What's New

FORHP Information Session on Historic Funding for Rural Homelessness – TODAY, 2:00 pm ET. Join the Federal Office of Rural Health Policy to learn more about new federal funding that links housing to health care for at-risk individuals and families.  The Initiative for Unsheltered and Rural Homelessness is the first of its kind from the U.S. Department of Housing and Urban Development (HUD), investing $322 million in HUD's Continuum of Care Program, with $54 million set aside for projects in rural areas.  The primary objective is collaboration among housing authorities, local health care organizations, and those providing support for issues that often lead to homelessness – such as domestic violence, youth trauma, and substance use disorder. During this session for rural health providers, listeners will learn about a program model in rural Vermont that helps individuals maintain their housing through long-term mental health services, and an expert from HUD will explain how rural providers can connect with the grantees who will receive this funding through its Continuum of Care Program.  Please submit rural-specific questions about the funding to Nigel Stinson at nstinson@hrsa.gov  and we'll try to get those answered during Thursday's session.

National Blueprint for Addressing the Maternal Health Crisis.  Investment in rural maternal care is a featured priority of the new all-of-government approach to high rates of maternal mortality across the United States.  The plan announced last week stresses more staff and capabilities for rural obstetrics and increased funding of the HRSA/FORHP-supported Rural Maternity and Obstetrics Management Strategies Program.  A 2019 study from the Rural Health Research Gateway found a greater number of potentially life-threatening complications with childbirth in rural areas.

New Site Explains Access to Reproductive Health CareA recent ruling from the U.S. Supreme Court changes federal protections for reproductive health care services to a decision made at the state level.  To help patients and providers better understand quickly changing policies, the U.S. Department of Health & Human Services created a site to explain access to care for those with and without insurance coverage.  Research has shown rural-urban disparities in unintended pregnancies as well as an ongoing decline in obstetric services in rural areas

New Model for Cancer Care in Medicare – Apply by September 30. This week, the Centers for Medicare & Medicaid Services (CMS) announced a new effort to improve cancer care for Medicare patients while lowering costs. CMS' Center for Medicare and Medicaid Innovation designed the Enhancing Oncology Model to test how to improve health care providers' ability to deliver care centered around patients' unique needs, and deliver care in a way that will generate the best possible patient outcomes. Oncology practices caring for underserved beneficiaries may apply to take part in the model by September 30. 

Ongoing: HRSA Payment Program for RHC Buprenorphine-Trained Providers.  In June 2021, HRSA launched an effort to improve access to substance use disorder treatment by paying for providers who are waivered to prescribe buprenorphine, a medication used to treat opioid use disorder.  Rural Health Clinics (RHCs) still have the opportunity to apply for a $3,000 payment on behalf of each provider who trained to obtain the waiver necessary to prescribe buprenorphine after January 1, 2019.  Approximately $1.2 million in program funding remains available for RHCs and will be paid on a first-come, first-served basis until funds are exhausted.  Send questions to DATA2000WaiverPayments@hrsa.gov. There is ongoing availability of a free online course for waiver eligibility training from the American Osteopathic Academy of Addiction Medicine and the Providers Clinical Support System.


COVID-19 Resources

COVID-19 Vaccines Available for Children Under 5On Saturday, June 18, the federal committee that advises on all vaccines recommended that all children 6 months and older should receive a COVID-19 vaccine.  Parents can reach out to their doctor, nurse, local pharmacy, health department, or visit vaccines.gov to learn more about vaccine safety and to find availability nearby.  New: Research identifies the most effective messages for parents

Guidance on COVID-19 Booster Shots. On May 19, the Centers for Disease Control & Prevention (CDC) recommended a booster shot of the Pfizer-BioNTech COVID-19 vaccine for children ages 5-11 who completed their primary vaccination more than five months ago. The CDC also strengthened its recommendation that those 12 and older who are immunocompromised and those 50 and older should receive a second booster dose at least four months after their first.  Visit COVID.gov to find nearby locations for masks, testing, vaccines, and treatment. 

Provider Relief Fund.  HRSA supports health care providers facing solvency challenges that affect their ability to respond to emerging health crises in an equitable manner. 

One Stop Online for COVID Prevention and Treatment in Every County. Visitors to the site can enter their county and map nearby locations for masks, respirators, vaccines, boosters, and all testing and treatment options.

Spread the Word About Vaccine Boosters. The U.S. Department of Health & Human Services (HHS) provides resources – posters, flyers, videos, and talking points – to help promote the extra protection from COVID-19 boosters. 

HHS/DoD National Emergency Tele-Critical Care Network.  A joint program of the U.S. Department of Health & Human Services (HHS) and the U.S. Department of Defense (DoD) is available at no cost to hospitals caring for COVID-19 patients. Teams of critical care clinicians - critical care physicians, nurses, respiratory therapists, and other specialized clinical experts – are available to deliver virtual care through telemedicine platforms, such as an app on a mobile device. Hear from participating clinicians, and email to learn more and sign up.

Mobilizing Health Care Workforce via Telehealth.  ProviderBridge.org was created by the Federation of State Medical Boards through the CARES Act and the FORHP-supported Licensure Portability Grant Program. The site provides up-to-date information on emergency regulation and licensing by state as well as a provider portal to connect volunteer health care professionals to state agencies and health care entities. 

