What's New

New Funding: Rural Communities Opioid Response Program – Child and Adolescent Behavioral Health. HRSA is accepting applications for the FY 2023 Rural Communities Opioid Response Program – Child and Adolescent Behavioral Health (RCORP-CABH). The purpose of this program is to establish and expand sustainable behavioral health care services for children and adolescents aged 5-17 years who live in rural communities, and to prevent substance misuse. Over the four-year period of performance, award recipients will use RCORP-CABH funding to establish and expand service delivery, provide training and peer mentorship, and develop community partnerships. Eligible applicants include all domestic public or private, non-profit or for-profit entities.  Applications are due May 12, 2023.

New Study: Factors Affecting Recruitment, Retention of Rural Clinicians.  The Economic Research Service at the U.S. Department of Agriculture surveyed health care professionals in 150 small towns across nine U.S. states: Arkansas, Iowa, Kansas, Louisiana, Minnesota, Mississippi, Oklahoma, Texas, and Wisconsin. Researchers learned that, among those surveyed, personal and professional relationships were the most important factor for moving to and staying in a rural practice. 

JAMA Viewpoint: The Emergence of Rural Emergency Hospitals.  An open-access opinion in the online Journal of the American Medical Association (JAMA Network) examines the new federal designation that would convert eligible rural hospitals to facilities that exclusively provide emergency and outpatient services.  The authors identify potential benefits that may prevent closure of a growing number of at-risk hospitals. They also describe a number of potential unintended consequences that will need to be monitored, such as increasing the difficulty of recruiting and retaining rural clinicians.  

Survey of State Policies on Medicaid Unwinding – This report presents findings from a survey of state Medicaid and CHIP program officials conducted by Kaiser Family Foundation and the Georgetown University Center for Children and Families on actions states are taking to prepare for the lifting of the Medicaid continuous enrollment provision (aka unwinding), as of January 2023.  The report summarizes state policies on outreach to enrollees, staff capacity, and plans to monitor the impact of the unwinding on enrollment, and the tables show state-level policies on these issues.  Nearly a quarter of individuals under age 65 who live in rural areas are covered by Medicaid. 

FCC Publishes Request for Comment on Proposed Changes to the Universal Service Rural Health Program In January, the Federal Communications Commission (FCC) adopted an order and further notice of proposed rulemaking (FNPRM) (FCC 23-6) to amend Universal Service Rural Health Care (RHC) Program rules.  The order restored the method of calculating rural and urban rates as it existed before adoption of the 2019 Rule and Order that created a rates database.  It also simplified invoicing procedures and altered priority rules if the program cannot fully fund all applications submitted.  The FNPRM sought comment on new application data collection plans to verify that requested support is consistent with prevailing charges for similar telecommunications services in the area.  It also proposed capping support for satellite service at the level of terrestrial service, proposes changes to expedite new health care provider review and proposed other changes to streamline the application process.  The order and FNPRM was published in the Federal Register on March 23, 2023, starting a 30-day public comment period (ending April 24, 2023) and a subsequent 30-day reply comment period (ending May 22, 2023) for people to comment on other filer's comments.  Interested parties may comment in the Electronic Comment Filing System (ECFS) under WC Docket No. 17-310 at: https://www.fcc.gov/ecfs/filings/standard

HHS Climate Pledge Reopens.  The initiative, launched by the U.S. Department of Health & Human Services last April, asks hospitals, health systems, and other industry stakeholders to make efforts to reduce greenhouse gas emissions and increase their communities' climate resilience.  The pledge is one part of a larger HHS effort to consider the impact that climate change has on the entire country and take steps toward sustainability. A recent article in The Appalachian Voice describes the impact of climate change in rural mountain communities.  Watch a video that explains what the health care sector can do and sign the pledge by Wednesday, April 12 to be recognized in an Earth Day announcement.

Ongoing: HRSA Payment Program for RHC Buprenorphine-Trained Providers.  As announced by the Substance Abuse and Mental Health Services Administration in January 2023, clinicians no longer need DATA 2000 Waiver training to prescribe buprenorphine; however, the payment program to defray earlier training costs is still active.  Launched in June 2021, the initiative pays for providers who previously received a waiver to prescribe buprenorphine, a medication used to treat opioid use disorder.  Rural Health Clinics (RHCs) still have the opportunity to apply for a $3,000 payment on behalf of each provider who previously trained to obtain the waiver necessary to prescribe buprenorphine after January 1, 2019.  Approximately $900,000 in program funding remains available for RHCs and will be paid on a first-come, first-served basis until funds are exhausted.  Send questions to DATA2000WaiverPayments@hrsa.gov.

