Eligible sites are those that provide outpatient, ambulatory, and primary care services (medical, dental, and behavioral health) in high-need rural and urban communities. Benefits of becoming an NHSC-approved site include assistance to recruit, hire, and retain quality providers through programs such as the NHSC Rural Community Loan Repayment Program. According to most recent data from HRSA's Bureau of Health Workforce, there are currently 13,420 Health Professional Shortage Areas, the designation required to become an NHSC site. HRSA Rural Maternal Health Initiatives – Tuesday, May 21 at 2:00 pm Eastern. Registration is open for this update on HRSA activities related to maternal health. This webinar follows on the four part rural health webinar series presented by the Federal Office of Rural Health Policy in collaboration with the Rural Health Information Hub. Participants will learn about recent HRSA funded activities supporting rural maternal health. Recordings and transcripts are available. New Actions to Address Avian Flu. Last week, the federal government took additional actions to address H5N1 ("avian flu") with urgency through a whole-of-government approach. The U.S. Department of Health & Human Services (HHS) aims to increase testing, genomic sequencing, and other interventions to protect the health and livelihoods of farmworkers and the safety of dairy and other potentially impacted food items. HHS Secretary Xavier Becerra also recently encouraged individuals who work with animals and are concerned about H5N1 to contact a health center: English | Spanish. Last chance to enroll for Program on Improving Antibiotic Use in Telemedicine. The Agency for Healthcare Research and Quality is entering the final weeks of enrollment for primary care practices and retail clinics that use telemedicine for a no-cost, national program to strengthen antibiotic prescribing practices. The program will begin in June and provide expert coaching to promote sustainable improvements and improve patient satisfaction through actionable, evidence-based guidance. Participants may receive continuing education credits, continuing medical education credits and American Board of Internal Medicine Maintenance of Certification points through live and/or self-paced materials. As announced by the Substance Abuse and Mental Health Services Administration in January 2023, clinicians no longer need a federal waiver to prescribe buprenorphine for treatment of opioid use disorder. Clinicians are still required to register with the federal Drug Enforcement Agency (DEA) to prescribe controlled medications. On June 27, 2023, the DEA began to require that registration applicants – both new and renewing – affirm they have completed a new, one-time, eight-hour training. Exceptions for the new training requirement are practitioners who are board certified in addiction medicine or addiction psychiatry, and those who graduated from a medical, dental, physician assistant, or advanced practice nursing school in the U.S. within five years of June 27, 2023. Rural Health Clinics (RHCs) still have the opportunity to apply for a $3,000 payment on behalf of each provider who trained between January 1, 2019 and December 29, 2022 (when Congress eliminated the waiver requirement). COVID-19 Resources Learn About Long COVID & Fatiguing Illness – Thursday, June 13 at 3:00 pm Eastern. The Centers for Disease Control and Prevention funds this monthly webinar-style ECHO learning session to rapidly disseminate findings about Post-COVID Conditions (PCC) and Myalgic Encephalomyelitis/Chronic Fatigue Syndrome (ME/CFS). The series offers presentations by subject matter experts, examples of emerging best practices and models of care, and a facilitated Q&A. This program is intended primarily for providers who care for patients with PCC and ME/CFS but is open to all healthcare professionals and all Long COVID and ME/CFS patient-lived experience experts interested in learning more about the treatment of Long COVID and ME/CFS. *CDC's COVIDVaxView Dashboard. Mobilizing Health Care Workforce via Telehealth. ProviderBridge.org was created through the Coronavirus Aid, Relief, and Economic Security (CARES) Act by the Federation of State Medical Boards and HRSA's Office for the Advancement of Telehealth. The site provides up-to-date information on emergency regulation and licensing by state as well as a provider portal to connect volunteer health care professionals to state agencies and health care entities. Online Resource for Licensure of Occupational Therapists, Physical Therapists, Psychologists, and Social Workers. The site provides up-to-date information on emergency regulation and licensing in each state. Funding and Opportunities Interact for Health Rural Changemaker Program – June 3. Interact for Health is a nonprofit serving 20 rural counties surrounding Cincinnati in Ohio, Kentucky, and Indiana. Funded projects should address a health challenge or underlying inequity identified by the community, and make rural communities the primary beneficiaries of outcomes generated by the project or program. Patient-Centered Outcomes Research Institute (PCORI) Funding: Addressing Substance Use – Letters of Intent Required by June 4. Special areas of interest include evidence-based strategies to advance equity in prevention and treatment, interventions for overdose prevention, and strategies to reduce nicotine and tobacco use. PCORI is specifically interested in applications focused on underrepresented and/or under-researched populations that include, but are not limited to rural populations, low-income populations, sexual/gender minorities, racial/ethnic minorities, pregnant persons, those involved with the justice system, youth, older adults, and individuals with co-occurring mental and physical health conditions. First Nations Development Institute - Native Youth and Culture Fund – June 5. The national nonprofit focuses on rural and reservation-based communities to make grants for native-controlled organizations that work with youth. Funds are used for programs designed to meet youth where they are, support them in accomplishing their goals and dreams as future leaders, and shape pathways that prepare them for an empowered adulthood guided by their cultures and families. Alaska Community Foundation Suicide Prevention Grant – June 14. The nonprofit provides grants for projects and organizations with the goals of reducing the rates of suicide in Alaska and promoting mental wellness through strengthened community and personal connections. Projects that are located in rural communities have been funded in the past. DOJ Comprehensive Opioid, Stimulant, and Substance Use Site-Based Program – July 1. The U.S. Department of Justice (DOJ) makes grants to develop, implement, and/or expand comprehensive programs in response to the overdose crisis and the impact of illicit opioids, stimulants, or