Registration is open for the next installment of this four-part webinar series hosted by FORHP and the Rural Health Information Hub. The third part of the series highlights resources available for hospitals through Patient Safety Bundles to improve the process of care and health outcomes. Effects Of Medicaid Expansions on Coverage, Prenatal Care, and Health among American Indian/Alaska Native Women. In a study funded by the National Institutes of Health, researchers examined how expansions for state Medicaid for American Indian/Alaska Native (AI/AN) women were associated with health insurance, prenatal care, health conditions, and birth outcomes. They found Medicaid expansions increased the proportion of AI/AN women reporting healthcare coverage, had no effects on the first-trimester prenatal care usage or birthweight of AI/AN women, and mixed evidence of increased rates of pre-pregnancy chronic conditions after expansions. New Toolkit from RHIhub: Preventing Unintentional Injury. Named by the Centers for Disease Control and Prevention as one of the five leading causes of death for rural populations in the United States, unintentional injuries can be fatal or nonfatal injuries that are unplanned and often preventable. This new resource from the Rural Health Information Hub (RHIhub) gives the how and why injuries are so prevalent, and then provides a collection of effective program models with resources for planning, funding, and sustainability in your community. A-Z: All You Need to Know About Making Your RHC a PA Clinical Rotation Site – Friday, April 19 at 1:00 pm Eastern. The National Association of Rural Health Clinics (NARHC) will host a free, FORHP-supported webinar with information on how to establish a Rural Health Clinic as a Physician Assistant/Physician Associate (PA) clinical rotation site. This webinar will feature representatives from universities with PA programs who will share their experiences placing students in rural training sites and provide additional time for Q&A. Advanced registration is required. Ongoing: Requirements for Buprenorphine Prescribing. As announced by the Substance Abuse and Mental Health Services Administration in January 2023, clinicians no longer need a federal waiver to prescribe buprenorphine for treatment of opioid use disorder. Clinicians are still required to register with the federal Drug Enforcement Agency (DEA) to prescribe controlled medications. On June 27, 2023, the DEA began to require that registration applicants – both new and renewing – affirm they have completed a new, one-time, eight-hour training. Exceptions for the new training requirement are practitioners who are board certified in addiction medicine or addiction psychiatry, and those who graduated from a medical, dental, physician assistant, or advanced practice nursing school in the U.S. within five years of June 27, 2023. Rural Health Clinics (RHCs) still have the opportunity to apply for a $3,000 payment on behalf of each provider who trained between January 1, 2019 and December 29, 2022 (when Congress eliminated the waiver requirement). COVID-19 Resources Learn About Long COVID & Fatiguing Illness – Thursday, April 11 at 3:00 pm Eastern. The Centers for Disease Control and Prevention funds this monthly webinar-style ECHO learning session to rapidly disseminate findings about Post-COVID Conditions (PCC) and Myalgic Encephalomyelitis/Chronic Fatigue Syndrome (ME/CFS). The series offers presentations by subject matter experts, examples of emerging best practices and models of care, and a facilitated Q&A. This program is intended primarily for providers who care for patients with PCC and ME/CFS but is open to all healthcare professionals and all Long COVID and ME/CFS patient-lived experience experts interested in learning more about the treatment of Long COVID and ME/CFS. CDC's COVIDVaxView Dashboard. The Centers for Disease Control and Prevention (CDC) continues to share weekly COVID-19 vaccination data using a variety of data sources. A new resource, COVIDVaxView Interactive, goes deeper with a look at variations in vaccine confidence by demographics and geography. Home Test to Treat is a new program funded by the National Institutes of Health focused on providing COVID-19 care and treatment for adults who are at greater risk of being affected by COVID-19. Adults who do not currently have COVID-19 or flu may enroll and receive free tests if they are uninsured or are enrolled in Medicare, Medicaid, the Veterans Affairs health care system, or the Indian Health Services. Individuals who are currently positive for COVID-19 can enroll to receive telehealth services for COVID-19 and treatment (if prescribed) at no cost. Enrollees may also be invited to participate in a completely optional research component of the program. Informational flyers are available in English and Spanish. Mobilizing Health Care Workforce via Telehealth. ProviderBridge.org was created through the Coronavirus Aid, Relief, and Economic Security (CARES) Act by the Federation of State Medical Boards and HRSA's Office for the Advancement of Telehealth. The site provides up-to-date information on emergency regulation and licensing by state as well as a provider portal to connect volunteer health care professionals to state agencies and health care entities. The site provides up-to-date information on emergency regulation and licensing in each state. Funding and Opportunities Department of Education School-Based Mental Health Services Grant – April 30. Federal grants aiming to increase the number of qualified mental health service professionals providing school-based mental health services to students in local educational agencies with a demonstrated need. Eligible applicants are State education agencies or Local education agencies