What's New

HRSA Rural Health Network Advancement Program (RHNAP) – Apply by July 24. The RHNAP is a new program that supports existing Rural Health Networks to expand and evolve their work to meet the growing needs of their rural member hospitals and clinics.  

Applicants must select one of the two funding tracks through the RHNAP:  

  • The Operational Track funds projects that improve the financial viability, efficiency, and infrastructure of rural networks through shared operational services and integration strategies.  
  • The Clinical Services Track funds projects that establish or strengthen clinical service lines, expand access to care, and improve clinical and financial sustainability. It is designed to enable networks to meet emerging needs through sustainable service expansion that can be sustained through future billing and reimbursement. 

All services must be provided exclusively in HRSA-designated rural areas. While the lead applicant can be urban or rural, the network must be comprised of three or more organizations with at least two-thirds or 66% percent network organizations physically located in a HRSA-designated rural area. Eligible applicants must provide documentation attesting to a clear existing governance structure that meets the network composition requirements outlined in the RHNAP NOFO.  

HRSA has $ 3 million for approximately six awards and recipients can receive up to $500,000 each year over a four-year project period. Watch a pre-recorded technical assistance webinar for more information. 

As FORHP continues to focus on sharing program outcomes, the identification and dissemination of rural evidence-based models remains a priority. The Rural Health Information Hub has relevant resources, including successful program models and evidence-based toolkits.  

HRSA Delta States Rural Development Network Program – Coming Soon. This FORHP program seeks to improve access to, coordination of, and quality of health care services and associated health outcomes with a focus on 1) diabetes, 2) cardiovascular disease, 3) obesity, 4) acute ischemic stroke, 5) chronic lower respiratory disease, 6) cancer, or 7) unintentional injury/substance use in rural communities within the service area of the Delta Regional Authority. Applicants must demonstrate experience serving, or capacity to serve, populations in rural areas within the eight Mississippi Delta Region States (Alabama, Arkansas, Illinois, Kentucky, Louisiana, Mississippi, Missouri, and Tennessee). NTIA Announces Two New Funding Opportunities to Expand Broadband Connectivity on Tribal Lands.  On June 17, the National Telecommunications and Information Administration (NTIA) at the U.S. Department of Commerce announced two new notices of funding opportunities:

Together, these NOFOs will make $790 million available to advance broadband connectivity, promote infrastructure availability, and support other related activities. The application deadline for each opportunity is September 17, 2026.


Previously Announced FORHP Funding

Rural Hospital Provider Assistance (RHPA) Program  – Apply by July 27. The RHPA Program provides direct financial assistance to eligible rural hospitals (does not include Critical Access Hospitals) facing structural payment disadvantages with the goal of maintaining essential health care services and preventing avoidable closures.  Eligibility for this program is based on methodology outlined in a Federal Register Notice.    

Rural Northern Border Region Network Planning Program (RNBR-NP) – Apply by July 10. The RNBR-NP is a new program that provides one-year funding to build new, or strengthen existing health care networks, in the Northern Border Region. 

Rural Communities Opioid Response Planning Program (RCORP – Planning) – Apply by July 8. The RCORP – Planning Program helps rural communities build the capacity to develop and sustain substance use disorder (SUD) services by lowering barriers to federal funding and preparing funded organizations to create larger, more complex networks. 

Rural Communities Opioid Response Program – Impact (RCORP – Impact) – Apply by July 8. The RCORP – Impact Program helps rural communities by expanding access to evidence-based prevention, treatment, and recovery services through the building of a larger, more responsive workforce to meet behavioral health needs. 

Rural Residency Planning and Development (RRPD) Program – Apply by July 8. The RRPD program provides start-up funding to grant recipients to create accredited rural residency programs in a qualifying medical specialty as well as FORHP-funded technical assistance for rural graduate medical education for the duration of their project period. 

Delta Rural Integrated Health Network Program – Apply by July 17. The Delta Rural Integrated Health Network Program seeks to improve healthcare delivery in the region by supporting the development of integrated health networks among rural hospitals, primary care clinics, behavioral health providers, and other essential healthcare organizations in the Delta region.  


Funding and Opportunities

HHS Center for Indigenous Innovation and Health – July 15. The Center for Indigenous Innovation and Health within the U.S. Department of Health & Human Services (HHS) will support 2-4 cooperative agreements for research, education, partnership development, and technical assistance to address health care access gaps in American Indian, Alaska Native, Native Hawaiian, and Pacific Islander populations.

SAMHSA Behavioral Health Mobile Crisis Team Partnerships – July 15.   The Substance Abuse and Mental Health Services Administration (SAMHSA) administers this program to establish new, or enhance existing, mobile crisis teams that serve children, youth, and adults experiencing mental health or substance use crises.