**New and Ongoing:  The University of Vermont Center on Rural Addiction, a HRSA Rural Center of Excellence on Substance Use Disorders, offers an incentive to help defray previous training costs of $750 to each qualifying provider who obtained a DATA-Waiver. To qualify, providers must be practicing in a HRSA-designated rural county in Vermont, Maine, New Hampshire, or Northern New York. To apply for the $750 payment, providers should contact cora@uvm.edu.


COVID-19 Resources

Provider Relief Fund (PRF) Reporting Portal – Report by March 31 for RP4. The PRF Reporting Portal is open from January 1, 2023 to March 31, 2023 for Reporting Period 4 (RP4). Providers who received one or more PRF (General or Targeted) and/or American Rescue Plan Rural payments exceeding $10,000, in the aggregate, from July 1, 2021 to December 31, 2021, must report on their use of funds during RP4. Rural Health Clinic Vaccine Distribution (RHCVD) ProgramUnder the program, Medicare-certified Rural Health Clinics (RHCs) receive direct COVID-19 vaccines in addition to their normal jurisdictions' weekly allocation.  Webinar recordings explaining RHC vaccine programs are available on the National Association of Rural Health Clinics website.  *New:  As a reminder, the Pfizer-BioNTech COVID-19 bivalent vaccine for people 12 years of age and older is available to order through the RHCVD program in both single and multi-dose vials. The single-dose option responds to widespread requests to allow greater flexibility for RHCs that may not have the demand or capacity to store multi-dose vials. Contact RHCVaxDistribution@hrsa.gov for more information.    

HHS/DoD National Emergency Tele-Critical Care Network.  A joint program of the U.S. Department of Health & Human Services (HHS) and the U.S. Department of Defense (DoD) is available at no cost to hospitals caring for COVID-19 patients. Teams of critical care clinicians - critical care physicians, nurses, respiratory therapists, and other specialized clinical experts – are available to deliver virtual care through telemedicine platforms, such as an app on a mobile device. Mobilizing Health Care Workforce via Telehealth.  ProviderBridge.org was created by the Federation of State Medical Boards through the CARES Act and the FORHP-supported Licensure Portability Grant Program. The site provides up-to-date information on emergency regulation and licensing by state as well as a provider portal to connect volunteer health care professionals to state agencies and health care entities.

Funding and Opportunities

National Recreation and Park Association: Mentoring for Youth Impacted by Substance Misuse – March 31.  The National Recreation and Park Association, a nonprofit organization, offers funding, training and peer networking to develop local programs.  Twenty grantees will each receive $70,000 for a 2.5-year project.  Mentoring programs should prioritize services for youth who have historically faced barriers to youth development opportunities including Black, American Indian/Alaska Native; Hispanic/Latino; Asian American; LGBTQ+ youth; and youth living in low-income and rural communities.

DOE Energy Improvement in Rural/ Remote Areas – April 14.  The U.S. Department of Energy's (DOE) Office of Clean Energy Demonstrations will invest $300 million for clean energy solutions that are replicable for areas of the U.S. with 10,000 or fewer inhabitants.  Eligible applicants include institutions of higher education, for-profit and non-profit organizations, state and local governments, Tribal Nations, and consortia.  Up to 20 awards will be made, each between $1-100 million, with a minimum of 20 percent cost sharing required. 

ACF Child Care Dissertation Grants  – May 19.  The Administration for Children and Families (ACF) will make six awards, each up to $25,000, to support dissertation research by advanced graduate students working on child care policy issues. Eligible applicants are entities (not individuals), including state, local, and Tribal governments; public and private nonprofit organizations; small businesses; and institutions of higher education.  Recently, the National Advisory Committee on Rural Health & Human Services submitted recommendations on Child Care Need and Availability in Rural Areas

ACL Funding One Rehabilitation Research Center for Minority Entities – May 22.  The Administration for Community Living (ACL) seeks to improve the improve the effectiveness of the agency's National Institute on Disability, Independent Living, and Rehabilitation Research (NIDILRR). The program aims to enhance research capacity and infrastructure at minority serving institutions – any college or university where student enrollment of ethnic/racial minorities is at least 50 percent. With an investment of $875,000, the single grant recipient will deliver well-designed research, training, technical assistance, and dissemination activities in topical areas as specified by NIDILRR.

AHRQ Safety Program for Telemedicine – May 25.  The Agency for Healthcare Research and Quality (AHRQ) is recruiting practices for a free 18-month program to improve the cancer diagnostic process for patients who receive some or all of their care via telemedicine.  Practices selected to participate will receive training and one-on-one expert coaching to implement sustainable improvements to the cancer diagnostic process.

USDA Rural Utilities Service Community Connect Grant Program – June 20. The U.S. Department of Agriculture (USDA) will make 50 awards, each up to $5 million, to provide broadband service in rural, economically challenged communities where it does not exist.  Eligible applicants include nonprofits, small businesses, and state/local/Tribal governments.