with demonstrated need. USAging: The John A. Hartford Foundation Business Innovation Award – May 6. The Aging and Disability Business Institute at the national nonprofit, USAging, seek community-based organizations with innovative approaches to improving health care outcomes and quality of life for older adults, people with disabilities, and their caregivers. The National Organization of State Offices of Rural Health (NOSORH) provides a series of 8 online workshops that cover leadership principles in the context of rural health. Department of Education Mental Health Service Professional Demonstration Grant Program – May 15. Federal grants for innovative partnerships to train school-based mental health services providers. Small, rural schools fall under the definition of high need local education agencies, and partnerships with historically Black colleges and universities, tribal colleges and universities, and other minority serving institutions are a program priority. USDA Micro-Grants for Food Security – May 21. The U.S. Department of Agriculture (USDA) provides grants to eligible agencies to distribute sub-grants that increase the quantity and quality of locally grown food in areas with significant levels of food insecurity. Geographic coverage: Alaska, American Samoa, Federated States of Micronesia, Guam, Hawaii, Northern Mariana Islands, Puerto Rico, Republic of the Marshall Islands, Republic of Palau, U.S. Virgin Islands HRSA Radiation Exposure Screening and Education Program – May 29. Funding through HRSA's Federal Office of Rural Health Policy will make eight awards to support organizations to screen and educate people exposed to radiation related to the mining of uranium and U.S. testing of nuclear weapons. Eligible applicants are health care providers in Radiation Exposure Compensation Act covered states. NOSORH Rural Primary Care Institute – Ongoing. The National Organization of State Offices of Rural Health (NOSORH) provides a 5-part webinar series designed to help State Office of Rural Health, their partners and stakeholders build capacity to provide technical assistance to primary care providers. Intimate Partner Violence (IPV) in Rural Communities: Perspectives from Key Informant Interviews. In this brief from the University of Minnesota Rural Health Research center, respondents from advocacy and support organizations identified challenges faced by rural victims across six themes: 1) lack of access to IPV related support services and health care, 2) knowledge and competency limitations among professionals providing services to IPV victims, 3) insufficient resources to meet basic needs, 4) harmful attitudes and norms, 5) detrimental policies and systems, and 6) intersecting risks for IPV victims who belong to marginalized or at-risk groups (e.g., those who are pregnant/postpartum, immigrants, BIPOC [Black, Indigenous, and People of Color], and/or LGBTQ+ [lesbian, gay, bisexual, transgender, queer/questioning]). Hospital Price Transparency: What Hospitals Need to Know – Thursday April 4 at 1:00 pm Eastern. Subject matter experts with the Centers for Medicare & Medicaid Services (CMS) will present the latest hospital price transparency policies and enforcement actions effective January 1, 2024, in a webinar produced by the Rural Health Information Hub (RHIhub). These policies were effective January 1, 2021 and affect all hospitals operating in the United States. For those who are unable attend, RHIhub keeps an archive of all webinars on its site. CMS Final Rule: Streamlining Medicaid and CHIP Eligibility Determination, Enrollment, and Renewal Processes. The final rule from the Centers for Medicare & Medicaid Services (CMS) makes changes to simplify the eligibility and enrollment processes in Medicaid, the Children's Health Insurance Program (CHIP), and the Basic Health Program. This rule aligns enrollment and renewal requirements for most individuals in Medicaid, creates timeliness requirements for redeterminations of eligibility, removes barriers to children enrolled in CHIP, and updates recordkeeping requirements. These changes are intended to reduce coverage disruptions and increase retention of eligible individuals. CMS also released new and updated resources to support the end of the Medicaid continuous enrollment, or 'unwinding', including guidance on unwinding processes and requirements for states; guidance to Medicaid managed care plans; and new resources for partners to help families navigate their state Medicaid fair-hearing process, such as if someone was determined no longer eligible for Medicaid. New Federal 12-Month Continuous Eligibility Expansion. Effective January 1, 2024, most children under the age of 19 who meet their state's Medicaid or Children's Health Insurance Program (CHIP) eligibility requirements will remain continuously eligible (CE) for coverage for a full 12-month period. This issue brief estimates that the number of children eligible for Medicaid and CHIP will increase by 3.5 percent in states that previously had partial or no CE policies for children as of January 2023. This increase in average monthly eligibility is driven by an estimated 1.3 million children becoming eligible for at least one additional month of Medicaid or CHIP coverage. Ultimately, the impact of any federal 12-month CE policy is dependent on state enrollment of Medicaid- and CHIP-eligible children, as only enrolled children can benefit from CE expansion. Medicaid and CHIP are important sources of coverage for rural children. As of 2020-2021, Medicaid/CHIP provided coverage for a larger share of both adults and children in small towns and rural areas than in metropolitan counties nationwide. CMS Extends the Temporary Special Enrollment Period (SEP) for Consumers Losing Medicaid or CHIP