Read this online. February 1, 2024 What's New New Medicare Rural Flexibility Hospital Program Supplement Funding for Rural Emergency Services – Apply by April 25. HRSA's Federal Office of Rural Health Policy will award approximately $250,000 per year to eight State Offices of Rural Health (SORH) recipients funded under the Medicare Rural Hospital Flexibility Program (announced here on January 18) to establish or expand EMS services and to address rural-specific EMS workforce challenges. Throughout the five-year grant, SORHs will provide technical assistance and work with at least five participating EMS agencies within their state to strengthen financial and operational strategies and improve workforce recruitment and retention. EMS agencies interested in participating should contact their State Office of Rural Health to express interest. FORHP will hold a webinar to assist applicants (SORHs) on Wednesday, February 7 at 2:00 pm Eastern. The webinar will be recorded. HRSA Nurse Corps Loan Repayment Program – Apply by March 7. Administered by HRSA's Bureau of Health Workforce, the program provides funds to participants to repay a portion of their outstanding qualifying educational loans. Loan repayment is available to Registered Nurses and Advanced Practice Registered Nurses working in an eligible public or private Critical Shortage Facility, or nurse faculty employed at an eligible school of nursing. Staff will assist applicants at a two-hour webinar on Tuesday, February 13 at 2:30 pm Eastern. Recent analysis by the Federal Reserve goes in depth on reasons the post-pandemic nursing shortage is more acute in rural areas. HRSA Primary Care Training: Physician Assistant Rural Training in Behavioral Health – Apply by March 15. Up to 12 awards will go to accredited physician assistant training programs. The goal of the program from HRSA's Bureau of Health Workforce is to increase the number of physician assistants in rural areas who are trained to integrate behavioral health with primary care services. CAH Staff Perspectives on use of EHRs for Quality Measurement and Health Equity. When prompted about the new health equity and social drivers of health quality measures collected by the Centers for Medicare & Medicaid Services (CMS), participating CAHs discussed their current practices and preparations for these measures, including collection of data on demographic and social needs in their electronic health records (EHR) and generating reports to identify health disparities. The interviews and report were conducted by the Flex Monitoring Team, a FORHP-supported consortium of researchers who evaluate the impact of HRSA's Medicare Rural Hospital Flexibility Program. HRSA is currently accepting applications from states for this program until April 16. New Federal Resources for Cybersecurity. Last week, the U.S. Department of Health and Human Services (HHS), through the Administration for Strategic Preparedness and Response, announced new efforts in ongoing work to protect the healthcare sector from cyberattacks. What's new is a set of cybersecurity performance goals that are designed to improve the response to attacks and minimize residual risk. A recent analysis by HHS reports that federal law enforcement agencies are now treating cyberattacks on hospitals as "threat to life" crimes, and that rural hospitals face additional challenges, including antiquated hardware and software systems, rising cybersecurity insurance premiums, and securing talent with the right technical skills. More than 21 Million People Enrolled in a 2024 Marketplace Health Plan. According to the Centers for Medicare & Medicaid Services (CMS), a record number of people renewed their health coverage or became newly enrolled using either a federally facilitated marketplace or a state-based marketplace. Historically, about 18 percent of plan selections were from consumers living in rural areas. While the annual Open Enrollment Period has ended, those no longer eligible for Medicaid or CHIP will have a special enrollment period to enroll in Marketplace coverage. Additionally, eligible individuals with household incomes less than 150% of the federal poverty level (approximately $22,000/year for an individual and $45,000/year for families of four) can enroll in Marketplace coverage anytime through a special enrollment period. Consumers who experience a change of life circumstance — such as marriage, birth, adoption, or loss of qualifying health coverage — may also be eligible for a special enrollment period. Consumers may go to Find Local Help on HealthCare.gov to find a Navigator, Certified Application Counselor, or agent or broker. Ongoing: Updates to Requirements for Buprenorphine Prescribing. As announced by the Substance Abuse and Mental Health