Using Data to Inform & Improve 1915(c) HCBS Incident Management Systems

This training will explore states' experiences with data collection and analysis used to improve critical incident identification, reporting, investigation, remediation, tracking, and subsequent systemic interventions in Medicaid section 1915(c) home and community-based services (HCBS) waiver programs. Relevant incident data may be internal to the state, such as trends of hospital claims, reviews of mortality and morbidity, and fraud data; data may also be external to the state, such as reports of other states' findings, case notes, and recommendations from stakeholder associations. Data sharing agreements or interoperable database technology may support these data analyses. Additionally, data-driven decision-making can help state Medicaid agencies and operating agencies target where investments of resources and attention in incident management processes can generate the most impact. Examples discussed in this training include the importance of collecting initial incident data through comprehensive critical incident definitions and reporting processes, the detailed data collection needed for triaging and investigation of an incident, and the benefits of data sharing among stakeholders throughout the incident management process and in making quality improvements to the system.
