August 11, 2022 What's New FY2022 Award for the Rural Public Health Workforce Training Network Technical Assistance Program. The Federal Office of Rural Health Policy has awarded over $1 million to the Georgia Health Policy Center in a three-year cooperative agreement intended to provide nationwide technical assistance (TA) to rural health care networks responding to COVID-19, pandemic-related workforce shortages. The TA will help rural health care networks expand the public health workforce capacity by supporting job development, training, and placement in rural communities. The TA will also strengthen the ability for networks to develop formal training and certification programs in the four workforce training tracks: Community health support, health IT and/or telehealth technical support, community para-medicine, and case management staff and/or respiratory therapists. The TA will be provided to 31 grantees of the Rural Public Health Workforce Training Network Program. AmeriCorps Grants Will Focus on Evidence-Based Interventions. Nonprofit organizations, tribes, and local governments are eligible for the next round of grants from AmeriCorps, the federal agency for community service and volunteerism. The funding for 2023 will prioritize evidence-based interventions proven to work in communities with concentrated poverty and/or historically underrepresented and underserved individuals. The programs present a unique opportunity for organizations who work in rural to help support public and community health and create potential career pathways while also addressing longstanding workforce capacity challenges. The deadline to apply for federal grants is January 4, 2023. Single-state applicant deadlines to State Commissions may be significantly earlier. Correction: FORHP Awards Announced Earlier This Week. On Monday, we announced awards of nearly $60 million to improve access to care in rural communities. The announcement included a link to the Small Rural Hospital Improvement Program, but the $2.9 million award actually went to the Small Health Care Provider Quality Improvement Program. Monkeypox Declared a Public Health Emergency. The U.S. Department of Health & Human Services made the declaration last week to focus federal resources on a growing public health threat. As of Wednesday, August 10, there were 9,492 confirmed cases in the United States. On Friday, the Centers for Disease Control and Prevention updated clinical characteristics of monkeypox cases and will give ongoing guidance through Clinician Outreach and Communication Activity. Rural Advisory Committee Publishes Policy Recommendations to HHS Secretary. The National Advisory Committee on Rural Health and Human Services recently published a policy brief on behavioral health and primary care integration in rural health facilities. Using the experiences of providers in rural counties of Arizona, the Committee made ten recommendations to the Department of Health and Human Services Secretary. The brief centers on reducing rates of mental illness and suicide in rural communities by making policy recommendations related to access, workforce recruitment and retention, broadband, and reimbursement. In June 2021, HRSA launched an effort to improve access to substance use disorder treatment by paying for providers who are waivered to prescribe buprenorphine, a medication used to treat opioid use disorder. Rural Health Clinics (RHCs) still have the opportunity to apply for a $3,000 payment on behalf of each provider who trained to obtain the waiver necessary to prescribe buprenorphine after January 1, 2019. Approximately $1.2 million in program funding remains available for RHCs and will be paid on a first-come, first-served basis until funds are exhausted. COVID-19 Resources Provider Relief Fund. HRSA supports health care providers facing solvency challenges that affect their ability to respond to emerging health crises in an equitable manner. New: The Provider Relief Fund (PRF) Reporting Portal is now open for reporting on use of funds in Reporting Period 3. Providers who received one or more PRF payments exceeding $10,000, in the aggregate, during the third Payment Received Period (January 1 to June 30, 2021) must report on their use of funds by September 30, 2022. New users can get started by registering in the PRF Reporting Portal (if not yet completed). If a reporting entity has previously reported, they do not need to register again and may log into the portal with their username, TIN, and password. For more information visit the PRF Reporting web page. COVID-19 Vaccines Available for Children Under Age 5. In June, the federal committee that advises on all vaccines recommended that all children 6 months and older should receive a COVID-19 vaccine. Parents can reach out to their doctor, nurse, local pharmacy, health department, or visit vaccines.gov to learn more about vaccine safety and to find availability nearby. New: Research identifies the most effective messages for parents. Guidance on COVID-19 Booster Shots. On May 19, the Centers for Disease Control and Prevention (CDC) recommended a booster shot of the Pfizer-BioNTech COVID-19 vaccine for children ages 5-11 