other substances. The program provides resources to support state, local, tribal, and territorial efforts to reduce substance misuse and overdose deaths, increase access to services, and enhance public safety while supporting victims. HRSA Center for Maternal and Child Health Medicaid Partnerships – July 10. HRSA's Maternal and Child Health Bureau aims to aims to enhance collaboration among state Medicaid, Children's Health Insurance Program, and Title V Maternal and Child Health Services Block Grant programs. The awarded recipient will facilitate knowledge sharing and provide state-specific technical assistance to these programs to improve maternal and child health outcomes by advancing innovative financing strategies and updating interagency agreements that help guide coordination between state Title V programs and Medicaid programs. HRSA Maternal and Child Health Policy Innovation Program – July 10. In a separate opportunity, HRSA's Maternal and Child Health Bureau supports innovative city, county, or state-level policy initiatives that improve outcomes and reduce associated health disparities for maternal and child health populations. Successful award recipients will provide technical assistance to stakeholders, including governors' offices, state legislatures, state and local health officials, and other state and local officials to help them develop and implement policy initiatives. ACF Community Economic Development Project – July 17. The Administration for Children and Families (ACF) makes grants to Community Development Corporations for projects designed to address the economic needs of low-income individuals and families through the creation of employment and business opportunities, including expansion or construction of clinics and health centers. Priority points will be given to projects that create jobs in rural communities and counties of persistent poverty. NIH Advancing HIV Service Delivery Through Pharmacies and Pharmacists – August 13. The National Institutes of Health (NIH) provides research funding designed to scale the delivery of HIV testing, prevention, and care services through pharmacists and pharmacies. This includes the advancement of training curricula to enable pharmacy students, pharmacists, pharmacies, and pharmacy systems to deliver the spectrum of needed HIV services. Rural populations are a priority. NIH Health Care Models for Persons with Multiple Chronic Conditions from Populations that Experience Health Disparities: Advancing Health Care towards Health Equity – September 7. The National Institutes of Health (NIH) provide funding for research to study the effective adaptation, integration, and implementation of recommended guidelines of care of persons with multiple chronic conditions from populations that experience health disparities. Upcoming Webinar: Understanding Housing as a Social Driver of Health for Rural Residents – Wednesday, May 29 at 1:00 pm Eastern. During this one-hour webinar, presenters will share recent research findings on rural/urban differences in housing cost burden and quality of housing stock. This webinar will also include results from a series of key informant interviews on challenges and opportunities to support housing and improve health for rural residents. After attending, participants will be able to describe differences between rural and urban residents in basic housing access and quality measures. CMS Extends Medicaid Unwinding Flexibilities Until 2025. The Centers for Medicare & Medicaid Services (CMS) announced last week that they are extending several flexibilities to help states continue conducting Medicaid renewals and prevent inappropriate disenrollments during the 'unwinding' of the Medicaid continuous enrollment condition. Specifically, CMS is extending through June 30, 2025: 1) unwinding-related waivers to ensure eligible individuals retain coverage; 2) temporary changes to eligibility verification policies and procedures; and 3) the ability to delay procedural disenrollments if the state continues to meet certain conditions. CMS will continue to monitor states' activities to ensure that eligible individuals have access to the coverage to which they are entitled. State Strategies to Improve Behavioral Health for Those Experiencing Homelessness. The Center for Medicaid and CHIP Services (CMCS) issued an Informational Bulletin to highlight available Medicaid and Children's Health Insurance Program (CHIP) opportunities to improve access to mental health (MH) and substance use disorder (SUD) services for individuals experiencing homelessness. It discusses Medicaid demonstrations, the Health Related Social Needs (HRSN) Guidance and HRSN Framework to provide clinically appropriate services such as housing transition services and case management, and demonstration projects to improve access to the full continuum of care for SUD treatment, including in short-term residential treatment and inpatient settings. It also provides a list of resources for improving access to MH and SUD treatment and to support for people with these conditions who are experiencing or at risk for homelessness. According to the Department of Housing and Urban Development, about 18 percent of people experiencing homelessness live in largely rural Continuums of Care, which are local planning bodies responsible for coordinating the full range of homelessness services in a geographic area. CMS Announces Increasing Organ Transplant Access Model – Comment by July 16. The Centers for Medicare & Medicaid Services (CMS) announced last week the Increasing Organ Transplant Access (IOTA) Model. The proposed model, which would be implemented by the CMS Innovation Center, aims to increase access to kidney transplants for all people living with end-stage renal disease (ESRD). In the proposed model, participating transplant hospitals would be measured by increases in the number of transplants, increased organ acceptance rates, and post-transplant outcomes. Out of the 257 transplant hospitals in the country, an estimated 90 would be required to participate in the proposed six-year model beginning January 1, 2025. Comments on the proposed rule are due by July 16. Webinar: Improving Health Equity for Dually Eligible Enrollees in Rural Areas – Tuesday, May 21 at 1:00 pm Eastern. The federal Medicare and Medicaid Coordination Office is hosting a webinar to explore the health equity challenges facing rural communities-particularly as they affect individuals dually eligible for Medicare and Medicaid-and provide innovative, evidence-based strategies health plans can employ to address them. Speakers will discuss health and social disparities in rural areas, the role of social determinants of health (SDOH), innovative partnerships, and provider engagement. More than two million people, or 21 percent, who are dually eligible for Medicare and Medicaid live in rural communities.
