What's New

HRSA Evidence-Based Telehealth Grant Program – Applications due April 2.  The Health Resources and Services Administration's (HRSA) Federal Office of Rural Health Policy (FORHP) will be making up to 14 new awards through the Evidence Based Telehealth Network Grant Program.  Each awardee will receive up to $350,000 annually.  The goals of this program are to demonstrate how health care systems can increase access to health care services utilizing Direct to Consumer Telehealth technologies and to conduct evaluations of those efforts to establish an evidence base for assessing the effectiveness of Direct to Consumer telehealth care for patients, providers, and payers.  Eligible applicants are domestic public or private, non-profit or for-profit entities with demonstrated experience utilizing telehealth technologies to serve rural underserved populations.

HHS Invests $8 Million to Address Gaps in Rural Telehealth.  On Monday, the U.S. Department of Health & Human Services (HHS) made awards for the Telehealth Broadband Pilot, a new program to assess the broadband capacity available to rural communities.

Nationwide Study Shows Rise in Opioid Affected Births.  A new study conducted by researchers at the U.S. Department of Health & Human Services indicates that mothers with opioid-related diagnoses documented at delivery increased by 131 percent from 2010 to 2017.  Rural, white, and Medicaid populations continue to have the highest rates of maternal opioid-related diagnoses and neonatal abstinence syndrome.

HHS Renews Public Health Emergency. The U.S. Department of Health & Human Services renewed the COVID-19 public health emergency declaration for an additional 90 days, effective January 21, 2021. 

Comments Requested: FCC COVID-19 Telehealth Program – January 19. The Federal Communications Commission (FCC) received $249.95 million in new appropriations to fund a second round of the Commission's COVID-19 Telehealth Program.  This program started last spring with a $200M appropriation in the CARES Act.  The Commission seeks public comment by Tuesday, January 19 on planning Round 2, such as priorities and metrics for awardee selection and how to streamline selection administration.  Details of the solicitation and comment filing process are in the FCC's official request for information

RAND: How COVID-19 Has Affected Family Caregiving.  The RAND Corporation is a non-partisan, nonprofit organization that researches and analyzes public policy.  In this report, RAND makes the case for integrating family caregivers into the health care team and highlights several solutions for accomplishing this goal.

CARES Act Provider Relief Fund Frequently Asked Questions.  Includes information on terms and conditions, attestation, reporting and auditing requirements, general and targeted distributions, and how to report capital equipment purchases. 

CDC COVID-19 Updates.  The Centers for Disease Control and Prevention (CDC) provides daily updates and guidance, including a section specific to rural health care, a Toolkit for Tribal Communities, and a tracker of cases, deaths, and tests by county

CMS Coronavirus Stakeholder Calls.  The Centers for Medicare & Medicaid Services (CMS) hosts recurring online sessions to provide updates, share best practices among peers, and offer attendees an opportunity to ask questions of CMS.

HHS Coronavirus Data Hub.  The U.S. Department of Health & Human Services (HHS) website includes estimated and reported hospital capacity by state, with numbers updated daily. 

COVID-19 Data from the U.S. Census Bureau. The site provides access to demographic and economic data, including state and local data on at-risk populations, poverty, health insurance coverage, and employment.

ATTC Network COVID-19 Resources for Addictions Treatment. The Addiction Technology Transfer Center (ATTC) Network was established in 1993 by the Substance Abuse and Mental Health Services Administration.  The online catalog of COVID-related resources includes regularly-updated guidance and trainings for professionals in the field.

GHPC's Collection of Rural Health Strategies for COVID-19.  The FORHP-supported Georgia Health Policy Center (GHPC) provides reports, guidance, and innovative strategies gleaned from their technical assistance and peer learning sessions with FORHP grantees.

Confirmed COVID-19 Cases, Metropolitan and Nonmetropolitan Counties.  The RUPRI Center for Rural Health Policy Analysis provides up-to-date data on rural and urban confirmed cases throughout the United States.  An animated map shows the progression of cases beginning January 21 to the present.

Rural Response to Coronavirus Disease 2019.  The Rural Health Information Hub has a compendium of rural-specific activities and guidelines, including Rural Healthcare Surge Readiness, a tool with resources for responding to a local surge in cases.

SAMHSA Training and Technical Assistance Related to COVID-19.  The Substance Abuse and Mental Health Services Administration (SAMHSA) created this list of resources, tools, and trainings for behavioral health and recovery providers.

Mobilizing Health Care Workforce via Telehealth.  ProviderBridge.org was created by the Federation of State Medical Boards through the CARES Act and the FORHP-supported Licensure Portability Program. The site provides up-to-date information on emergency regulation and licensing by state as well as a provider portal to connect volunteer health care professionals to state agencies and health care entities. 

Online Resource for Licensure of Health Professionals.  Created by the Association of State and Provincial Psychology Boards, the site provides up-to-date information on emergency regulation and licensing in each state for psychologists, occupational therapists, physical therapists assistants, and social workers. 


Funding and Opportunities

SAMHSA Grants for Building Communities of Recovery – February 15.  The Substance Abuse and Mental Health Services Administration (SAMHSA) will make 29 awards with total funding of $5.9 million to expand recovery support services that are principally governed by people who are in recovery themselves.  Eligibility is limited to recovery community organizations (RCOs) that are controlled and managed by members of the addiction recovery community. 