SAMHSA Circles of Care for American Indian/Alaska Natives (AI/AN) – July 15.  Recipients of this funding are expected to strengthen capacity to promote the mental health and well-being of children, youth, young adults and their families in Tribal communities.

SAMHSA Strategic Prevention Framework - Partnerships for Success for Communities and Tribes – July 15.  This funding aims to build capacity for substance use prevention in Tribal communities.

SAMHSA Building Communities of Recovery – July 16. The purpose of this program is to increase access to long-term recovery support for people with substance use disorders and co-occurring substance use and mental disorders (COD).

SAMHSA Services Program for Residential Treatment for Pregnant and Postpartum Women – July 16. This funding for community-based organizations aims to provide comprehensive services for pregnant and postpartum women with substance use disorders (SUD) across the continuum of residential settings that support treatment and sustain recovery.

SAMHSA Tribal Behavioral Health: Suicide Prevention – July 16. These grants are for projects designed to prevent suicide attempts, and deaths by suicide among American Indian/Alaska Native young people up to the age of 24.

SAMHSA Tribal Opioid Response Grants – July 16. This funding for the overdose crisis in Tribal communities is meant to increase access to FDA-approved medications for the treatment of opioid use disorder (MOUD), and support the continuum of prevention, treatment, and recovery support services for opioid use disorder (OUD) and co-occurring substance use disorders.

HRSA Screening and Treatment for Maternal Mental Health and Substance Use Disorders – July 17.  This program from HRSA’s Maternal and Child Health Bureau provides funding for efforts that give obstetric, primary care, and other maternal health providers quick access to expert consultation, training, and care coordination support.

HRSA Maternal Produce Prescription Program – July 20. A program to develop produce prescription programs at the community level that promote healthy foods for pregnant and postpartum women and their families in low-income rural and urban areas.

HRSA Maternal Health Emergency Management Training – July 20.  Funding to a single entity to increase capacity and improve the quality of care for pregnant and post-partum women in non-delivery and/or low-resource clinical settings.

HUD Pathways to Removing Obstacles to Housing – August 3.  The U.S. Department of Housing and Urban Development makes grants to state and local governments to identify and remove barriers to affordable housing production and preservation to help meet the demand for housing in urban, rural, and tribal communities. 

DOJ Law Enforcement Mental Health and Wellness Act Program – August 5. The U.S. Department of Justice (DOJ) provides funding for state, local, tribal, and territorial law enforcement agencies to implement new or enhance existing programs that offer support for officers' emotional and mental health, including counseling programs, peer mentoring, suicide prevention, stress reduction, and police officer family services. The program intends to increase grant funding accessibility for small and understaffed departments, especially those in rural communities.

HUD Youth Homelessness Demonstration Program Community Selection – August 10.  As part of the Continuum of Care program, the U.S. Department of Housing and Urban Development (HUD) will select up to 50 communities to execute a coordinated community approach to preventing and ending youth homelessness. At least 16 of the selected communities will be rural. 

SAMHSA Special Tribal Criminal Jurisdiction Grant Program – August 11.  This is grant support and technical assistance for planning, developing, and implementing changes necessary to exercise Special Tribal Criminal Jurisdiction (STCJ) for covered crimes, which include assault of Tribal justice personnel; child violence; dating violence; domestic violence; obstruction of justice; sexual violence; sex trafficking; stalking; and violation of a protection order.

DOJ Office of Violence Against Women Grants to Indian Tribal Governments Program – September 1.  The U.S. Department of Justice (DOJ) estimates a total investment of $42 million for an expected 50 awards to assist Tribal governments and authorized designees of Tribal governments to respond to domestic violence, dating violence, sexual assault, sex trafficking, and stalking in their communities.

DOJ Tribal Sexual Assault Services Program – September 1.  This funding from the U.S. Department of Justice (DOJ) invests $7.6 million for Tribes and Tribal organizations to develop, maintain, and expand sustainable sexual assault services.

Learning Events and Technical Assistance

USDA Rural Development Listening Session – Thursday, June 25 at 1:30 pm Eastern.  Last week, the U.S. Department of Agriculture announced changes to the Rural Development mission area that administers many programs and resources supporting rural health.  Today will be the first of two sessions with Rural Development agency leaders to discuss these changes; the second Stakeholder Session will take place on Monday, June 29 at 1:30 pm Eastern.

Co-Occurring Disorders and Recovery Support Services – Thursday, July 2 at 2:00 pm Eastern.  Fletcher Group monthly webinars cover a multitude of SUD-related subjects.  The Fletcher Group is one of three FORHP-supported Rural Centers of Excellence on Substance Use Disorder (SUD) Prevention.