Assessing Geographic Variability in Key Indicators of Air Quality: A Rural vs. Urban Comparison of Pollution and Socio-Economic Factors.  This study from the Rural and Minority Health Research Center examines rates of air pollution between rural and urban census tracts.

Crowded Housing and Housing Cost Burden by Disability, Race, Ethnicity, and Rural-Urban Location.  Among the key findings in this report from the University of Minnesota Rural Health Research Center: A higher proportion of urban adults (18.8 percent) live in crowded housing than rural adults (14.4 percent), with differences by race and ethnicity. Urban Hispanic adults have the highest proportion in crowded housing, followed by both rural Hispanic adults and rural American Indian adults.

New Reports to Congress on Medicare and Medicaid Payment Policy – The Medicare Payment Advisory Commission (MedPAC) and the Medicaid and CHIP Payment Advisory Commission (MACPAC) submit annual reports to Congress with analyses and recommendations from Commissioners on Medicare and Medicaid, respectively.  In their March report, MedPAC highlights Medicare and total operating margins for rural and urban hospitals and recommends a new Medicare Safety Net Index to identify safety net hospitals and direct payments to them.  MACPAC examines Medicaid Disproportionate Share Hospital (DSH) payments to rural and urban hospitals. 


Learning Events and Technical Assistance

Safeguarding Farmworker Health Through Flu Vaccination Outreach and Promotion – Thursday, March 23 at 2:00 pm ET.  The National Center for Farmworker Health is supported by HRSA's Bureau of Primary Health Care.  

Updating National Tribal Behavioral Health – Thursday, March 23 at 2:00 pm ET.  The Substance Abuse and Mental Health Services Administration hosts a two-hour Tribal Listening Session to discuss lessons learned through COVID-19 and other topics. 

New Rural Health Population Health Chartbook – Tuesday, March 28 at 1:00 pm ET. Hosted by the FORHP-supported Rural Health Research Gateway, the hour-long session will describe data and charts that include 33 measures of population health organized by five domains: access to care, health outcomes and risks, mortality, social determinants of health, and socioeconomics. 

Rural SUD Treatment During COVID: Lessons Learned – Wednesday, March 29 at 12:00 pm ET. The Center on Rural Addiction at the University of Vermont (UVM CORA) will host an hour-long discussion on the pandemic's impact on people with substance use disorder (SUD).  UVM CORA is one of three Centers of Excellence supported by FORHP's rural opioid programming.

NHSC Loan Repayment Program: Q&A Session #1 – Thursday, March 30 at 10:00 am ET. The first of several sessions to assist applicants to three loan repayment programs for the National Health Service Corps (NHSC). One of these opportunities for practicing clinicians is the NHSC Rural Community Loan Repayment Program that works with FORHP's rural opioid programming to provide substance use disorder treatment.

American Indian/Alaska Native Virtual Healthcare Workforce Summit – April 4-5.  Hosted by the Associations of American Indian Physician, the free, two-day summit will feature presentation of novel programs that are successfully contributing to the increase of AI/AN people in the health care workforce. 

HRSA IEA Learning Series: Advancing Health Equity Among Hispanic/Latino Populations – Tuesday, April 4 at 1:00 pm ET.  HRSA's Office of Intergovernmental and External Affairs (IEA) will focus on focus on the mental health of Hispanic/Latino youth.  This is the second session in the series, presented in Spanish with English interpretation.

Annual Rx and Illicit Drug Summit – April 10-13.  Federal policymakers from the Substance Abuse and Mental Health Services Administration and the National Institute on Drug Abuse are among those sharing their expertise at this annual conference on substance use disorder.  The summit takes place over four days in Atlanta, Georgia. 

HRSA Virtual Job Fair – Wednesday, April 19 at 6:00 pm ET.  HRSA's Bureau Health Workforce hosts this free, online event over 3.5 hours to connect primary care clinicians and trainees with health care facilities that have job openings.  To register, complete a clinician profile on the Health Workforce Connector.

Save the Date: AHA Rural Health Summit for Southwest Region – Friday, May 12, Dallas, TX.  The American Heart Association (AHA) may provide scholarship for those who need financial assistance to attend this conference of rural health leaders from Arkansas, Colorado, New Mexico, Oklahoma, Texas, and Wyoming. 

Register for Rural Suicide Prevention Workshops – May 23 and July 25.  This comprehensive training for service providers in rural communities includes special focus on youth, substance use, and Indigenous communities. The interactive workshop features video demonstrations, active discussion groups, and access to the latest research on best practices. Attendees will get free, ongoing support – including online discussion forums and monthly Q&A video calls – for one year after the workshop.  This opportunity is provided by the University of Rochester Recovery Center of Excellence (COE), one of three COEs in FORHP's rural opioid programming.
