November 17, 2022 What's New National Public Health Leaders Discuss Rural Equity in Behavioral Health. Today, for the 12th annual National Rural Health Day, HRSA will hold an online panel discussion about programs and initiatives in several agencies within the U.S. Department of Health & Human Services. New Funding Available to Promote Affordable Broadband – Deadline January 9. The Federal Communications Commission (FCC) will make $70 million available to governmental and non-governmental entities to increase participation in the Affordable Connectivity Program (ACP), an ongoing program that provides qualifying low-income households with discounts on broadband service and connected devices. The Affordable Connectivity Outreach Grant Program (Grants.gov posting) will make approximately 300 awards between $50,000 and $1 million each to eligible applicants including, but not limited to: state, local, and tribal governments; public housing agencies; social service providers; education organizations; nonprofit and community-based organizations. Surge in Pediatric Respiratory Infections. HRSA's Maternal and Child Health Bureau is asking providers to share an important message about an unprecedented surge of respiratory illness in children. While the typical RSV season begins in late fall, this year's outbreak started in the spring and severe illness continues to increase. Most children are exposed to respiratory syncytial virus, or RSV, in the first year of life and almost all have been infected by 2 years. While RSV infections can be severe in the first 6 months, subsequent infections are usually milder, causing cold-like symptoms. During the first 18 months of the pandemic, masking and distancing measures kept the virus from circulating. But this year and last, as in-person gatherings increased and children when back to school and daycare without masks, the virus has affected kids with little to no immunity. Spread the Word About Health Insurance. The Centers for Medicare & Medicaid Services has a collection of tools for helping individuals and families get health insurance during the Marketplace Open Enrollment period, November 1, 2022 through January 15, 2023. Graphics, social media messages, and customizable posters and fact sheets, are available in English, Spanish, Chinese, Korean, and Vietnamese. Marketplace plans are an important source of coverage for people in rural areas, who represent approximately 15 percent of Marketplace enrollees in states using HealthCare.gov. Ongoing: HRSA Payment Program for RHC Buprenorphine-Trained Providers. In June 2021, HRSA launched an effort to improve access to substance use disorder treatment by paying for providers who are waivered to prescribe buprenorphine, a medication used to treat opioid use disorder. Rural Health Clinics (RHCs) still have the opportunity to apply for a $3,000 payment on behalf of each provider who trained to obtain the waiver necessary to prescribe buprenorphine after January 1, 2019. Approximately $1.2 million in program funding remains available for RHCs and will be paid on a first-come, first-served basis until funds are exhausted. COVID-19 Resources Updated Guidance on COVID-19 Booster Shots. The CDC recommends that people ages 5 years and older receive one updated (bivalent) booster if it has been at least 2 months since their last COVID-19 vaccine dose, whether that was: - Their final primary series dose, or
- An original (monovalent) booster
People who have gotten more than one original (monovalent) booster are also recommended to get an updated (bivalent) booster. In September, the U.S. Department of Health & Human Services announced that people with public, private, or no insurance coverage can get COVID-19 vaccines at no cost, for as long as the federal government continues purchasing and distributing them. To find nearby locations for vaccines, masks, testing, and treatment, visit COVID.gov. HHS/DoD National Emergency Tele-Critical Care Network. A joint program of the U.S. Department of Health & Human Services (HHS) and the U.S. Department of Defense (DoD) is available at no cost to hospitals caring for COVID-19 patients. Teams of critical care clinicians - critical care physicians, nurses, respiratory therapists, and other specialized clinical experts – are available to deliver virtual care through telemedicine platforms, such as an app on a mobile device. Hear from participating clinicians, and email to learn more and sign up. Mobilizing Health Care Workforce via Telehealth. ProviderBridge.org was created by the Federation of State Medical Boards through the CARES Act and the FORHP-supported Licensure Portability Grant Program. The site provides up-to-date information on emergency regulation and licensing by state as well as a provider portal to connect volunteer health care professionals to state agencies and health care entities. Online Resource for Licensure of Occupational Therapists, Physical Therapists, Psychologists, and Social Workers. The site provides up-to-date information on emergency regulation and licensing in each state. Rural Health Clinic Vaccine Distribution (RHCVD) Program. Under the program, Medicare-certified RHCs will receive direct COVID-19 vaccines in addition to their normal jurisdictions' weekly allocation. The AgriSafe Network