Coverage Due to Unwinding of the Medicaid Continuous Enrollment. Last week, the Centers for Medicare & Medicaid Services (CMS) issued guidance extending the special enrollment period for people who are no longer eligible for Medicaid or Children's Health Insurance Program (CHIP) due to the end of the Medicaid continuous enrollment, also known as "unwinding," to Marketplace coverage in states using HealthCare.gov from July 31, 2024, to November 30, 2024. This extension is optional for state-based Marketplaces. Consumers who are determined eligible for this Unwinding SEP will have 60 days from the date on which they submit a new or updated HealthCare.gov to make a plan. CMS' Job Aid entitle, Assisting Rural Consumers provides information for navigators and assisters to educate rural consumers on Marketplace and Medicaid coverage and assist with enrollment. Final Rule Released Defining Short-Term Limited Duration Insurance. Last week, the Departments of Health & Human Services, Labor, and the Treasury released a final rule amending the definition of short-term, limited-duration insurance (STDLI), which is a type of health insurance coverage designed to fill temporary gaps in coverage when an individual is transitioning from one plan or coverage to another. STLDI is not considered to be individual health coverage under the law, so it does not need to meet the same requirements as Marketplace plans. Under this rule, the Departments are shortening the limit on the length of the initial contract term from 12 months to no more than three months. Additionally, the maximum total coverage period is changing from 36 months to four months including renewals and extensions. This rule also revises the federal standard for notices that insurers must use to help consumers better distinguish between comprehensive coverage and STLDI and get information on their health coverage options. This document also sets forth final rules that amend the regulations regarding the requirements for hospital indemnity or other fixed indemnity insurance to be considered an excepted benefit in the group and individual health insurance markets. Medicare Proposes Updates to Inpatient Psychiatric Facility Payment Policies – Comment by May 28. On March 28, the Centers for Medicare & Medicaid Services (CMS) issued a proposed rule to update Medicare payment policies and rates for the Inpatient Psychiatric Facilities Prospective Payment System (IPF PPS) for fiscal year (FY) 2025. The proposal increases payment rates by 2.7 percent, and proposes payment increases for stays involving the use of electroconvulsive therapy. CMS has also issued a request for information regarding facility level payment adjustment factors, including rural and teaching status as well as a potential new adjustment for safety net patient populations. Medicare Proposes Updates for SNF, IRF, and Hospice Payment Rules – Comment by May 28. CMS released proposed rules for Skilled Nursing Facilities (SNF), Inpatient Rehabilitation Facilities (IRF), and Hospice Wage Index and Payment Rate updates. Each rule proposes updates to Medicare payment and quality measurement policies for Fiscal Year 2025, which begins October 1. The proposed rules indicate a 4.9 percent increase in payments for rural SNFs, a 4.6 percent increase for rural IRFs, and a 2.8 percent increase in payments for rural hospices. CISA Seeking Comments on New Covered Cyber Incidents for Covered Entities such as Critical Access Hospitals – Comment by June 4. On April 4, 2024, the Cybersecurity and Infrastructure Security Agency (CISA) will release its proposed rule to implement new reporting requirements outlined in the Cyber Incident Reporting for Critical Infrastructure Act of 2022 (CIRCIA). Through this proposed rule, the CISA is seeking public comment and input on policies requiring Covered Entities to report Covered Cyber Incidents and ransomware payments to CISA within 72 hours of occurrence of cyber-attack incident or 24 hours after the ransom payment has been made. The rule identifies 16 Critical Infrastructure Sectors, which includes the Healthcare and Public Health sector, as being at risk for a Covered Cyber Incident. As part of the Healthcare and Public Health sector, the rule includes a hospital with 100 beds or more, or a Critical Access Hospital as a Covered Entity. Covered Cyber Incidents experienced by a Covered Entity would be reportable regardless of which part of the organization suffered the impact. Other Covered Entities include Class II (moderate risk) and Class III ( high risk) devices as classified by the U.S. Food and Drug Administration and manufactures of drugs listed in Appendix A Essential Medicines Supply Chain and Manufacturing Resilience Assessment developed by the U.S. Department of Health and Human Services and the Administration for Strategic Preparedness and Response. In total, CISA estimates that over 300,000 entities from the 16 sectors would be covered by the Proposed Rule. ONC Seeks Feedback on Federal IT Strategic Plan – Comment by May 28. The Office of the National Coordinator (ONC) for Health Information Technology (IT) seeks public input on their draft 2024-2030 Federal Health IT Strategic Plan, which was developed in collaboration with more than 25 federal organizations that regulate, purchase, develop, and use health IT. When finalized, this plan will serve as a roadmap for federal agencies to prioritize resources, align and coordinate efforts across agencies, signal priorities to the private sector, and benchmark and assess progress over time. It will also serve as a catalyst for alignment outside the federal government. Stakeholders must submit comments via the feedback form by May 28. This presentation will explore the role of psychomotor stimulants and treatment options.
