Read this online. August 24, 2023 What's New 3RNET System for Provider Recruitment Celebrates 10 Years – Wednesday, August 30 at 3:00 pm ET. The organization originally formed as the National Rural Recruitment and Retention Network helps rural practices expand their reach for posting job vacancies. This online even features their Provider Retention & Information System Management (PRISM) that collects and shares real-time data to enhance clinician recruitment and retention. PRISM is a collaborative of State Primary Care Offices, Offices of Rural Health, Area Health Education Centers and other organizations that have partnered to collect data to identify and document outcomes to enhance the retention of clinicians. Through its design, this collaborative approach builds shared interest, cooperation and group wisdom in best practices to promote retention among the states. Registration is required for this online event. August Grants in Motion: Training the Rural Public Health Workforce. The Rural Health Information Hub's quarterly highlight of FORHP-funded projects is the Rural Public Health Workforce Training Network Program (RPHWTN). The goal of the RPHWTN program is to expand public health capacity in rural and tribal areas with job development, training, and placement through four training tracks: 1) community health support, 2) community paramedicine, 3) health information technology and/or telehealth technical support, and 4) case management and/or respiratory therapy. Medicaid and CHIP Renewals: Reaching Rural Populations – TODAY – Thursday, August 24 at 3:00 pm ET. As pandemic-era protections for Medicaid coverage end, states across the country are resuming their regular processes for renewing individuals' Medicaid coverage. This has implications for rural communities given that Medicaid covers nearly a quarter of rural residents under age 65. The Centers for Medicare & Medicaid Services will be hosting a webinar on renewals for Medicaid and the Children's Health Insurance Program specifically geared towards reaching rural populations. This is one webinar in a series designed to review strategies that partners can use to reach and share information with diverse communities and audiences about Medicaid and CHIP renewals. Attendees will hear updates and insights from FORHP, CMS, and partners working to connect people to coverage in rural communities. Ongoing: Updates to Requirements for Buprenorphine Prescribing. As announced by the Substance Abuse and Mental Health Services Administration in January 2023, clinicians no longer need a federal waiver to prescribe buprenorphine for treatment of opioid use disorder. Clinicians will still be required to register with the federal Drug Enforcement Agency (DEA) to prescribe controlled medications. One June 27, the DEA began to require that registration applicants – both new and renewing – affirm they have completed a new, one-time, eight-hour training. Exceptions for the new training requirement are practitioners who are board certified in addiction medicine or addiction psychiatry, and those who graduated from a medical, dental, physician assistant, or advanced practice nursing school in the U.S. within five years of June 27, 2023. Rural Health Clinics (RHCs) still have the opportunity to apply for a $3,000 payment on behalf of each provider who trained between January 1, 2019 and December 29, 2022 (when Congress eliminated the waiver requirement). COVID-19 Resources Provider Relief Fund Reporting Period 5. The Provider Relief Fund (PRF) Reporting Portal is open from July 1 to September 30, 2023 at 11:59 p.m. ET. Providers who received one or more PRF (General or Targeted) and/or American Rescue Plan Rural payments exceeding $10,000, in the aggregate, from January 1, 2022 to June 30, 2022 must report on their use of funds during Reporting Period 5 to comply with PRF Reporting Requirements. A joint program of the U.S. Department of Health & Human Services (HHS) and the U.S. Department of Defense (DoD) is available at no cost to hospitals caring for COVID-19 patients. Teams of critical care clinicians - critical care physicians, nurses, respiratory therapists, and other specialized clinical experts – are available to deliver virtual care through telemedicine platforms, such as an app on a mobile device. ProviderBridge.org was created through the CARES Act by the Federation of State Medical Boards and HRSA's Office for the Advancement of Telehealth. The site provides up-to-date information on emergency regulation and licensing by state as well as a provider portal to connect volunteer health care professionals to state agencies and health care entities. Online Resource for Licensure of Occupational Therapists, Physical Therapists, Psychologists, and Social Workers. The site provides up-to-date information on emergency regulation and licensing in each state. Funding and Opportunities PFund Foundation Promoting Rural Interconnections for Sexual Minorities (PRISM) Grant – September 15. The midwest regional nonprofit – serving Iowa, Minnesota, North Dakota, South Dakota, and Wisconsin – will provide grants for projects that promote interconnections for LGBTQ+ organizations and groups in rural areas. Projects that address physical, mental, and behavioral health are encouraged. National Board for Certified Counselors Minority Fellowship for Addictions Counselors – September 30. The foundation provides fellowships for master's and doctoral degree-level addictions counseling students from minority backgrounds. For the purpose of this program, minorities include racial, ethnic, cultural, religious, gender, sexual orientation, rural, and military groups. 3RNET Recruiting for Retention Academy – October 1. The Academy offers access to live webinars featuring national experts on clinician recruitment for rural and underserved areas. Six 90-minute sessions will take place every other week this fall from October 3 to December 12. The program is open to anyone with an interest in rural recruitment and retention, and is designed for safety net facilities such as Critical Access Hospitals and Rural Health Clinics. Availability of Dialysis Facilities and Primary Care Safety Net Providers in Minoritized Racial/Ethnic Group Areas. Two briefs from the Rural and Minority Health Research Center document disparities in geographic access to health services for areas containing a high proportion of minoritized racial/ethnic group residents. The term "minoritized" refers to groups that have been historically marginalized by society and government institutions. Assessing Key Indicators of Rural Versus Urban Water Quality. Among the key findings in this study from the Rural and Minority Health Research Center: existing data is insufficient to determine national estimates of water quality or to compare water quality in rural versus urban areas; the lack of standardized data makes it challenging to protect the public from unsafe waters in a variety of settings. It will focus on 4 separate clinical trials of medication sampling, each demonstrating a simple yet novel treatment approach to reach a broad spectrum of smokers, including those who may not yet want to quit.
