals caring for COVID-19 patients. Teams of critical care clinicians - critical care physicians, nurses, respiratory therapists, and other specialized clinical experts – are available to deliver virtual care through telemedicine platforms, such as an app on a mobile device. Hear from participating clinicians, and email to learn more and sign up.

Mobilizing Health Care Workforce via Telehealth.  ProviderBridge.org was created by the Federation of State Medical Boards through the CARES Act and the FORHP-supported Licensure Portability Grant Program. The site provides up-to-date information on emergency regulation and licensing by state as well as a provider portal to connect volunteer health care professionals to state agencies and health care entities. 

Online Resource for Licensure of Occupational Therapists, Physical Therapists, Psychologists, and Social Workers.  The site provides up-to-date information on emergency regulation and licensing in each state.


Funding and Opportunities

NACCHO Funding/Technical Assistance for Vaccine Equity – June 30. The National Association of County and City Health Officials (NACCHO) provides funding and technical assistance to increase the capacity of local health departments to address vaccine inequities for racial and ethnic minority adults.  Eligible applicants are city, county, metropolitan, district, and tribal health departments.

HRSA Medical Student Education Program for Underserved States – July 14.  HRSA's Bureau of Health Workforce aims to prepare and encourage medical students who are training in the most underserved states to choose residencies and careers in primary care that serve tribal communities, rural communities, and/or medically underserved communities after they graduate.  Eligible applicants are accredited public colleges of medicine in states that rank in the top quintile of projected shortages in 2025.  These are: Alabama, Arkansas, Indiana, Kentucky, Mississippi, Missouri, Oklahoma, and Utah. 

Region IV Public Health and Primary Care Leadership Institute – July 17.  There is no fee and travel costs will be provided for in-person sessions during this eight month experience.  The Institute consists of a virtual orientation; an in-person opening retreat; 5 virtual sessions lasting two hours each; and a final virtual three-hour graduation session. Eligible participants are leaders who work in underserved state, local, or tribal public health departments in Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, and Tennessee.

ACF Culturally Specific Family Violence Prevention – August 11.  The Administration for Children and Families (ACF) will make 30 awards to implement culturally relevant services at the community level for individuals and families impacted by domestic violence, sexual assault, dating violence, and family violence. Populations of focus include Native Americans, Native Hawaiians, Latino/Latina, and African Americans, among others.

Dept of Transportation Rural and Tribal Assistance Pilot Program – August 14.  This is a pilot program created under the Bipartisan Infrastructure Law that is intended to increase community capacity to develop projects that qualify for federal funding and financing programs. The grants reimburse expenses incurred to hire third-party advisory firms to assist with project development.

Rural Healthcare Provider Transition Project – August 15. Applications are being accepted to receive one year of technical assistance beginning in November 2023.  This program is designed to assist small rural hospitals and certified rural health clinics strengthen their foundation in key elements of value-based care including, but not limited to, efficiency, quality, patient experience, and safety of care. 

NIH Researching Social Networks to Promote Behavior Change – November 3.  The National Institutes of Health (NIH) will fund planning activities and research to develop social network interventions to promote health access across the lifespan, especially in populations in which they are currently underdeveloped and untested.  Rural and tribal populations are research interests, among others. 

NRHA Chief Nursing Officer Certification Program for Rural Hospitals – Ongoing.  The National Rural Health Association (NRHA) provides a leadership and  certification program for current Chief Nursing Officers of rural hospitals.

New Guidance for Critical Access HospitalsEarlier this month, the Centers for Medicare & Medicaid Services (CMS) published new guidance to states on a one-time change to the annual 96-hour average patient length of stay standard that Critical Access Hospitals (CAHs) are required to meet under their Conditions of Participation.  From March 1, 2020 through May 11, CMS waived this requirement for CAHs to provide flexibility during the COVID-19 Public Health Emergency .  After May 11, 2023, the 96-hour length of stay calculation for CAHs will be adjusted to account for the waiver period.

New Reports to Congress on Medicare and Medicaid Health Care Delivery System. The Medicare Payment Advisory Commission (MedPAC) and the Medicaid and CHIP Payment Advisory Commission (MACPAC) submit annual reports to Congress with analyses and recommendations from Commissioners on Medicare and Medicaid, respectively. In their June report, MedPAC highlights telehealth utilization and examines telehealth services payment implications for rural and urban providers post- public health emergency. Among other topics, the MedPAC report also addresses aligning fee-for-service payment rates across ambulatory settings reforming Medicare's wage index systems. MACPAC examines Medicaid Disproportionate Share Hospital payments to rural and urban hospitals.


Learning Events and Technical Assistance

Learn About the CMS National Quality Strategy – Thursday, June 22 at 1:00 pm ET.  The first of two opportunities to learn about the Centers for Medicare & Medicaid Services' (CMS) National Quality Strategy, a long-term initiative that promotes quality outcomes, safety, equity, and accessibility for all individuals, especially for people in historically and under-resourced communities. AgriSafe: How Farm Rescue Helps Farmers Through a Crisis – Thursday, June 22 at 1:00 pm ET.  Farm Rescue's mission is to help farmers and ranchers who have experienced a major illness, injury, or natural disaster by providing the necessary equipment and volunteer workforce to plant, hay or harvest their crop. Come explore why Farm Rescue was founded and how the organization has grown through time.

CDC/USDA Tribal Listening Session: National One Health Framework – Monday, June 26 at 2:00 pm ET.  Federal agencies that include the Centers for Disease Control and Prevention (CDC), the U.S. Department of Agriculture (USDA), and the U.S. Department of the Interior request feedback from Tribal organizations on the National One Health Framework to Address Zoonotic Diseases and Advance Public Health Preparedness in the United States.  

Expanding Harm Reduction for Rural/Underserved Populations – Wednesday, June 28 at 12:00 pm ET.  Over one hour, experts will discuss novel approaches for syringe services and other harm reduction efforts in rural areas.  The event is hosted by the FORHP-supported Center on Rural Addiction at the University of Vermont.

HRSA OWH: Improving Cervical Cancer Prevention, Screening, and Management – Thursday, June 29 at 1:00 pm ET.  HRSA's Office of Women's Health (OWH) and the National Cancer Institute will hold a one-hour webinar to advance equitable cervical cancer care in safety-net settings and showcase two new resources: a Toolkit to Build Provider Capacity and a Federal Opportunities Report.  Download these resources from OWH's Cervical Cancer webpage.  Research from the Centers for Disease Control and Prevention has found that rural areas have higher incidence and death rates for certain cancers – such as colorectal and cervical cancers – that can be prevented by screening. 


Resource of the Week

Accessing Data about AI/AN from the American Community Survey.  Every year, the U.S. Census Bureau conducts more than a hundred small surveys, called the American Community Survey or ACS, to get current information about topics such as education, employment, internet access, and transportation.  This 45 minute video gives an overview of the ACS data collection process and explains how to access that data for American Indian and Alaska Native populations. 

Rural Health Value Community Engagement Resource Guide and Infographic. The Rural Health Value team recently released a new resource guide and infographic focused on the importance of community engagement as a core strategy related to value-based care. It provides rural health care leaders a variety of toolkits, strategies, and information to help initiate, improve, and inspire community engagement strategies that support value. The Rural Health Value team is funded by the Federal Office of Rural Health Policy.