Nurse Corps Loan Repayment Program – February 25. This year, Nurse Corps Loan Repayment Program has special funding for nurses and nurse faculty who specialize in women's and behavioral health. The Nurse Corps LRP offers funding to registered nurses, advanced practice registered nurses, and nursing faculty for payment of their qualifying educational loans in exchange for a two-year service commitment at a health care facility with a critical shortage of nurses or an eligible school of nursing in the case of nurse faculty. Additional loan repayment is available for a third year of service.

NIH Approaches to Decrease Stigma of Substance Use Disorders – February 26.  The National Institutes of Health (NIH) will support research into products aimed at reducing stigma around substance use disorders.  Eligible applicants are small businesses that can develop novel digital technologies, services, or other interventions. 

DOJ Research and Evaluation on Violence Against Women – March 16.  The U.S. Department of Justice (DOJ) will invest $2.5 million, with priority to applications from rural communities, for projects examining the issue of violence against women and the effectiveness of criminal justice system responses, procedures, and policies in addressing the problem.  Eligible applicants include state, local, and tribal governments, public housing authorities, nonprofits, and small businesses. 

HRSA Grants for RCORP - Psychostimulant Support – April 12.  In a new round of funding for the Rural Community Opioid Response Program (RCORP), the Health Resources and Services Administration (HRSA) will make 15 awards of up to $500,000 each to support rural individuals who misuse psychostimulants.  For the purposes of this funding opportunity, psychostimulants include methamphetamine and other illegal drugs, such as cocaine and the synthetic amphetamine, Ecstasy, as well as prescription stimulants for conditions such as attention deficit hyperactivity disorder or depression. All domestic public and private entities, nonprofit and for-profit, are eligible to apply and applicants must be part of a consortium of at least three other separately-owned entities.

Final: Modifications to the Definition of Rural for FORHP Grants.  This week, the Federal Office of Rural Health Policy (FORHP) finalized modifications to the definition of 'rural' used to designate areas eligible for its rural health grants.  For grants awarded after October 1, 2021, FORHP will add all outlying Metropolitan counties that do not contain any Urbanized Area (UA) population to the list of eligible areas. With this change, almost 300 counties in 42 states will be newly-designated as completely eligible for rural health grants.

Extension for Filing Medicare Cost Reports.  For Medicare cost reports ending March 1, 2020 through December 31, 2020, the Centers for Medicare & Medicaid Services (CMS) is granting providers an additional 60 days from the initial due date to file their cost reports.

Medicaid Guidance Addressing SDOH.   In this letter, the Centers for Medicare & Medicaid Services (CMS) describes opportunities under Medicaid and the Children's Health Insurance Program (CHIP) to better address social determinants of health (SDOH) as well as federal authorities under Medicaid and CHIP that states can use to address SDOH.

Request for Nominations to the Medicare Payment Advisory Commission – February 12.  The Government Accountability Office (GAO) is accepting nominations for appointments to the Medicare Payment Advisory Commission (MedPAC), the independent agency that advises Congress on Medicare. Submit letters of nomination and resumes to MedPACappointments@gao.gov.


Learning Events and Technical Assistance

Rural Transit Planning in the Time of COVID – Thursday, January 14 at 2:00 pm ET.  The National Rural Transit Assistance Program aims to help rural and tribal transit agencies with planning efforts through three phases during and after the pandemic.

FSMB: A Conversation with Dr. Michael Osterholm – Thursday, January 14 at 4:00 pm ET.   The Federation of State Medical Boards (FSMB) will host the director of the Center for Infectious Disease Research and Policy at the University of Minnesota for a discussion about the pandemic and other infectious disease threats. 

Webinar Series on Telehealth Policy and COVID-19 – Friday, January 15 at 2:00 pm ET.  The Center for Connected Health Policy will organize and host a telehealth webinar series targeted at Medicaid agencies. This series is designed to tackle pressing telehealth policy challenges faced by Medicaid programs and offer medical directors, administrators, and program staff a chance to share lessons learned. Webinars will take place every Friday over a four-week period during Winter, Spring, and Fall 2021 from 2:00 - 3:30pm ET.

CMS Webinar on CHART Payment Policies – Thursday, January 21 at 3:00 pm ET. This 90-minute webinar, hosted by the Centers for Medicare & Medicaid Services (CMS), will provide an overview of the payment methodology for the Community Health Access and Rural Transformation (CHART) Model Community Transformation Track, which is testing a new way for the federal government to pay for health care in rural areas. Questions can be submitted ahead of time by emailing CHARTModel@cms.hhs.gov.  Presentation materials and newly updated Frequently Asked Questions (FAQs) are available on the CHART Model webpage.

NALBOH: COVID-19 Core Competencies for Public Health Professionals – Thursday, January 21 at 4:00 pm ET.  The National Association of Local Boards of Health (NALBOH) will hold a one-hour online meeting to discuss what is being learned during the pandemic and how Core Competencies can be improved.

MATRC: Answering Questions About Telehealth and Telemental Health – Second and Fourth Fridays at 12:00 pm ET.  The Mid-Atlantic Telehealth Resource Center (MATRC) holds a live, one-hour event to answer questions about the basics.  The MATRC is one of 14 FORHP-Supported Telehealth Resource Centers

HRSA Telehealth Series: Workforce Recruitment – Wednesday, January 27 at 12:00 pm ET.  The Health Resources and Services Administration (HRSA) will hold an hour-long session on Telehealth Models for Workforce Recruitment, Retention, and Development
