The weekly call focused on issues important to rural communities is hosted by the White House Office of Public Engagement, and will feature HRSA Administrator Carole Johnson discussing the Rural Communities Opioid Response Program, the recent FY 2023 award announcements, and other HRSA initiatives that will help to address Administration priorities related to substance use disorder. Please note that this call is off-the-record and closed to press. NASHP Webinar on CMS' Newest Innovation: the AHEAD Model – Thursday, October 26 at 12:00 pm Eastern. In this learning event hosted by the National Academy for State Health Policy (NASHP), the Centers for Medicare & Medicaid Services (CMS) will give insight and details of a new project from the CMS Innovation Center designed to improve population health while curbing cost for states. A Notice of Funding Opportunity for the AHEAD Model (Advancing All-Payer Health Equity Approaches and Development) will soon be announced, seeking participation from as many as eight states. Eligible applicants are state Medicaid agencies, state public health agencies, state insurance agencies, or other entities with the authority and capacity to enter into an agreement with the federal government. As with all CMS Innovation Models, selected states will receive tools and resources to help move the entire healthcare system toward value-based care, with improved outcomes for all participants in that system – patients first, but also providers, and the public and private insurers that pay providers. The AHEAD Model will have a focus on engaging rural and safety net hospitals and primary care providers, including Critical Access Hospitals, Rural Emergency Hospitals, and Rural Health Clinics. Recovering from a Cybersecurity Attack and Protecting the Future in Small, Rural Health Organizations. A new feature article in The Rural Monitor examines the increasing incidence of cyber attacks on healthcare organizations and the particular vulnerability of rural providers. According to the Cybersecurity Program at the U.S. Department of Health & Human Services, 60 percent of ransomware attacks – whereby bad actors gain entry to an organization's online system and lock critical files until a ransom is paid – were aimed at healthcare systems in 2020. FORHP-supported research out last year found that rural hospitals are less likely to be attacked, but staff are less equipped to handle them when they do happen, and rural residents who need these services have fewer alternatives for care. CDC's State of Vaccine Confidence Insights Report: Vaccination in Rural America Special Report. The Centers for Disease Control and Prevention (CDC) examines vaccine confidence and uptake among rural populations in the United States between 2017-2023, with a focus on COVID-19 vaccination. The report covers differences in vaccine uptake among urban, suburban, and rural populations and identifies strategies for successful outreach to rural areas. Ongoing: Updates to Requirements for Buprenorphine Prescribing. As announced by the Substance Abuse and Mental Health Services Administration in January 2023, clinicians no longer need a federal waiver to prescribe buprenorphine for treatment of opioid use disorder. Clinicians will still be required to register with the federal Drug Enforcement Agency (DEA) to prescribe controlled medications. On June 27, the DEA began to require that registration applicants – both new and renewing – affirm they have completed a new, one-time, eight-hour training. Exceptions for the new training requirement are practitioners who are board certified in addiction medicine or addiction psychiatry, and those who graduated from a medical, dental, physician assistant, or advanced practice nursing school in the U.S. within five years of June 27, 2023. Rural Health Clinics (RHCs) still have the opportunity to apply for a $3,000 payment on behalf of each provider who trained between January 1, 2019 and December 29, 2022 (when Congress eliminated the waiver requirement). COVID-19 Resources Learning About Long COVID & Fatiguing Illness – Thursday, October 12 at 3:00 pm ET. The Centers for Disease Control and Prevention fund this monthly webinar-style ECHO learning session to rapidly disseminate Post-COVID Conditions (PCC) and Myalgic Encephalomyelitis/Chronic Fatigue Syndrome (ME/CFS) findings and emerging best practices. The series offers didactic presentations by subject matter experts, examples of emerging best practices and models of care, and a facilitated Q&A. This program is intended primarily for providers who care for patients with PCC and ME/CFS but is open to all healthcare professionals and all Long COVID and ME/CFS patient-lived experience experts interested in learning more about the treatment of Long COVID and ME/CFS. HHS/DoD National Emergency Tele-Critical Care Network. A joint program of the U.S. Department of Health & Human Services (HHS) and the U.S. Department of Defense (DoD) is available at no cost to hospitals caring for COVID-19 patients. Teams of critical care clinicians - critical care physicians, nurses, respiratory therapists, and other specialized clinical experts – are available to deliver virtual care through telemedicine platforms, such as an app on a mobile device. ProviderBridge.org was created through the CARES Act by the Federation of State Medical Boards and HRSA's Office for the Advancement of Telehealth. The site provides up-to-date information on emergency regulation and licensing by state as well as a provider portal to connect volunteer health care professionals to state agencies and health care entities. The site provides up-to-date information on emergency regulation and licensing in each state. Funding and Opportunities Veterans Health Administration Rural Scholars Fellowship – November 17. Through its Veterans Health Administration, the U.S. Department of Veterans Affairs offers a two-year fellowship program designed to develop the skills and knowledge to practice in rural primary care settings. Fellows will devote 50 percent of their time to clinical practice and 50 percent to fellowship activities that include courses on rural healthcare innovation and leadership training. USDA Community Facilities Technical Assistance/2022 Disaster Areas – November 24. The U.S. Department of Agriculture is funding training and technical assistance for rural communities, tribes, and nonprofit organizations affected by presidentially declared disasters in 2022. Applicants may be technical assistance providers or recipients using funds to identify and plan for community facility repairs. CDC Rape Prevention and Education – November 30. The Centers for Disease Control and Prevention (CDC) will make 59 awards to state and territorial governments, each ranging from $40,000 to $4.2 million. The five-year program requires recipients to build infrastructure for prevention, develop a state/territory-wide action plan, and implement community-level strategies. National Indigenous Women's Resource Center Technical Assistance for Domestic Violence Programs – Ongoing. The Native-led nonprofit provides assistance in strategic planning, program and staff development, and community organizing among other activities that build capacity to respond to domestic violence.