who completed their primary vaccination more than five months ago. The CDC also strengthened its recommendation that those 12 and older who are immunocompromised and those 50 and older should receive a second booster dose at least four months after their first. Visit COVID.gov to find nearby locations for masks, testing, vaccines, and treatment. One Stop Online for COVID Prevention and Treatment in Every County. Visitors to the site can enter their county and map nearby locations for masks, respirators, vaccines, boosters, and all testing and treatment options. Spread the Word About Vaccine Boosters. The U.S. Department of Health & Human Services (HHS) provides resources – posters, flyers, videos, and talking points – to help promote the extra protection from COVID-19 boosters. HHS/DoD National Emergency Tele-Critical Care Network. A joint program of the U.S. Department of Health & Human Services (HHS) and the U.S. Department of Defense (DoD) is available at no cost to hospitals caring for COVID-19 patients. Teams of critical care clinicians - critical care physicians, nurses, respiratory therapists, and other specialized clinical experts – are available to deliver virtual care through telemedicine platforms, such as an app on a mobile device. Hear from participating clinicians, and email to learn more and sign up. Mobilizing Health Care Workforce via Telehealth. ProviderBridge.org was created by the Federation of State Medical Boards through the CARES Act and the FORHP-supported Licensure Portability Grant Program. The site provides up-to-date information on emergency regulation and licensing by state as well as a provider portal to connect volunteer health care professionals to state agencies and health care entities. The site provides up-to-date information on emergency regulation and licensing in each state. Rural Health Clinic Vaccine Distribution (RHCVD) Program. Under the program, Medicare-certified RHCs will receive direct COVID-19 vaccines in addition to their normal jurisdictions' weekly allocation. The AgriSafe Network is a nonprofit organization that provides information and training on injury and disease related to agriculture. Their health professionals and educators created a social media toolkit that aims to provide clear messages about COVID-19 vaccination for agriculture, forestry, and fishing workers. Funding and Opportunities ACF Economic Development Focus on Energy Communities – August 29. The Administration for Children and Families (ACF) will invest $3.2 million for four awards going to communities affected by declines in the fossil fuel industry. Eligible applicants are private, nonprofit Community Development Corporations focused on housing and development in low-income communities. NRHA Rural Health Fellows Program – September 15. The National Rural Health Association (NRHA) will select 10-15 participants for a year-long, intensive fellowship program designed to develop rural health leaders. Applicants must be members of the NRHA and willing to attend three in-person training sessions and monthly conference calls. There is no fee, but participants must have a sponsor responsible for all travel and lodging costs. PCORI Stakeholder Convening Support – Letters of Intent, September 29. The Patient Centered Outcomes Research Institute (PCORI) provides funding that allows communities to convene patients, researchers, clinicians, purchasers, payers, and other stakeholder for research projects. Convening should have a central focus or them that unifies stakeholders, such as geography, health condition, or population. Proposals that focus on maternal morbidity/mortality and intellectual/developmental disabilities are encouraged for this funding cycle. A separate PCORI program provides funding and technical assistance to support Capacity Building for Small Organizations. Letters of intent, required for both programs, are due September 29. Learn more about PCORI rural projects. DOJ Reaching Rural: Advancing Collaborative Solutions for SUD – September 30. The U.S. Department of Justice (DOJ) will provide one year of training and technical assistance to address substance use disorder in rural areas. The program will select up to 10 cross sector teams, each consisting of at least four people from four different sectors: local or tribal government, justice or public safety, public health, and behavioral health. Policy Updates Send questions to ruralpolicy@hrsa.gov. CORRECTION: The final Medicare Inpatient Hospital Payment Rules for fiscal year 2023 will be effective October 1, 2022. This rule, published on August 1, 2022, establishes Medicare fee-for-service payment rates and policies for inpatient hospitals and long-term care hospitals. New policies include increased flexibilities for rural hospitals to participate in residency training through rural track programs and steps to advance health equity and maternal health outcomes. Learning Events and Technical Assistance Disaster Available Supplies in Hospitals (DASH) – Monday, August 15 at 11:30 am ET. DASH is an online, interactive tool for hospital emergency planners and supply chain staff to estimate supplies that may be needed during various emergencies.