Services Administration in January 2023, clinicians no longer need a federal waiver to prescribe buprenorphine for treatment of opioid use disorder. Clinicians are still required to register with the federal Drug Enforcement Agency (DEA) to prescribe controlled medications. On June 27, the DEA began to require that registration applicants – both new and renewing – affirm they have completed a new, one-time, eight-hour training. Exceptions for the new training requirement are practitioners who are board certified in addiction medicine or addiction psychiatry, and those who graduated from a medical, dental, physician assistant, or advanced practice nursing school in the U.S. within five years of June 27, 2023. Rural Health Clinics (RHCs) still have the opportunity to apply for a $3,000 payment on behalf of each provider who trained between January 1, 2019 and December 29, 2022 (when Congress eliminated the waiver requirement). COVID-19 Resources Provider Relief Fund Reporting Period 6 . The Provider Relief Fund (PRF) Reporting Portal opened January 1 and will remain open until March 31, 2024 at 11:59 p.m. ET. Providers who received one or more PRF (General or Targeted) and/or American Rescue Plan Rural payments exceeding $10,000, in the aggregate, from July 1 to December 31, 2022 must report on their use of funds during Reporting Period 6 to comply with PRF Reporting Requirements. COVID-19 Home Tests Available. Every home in the U.S. is again eligible to receive four (4) free at-home tests ordered at www.covid.gov. Delivery is free through the U.S. Postal Service. Home Test to Treat is a new program funded by the National Institutes of Health focused on providing COVID-19 care and treatment for adults who are at greater risk of being affected by COVID-19. Adults who do not currently have COVID-19 or flu may enroll and receive free tests if they are uninsured or are enrolled in Medicare, Medicaid, the Veterans Affairs health care system, or the Indian Health Services. Individuals who are currently positive for COVID-19 can enroll to receive telehealth services for COVID-19 and treatment (if prescribed) at no cost. Enrollees may also be invited to participate in a completely optional research component of the program. Informational flyers are available in English and Spanish. Mobilizing Health Care Workforce via Telehealth. ProviderBridge.org was created through the Coronavirus Aid, Relief, and Economic Security (CARES) Act by the Federation of State Medical Boards and HRSA's Office for the Advancement of Telehealth. The site provides up-to-date information on emergency regulation and licensing by state as well as a provider portal to connect volunteer health care professionals to state agencies and health care entities. Funding and Opportunities FTA Seeks Proposals for Mobility, Access, and Transportation Insecurity (MATI) Program – Express interest by March 15. The Federal Transit Authority (FTA) will fund demonstration projects that address transportation insecurity – an emerging concept in transportation – that is experienced when a person cannot access needed services or destinations comfortably, conveniently, and affordably. One focus of the program is connecting rural or suburban communities to services in urban areas. The FTA will select applicants for two funding phases: 1) Phase 1 participants will deliver a fully developed plan for demonstration; 2) Phase 2 participants will implement plans selected from Phase 1. The MATI program is managed by a team at the University of Minnesota, which will hold informational webinars on February 1 at 2:00 pm Eastern and again next Thursday, February 8 at 3:00 pm Eastern. Applicants must complete a basic expression of interest form by 6:00 pm Eastern on March 15. NIH National Institute of Nursing Research Bridge-to-Care Initiative/Community Partnerships to Address SDOH – March 22. The National Institutes of Health (NIH) solicits research to advance the development and expansion of community partnerships to address unmet social needs and adverse social determinants of health. Partnerships might include, for example, a collaboration between a community clinic and a food bank to address food insecurity, or a partnership between an urgent care facility and a community-based violence prevention organization. This initiative focuses on populations that experience health disparities, including racial and ethnic minority populations, people with lower socioeconomic status, underserved rural populations, sexual and gender minority populations, people with disabilities, and any subpopulations that can be characterized by the intersection of two or more of these descriptors. SAMHSA Grants to Expand SUD Capacity in Treatment Drug Courts – April 1. The Substance Abuse and Mental