Online Resource for Licensure of Occupational Therapists, Physical Therapists, Psychologists and Social Workers.  The site provides up-to-date information on emergency regulation and licensing in each state.

Rural Health Clinic Vaccine Distribution (RHCVD) ProgramUnder the program, Medicare-certified RHCs will receive direct COVID-19 vaccines in addition to their normal jurisdictions' weekly allocation.  Contact RHCVaxDistribution@hrsa.gov for more information.  Webinar recordings explaining RHC vaccine programs are available on the National Association of Rural Health Clinics website.

Reaching Farm Communities for Vaccine Confidence.  The AgriSafe Network is a nonprofit organization that provides information and training on injury and disease related to agriculture.  Their health professionals and educators created a social media toolkit that aims to provide clear messages about COVID-19 vaccination for agriculture, forestry, and fishing workers.


Funding and Opportunities

DHS Demonstration Project for Rural Emergency Medical Communication – July 18. The U.S. Department of Homeland Security (DHS) provides funding for projects that identify communication barriers to emergency medical response in rural areas.  Eligible applicants are public institutions of higher education that operate or have access to an existing statewide emergency communication system.

Treasury Equitable Recovery/Community Development Financial Institutions Fund – July 26.  The U.S. Department of Treasury specifies low- and moderate-income communities impacted by COVID-19 for this program.  Certified Community Development Financial Institutions will get funding to expand financing in local economies still recovering from the pandemic.

USDA Water and Waste Disposal Revolving Loan Funds – July 31.  Grants from the U.S. Department of Agriculture (USDA) help nonprofit organizations establish revolving loan funds to finance projects in rural communities.  The loans will go to water and wastewater projects that are not part of regular operations of current water/wastewater systems.  To be eligible, applicants must have legal capacity to operate a revolving loan fund and serve areas with a population of 10,000 or less.   A separate, but similar program, USDA Rural Decentralized Water Systems Grant Program, also deadlined July 31, funds loans made by nonprofits to construct or refurbish individually-owned household water systems. 

Vulnerable Rural Hospital Assistance Program – July 31.  The Vulnerable Rural Hospital Assistance Program preserves access to health services with targeted, in-depth technical assistance for struggling hospitals. EPA Training/Technical Assistance for Rural Wastewater Treatment – August 22.  The U.S. Environmental Protection Agency (EPA) provides training and technical assistance for rural, small, and tribal municipalities, publicly owned wastewater treatment works, and decentralized wastewater treatment systems for the prevention, reduction, and elimination of pollution.

Delta Region Community Health Systems Development Program – Ongoing.  Applications are currently being accepted for the next cohort of this program providing technical assistance to small and rural hospitals, rural health clinics and other health care organizations located in the 252 counties and parishes served by the federal Delta Regional Authority. Support for the next cohort will begin this winter and assist with quality improvement, finance and operations, telehealth, community care coordination, workforce, emergency medical services, and population health.  Applications are accepted on an ongoing basis, but organizations who submit by August 1st can increase their chances for one of 10 slots in the next cohort.  The FORHP-supported program is operated by the National Rural Health Resource Center, which will hold a one-hour webinar for applicants on Wednesday, July 6 at 11:00 am CST

USDA Multifamily Housing Loan Guarantees – Ongoing.  The U.S. Department of Agriculture (USDA) guarantees loans to private-sector lenders for financing affordable rental housing in eligible rural areas.

New Case Studies on LGBTQ+ Health in Rural Areas.  The University of Minnesota Rural Health Research Center has three new policy briefs examining factors that affect health for lesbian, gay, bisexual, transgender, and queer (LGBTQ+) individuals.

Learning Events and Technical Assistance

HRSA/CDC Information Session on Monkeypox – Thursday, June 30 at 1:00 pm ET. HRSA invites you to an information session co-hosted by Centers for Disease Control and Prevention (CDC). We will discuss the role of HRSA and HRSA-supported organizations in the public health response. Topics include identifying symptoms, where to refer patients, and much more. This webinar is intended for clinicians, including those serving in HRSA-supported health centers, Ryan White HIV/AIDS Program-funded clinics, and Rural Health Clinics.

AgriSafe: Health and Safety Learning Opportunities for Agricultural Communities – Thursday, June 30 at 1:00 pm ET.  AgriSafe continues its QPR Training each Thursday to help laypeople and professionals recognize and respond to mental health crises using the Question, Persuade, and Refer method. Also lined up for the next few weeks: pregnancy risks from zoonotic diseases, a monthly strategy meeting on mental health for farm workers and families, and an agricultural health and safety course for health professionals. 

Application Assistance for the Delta Community Health Program – Wednesday, July 6 at 12:00 pm ET. The National Rural Health Resource Center will provide information for successful application to the Delta Region Community Health Systems Development (DRCHSD) Program.  (See Funding and Opportunities above.)

Addressing Stigma for Recovery Resources – Thursday, July 7 at 2:00 pm ET.  The Fletcher Group, one of three FORHP-funded RCORP-Rural Centers of Excellence on Substance Use Disorders, examined the way that stigma affects political and financial support for recovery housing.  They'll discuss the results of their study and how they can be applied at the community level.