is a nonprofit organization that provides information and training on injury and disease related to agriculture. Their health professionals and educators created a social media toolkit that aims to provide clear messages about COVID-19 vaccination for agriculture, forestry, and fishing workers. Funding and Opportunities HRSA Teaching Health Center Planning and Development Program – December 12. HRSA's Bureau of Health Workforce will make 47 awards with total funding of $23.5 million to establish new primary care medical & dental residency programs in underserved and rural communities. Eligible applicants are community-based ambulatory care centers operating an accredited primary care residency program. Disciplines for residency include family medicine, internal medicine, pediatrics, internal medicine-pediatrics, psychiatry, obstetrics and gynecology, general dentistry, pediatric dentistry, or geriatrics. Successful applicants will provide a health professions learning environment specific to the needs of their community. AmeriCorps VISTA Accepting Concept Papers for Projects to Alleviate Poverty – January 18. Volunteers in Service to America – also known as VISTA – is a federal service program that provides resources and staffing to public and nonprofit organizations to address poverty and poverty-related problems. AmeriCorps VISTA members are placed at sponsoring organizations and serve for one year at approximately 40 hours per week. The concept paper is a preliminary screening tool that AmeriCorps uses to evaluate whether the organization would be an appropriate VISTA sponsor and if the proposed project meets core criteria. Priorities include: economic opportunity, education, access to health care, and environmental stewardship for rural areas, tribal communities, and areas of concentrated poverty. American Association of Birth Centers (AABC) Foundation - Accreditation Grants – Ongoing. The nonprofit AABC gives special consideration to rural and low-income areas for their grants that cover the fees required to get accreditation from the Commission for the Accreditation of Birth Centers. These centers are freestanding and not a hospital; while they may employ obstetricians and family practice physicians, care is more typically provided by certified midwives. The latest data show that, in 2019, 30 percent of rural counties had no obstetric clinicians of any type. Policy Updates Send questions to ruralpolicy@hrsa.gov. CMS Updates Rural Health Strategy. In a new report, the Centers for Medicare & Medicaid Services (CMS) updates and builds upon the CMS Rural Health Strategy to reflect changes in the health care landscape since its development in 2018. This Framework will guide CMS' efforts in the coming years to advance health equity, expand access to quality, affordable health coverage, and improve health outcomes in rural, tribal, and geographically isolated areas. Additionally, CMS released this week Advancing Rural Health Equity – Fiscal Year 2022 Year in Review, which reflects on past accomplishments to serve people in rural, tribal, and geographically isolated communities. New Research on Rural-Urban Disparities in Medicare. This report from CMS highlights (1) rural-urban differences in Medicare beneficiaries' health care experiences and clinical care, (2) how rural-urban differences in quality of care vary by race and ethnicity, and (3) how racial and ethnic differences in quality of care vary between rural and urban areas. A roundtable discussion will follow. Resources of the Week FORHP Grants in Motion. Each quarter, The Rural Monitor features an in-depth look at the work of FORHP grantees. This edition of Grants in Motion focuses on the South Dakota Palliative Care Network, a grantee of the Rural Health Network Development Program (RHND). The RHND program supports integrated health care networks who collaborate with other local providers and services to achieve efficiencies and strengthen the rural health care system as a whole. Mapping COVID-19 Response in Rural Communities. A new interactive mapping tool provides rural-specific information on COVID-19 vaccination rates, including newly released data on bivalent boosters, COVID-19 cases and hospitalizations, and other health and sociodemographic information at the community level. The tool was created by the NORC Walsh Center for Rural Health Analysis – with support and data provided by the Centers for Disease Control and Prevention – to help decision-making about vaccination efforts and resources. All data can be downloaded for free; every county also has an individual fact sheet comparing all county-level data to the rest of their state and the nation. Rural Health System Value-Based Care Innovators Roundtable: Strategies and Insights. The Rural Health Value team recently released a report that describes interviews with five health systems supporting value-based care in their rural affiliates. Interview topics included organizational structure, governance and decision-making, operations, data and communication, contracts, and social determinants of health. The report includes common health system tensions and opportunities as they facilitate rural affiliate success in value-based care. The Rural Health Value team is funded by the Federal Office of Rural Health Policy.