Health Services Administration (SAMHSA) will invest more than $24 million in an effort to improve substance use disorder (SUD) treatment, housing stability, employment status, social connectedness, health/behavioral/social consequences, and reduce justice involvement. Eligible applicants are States and Territories, including the District of Columbia, political subdivisions of States, drug courts, Indian tribes, or tribal organizations (as such terms are defined in Section 5304 of Title 25), health facilities, or programs operated by or in accordance with a contract or award with the Indian Health Service, or other public or private nonprofit entities. USDA/NRHA Rural Hospital Technical Assistance – Ongoing. The U.S. Department of Agriculture joins with the National Rural Health Association to help rural hospitals strengthen local healthcare systems through improved efficiency and financial performance. A Comparison of 2017-19 Uncompensated Care of Rural and Urban Hospitals by Net Patient Revenue, System Affiliation, and Ownership. Researchers at the North Carolina Rural Health Research and Policy Analysis Center use 2017-2019 Medicare Cost Report data to study the association of uncompensated care with net patient revenue, system affiliation, and ownership among Critical Access Hospitals, Rural Prospective Payment System (PPS) hospitals, and Urban PPS hospitals. The Centers for Medicare & Medicaid Services (CMS) is announcing an opportunity for the public to comment on the information collection requirements in two key areas for rural stakeholders: - CMS Plan Benefit Package and Formulary 2025: Medicare Advantage and Prescription Drug Plan organizations are required to submit plan benefit packages for all Medicare beneficiaries residing in their service area. These include information on premiums, formularies, cost sharing, prior authorizations, and supplemental benefits. This information is commonly reviewed by beneficiaries on Medicare Plan Finder, which allows beneficiaries to access and compare Medicare Advantage and Prescription Drug plans.
- Satisfaction of Nursing Homes, Hospitals, and Outpatient Clinicians Working with the CMS Network of Quality Improvement and Innovation Contractors Program: CMS is also seeking input on revisions to its data collection requirements for several health care provider-focused quality improvement surveys that are part of the Network of Quality Improvement and Innovation Contractors Program. CMS made these changes to inform its evaluation of technical assistance provided to nursing homes and outpatient clinicians in community settings, as well as to hospitals.
CMS Request for Information on Medicare Advantage Data – Comment by May 29. The Centers for Medicare & Medicaid Services (CMS) seeks feedback on how best to enhance Medicare Advantage (MA) data capabilities and increase public transparency. With over half of Medicare beneficiaries, and 45 percent of rural beneficiaries, enrolled in MA, transparency about the program has become increasingly important. In this request for information, CMS is seeking detailed information on common challenges and experiences in the MA program for which limited data are currently available. Feedback may include data-related recommendations related to beneficiary access to care; prior authorization and utilization management strategies; cost and utilization of supplemental benefits; all aspects of MA marketing and consumer decision-making; care quality and outcomes; health equity; market competition; and special populations, such as individuals dually eligible for Medicare and Medicaid and other enrollees with complex conditions. They encourage input from beneficiaries and beneficiary advocates, plans, providers, community-based organizations, researchers, employers and unions, and the public at large. New Guidance on Billing Requirements for Intensive Outpatient Program Services for Federally Qualified Health Centers & Rural Health Clinics. Starting January 1, 2024, Medicare began coverage and payment for Intensive Outpatient Program (IOP) services that Federally Qualified Health Centers (FQHCs) and Rural Health Clinics (RHCs) provide for people with mental health needs. An IOP is a distinct and organized outpatient program of psychiatric services provided for patients with acute mental illness including, but not limited to, conditions such as depression, schizophrenia, and substance use disorder. The Centers for Medicare & Medicaid Services (CMS) will pay for IOP services provided at the same payment rate as those paid to hospitals. Additional information on IOP services including scope of benefits, certification and plan of care requirements, payment policies, and coding and billing requirements is included in the recent CMS guidance.
